New Delhi, Jun 21 () Sir Ganga Ram Hospital has sought more time to convert the five-star Taj Mansingh hotel into a coronavirus facility in order to increase the number of beds for patients in Delhi amid a spike in infections. According to an order issued by the sub-divisional magistrate (SDM) of Chanakyapuri on June 16, rooms in the luxury Taj Mansingh hotel in Lutyens' Delhi were placed at the disposal of Sir Ganga Ram Hospital (SGRH) for using it as an attached COVID-19 facility. According to sources at the hospital, a letter has been sent to the SDM seeking more time to develop the hospital into a COVID-19 facility. The Jivitesh hotel has also been placed at the disposal of SGRH and will be ready as a COVID-19 facility within this week, the sources said. At Taj Mansingh, the hospital has been given the eighth, ninth and tenth floors and it has to work out the logistics and train the hotel staff in wearing personal protective equipment (PPE), maintaining hygiene. etc., they added. The sources said the hospital will take some time as arrangements will have to be made for routes to bring the patients and demarcating areas for the staff where the patients will not come. It will take another 10 days for SGRH to set up the COVID-19 facility at the hotel since logistics like how to procure oxygen cylinders, staff and how the biomedical waste will be disposed will have to be worked out, they added. The hospital is facing a staff crunch and will have to accommodate its staff for the COVID-19 facilities at the two hotels. The national capital recorded 3,000 fresh coronavirus cases on Sunday, taking the city's COVID-19 tally near the 60,000-mark, while the death toll due to the disease increased to 2,175, authorities said. It was the third consecutive day that the number of cases touched or went past 3,000 in Delhi. On Saturday, the city had witnessed 3,630 COVID-19 cases, the highest single-day spike here. On Friday, the number was 3,137. As many as 63 fatalities due to the disease were reported in the last 24 hours. With 1,859 fresh infections, the total number of coronavirus cases rose to 44,688 on Tuesday. Ninety-three fresh deaths were also reported taking the death toll to 1,837. Last week, Kejriwal had said that Delhi would need 1.5 lakh beds by July 31 if people from other states start coming to the national capital for treatment. Accordingly, on June 13, the district magistrates and other officials concerned were directed to make arrangements for 20,000 additional beds to accommodate more COVID-19 patients within a week. An official said as part of its exercise to ramp up health infrastructure, the government has started the process to acquire around 78 banquet halls and 40 hotels and they have been attached with hospitals and nursing homes. Hotels will have 4,000 beds, while banquets halls will have 11,000 beds. Separately, at least 50 coaches with 800 beds have already been stationed at Shakur Basti railway station but none of them are in use so far. "Another 500 more such isolation coaches for COVID-19 patients have to be deployed in Delhi and we are finalising the stations where they can be kept," Railway Board Chairman V K Yadav had said on June 15. According to the Delhi Corona app, out of 10,630 beds available in the city, 5,631 were occupied until 8.50 pm on Tuesday, while 4,999 beds were vacant. The order to convert Taj Mansingh into a dedicated COVID-19 facility said in "overall imminent public interest" the rooms at the hotel at the Man Singh Road be placed at the disposal of Sir Ganga Ram Hospital with immediate effect. On May 29, the Health Department ordered attaching five hotels -- Hotel Crowne Plaza, Hotel Surya, Hotel Sidhartha, Hotel Jivitesh and Hotel Sheraton -- to hospitals as attached dedicated COVID-19 facilities. The May 29 order also fixed a tariff for the same – Rs 5,000 for five-star hotels and Rs 4,000 for four-star hotels. "The linked hospital shall be paid an amount, not greater than Rs 5,000 per patient per day for their medical services of COVID-19 patients inclusive of all consumables, services of doctors, nurses, paramedical staff and nursing staff as per norms," the order had said. New Delhi, Jun 17 () Requisitioning of hotels for hospitalisation of COVID-19 positive patients and as an extension of designated hospitals by the Delhi government has caused deep consternation and has come as a major blow to the sector, according to the hospitality industry. The latest trigger for concerns arose as Delhi government authorities on Tuesday issued an order asking Indian Hotels Company Ltd's (IHCL) iconic Taj Mahal hotel at Mansingh Road to have its rooms and premises be placed at the disposal of Sir Ganga Ram Hospital (SGRH) for using it as an attached COVID-19 facility. The Delhi government had earlier passed orders requisitioning