After being pushed by the Supreme Court, the <keyword id="6356303" type="General" weightage="20" keywordseo="Centre" source="Orion">Centre</keyword> on Wednesday told the top court that NEET-Super Speciality exam scheduled in November this year will be held as per the old question pattern. Additional Solicitor General Aishwarya Bhati, representing the Centre, submitted before a bench headed by Justice D.Y. Chandrachud that in the larger interest of students, the government has decided that the revised <keyword id="12191324" type="General" weightage="20" keywordseo="NEET-SS-exam" source="Orion">NEET-SS exam</keyword> syllabus will be introduced from 2022 -- the new question pattern will be applicable from next year. The bench replied that the "government has been very fair". Bhati said the exam scheduled this year will be held as per the old pattern. Advocate <keyword id="6368850" type="General" weightage="20" keywordseo="prashant-bhushan" source="Orion">Prashant Bhushan</keyword>, representing a petitioner, submitted that this should not in any way imply that the court is accepting the revised pattern exam for the next year. The bench recorded that the Centre states that decision has been taken in consultation with the National Medical Commission (NMC) and National Board of Examinations (NBE) and taking note of students' interest who would have commenced preparation for NEET-SS, before the change of pattern was notified. The bench said the Centre has stated that the modified pattern will be in effect from academic year 2022-23. "Since the grievance addressed under Article 32, and in these circumstances petitions under Article 32 are disposed of", said the bench. On Tuesday, the Supreme Court pulling up the Centre on the changes in the National Eligibility-cum-Entrance Test-Super Specialty (NEET-SS) 2021 pattern, said the impression and message which will go out is that the medical education and medical regulation in the country has become a business and it appears the entire haste is for filling the vacant seats. On the aspect of syllabus change, the bench told the NBE counsel, "What was the hurry. You have an examination pattern which had been going on from 2018 to 2020." The top court said: "The impression we get is that the medical education has become a business and medical regulation has also become a business". The bench also comprising Justices Vikram Nath and B.V. Nagarathna said this would become a tragedy for the medical education in the country. Defending the pattern change, the Centre had proposed deferring the National Eligibility cum Entrance Test (<keyword id="6361994" type="General" weightage="100" keywordseo="neet" source="Orion">NEET</keyword>) Super Speciality exam for 2021 by a period of two months. NEET-Super Speciality exam to be held as per old question pattern, Centre tells Supreme Court

Bengaluru, The Karnataka government is ready to restart interstate bus services to four states and Puducherry and is awaiting their nod, a minister said. "From our end, we are all set to restart bus operations to these states, Telangana, Goa, Kerala and Tamil Nadu. We are also ready to restart services to Puducherry, but not Maharashtra," said <keyword id="6355002" type="COMPANY" weightage="20" keywordseo="transport">Transport</keyword> Minister Laxman Savadi. He said, the state government has already corresponded with its counterparts in these states and is awaiting their nod to resume operations after the coronavirus enforced disruption. Savadi said the neighbouring state governments are yet to respond to the letter correspondence. According to Savadi, the state government went ahead with the bus service restoration idea after the new guidelines emerged from the Central government, easing most of the earlier restrictions. On Monday, Karnataka government lifted almost all the restrictions it put in place for interstate travellers in the wake of the coronavirus pandemic under Unlock 3.0. The state has discontinued registration on the <keyword id="6534327" type="COMPANY" weightage="20" keywordseo="seva-sindhu">Seva Sindhu</keyword> portal, medical checkups at state borders, screening at receiving centres in the districts, categorisation of passengers, hand stamping and fortnight quarantine. It also waived off isolation and testing, posters on the doors of the infected persons, intimation to neighbours and monitoring by <keyword id="49290" type="COMPANY" weightage="20" keywordseo="panchayat">Panchayat</keyword> or ward level teams, among others, for all asymptomatic arrivals. Only for symptomatic interstate travellers, it advised self-isolation and medical attention according to the latest protocol. The minister said the state will take some more time to restore bus services with Maharashtra as it is still reeling under the Covid pandemic. In all likelihood, Karnataka will take a call on resuming services to Maharashtra in September. Currently, interstate bus services have only been resumed to Andhra Pradesh. Karnataka ready to resume interstate bus services with Telangana, Goa, Kerala and Tamil Nadu

