doors of foreign returnees Chennai, Mar 24 () Tamil Nadu came under a lockdownon Tuesday evening with public spaces going empty even aslocal authorities began pasting 'home quarantined' stickers onthe doors of houses of foreign returnees in the State.Hours before the lockdown became effective at 6 pm,people rushed to market places to buy essential commoditiesthough the government had made it clear that retail outletsdealing with essentials like groceries, hospitals and petrolstations will function. Section 144 of the Criminal Procedure Code andEpidemic Diseases Act, 1897 were invoked by the government toimpose curbs. A day after announcing that as many as 3,000 homesare under quarantine watch for cornavirus in greater ChennaiCorporation limits and such houses will be stamped withstickers to ensure social distancing, the city civic bodybegan the exercise today.Stickers announcing that "COVID-19/Do not Visit/Homeunder quarantine," with details like name and number of peopleunder watch were pasted on the doors of houses of returneesfrom foreign countries.A slogan "Home quarantined. Proud to protect mycommunity," was also found on the stamp. Also, home quarantine stamps were stuck on the armsof those under watch by authorities.Similar stamping exercise was kickstarted by localbodies in districts including Thanjavur today.On the stamping exercise, the authorities said thiswas a "time of emergency and it has to be taken in the rightspirit," in an apparent appeal to people to cooperate.While major market places wore a deserted look, roadsand highways across Tamil Nadu became almost empty with onlyvehicles that started plying ahead of the 6 PM deadlineallowed to passby by police after verification.Natives of other towns and districts who are workingin Chennai, began leaving the city in hordes since yesterdaywhen the government announced lockdown and since only buseswere available the vehicles got overcrowded.People continued to throng the bus terminals to reachtheir destinations on time today as well.Bus services were trimmed down by noon and completelyhalted well ahead of the shutdown deadline.As the lockdown time neared, crowds began swellingunmanageably at several State-run (TASMAC-Tamil Nadu StateMarketing Corporation) liqour outlets, and police personnel onpatrol vehicles had to wield batons to shoo away people.As part of lockdown measures, district borders weresealed by police and they placed barricades to preventmovement of vehicles.Only trucks carrying essential commodities andhealthcare personnel were allowed. While the entire world is mourning the death of <a href="http://www.businessinsider.in/searchresult.cms?query=APJ+Abdul+Kalam">APJ Abdul Kalam</a>, former Indian president, <a href="http://www.businessinsider.in/searchresult.cms?query=Madras+High+Court">Madras High Court</a> refused to close liquor shops in the state citing that it is an ‘essential commodity’. 
 As reported by Times of India, Madras HC, on Wednesday said that like fire, milk and police, liquor too is an essential commodity for around 30% people in the state, and thus, the state government can’t give orders to close the <keyword id="389603" type="COMPANY" weightage="20" keywordseo="Tamil-Nadu-State-Marketing-Corporation">Tamil Nadu State Marketing Corporation</keyword> (<keyword id="64072" type="ORGANIZATION" weightage="20" keywordseo="Tasmac">TASMAC</keyword>)-run retail<a href="http://www.businessinsider.in/searchresult.cms?query=liquor+"> liquor shops</a> on Thursday, during the <a href="http://www.businessinsider.in/Peoples-President-Dr-Kalam-laid-to-rest/articleshow/48276717.cms">funeral ceremony of former President APJ Abdul Kalam</a>. 
 
Justice C S Karnan, who has been fetching media attention for all the wrong reasons, has sparked another controversy yet again. The HC judge has said, "In five star hotels, liquor is served from 5am to 11pm. When people in five star hotels can drink, why not these people." 
The announcement came when advocate K Baalu of the Advocates Forum for Social Justice asked the court to order closure of all TASMAC shops in the state on Thursday when Kalam was scheduled to be laid to rest at Rameswaram in Ramanathapuram district. 
 
Baalu, referring to the state notification declaring a public holiday for all government and private establishments in Tamil Nadu under the provisions of the Negotiable Instruments Act on Thursday demanded a day’s leave for all the 28,000 TASMAC employees. 
 
The state council, however, had already declared a leave of two-day –July 29 and 30 - for all TASMAC employees and has informed the court about it. 
 
The judge, however, informed that he has great respect for Kalam and that he himself was leaving for Rameswaram immediately to take part in the funeral. 
 
He also said that the courts could not direct the government to close the shops across the state without hearing the top officials of the concerned department. 
 
