When the country began its first phase of polling on April 11, 2019, Telangana voted from all its constituencies. Telangana gave a sweeping victory to the <keyword id="43749" type="ORGANIZATION" weightage="20" keywordseo="TRS">TRS</keyword> during the assembly polls last year. The party is not facing the elections with the same enthusiasm given by the overwhelming victory. The state sees a triangular contest and the other parties in opposition namely the Congress and the BJP are now focusing on a select few seats hoping to win them for the parliament. The Nizamabad constituency has claimed the maximum amount of attention from the whole of the country as there are 185 candidates lined up to try their luck during 2019 Lok Sabha elections, all of them eagerly waiting for the results. More than 170 of these contesting candidates are farmers. The present ballot units of the EVMs can fit in only 16 candidates and hence the election commission had set up 12 ballot units in all the polling booths of the Nizamabad constituency to record the votes by the electors. The winning candidate from this constituency is all set to move to the limelight on the result day. The basis of this speculation comes from JD(U)’s party secretary, K C Tyagi’s statement seeking special status for the state,which is one of Modi’s undelivered promises from 2014. While striking a dissonant chord with ally BJP, JD(U)’s Tyagi has also tried to woo rivals in Odisha ( Biju Janata Dal’s (BJD) Naveen Patnai), and in Andhra Pradesh (YSR Congress’s Jaganmohan Reddy and his immediate rival <keyword id="83019" type="ORGANIZATION" weightage="20" keywordseo="Telugu-Desam-Party">Telugu Desam Party</keyword>’s (TDP) Chandrababu Naidu), who have similar demands from the centre. A motley crew of regional satraps ahead of the last phase of polling may be a crucial political manoeuvre. On May 19, 60 seats in Bihar, Uttar Pradesh, Jharkhand, Punjab, Madhya Pradesh, Himachal Pradesh and Chandigarh are going to the polls. The Kingmakers Apart from its traditional rival, the Congress Party-led United Progressive Alliance (UPA), the BJP-led National Democratic Alliance (NDA) is challenged by Mahgathbandhan or a Grand Alliance that includes 12 political parties. It is led by Mayawati of Bahujan Samaj Party (BSP), and <keyword id="6355031" type="PERSON" weightage="20" keywordseo="akhilesh-yadav">Akhilesh Yadav</keyword> of <keyword id="6354265" type="DEFINITION" weightage="20" keywordseo="samajwadi-party">Samajwadi Party</keyword> (SP), who were former foes turned friends; proving yet again politics makes strange bedfellows. These are the clear sides in the election so far and one of the leaders is likely to become the next Prime Minister. However, the BJD, the YSR Congress, its state rival TDP, and the Telegana Rashtra Samiti (TRS) led by K Chandrashekhar Rao who are yet to pick sides, will have fewer seats but an outsized say in deciding the winner of this Lok Sabha election, in the case of an utterly fractured mandate. The three states put together have 86 seats at stake in the Lok Sabha. Even half of those seats will wield significant power in case any of the other three national coalitions fail to cross the halfway mark. ‘Special’ unity The one factor binding four out of the five regional parties is the demand for ‘special status’ for their respective states. Special status is given to states with historic disadvantages be it geographic issues like tough terrains or unviable state finances. It provides them with autonomy like the ability to establish development boards, and decide on reservations. Special status has also been the bone of contention between BJP and TDP. TDP head Chandrababu Naidu broke away from the NDA, after BJP refused the status, as Naidu re-builds the state after Telangana split from AP. What is bringing these parties together is a recent comment from the union finance minister and BJP leader Arun Jaitley that categorically dismissed the demand for <a href="http://www.newindianexpress.com/business/2019/apr/04/arun-jaitley-against-special-status-special-financial-packages-for-states-1960238.html">special status for AP</a>, saying the ‘time for seeking special status is over’. While JD(U) has denied any attempt to break away from the NDA, it has enough common ground with the other four parties that can influence government formation. This may be the prelude to hectic parleys after the results on May 23.

A handful of small parties will play a key role in picking India’s next Prime Minister

Telangana CM <keyword id="80355" type="UNKNOWN" weightage="80" keywordseo="K-Chandrasekhar-Rao">K Chandrasekhar Rao</keyword> is now in trouble as a case has been registered against him for alleged illegal tapping of phone calls of his Andhra Pradesh counterpart <keyword id="6354350" type="PERSON" weightage="80" keywordseo="Chandrababu-Naidu">Chandrababu Naidu</keyword> in the wake of the cash-for-votes scam. 
 