The government has set a target to create employment opportunities to one crore youth by 2020 through a skill development scheme under the Pradhan Mantri <keyword id="1438023" type="UNKNOWN" weightage="20" keywordseo="Kaushal-Vikas-Yojana">Kaushal Vikas Yojana</keyword> (PMKVY), Union Minister of <keyword id="4092809" type="UNKNOWN" weightage="20" keywordseo="state-for-labour-and-employment-bandaru-dattatreya">State for Labour and Employment Bandaru Dattatreya</keyword> told an agency. 
 "The Union Government will be establishing skill development centres across the country with an amount of Rs 12,000 crore to create employment opportunities to 1 crore youth by 2020," said <keyword id="-1236" type="UNKNOWN" weightage="20" keywordseo="dattatreya">Dattatreya</keyword> after inaugurating a two-day 'Job Mela' here. 
 The minister said, "To increase employment avenues for job seekers, The <keyword id="180102" type="ORGANIZATION" weightage="20" keywordseo="Ministry-of-Labour-and-Employment">Ministry of Labour and Employment</keyword> is establishing Model Career Centres (<keyword id="50535" type="COMPANY" weightage="20" keywordseo="MCC">MCC</keyword>) across the country. There are 950 employment exchanges in the country, out of these 100 centres will be developed as model centres at the cost of Rs 350 crore." 
 
The minister also said that the Union Government has decided to open 100 driver training institutes across the country and one of them will be setup here. 
 "The Union Government has already sanctioned Rs 170 crore for skill development centres in <keyword id="68884" type="ORGANIZATION" weightage="20" keywordseo="Telangana">Telangana</keyword> state. 
 
The model career centre will provide counselling and assessment, soft skills training, technical upskilling and placement to students, he added.