"We have to appreciate the policy of the government in declaring holiday, and closing liquor shops for two days in Ramanathapuram district. But the court cannot interfere with the government's revenue," Justice Karnan further added.

Liquor ‘essential commodity’ for Chennai citizens, can’t close shops for Kalam’s funeral

Chennai, Apr 25 (): Private diaries operating inTamil Nadu on Saturday requested the state government to allowthem to sell milk for two hours during the four-day completelockdown which would come into effect from tomorrow.Aimed at preventing the spread of COVID-19, thegovernment of Tamil Nadu on Friday announced complete lockdownfor four days in five districts-- Chennai, Coimbatore, Maduraiand three days in Salem and Tiruppur from Sunday.Major private diaries operating in the state-Thirumala, Jersey, Heritage and Dodla- requested thegovernment to grant permission to allow retail shops to remainopen "for sale of milk for two hours during the completelockdown".Though the dairy companies can supply the milk toshops, they would not be available to public as the shopswould be closed due to complete lockdown, the companies saidin a press release."If dairy companies are not able to sell they wouldnot be able to procure milk which would have an impact onfarmers who are dependent on sourcing...," they said.Chief Minister K Palaniswami on Friday whileannouncing the complete lockdown said, "the lockdown will befully implemented in the Corporation areas of Chennai,Coimbatore and Madurai from 6 am on April 26 till 9 pm onApril 29."Salem and Tirupur Corporation zones will see similarcomplete lockdown between Sunday 6 am and Tuesday April 28, 9pm, he had said.The government has clarified that supply of AAVIN milkrun by the Tamil Nadu Co-operative Milk Producers' FederationLtd would be available to public during the lockdown.Tamil Nadu has reported 1,755 coronavirus cases so farwhile 22 people have lost their lives in the state. Pvt dairies urges TN govt to allow partial operation during complete lockdown

As many as 78 companies are untraceable after having raised Rs 312 crore from investors, with <keyword id="6354766" type="COMPANY" weightage="20" keywordseo="Gujarat">Gujarat</keyword> having the maximum number of 17 such entities, <keyword id="6354721" type="ORGANIZATION" weightage="20" keywordseo="parliament">Parliament</keyword> was informed today. 
 
These entities are, among others, from Tamil Nadu, Maharashtra, Madhya Pradesh, West Bengal, Uttar Pradesh, Odisha and Punjab. 
Vanishing companies are those that fail to file documents and balance sheets after raising funds through public issues and are untraceable. 
 
Cumulatively, these 78 vanishing companies have raised about Rs 312 crore. Gujarat, at 17, has the maximum number of such firms. Other such companies include 13 in Andhra Pradesh, 10 in Tamil Nadu and 9 in Maharashtra. Besides, West Bengal, Madhya Pradesh and Delhi have 5 vanishing firms each. 
 
A total of 238 companies were initially identified by the Ministry of Corporate Affairs as 'vanishing companies', which raised money through public issues, Minister of State for Corporate Affairs Arjun Ram Meghwal said in a written reply to the Lok Sabha. 
 
Of these, 160 companies have been deleted from the list as they were subsequently traced. Presently, only 78 companies remain untraced. 
Besides, the ministry has ordered probe into the affairs of 185 companies through Serious Fraud Investigation Office (SFIO) in more than three financial years. This includes 24 firms in the current fiscal. 
 
These firms were allegedly running illegal chit­fund, ponzi and multi­level marketing entities. Also, they were involved in unauthorised collection of funds from the public, Meghwal said.