	The case has been registered against KCR under Sections 464, 647, 471, 166, 167 and 120/B of IPC, according to a PTI report. 
	 

	Inspector of III-Town Police Station, B Tirumala Rao, said a Vizag-based advocate NVV Prasad has lodged a complaint against KCR for violating the basic rights of the Andhra Pradesh chief minister and "tarnishing" his image by tapping his telephone lines. 
	 

	In his complaint, the assistant Public Prosecutor accused the Telangana Rashtra Samithi (TRS) of deliberately trying to snoop on Telugu Desam Party (TDP) members. 
	 

	Meanwhile, a conversation in an audio tape between Chandrababu Naidu and nominated MLA Elvys Stephenson, aired in a section of local TV channels has given a new twist to the cash-for-votes controversy. On Sunday, <keyword id="2889050" type="UNKNOWN" weightage="80" keywordseo="Parakala-Prabhakar-Advisor">Parakala Prabhakar Advisor</keyword> (Communications) to the Andhra government strongly denied all such reports saying that the tapes were fabricated. The conversation suggested that the <keyword id="209302" type="POSITION" weightage="80" keywordseo="Andhra-chief-minister">Andhra chief minister</keyword> was giving "assurance of all sorts" to the MLA if he votes for TDP nominee in the Telangana Legislative Council election. Prabhakar further alleged that the <keyword id="541763" type="UNKNOWN" weightage="80" keywordseo="Telangana-Government">Telangana government</keyword> is only trying to malign the image of Naidu by resorting to such cheap tactics. "It is not the chief minister's conversation. How come they are available outside. The Telangana government has to give answer to this. The Telangana CM and home minister should give answers," Parakala said.

Case lodged against Telangana CM for illegal phone-tapping of Andhra CM

Hyderabad (Telangana) [India], December 3 (ANI): The Congress 'hand' has stopped Bharat Rashtra Samiti (BRS) 'car' in Telangana as the grand old party has comfortably reached the majority mark as per the latest trends of the Election Commission of India. The Congress is leading on 61 seats while the BRS on 36 and the BJP leading on 10, as per ECI. Telangana Congress President, Anumula <keyword id="933541" type="General" weightage="20" keywordseo="revanth-reddy" source="Orion">Revanth Reddy</keyword> is leading from the Kamareddy seat leaving CM KCR trailing behind. Revanth Reddy is MP in the Lok Sabha from INC representing Malkajgiri Constituency. Earlier, He was a two-time MLA in the Andhra Pradesh Assembly from TDP in 2009 and 2014 and in the Telangana Assembly between 2014 and 2018 representing Kodangal Constituency. He left TDP and joined Congress in 2017. In June 2021, he was appointed as president of the Telangana Pradesh Congress Committee replacing N. Uttam Kumar Reddy. Both Congress candidate Konda Surekha and Naini Rajender Reddy are leading from Warangal East and West seats. Telangana CM KCR is leading from the Gajwel seat. Since the formation of the State in the year 2014, BRS has been holding power with KCR as its chief minister. Kalvakuntla Taraka Rama Rao (KTR) is leading from Sircilla, which is considered one of the most important seats. KTR fought from the same seat in the 2018 elections and won. Payal Shanker from BJP is leading on the Adilabad seat while Dhanpal Suryanarayana leading from Nizamabad (Urban). Jaffar Hussain from AIMIM is leading on the Yakutpura seat. Celebrations were seen outside the Congress office in Hyderabad over the party crossing the halfway mark comfortably. The party cadre chanted "Bye bye KCR". The Telangana election results will be important for the Congress as it heads into the 2024 Lok Sabha elections. A win in Karnataka and Telangana would further concrete its presence in the South. The Congress party, which is now in reckoning, was completely written off just six months ago. Several factors could have contributed to the Congress's upturn: Perceived anti-incumbency at the constituency level against BRS MLAs; energy infused by the Karnataka victory in the party leaders and cadres; the BJP's decline following the removal of Bandi Sanjay as the Telangana unit chief; and the perception that the BRS and AIMIM are in cahoots with the BJP. Congress leader <keyword id="41270" type="General" weightage="50" keywordseo="renuka-chowdhury" source="Orion">Renuka Chowdhury</keyword> said that Bharat Rashtra Samiti (BRS) leaders are in touch with the grand old party. On being asked if BRS leaders are in touch with the Congress party, Renuka Chowdhury told "Of course! Today's politics is like that. They are in touch with us. Sometimes they take away ours (MLAs), and sometimes theirs come here." Karnataka Deputy Chief Minister DK Shivakumar who is in Telangana as an AICC observer on Sunday spoke about the possibility of MLA poaching and said that not even a single MLA or candidate will break. TPCC Vice President Kiran Kumar Chamala also spoke on the MLA poaching issue in Telangana and said that the party's MLAs will not be provoked. "It's not the trend what we see this morning, these are the waves and positive vibrations in Telangana. The 6 guarantees that <keyword id="689" type="General" weightage="50" keywordseo="sonia-gandhi" source="Orion">Sonia Gandhi</keyword> has promised to the people of Telangana have turned the tide towards us. Poaching is one of the main agenda of KCR. We have taken some measurements. But after seeing the trends, we don't think it is needed. At least we'll have 80-plus seats. Our President Revanth Reddy is also leading. Everything is under control and our MLAs will not be provoked," the TPCC Vice President said. The fate of 2,290 candidates from 109 parties including the national and regional parties will be revealed as the counting proceeds. The contestants include 221 women and one transgender. A total of 103 legislators are re-contesting this time, most of them from the ruling BRS. A clear picture of the result is likely to emerge by noon. Telangana went to vote on November 30. Congress 'hand' stops BRS 'car' in Telangana, Revanth Reddy leads in Kamareddy seat as KCR trails