The Supreme Court Thursday refused to entertain pleas of various political parties challenging the Centre's decision not to grant 50 per cent reservation to OBCs as per Tamil Nadu law in <keyword id="6386019" type="UNKNOWN" weightage="20" keywordseo="medical-seats">medical seats</keyword> surrendered by the state in the all India quota for under graduate, post graduate and dental courses in 2020-21, saying "the right to reservation is not a fundamental right". The top court asked the political parties, Dravida Munnetra Kazhagam (DMK), All India Anna Dravida Munnetra Kazhagam (AIADMK), CPI (M), Vaiko, Anubmani <keyword id="42761" type="PERSON" weightage="20" keywordseo="Ramadoss">Ramadoss</keyword>, <keyword id="458412" type="COMPANY" weightage="20" keywordseo="Tamil-Nadu-Congress-Committee">Tamil Nadu Congress Committee</keyword> and CPI, to approach the Madras High Court with their pleas for grant of <keyword id="45661" type="DOMAIN" weightage="20" keywordseo="OBC">OBC</keyword> quota in medical admissions. "The senior counsel for the petitioners seek permission to withdraw these <keyword id="1700892" type="PERSON" weightage="20" keywordseo="writ-petitions">Writ Petitions</keyword> with liberty to approach the High Court by filing Writ Petitions under Article 226 of the Constitution. Permission granted. "The Writ Petitions are, accordingly, dismissed as withdrawn with the aforesaid liberty," a bench of justices L Nageswara Rao, Krishna Murari and S Ravindra Bhat said in its order. The bench said during the hearing that a plea under Article 32 (filing of Writ petition in SC) of the Constitution can be filed only in case of violation of fundamental rights and no such rights of political parties have been violated. "Right to reservation is not a fundamental right," the court said. The counsel for political parties said they were not seeking any addition in existing quota and were alleging that the OBC reservation policy was not being implemented. "You should withdraw this and go to the Madras High Court," the bench said, adding that the liberty was granted to the political parties to do that. The political parties have challenged the Centre's decision not to grant 50 per cent reservation to OBCs in medical seats surrendered by Tamil Nadu in the all India quota for under graduate, post graduate and dental courses in current academic session. DMK had said in its plea that it was opposing the denial of implementation of 50 per cent OBC policy of the state, other than in central government institutions. It said the Medical Council of India (MCI) regulations clearly contemplate adherence to state reservation laws while filling up of the seats. The party said that the All India Quota seats are contributed by states surrendering seats in the government and private medical and dental colleges as per the MCI regulations. DMK had sought ad-interim injunction restraining the Respondents from proceeding further with All India Counselling for PG seats pursuant to the NEET-PG 2020 results without following the 50 per cent reservation for OBC quota in Tamil Nadu pending disposal of the plea. The party also sought direction for calling of the records of the Respondent pertaining to the Result of NEET-PG, 2020 published on May 9, 2020 by the National Board of Examinations relating to the filling up of the All India Quota and quashing of the same. "The Petitioner (CPIM) is constrained to approach this court as the Respondents (Centre, MCI and others) herein have grossly failed to provide the statutory reservations for Other Backward Classes (OBC) i.e. Backward Classes (BC) and Most Backward Classes (MBC) and anomaly in granting reservation to SC-STs students in admissions to the Under graduate and Post Graduate medical courses in all medical colleges in Tamil Nadu in the category of 'state surrendered seats to the All India Quota' in Government and private medical colleges other than the Central Government institutions," the plea of CPI(M) had said. Ruling AIADMK had alleged that there was no rational basis for not extending the benefit of 50 per cent reservation for OBCs, as envisaged under the State laws of Tamil Nadu, to the State-captured seats in the All India Quota. The AIADMK party said that in all past academic years since the inception of the All India Quota system, OBCs have been grossly under represented in the All-India-Quota seats in undergraduate, diploma, PG diploma and postgraduate medical colleges across the country. India's COVID-19 tally had crossed the 20-lakh mark on August 7 and went past 30 lakh on August 23. According to the ICMR, a cumulative total of 3,85,76,510 samples have been tested up to August 26 with 9,24,998 samples being tested on Wednesday. Of the 1,023 fresh deaths, 295 are from Maharashtra, 133 from Karnataka, 118 from Tamil Nadu, 90 from Uttar Pradesh, 81 from Andhra Pradesh, 55 from West Bengal, 41 from Punjab, 19 from Jammu and Kashmir, 17 each from Madhya Pradesh, Delhi and Gujarat, 15 from Jharkhand, 14 from Assam, 13 each from Odisha and Kerala, 12 from Rajasthan and 11 each from Bihar and Haryana. Ten fatalities have been reported from Chhattisgarh, eight each from Goa, Puducherry and Telangana, six from Uttarakhand, four from Andaman and Nicobar Islands, two each from Tripura and Himachal Pradesh while Chandigarh, Ladakh and Manipur have registered one fatality each. Of the total 60,472 deaths, Maharashtra has reported the maximum at 23,089 followed by 6,839 in Tamil Nadu, 5,091 in Karnataka, 4,347 in Delhi, 3,541 in Andhra Pradesh, 3,149 in Uttar Pradesh, 2,964 in West Bengal, 2,945 in Gujarat,and 1,282 in Madhya Pradesh. So far, 1,219 people have died of COVID-19 in Punjab, 992 in Rajasthan, 788 in Telangana, 657 in Jammu and Kashmir, 634 in Haryana, 530 in Bihar, 441 in Odisha, 362 in Jharkhand, 274 in Assam, 257 in Kerala and 219 in Uttarakhand. Chhattisgarh has registered 231 deaths, Puducherry 180, Goa 165, Tripura 85, Chandigarh and Andaman and Nicobar Islands 41 each, Himachal Pradesh 32, Ladakh and Manipur 25 each, Nagaland nine, Meghalaya eight, Arunachal Pradesh five, Sikkim three and Dadra and Nagar Haveli and Daman and Diu two. The health ministry stressed that more than 70 per cent of the deaths occurred due to comorbidities. "Our figures are being reconciled with the Indian Council of Medical Research," the ministry said on its website, adding that state-wise distribution of figures is subject to further verification and reconciliation.
