<a href="http://www.businessinsider.in/topic/ratan-tata">Ratan Tata</a> has in the recent past invested in several <a href="http://www.businessinsider.in/shout-out-to-entrepreneurs-ratan-tata-is-back-and-ready-to-invest-in-your-startup/articleshow/57018459.cms">local startups</a> through his personal investment vehicle RNT Associates. Now, the septuagenarian wants <keyword id="6383155" type="UNKNOWN" weightage="20" keywordseo="Tata-Trusts">Tata Trusts</keyword>, a group of charitable institutions that own 66% of <a href="http://www.businessinsider.in/breaking-news-n-chandrasekaran-is-the-new-tata-sons-chairman/articleshow/56500469.cms">Tata Sons</a>, to invest in <keyword id="910850" type="COMPANY" weightage="20" keywordseo="social-enterprises">social enterprises</keyword>. As of now, these enterprises can only get grants from Tata Trusts. 
 
For this, a three-tier structure is being set up, which would fund socially relevant businesses before they receive support from Tata Sons; following this, they would catch the attention of several other investors.

"I have Mr Tata's support to set up a new fund that will straddle the middle path between philanthropy and venture capital. The fund will sit outside the Tata Trusts' architecture but will invest in socially relevant and viable businesses incubated within the trust," Manoj Kumar, head of innovation at the Tata Trusts, told ET. 
 
Tata Trusts has its innovation centres in Indian Institute of Science, Indian Institute of Technology and Massachusetts Institute of Technology, which would be used as the first layer in this structure. 
 
Socially relevant business ideas will get funds through grants that these institutions get, and the ones that will prove their worth would then get transferred to the Foundation for Innovation and Social Entrepreneurship (FISE), under Kumar's leadership. 
 
FISE will be the second layer of the structure. 
 
The third layer would then be a fund for enterprises with maximum potential for social change.

Reputed cancer treatment facilities, viz. <a href="http://www.businessinsider.in/What-a-breakthrough-Tata-Memorial-docs-find-a-new-way-to-increase-lifespan-of-oral-cancer-patients/articleshow/47525007.cms">Tata Memorial Hospital</a> (Mumbai) and the Tata Medical Centre (Kolkata) have been running by the support of Tata Trusts. 
 
In last FY, the trusts collectively spent about Rs 800 crore in the form of grants, out of which more than two-third amount was spent on health, education, natural resource management and livelihood.

Tatas might start funding social enterprises

<keyword id="6355291" type="ORGANIZATION" weightage="20" keywordseo="Cancer">Cancer</keyword> is defined as the uncontrollable growth of cells that invade and cause damage to surrounding tissue. <keyword id="67539" type="UNKNOWN" weightage="20" keywordseo="Oral-cancer">Oral cancer</keyword>, which includes cancers of the lips, tongue, cheeks, floor of the mouth, hard and soft palate, sinuses, and pharynx (throat), can be life threatening if not diagnosed and treated early. 
 At a press conference held at <keyword id="1807026" type="ORGANIZATION" weightage="20" keywordseo="Tata-Memorial-Hospital-in-Mumbai">Tata Memorial Hospital in Mumbai</keyword>, doctors have come up with a new breakthrough that could cut down the risk of death for oral cancer patients by 36%. Besides, this latest technique would also prevent recurrence of the disease by 55%. This was revealed in a Times of India report. 
 
Now, if you are wondering what the innovation is all about? Well, the news daily reveals that it’s an 'extra cut' - a dissection in medical parlance - along the neck to detect if the patient's cancer had spread from his/her oral cavity to the neck. The cut would be a prophylaxis - a preventive medicine - against aggressive cancer forms and prevent the need for chemotherapy or radiation. 
 
"When a patient comes with a lesion in his oral cavity, be it his\her tongue or jaw bone, it's not possible to say whether the cancer has progressed beyond to the neck region. This is especially in the early stages of oral cancer,'' said Dr Pankaj Chaturvedi, one of the other investigators. 
 
Currently, patients may choose to not undergo neck dissection and wait until some cancerous bulge - basically, a recurrence - appears in his/her neck. Since a long time, the issue of whether or not early stage oral cancer patients should undergo a neck dissection remained debatable. 
 
According to the TOI report, “On one hand, the dissection is a delicate operation because the cut is made near important nerves (for facial expression and spine), veins and arteries running along the neck. On the other hand, if patients choose to not undergo a neck dissection, they may be at the risk of not diagnosing the cancer's complete spread early enough. This could impact their quality of life and, more importantly, their survival.” 
 
However, Dr Chaturvedi asserted that "this research has put an end to this debate. A neck dissection can save more lives. All it requires is 30 minutes extra on the operation table.'' 
 
The findings, which also appeared in the latest edition of New England Journal of Medicine, were announced by <keyword id="237719" type="ORGANIZATION" weightage="20" keywordseo="Tata-Memorial-Centre">Tata Memorial Centre</keyword>'s Dr Anil D'Cruz at an ongoing meeting of American Society of Clinical Oncology at Chicago on May 31.

