<ul><li>The <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword> has upheld the notification issued for acquiring land for the ₹10,000 crore Chennai-Salem eight-lane greenfield expressway project.</li><li>The SC verdict allows the Indian government and the <keyword id="87432" type="ORGANIZATION" weightage="20" keywordseo="National-Highways-Authority-of-India">National Highways Authority of India</keyword> (NHAI) to issue notifications for the land they wish to acquire for the project.</li><li>However, further proceedings will determine whether or not the actual acquisition of the land will occur.</li></ul>The ₹10,000 crore Chennai-Salem expressway project, which has been at the center of controversy in the poll-bound state of <keyword id="20154" type="ORGANIZATION" weightage="20" keywordseo="tamil-nadu">Tamil Nadu</keyword>, got the nod to proceed from the <a href="https://www.livelaw.in/top-stories/chennai-salem-expressway-supreme-court-land-acquisition-166940">Supreme Court on December 8</a>. The apex institution has ruled that the central government and the National Highways Authority of India (NHAI) can acquire the land they require for this massive endeavour. But, it’s not a complete green light. The judgement only means that the authorities can issue notifications of their intent to buy the land without any environmental clearance. Fresh proceedings will be initiated to determine the actual acquisition of the land by the central government and the NHAI. The verdict, in part, reverses the Madras High Court’s judgement concerning the notification of land acquisition for the eight-lane expressway. Concerns around the Chennai-Salem expressway project Even though the project got approval back in February 2018, it has faced delays in the face of protests and legal battles. Activists and farmers in five districts — including Tiruvannamalai and Salem — have been up in arms over the proposed 277.30-kilometre highway, alleging that it would be a monumental loss of agricultural land and the biodiversity in the area. When the <a href="https://www.livelaw.in/news-updates/prior-environmental-clearance-necessary-for-nh-land-acquisition-madras-hc-quashes-acquisition-for-chennai-salem-8-lane-highway-read-judgment-144159">Madras High Court</a> looked a little closer, they found that the proposal itself for a ‘copy-paste’ job with references to Bangalore and a town in China, which had nothing to do with the Chennai-Salem expressway. It also found that the NHAI’s selection process for project consultants was faulty. The final contender was given the project without any written orders or tender. The bench also disagreed with the pitch of the assertion that the expressway would help the common man in its 117-page verdict. Since there are only around four to six exits along the entire stretch of the highway, the locals have nothing to gain. If anything, the project would make it harder for them to zip between small towns, according to the Madras High Court. “The projection made by NHAI, as to the benefits of the project highway appears to be illusory,” it said. Chennai-Salem expressway: Supreme Court gives Indian government partial nod — land still needs to be acquired

Strongly backing Tamil Nadu's decades old two-language policy, the ruling AIADMK in the state on Monday rejected the Centre's three-language formula proposed in the new <keyword id="361871" type="ORGANIZATION" weightage="20" keywordseo="National-Education-Policy">National Education Policy</keyword> (NEP) 2020 and said there will be no deviation from the existing system. "The three-language formula in the NEP is painful and saddening. The Prime Minister (<keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>) should reconsider the three-language policy," Palaniswami said. Taking strong exception to the proposal, he said in a statement the state has been following the two-language policy for several decades and that there will be no change in it. His assertion came amidst opposition demand, including from DMK, that the government should reject the three-language formula proposed in NEP and stick to its two-language policy. Incidentally, ahead of today's meeting he convened to discuss the matter with his senior cabinet colleagues, the Opposition bloc led by DMK wrote to the chief minister, asking him to adopt a Cabinet resolution against the new NEP. "Tamil Nadu will never allow the Centre's three- language formula. The state will continue with its dual language policy (of Tamil and English)," Palaniswami said. He discussed the matter with his colleagues--Deputy CM O Panneerselvam, Ministers for higher education and school education, K P Anbalagan and K A Sengottaiyan, respectively and others. The Centre should allow the states to implement their own policy on the subject, he said, adding there will be no change to the two-language formula which the state had adopted decades ago. Teaching up to class 5 in mother tongue or regional language and lowering the stakes of board exams are part of the sweeping reforms in the new NEP unveiled last week by the Centre. However, the proposals have found resistance from the DMK-led opposition in the state, with the Leader of Opposition in the Assembly, MK Stalin, dubbing it as an attempt to "impose" Hindi and Sankrit. The anti-Hindi movement of the 1960s taken forward by the DMK had struck an instant chord among the Tamil masses then and is believed to be one of the key reasons for the Dravidian party storming to power in the 1967 elections under the late CN Annadurai, unseating a Congress government in the state for the first time in post-independent India. Palaniswami further said the state has been maintaining a consistent stand and that for about 80 years, the people of Tamil Nadu had been firm on two language policy. Late chief ministers Annadurai, MG Ramachandran and J Jayalalithaa were firmly against 'imposition' of Hindi. He also recalled the historic resolution brought in the Tamil Nadu Assembly by late Annadurai on January 23, 1968, which proposed to abolish the three language policy in all schools in the state, removing Hindi from the State syllabus but allowing only Tamil and English. Later, the AIADMK government led M G Ramachandran had in 1986 adopted an Assembly resolution asserting the two language policy. Former chief minister J Jayalalithaa too was firm on opposing Hindi on non-Hindi speaking states and in thwarting such efforts and wanted Tamil to be declared as an official language of the country, he said. Palaniswami pointed out he himself had written to the Prime Minister in June 2019 stressing on two-language policy. Besides, he had reiterated this in his Independence Day address last year and on various occasions during the debates in the state Assembly, he recalled. Meanwhile, the Opposition DMK led alliance in Tamil Nadu--comprising the Congress, MDMK, VCK, CPM, CPI and MMK, collectively wrote a letter to Palaniswami asking him to pass a resolution against the new NEP in the Tamil Nadu Cabinet meeting. Many clauses in the new policy are trying to impose "Hindi" and "Sanskrit" and are "trying to do away with Tamil from the system, and this is against federalism, women rights and social justice. It was also "imposing" vedic culture, besides being mum on reservation, it said. "The NEP should be opposed in the initial stages itself," the letter added. Later, Stalin, in a Facebook post, thanked Palaniswami for the government stand on the matter. The NEP, passed by the Union Cabinet last week, laid emphasis on the mother tongue/local and regional language which will now be the medium of instruction at least till Class 5, but preferably till Class 8 and beyond. Also, Sanskrit will be offered at all levels of school and higher education as an option for students, including in the three-language formula.