other hotels for use as COVID-19 care units. Apex industry body Federation of Hotel and Restaurant Associations of India (FHRAI) on Tuesday wrote a letter to Prime Minister Narendra Modi raising concerns regarding the orders by the state government for requisitioning of hotels for attaching them to hospitals and converting them into extended COVID-19 hospitals for patients. It said the infrastructure of hotels is not equipped to provide the specialized and critical care environment required by COVID-19 positive patients and hotel staff is neither skilled nor trained as healthcare professionals. The letter also mentioned that the hotels which are overtaken as an extension of COVID-19 hospital will face a significant economic and business impact. "We are quite surprised and wonder why government owned hotels like Ashoka, Samrat and Centaur are not yet requisitioned, whereas they should have been the first to been taken over, rather than making a beeline for privately owned hotels, given the number of issues involved with doing so," FHRAI Vice President Gurbaxish Singh Kohli said in the letter to the prime minister. Highlighting that government-owned large facilities such as Vigyan Bhavan would have been a better choice for requisitioning into hospital, the letter said that the state must requisition nursing homes, medical facilities and other hospitals, polyclinics, among others, with beds before requisitioning hotels. "There is no mention of responsibility by the concerned dept/government of any liability or eventuality subsequent to the requisitioning," it added. The letter also said that there was no specific time period mentioned in which the compensation is to be received by the hotels. This will cause a huge delay in settlement of bills and push the industry into further problems. On its part, IHCL in a statement said that while it would continue to cooperate with governments in their efforts during these times, its Taj Mahal hotel is in the midst of a renovation and is uninhabitable, especially for patients and doctors. "IHCL has been at the forefront of helping fight this pandemic. The company has extended all support to various states across the country including hosting doctors, medical fraternity and providing over 2 million meals till date. A number of our hotels are being used for quarantine facilities," a IHCL spokesperson said in a statement. In the case of Taj Mahal Delhi, the hotel is in the midst of a major renovation, which commenced much before lockdown started, and is uninhabitable, the spokesperson added "We will continue to cooperate with the government in their efforts during these challenging times," the statement said. Industry body CII's National Committee on Tourism &amp; Hospitality had earlier said that the notification requisitioning hotels for purpose of hospitalisation of COVID-19 patients and as an extension of designated hospitals has caused deep consternation within the industry and has come as a major blow to the hospitality industry that is already reeling under the pressure of revenue and job losses. On Tuesday's development, CII National Committee on Tourism &amp; Hospitality Advisor Dipak Haksar said, "We are at a loss to understand how a hotel under renovation with rooms that are not habitable including access to public areas will be used by patients and doctors". The criteria to attach a hotel that is undergoing renovation is baffling to say the least, he added. On Delhi High Court's order for hotels to operate as COVID-19 care units, CII said that while it respects the court's decision, it believes that conversion of hotels is not the best solution. Converting large spaces like stadiums as temporary hospitals/COVID facilities with pooled resources is the best solution to handle this, it added. "There are also concerns about the criteria for selecting some of these hotels which are quite far from the hospitals. A clear distinction must be made of hotels that are within 3-5 km radius, such hotels may be considered to be extensions for hospitals, but others at greater distances can be declared as best as quarantine facilities," Haksar said. The state government should also consider giving relief to the hospitality sector at this juncture by measures such as reducing electricity tariffs, deferring statutory dues and auto renewal of licenses including excise for the year, he added. The CII's Committee on Tourism and Hospitality also said that GST on hotel rooms needs to be waived off for hotels notified as extended hospitals, as rooms are occupied by patients for health care. The issue is also expected to come up at the crucial meet of Delhi Disaster Management Authority to be held on Monday, amid a rapid surge in COVID-19 cases in the national capital. A Delhi government official said that the administration