New Delhi, Dec 12 (PTI) Public health groups, along with economists and doctors, have urged the government to increase excise duty on all tobacco products in the Union Budget of 2022-23 to generate additional revenue. In their appeals to the Finance Ministry, they have sought an increase in excise duty on cigarettes, bidis and smokeless tobacco. According to them, increasing excise on all tobacco products can be a very effective policy measure to address the immediate need to raise revenue by the central government. It will be a winning proposition for generating revenue and reducing tobacco use and related diseases as well as COVID related co-morbidities, they added. The tax revenue from tobacco could significantly contribute to the increased need for resources during the pandemic, including vaccinations and augmenting the health infrastructure, Bhavna Mukhopadhyay, Chief Executive, Voluntary Health Association of India, said in a statement. "Increasing excise duty on all tobacco products will fetch substantial revenue for central government and make tobacco products less affordable, especially for youngsters. This will provide a solid foundation for reducing tobacco usage among vulnerable populations and have long-lasting impact on the lives of the country's 268 million tobacco users, deter children and youth from initiating tobacco use," Mukhopadhyay said. She requested the finance minister to augment revenue and reduce health harms, which would be appreciated by citizens. The Ministry of Finance, in its reply to a question in the ongoing Winter Session of Parliament, specified that the central excise and cess (NCCD) collected on tobacco products during 2018-19 was Rs 1,234 crore, in 2019-20, it was Rs 1,610 crore and in 2020-21, it was Rs 4,962 crores. The taxes collected from tobacco, similar to taxes collected from other sources, together form part of the overall Gross Tax Revenues (GTR) of Government of India and are used to fund all its schemes and programmes, it said. The share of central excise duties in the total tobacco taxes has decreased from 54 per cent to 8 per cent for cigarettes, 17 per cent to 1 per cent for bidis, and 59 per cent to 11 per cent for smokeless tobacco products, on average, from 2017 (pre-GST) to 2021 (post-GST), Rijo John, health economist and adjunct professor, Rajagiri College of Social Sciences, Kochi said. Several countries in the world have high excise taxes along with GST or sales tax and they are continuously being revised. Yet, the excise duty on tobacco in India continues to remain extremely low, he said. "Tobacco industry in India has been virtually enjoying an extended tax-free season on tobacco products over the past four years since the introduction of the GST as there hasn't been any major increase in tobacco taxation during this time. This has made many tobacco products more affordable. It could turn out to be highly detrimental to public health and potentially reverse some of the tobacco use prevalence reduction India achieved during 2010 – 2017," John said. The Union budget must take a considerate view of public health and increase tobacco taxes significantly especially on bidis, he said. The total tax burden (taxes as a percentage of final tax inclusive retail price) is only about 52.7 per cent for cigarettes, 22 per cent for bidis and 63.8 per cent for smokeless tobacco. This is much lower than the World Health Organization (WHO) recommended tax burden of at least 75 per cent of retail price for all tobacco products, John said. According to the WHO, raising the price of tobacco products through tax increases is the most effective policy to reduce tobacco use. Higher tobacco prices that decrease affordability, encourage quitting among users, prevent initiation among non-users, and reduce the quantity consumed among continuing users. "There is substantial proof that tobacco increases risk for severe Covid infection and complications following it. Tobacco users have greater risk of death following Covid. It is in the interest of users as well as the country to increase taxes on all tobacco products. This will reduce their affordability and consumption. It will then limit the vulnerability to Covid infection and its complications," said Pankaj Chaturvedi, Head Neck Cancer Surgeon, Tata Memorial Hospital. India has the second largest number (268 million) of tobacco users in the world and of these 13 lakh die every year from tobacco-related diseases. (Eds: With more updates) Patna, May 2 () Bihar registered its fourth COVID-19 death on Saturday and the total number of cases in the state rose to 481 with 15 fresh instances of the respiratory infection, a top official said.The 45-year-old man who died on Saturday happened to be a lung cancer patient from Sitamarhi district and had suffered cardio-respiratory arrest. He was admitted to the NMCH hospital here two days ago, Principal Secretary Sanjay Kumar said.On Friday, a 54-year-old COVID-19 positive patient from East Champaran, who also suffered from mouth and throat cancer, had died at the same hospital.Incidentally, both these persons had travelled to Mumbai for treatment at the Tata Memorial Hospital known to specialize in cancer treatment. They were suspected to have contracted the virus in that city which has been the biggest cluster of COVID-19 cases in the country.In late March and mid-April, one patient each had died at AIIMS, Patna where they had been admitted for treatment of other serious ailments but test reports suggested that they were infected with coronavirus as well. They were from Munger and Vaishali districts.On Saturday, fresh cases were reported from Buxar, Kaimur, Saran, Katihar and Araria districts. With two fresh cases from Naya Bhojpur village, a hotspot from where most of the cases in Bauxar district have been reported so far, the total number of cases in the district reached 53, making it the second most affected in the state.Munger has reported the maximum number of 95 cases so far. Rohtas is third with 52 cases.Bhojpur and Kaimur districts, which share their borders with Buxar, reported six and three fresh cases respectively. Two of the patients in Kaimur happen to be police personnel. On April 25, four police personnel had tested COVID-19 positive in the district.Katihar reported two fresh cases while Araria and Saran reported one fresh case each.According to the state health department, nine people have been cured of the disease in the last 24 hours. The total number of patients who have recovered in the state so far is 107.Till date, 25,724 samples have been tested. The outbreak of the virus has so far affected 30 of the state's 38 districts. The trust deals in healthcare, water, rural upliftment, energy, education, relief, rehabilitation and individual grants, and boasts of the creation of institutes such as the Indian Institute of Science, Tata Memorial Hospital, Tata Institute of Social Sciences and the National Centre for the Performing Arts, all reputed names in their respective fields.