New Delhi, Apr 17 () Sterlite Copper on Friday said it has contributed Rs 5 crore towards Tamil Nadu Chief Minister's Public Relief Fund in the battle against COVID-19.Besides, the employees of Sterlite Copper have voluntarily donated their one-day salary to support health and sanitation workers in Thoothukudi, Tamil Nadu, the company said in a statement."At a time when COVID-19 cases are steadily on the rise, various individuals and companies have responded by pooling their resources to help control the pandemic...the employees of Sterlite Copper have voluntarily donated their one-day's salary....Their combined efforts have helped raise a total amount of Rs 15 lakh," the statement said.On the ground, the company has tied up with 10 Self Help Groups (SHGs)comprising 150 members to manufacture and distribute masks and personal hygiene items across 20 villages in Thoothukudi, towards implementing proactive safeguards against the virus. Already, about 30,000 masks--out of a target of 50,000--have been distributed to 5,200 households in the district, and also to truck drivers operating in that area. In addition, 1,300 litres of liquid handwash, 13,000 bars of soap and 1,000 bottles of hand sanitizer have been provided to them as well.Sterlite Copper has also distributed 200 sets of personal protective equipments (PPEs) for the use of frontline health workers at the Tuticorin Medical College Hospital and Tirunelveli Medical College Hospital. Madras High court just gave a rude wake up call to Tamil Nadu Chief Minister who is in denial of the state’s crippling water crisis

Internet major Google will partner with <keyword id="19926050" type="General" weightage="20" keywordseo="Foxconn" source="keywords" meta.keywordsubtype="org" meta.entityname="Foxconn" meta.hostid="364" meta.entityid="Foxconn">Foxconn</keyword> to produce its ultra-premium Pixel smartphones for the first time in <keyword id="19896558" type="General" weightage="20" keywordseo="Tamil-Nadu" source="keywords">Tamil Nadu</keyword>, Chief Minister M K Stalin said on Thursday. According to sources, Google's partnership with Foxconn is in addition to its plan to make Pixel smartphones at <keyword id="21788190" type="General" weightage="20" keywordseo="Dixon-facility" source="keywords">Dixon facility</keyword>. "As a result of the negotiations, Google will partner with Foxconn in Tamil Nadu to produce the Pixel cell phones and has offered to set up a factory," Stalin said in a statement. According to the sources, Google will also export smartphones from India. "Dixon will also make Pixel smartphones under an arrangement with Compal Electronics which makes Google's devices," a source said on condition of anonymity. The <keyword id="19963696" type="General" weightage="20" keywordseo="production" source="keywords">production</keyword> will start from September and the export will begin once the production stabilises, another source said. Emails seeking comments from Google and Foxconn in this regard did not elicit any immediate response. The company had announced plans to make Pixel smartphones in India in October. The move to make Pixels in India comes at at time when a premiumization trend surging through the smartphone market. Stalin said there is no change in personal income tax slabs, no welfare schemes for farmers who died protesting the three farm laws, no flood relief allocation to the state and there is also no funding for Tamil Nadu government's project proposals. The budget is a big disappointment for Tamil Nadu and its people, the Chief Minister said. Though an announcement on preparation of a Detailed Project Report for the Godavari-Pennar-Cauvery river link project is a matter of solace, the concern is that there is not even a preliminary budgetary allocation to execute it. Since there is no allocation for the defence corridor initiative in Tamil Nadu, the state has been ignored in this sector as well, he alleged. A cut in allocation for the Mahatma Gandhi National Rural Employment Guarantee scheme to the tune of about Rs 25,000 crore does not only seem to scuttle the initiative introduced during the UPA regime, but it also showed the Centre's thought process that 'not even a single paisa' should be left in the hands of the people at the bottom of the pyramid, he claimed. The 1 lakh crore to states for capital investment, though created an impression that states were going to get it, Stalin said and wondered how the states could get the assistance considering the several conditions imposed. Had the budget announcement stated that the 1 lakh crore would be distributed to states without any conditions, "I would have first welcomed it," he said. The 'One Nation One Registration' announcement interfered in the rights of the state governments. The Central government 'ignoring' the request of the state governments to extend the GST compensation regime beyond the June 30, 2022 deadline, only showed the 'big brother attitude' of the Union government, he alleged. On the whole, Stalin said there was nothing in the budget to inspire people's confidence and it ignored the expectations of the public against the background of upcoming elections in 5 states.