Ruling Telangana Rashtra Samithi (<keyword id="43749" type="COMPANY" weightage="20" keywordseo="TRS">TRS</keyword>) has consolidated its position in the Nagarjuna Sagar Assembly constituency, the counting trend showed on Sunday. After 11 rounds of counting, <keyword id="11074436" type="UNKNOWN" weightage="20" keywordseo="nomula-bhagat">Nomula Bhagat</keyword> of the TRS was leading by 9,034 votes over his nearest rival K. Jana Reddy of the <keyword id="1571" type="COMPANY" weightage="20" keywordseo="Congress-party">Congress party</keyword>. The TRS candidate polled 38,924 votes while Jana Reddy secured 29,890 votes. Counting of votes polled in the April 17 bypoll began Sunday morning. The counting was taking place in two large halls, each with seven tables. About 400 officials were involved in counting and related activity. Officials expect the counting to be completed in 25 rounds. The constituency had witnessed 86.18 per cent polling on April 17 despite the Covid-19 surge. Out of the 2.20 lakh voters, 1.89 lakh had cast their votes. As many as 41 candidates, including three women, contested the bypoll, which was necessitated due to the death of sitting legislator Nomula <keyword id="240868" type="COMPANY" weightage="20" keywordseo="Narasimhaiah">Narasimhaiah</keyword> of the TRS. The ruling party fielded Narasimhaiah's son Nomula Bhagat, a debutant who took on veteran <keyword id="1575" type="COMPANY" weightage="20" keywordseo="Congress">Congress</keyword> leader and seven-time MLA Jana Reddy. In 2018, Nomula Narasimhaiah had won the seat by defeating Jana Reddy of the Congress by about 8,000 votes. Nomula polled 83,655 votes while Jana Reddy had garnered 75,884 votes. BJP's K. Niveditha Reddy had polled only 2,675 votes. The TRS had polled 46.34 per cent votes while the Congress secured 42.04 per cent vote and the BJP could get only 1.48 per cent votes. TRS candidate Nomula Bhagat is now leading by over 9,000 votes