will have uphill task to get the clinical assessment of all new COVID-19 cases done every day. "As Delhi is witnessing an alarming spike in cases daily, it will be a difficult task to get such a huge number of cases done. After the assessment, the decision will be taken on whether the infected person requires hospitalisation or he can get treatment in home isolation," the official said. This issue is also likely to come up during a meeting of DDMA on Monday where officers concerned will make presentation to execute the LG's order. Meanwhile, a 62-year-old inmate lodged in Mandoli Jail here has died of coronavirus, a first COVID-19 casualty in Delhi's prison, prompting authorities to test 28 other inmates who were sharing the barrack with the man, officials said on Sunday. Kanwar Singh passed away on June 15 and his COVID-19 test report came out positive on Saturday, they said. Singh was serving life sentence in a 2016 murder case. (Eds: Adds inputs, incorporating related series) New Delhi, Jun 16 () The death toll from COVID-19 in the national capital surged to 1,837 on Tuesday while 1,859 fresh coronavirus cases took the tally in the city to over 44,000-mark, according to the health bulletin released by the Delhi government. The death toll from COVID-19 in the city stood at 1,400 on Monday. This makes a massive jump of 437 deaths being reported in a day, the largest number of fatalities being recorded in one day. Out of these, 93 fatalities have been reported in the last 24 hours, the Delhi Health Department bulletin said. However, the bulletin also said the cumulative figure included all pending deaths reported to and audited by the Death Audit Committee. From June 12-14, over 2,000 cases were reported per day in Delhi. The highest spike of 2,224 fresh cases was recorded on June 14. The bulletin said the death toll from coronavirus has risen to 1,837 and the total number of cases mounted to 44,688. Meanwhile, an order has been issued for inspection of dedicated COVID hospitals in Delhi by teams constituted by the Union Health Ministry for rapid assessment of the existing capacity, patient care amenities and associated aspects of the COVID care facilities in order to have efficient and timely decision-making. Also, Delhi Heath Minister Satyendar Jain was on Tuesday admitted to a hospital here after running high-grade fever. He tested negative for COVID-19 on Tuesday, but he still has fever and symptoms, and will be tested again for it on Wednesday, a senior official said. Besides, the Delhi government authorities on Tuesday issued an order asking luxury Taj Mansingh Hotel to have its rooms and premises be placed at the disposal of a private hospital here with immediate effect, for using it as an extended COVID-19 facility. A total of 16,500 patients have recovered, been discharged or migrated so far, the latest bulletin said, which did not mention the total number of active cases. A total of 3,04,483 tests have been conducted till date, it said. The total number of COVID-19 positive patients under home isolation stands at 23,515, it said. Delhi Lt Governor Anil Baijal, Chief Minister Arvind Kejriwal and his deputy Manish Sisodia held a virtual meeting with Union Home Minister Amit Shah during which a report by VK Paul committee on the issue was presented, according to the Union Home Ministry. Mapping of all containment zones in Delhi again for better management of the COVID-19 situation and vigorous contact tracing of positive cases for quarantining are among the measures related to the containment strategy suggested by the high-level committee set up Shah. It had also favoured strictly restricting activities in containment zones as well keeping a vigil on houses outside these areas. The home minister has advised the Delhi government to implement the recommendations of the committee, officials said. The issue is also expected to come up at the crucial meet of Delhi Disaster Management Authority to be held on Monday, amid a rapid surge in COVID-19 cases in the national capital. It was the third day on the trot that over 3,000 fresh cases have been reported. On Saturday, Delhi had witnessed 3,630 cases, the highest single-day spike here. On Friday, the number was 3,137. "As Delhi is witnessing an alarming spike in cases daily, it will be a difficult task to get such a huge number of cases done. After the assessment, the decision will be taken on whether the infected person requires hospitalisation or he can get treatment in home isolation," the official said. Kanwar Singh passed away on June 15 and his COVID-19 test report came out positive on Saturday, they said. Singh was serving life sentence in a 2016 murder case. According to sources at the hospital, a letter has been written to the SDM seeking more time to develop the hospital into a Covid facility.