New Delhi, Delhi, Apr 6 () At a time when the world is struggling to get ventilators to treat COVID-19 patients, 200 such equipment are lying at Chennai port but they are 'second-hand' or 'used' ones and come under the 'hazardous' category. Import of such used equipment is prohibited under hazardous waste management rules of the Ministry of Environment and Forest. A Chennai-based company Skylark Office Machines imported these ventilators in November 2018 from a US-based firm, according to sources. The customs authorities confiscated the consignment and imposed penalty on the goods. But, the importer approached the Customs, Excise and Service Tax Appellate Tribunal (CESTAT) which set aside the orders of the customs authorities and allowed the company to re-export the goods back to the US, they said. Things took turn as the central government banned exports of all kinds of ventilators during the last week of March amid the coronavirus outbreak. After this decision, it was impossible for the company to re-export the consignment. The firm sent a communication to the Chennai office of the Directorate General of Foreign Trade (DGFT) seeking clearance of the consignment as a "special case" to enable use of those ventilators at government medical institution, Tamil Nadu, for tackling the COVID-19 outbreak. "We appeal to you that the policy condition may be relaxed to cover clearance of these goods already imported by us as a very special case to enable us to supply to Government of Tamil Nadu through Tamilnadu Medical Services Corporation Ltd (a fully-owned Tamil Nadu government company) for use in the government medical institution in Tamil Nadu for tackling COVID-19 patients," according to the communication of the company, dated March 31, 2020, accessed by . On this, Tamil Nadu Medical Services Corporation in a communication date March 31 to Chennai DGFT sought clearance of the consignment of used ventilators imported by Skylark Office Machines. The Corporation appealed that the policy condition may be relaxed to cover clearance of these goods so that it can be used to treat COVID-19 patients. DGFT headquarters at the national capital has finally given the approval on April 4 after getting clearance from the Ministry of Environment and Forest. The Directorate has also written to the chief secretary and health secretary of Tamil Nadu to check the specifications, standards, quality and safety of these used/old ventilators before using that in hospitals to treat the patients. Skylark Office Machine owner Rohit Jhunjhunwala did not responded to the repeated calls and even to messages sent to him to get his comments on the matter. Some of the major suppliers in the country have stated that they have acute shortage of ventilators in view of the increasing demand worldwide amid the coronavirus outbreak. According to some reports, there is an over 30,000 ventilators in India with every state having a varying number. Health experts have said only few of the total affected patients require critical care as they go on respiratory failure and need to put on ventilators while rest recover with supportive treatment. According to Mumbai-based doctor Sachin Ramteke, few specific cases need ventilators and not all patients. About the number of these equipment, he said that normally, a 100-bed hospital would keep ventilators for 10-20 beds in ICU, but now as the number of patients are increasing, hospitals are facing shortage of these equipment. Chennai, Feb 14 () The Goods and Services Taxarrears due from the Centre to Tamil Nadu currently standsat Rs 12,263 crore, State Finance Secretary S Krishnan said."We have received some arrears over the last two weeks.The current outstanding amount is Rs 12,263 crore," hetold reporters on Friday.Listing some salient features of the budget presented byDeputy Chief Minister O Panneerselvam, he said the state haspegged its own tax revenue to grow by 10.52 per cent to reachRs 1.33 lakh crore in the revised budget estimates for2020-21."It is a realistic target. There were times when taxrevenue grew by more than 12 per cent..this time we havemoderated to a nominal tax growth rate," he said.According to the budget, the State's Own Tax Revenueis estimated to be Rs 1,20,809.3 crore for 2019-20.The State's Own Tax Revenue is estimated to increaseto Rs 1,33,530.30 crore in budget estimates for 2020-21,Krishnan said.For 2021-22, he said the own tax revenue was estimatedat Rs 1,52,270.66 crore and for 2022-23, Rs 1,73,664.49 crore.To a query on revenue from the Tamil Nadu StateMarketing Corporation (TASMAC), which sells liquor through itsretail outlets, the Finance Secretary said it was expected tobe around Rs 30,000 crore for 2019-20.Asked about increase in liquor prices, he said it wasexpected to mop up an additional Rs 2,000 crore to theexchequer.On funds allocated under the State Disaster ManagementFund, he said the Centre has increased its share to Rs 1,360crore from the earlier Rs 825 crore."We have intimated that it will not be sufficient. New Delhi, Dec 22 () Zee Entertainment on Sunday clarified that all its television channels in Tamil Nadu are fully operational across leading cable and DTH operators.
 No changes have been made in the consumer price (MRP) of the individual channels or channel packs whatsoever, Zee Entertainment Enterprises Ltd (ZEEL) said in a statement.
 "The viewers have expressed their disappointment for not being able to view their favourite ZEE Channels, despite having paid for the same. Zee Entertainment Enterprises Ltd (ZEEL) wishes to clarify that all of its television channels in Tamil Nadu are fully operational across leading cable and DTH operators, including Tamil Nadu Arasu Cable TV Corporation Ltd, SCV and V K Digital," it said.
 The channels are also available across all leading DTH operators viz. Airtel Digital TV, Tata Sky, Dish TV, d2h, and Sun Direct, it said adding there has been no change in the consumer price (MRP) of the individual channels or channel packs whatsoever.