H0yderabad, Telangana Chief Minister K. Chandrasekhar Rao on Monday announced 30 per cent salary hike for all the government employees and teachers under the 11th Pay Revision Commission (PRC). In 2018 election manifesto, Telangana Rashtra Samithi (<keyword id="43749" type="COMPANY" weightage="20" keywordseo="TRS">TRS</keyword>) had promised to increase retirement age from 58 to 61 years. The salary hike will benefit around 9.17 lakh employees working the state. Unlike in the past when pay revision was given to only regular employees, the government decided to implement the PRC recommendations for contract and outsourcing employees, homeguards, Anganwadi and <keyword id="6402431" type="COMPANY" weightage="20" keywordseo="asha">ASHA</keyword> workers, SERP employees, Vidya Volunteers, <keyword id="6398301" type="COMPANY" weightage="20" keywordseo="KGBV">KGBV</keyword> and <keyword id="53505" type="COMPANY" weightage="20" keywordseo="SSA">SSA</keyword> employees, grant-in-aid, work charged and daily wage employees. KCR, as Rao is popularly known, announced increasing the gratuity at retirement for the employees from Rs 12 lakh to Rs 16 lakh. The government also decided to to reduce the age limit from 75 years to 70 years for 15 per cent additional quantum of pension to the retired government employees and teachers. The government has decided to extend family pension policy to the family members of the CPS (Contributory Pension Scheme) employees who died while on duty. The chief minister said the government employees, teachers who played an inspirational role in achieving Telangana state, are participating with same commitment in the development of own state and with their co-operation, the fruits of welfare and development are reaching the people successfully. "In view of inexhaustible relation the government is having with employees, Telangana government is acting as employee's friendly government. It respects the rights of all employees," he said. KCR recalled that after the formation of Telangana state, his government announced special increment by appreciating role played by employees in the movement. By revising the 10th pay scales in 2014 by announcing the highest hike of 43 per cent, Telangana government showed its admiration it has on employees of state. He said as the Covid-19 pandemic shattered the state economy leading to unexpected fiscal deficit, 11th pay revision was delayed. KCR said while revising the pay scales of government employees, the government kept in view the necessities and situations of other employees who are rendering their services at ground level and increased their pays scales with a humanitarian perspective. "This time also government by revising the pay scales of employees, teachers and pensioners, took a decision to increase the salaries of contract employees, outsourcing employees, Home Guards, Anganwadis, Asha Workers, SERP Employees, Vidya Volunteers, KGBV, Sarva Siksha Abhiyaan employees, VRAs, VAOs, Grant in Aid, Work charged, daily wage and other employees i.e., totalling about 9,17,797 employees who are working as part of Government machinery," he said. Stating that 80 per cent of promotion process of employees is completed, he said the government will immediately start the promotion process of remaining eligible employees along with eligible teachers. Government will shortly start the process of filling of vacancies created by promotions. He also announced that the government has constituted a steering committee with employees associations, government officials as stake holders for evolving the new modalities of Employees Health Scheme (EHS) as per the PRC committee recommendations. He said the government will give permission to the Andhra Pradesh teachers who are working in the Telangana to return to their home state. The government has decided to provide 180 days maternity leave along with wages to the KGBV Women Staff.

Telangana announces 30% salary hike for 9.17 lakh employees under 11th Pay Revision Commission

The sitting candidate Asaduddin Owasi won the Hyderabad lok sabha seat with a margin of 2.8 lakh votes. This All India Majlis-e-Ittehadul Muslimeen (AIMIM) candidate secured a safe win, with no sweat as expected by many. Bharatiya Janata Party (BJP)’s Dr Bhagvanth Rao and finished as a runner up just like last year. However, BJP redeemed itself in the twin city as its G Kishan Reddy won over Talasani Sai Kiran Yadav of Telangana Rashtra Samithi (TRS) by a margin of 62,000 votes. An anti-Modi stance The sitting MP Owasi, a well-known for his anti-Modi statements has managed to keep its legacy. Owasi invited ire in 2016 after he locked horns with Rashtriya Swayamsevak Sangh (RSS)’s Mohan Bhagwat. “I would never say ‘Bharat Mata ki Jai’,” said Owasi after Bhagawat said every Indian should chant it. Owasi had stood his ground even when Modi wave was at its strongest in 2014, though his BJP counterpart Dr Bahgavanth Rao came very close with over 3 lakh votes, while Owasi finished with around five lakh votes. Nizam’ legacy Historically, Owasis and their city-based political party, have maintained much larger margins over their runner-ups, even when TDP and Congress were at their strongest. In fact, his father has won the same seat seven times, keeping the Charminar constituency with a majority Muslim population within the Owasi family, which heads All India Majlis-e-Ittehadul Muslimeen (AIMIM). AIMIM was founded in 1927 under the auspices of Nawab Osman Ali Khan to be a pro-Nizam party during the times when the power of princely states was dwindling in a British-ruled India. But they came to take over the city only in 1984, after breaking Congress’ stronghold in the city and the state. Twin dilemma Secunderabad’s mandate unlike Hyderabad cannot be predicted as easily. In fact, the city is notorious for choosing a different party each year. Things got even murkier after the septuagenarian Bandaru Dattatreya was denied a ticket from BJP to contest the election. It went to G Kishan Reddy who is tasked with overcoming Anjan Yadav from Congress and Talasani Sai Kiran Yadav from Telangana Rashtra Samithi (TRS); to retain the party in the seat. Hyderabad and Secunderabad voters did not have it easy this time around. They had to choose between seven candidates in Hyderabad and five in Secunderabad. In 2019, over 30 candidates contested from Secunderabad!! In Hyderabad too, voters had 14 candidates to choose from. They came from unknown parties like Majlis Bachao Tahreek, Pyramid Party of India, Indian Christian Secular Party and All India Azaad Congress Party; along with a clutch of independents. With many candidates came fewer voters. This time around the city recorded a dismal voter percentage at 40%.

Opposition leaders in the <keyword id="48510" type="COMPANY" weightage="20" keywordseo="Rajya-Sabha">Rajya Sabha</keyword> asked the government on Thursday to restore status quo ante as on April this year on the India-China border. Cutting across party lines, members in the Upper House of Parliament expressed their solidarity and support to the armed forces, which are facing a standoff situation against the Chinese army in eastern Ladakh. Leader of Opposition <keyword id="6360065" type="PERSON" weightage="20" keywordseo="ghulam-nabi-azad">Ghulam Nabi Azad</keyword>, <keyword id="6409376" type="PERSON" weightage="20" keywordseo="anand-sharma">Anand Sharma</keyword> and former defence minister A K Antony of the Congress asked the government to take efforts to restore the status quo ante of April and resolve the over-three-month-old border standoff. Some members such as Prasanna Acharya of the Biju Janata Dal (BJD) and <keyword id="6355496" type="PERSON" weightage="20" keywordseo="Sanjay-Raut">Sanjay Raut</keyword> of the Shiv Sena cautioned the government while entering into any agreement with China over the present situation. Defence minister <keyword id="6355121" type="PERSON" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> made a statement in the Rajya Sabha after the government and opposition agreed that there will be no discussion on the sensitive issue. Chairman M <keyword id="74369" type="PERSON" weightage="20" keywordseo="Venkaiah-Naidu">Venkaiah Naidu</keyword>, however, allowed the members to seek a few clarifications on the statement, which was almost identical to the one Singh made in the Lok Sabha on September 15. Sharma said the country is proud of its Army and the sacrifices made by the soldiers to protect the border. "There should be no doubt on this and the entire nation would stand together," he said. Referring to the recent talks between the Indian defence minister and foreign minister with their Chinese counterparts and a statement on September 11, Sharma asked: "Do we understand that the restoration of the status quo ante will remain a non-negotiable and final objective for India?" Antony sought a clarification over Singh's statement in the Upper House. "You have to clarify that sovereignty means status quo ante as on the middle of April. That is the meaning of sovereignty," he said. Galwan Valley in eastern Ladakh was never a disputed site, the former defence minister said. "Even at Galwan Valley, our soldiers are now not allowed to patrol at the point at which they used to patrol earlier. In the Pangong area, in a more than eight-kilometre area they are not allowing us to patrol, the area which we used to patrol. Previously, we used to patrol till Finger 8 and now we are not being allowed to patrol till Finger 8," he added. The Army and the Indo-Tibetan Border Police (ITBP) should be allowed to patrol at the point where they used to patrol earlier, the Congress leader said. Azad said he stands with the armed forces and salute their valour. Being a citizen of the erstwhile state of Jammu and Kashmir, Azad said the people from there are ready to sacrifice themselves to defend the territory and integrity of the nation. "On behalf of my party, I would say at least on this China issue, we stand with the government. There should be no compromise. They should go back to the position where they were in April," the Congress leader said. RCP Singh of the Janata Dal (United) said China is an "ungrateful' country that always follows a "policy of aggression". He suggested that the government should negotiate with the neighbouring country from a position of strength. Tiruchi Siva and P Wilson of the Dravida Munnetra Kazhagam (DMK) expressed their solidarity with the armed forces. Raut said patience and valour are the traditions of India, but not of China. The neighbouring country has a "tradition of betrayal and we should always be careful with them," the Shiv Sena leader said. BP Baishya of the Asom Gana Parishad (AGP) said the people of the northeast are with the armed forces and salute their sacrifice. Ravi Prakash Verma of the Samajwadi Party (SP), K Keshava Rao of the Telangana Rashtra Samithi (TRS), Binoy Viswam of the Communist Party of India (CPI), Elamaram Kareem of the Communist Party of India (Marxist), Sanjay Singh of the Aam Aadmi Party (AAP) and Veer Singh of the Bahujan Samaj Party (BSP) also participated in the debate and expressed their solidarity with the armed forces.
