France-based automobile manufacturer <keyword id="43777" type="General" weightage="80" keywordseo="renault" source="Orion">Renault</keyword> and Japan-headquartered <keyword id="46283" type="General" weightage="100" keywordseo="nissan" source="Orion">Nissan</keyword> on Monday committed investments of USD 600 million (around ₹5,300 crore) in the country 15 years after foraying into the <keyword id="20154" type="General" weightage="80" keywordseo="tamil-nadu" source="Orion">Tamil Nadu</keyword> automobile industry. The fresh round of investments would witness rollout of six new models between the two companies, including two electric vehicles, representing the two global brands, Nissan Global Chief Operating Officer and Member, Alliance Board Ashwani Gupta said here. Currently, both automakers produce four models at the Chennai plant located at Oragadam, about 45 kilometres from here. According to Gupta, the Renault-Nissan manufacturing facility would also become 100 per cent carbon neutral by 2025 with use of renewable energy. The investments would see creation of 2,000 new jobs at the Renault Nissan Research and Development and Business Centre located at Mahindra Research City in Singaperumalkoil. Elaborating on the new models, Gupta said: "Today is almost 15 years of Renault-Nissan announcing plans of a manufacturing facility in Chennai following the signing of an agreement with the Government of Tamil Nadu." "Since then, our factory (in Chennai) has produced more than 2.4 million cars and exports to over 108 countries. I am delighted to announce that our partnership (Renault-Nissan) continues with a new agreement with Government of Tamil Nadu," he said. Gupta termed the signing of agreement with the government as a 'long-term commitment' of the automakers to India and the wider region. On the signing of the new agreement, he said India is one of the key markets and it is poised to become the third largest automotive market in the world. "That is why we are thrilled to announce our new long-term vision for the country where we will introduce six new models, including two battery-operated vehicles to be made at our plant in Chennai. This plant will become an international export hub," he said. The increased activity in new projects at its technical centres including digital and software development would see creation of up to 2,000 jobs at Mahindra World City, he added. "We are (also) transforming our Chennai plant into a carbon neutral manufacturing power house. This is really a great day for the alliance...," he said. The Chennai plant already sources more than 50 per cent of its electricity from renewable energy including solar, biomass and wind. The existing solar plant would become more than six times bigger, expanding to a 14 MW plant from 2.2 MW currently, the company said. On the rollout of new products, Gupta said, "Of the six new models manufactured here, three will be made by Nissan and three by Renault -- to the four existing Nissan and Renault vehicles. These vehicles will be built on a common alliance platform while keeping individual distinctive brand identities." Gupta said the new manufacturing products would include four new 'C' segment Sports Utility Vehicles (SUVs) while it would be the first for Nissan in India. "Importantly, this lineup will include Nissan and Renault's first-ever electric vehicles for India," he said. Two new 'A' segment electric vehicle products would be built on both brands (Renault and Nissan) and would have mass market electrification, he said referring to the success of the company's electric vehicles Nissan Aria and Secura. The investment announcements made by the company signals significant increase in exports from India showcasing the skilled manufacturing capabilities that would benefit the customers in the world, he said. Chennai, Aug 14 (PTI) In sync with its poll promise, the DMK government on Saturday presented a budget in the Tamil Nadu Assembly exclusively for agriculture featuring schemes for the overall development of the farm sector, including one for self-sufficiency and farm growth in villages. Presenting the budget, Minister for agriculture and farmer's welfare, M R K Panneerselvam said the views of farmers and experts were sought and the budget was prepared based on their views. "The agriculture budget is the aspiration of farmers. It is a dream of nature lovers." This is the first time a separate budget for agriculture is presented in Tamil Nadu. During 2021-2022, Rs.34,220.65 crore is provided for agriculture and related departments like animal husbandry, fisheries, dairy development, irrigation, rural development, sericulture and forest, he said. A sum of Rs 4,508.23 crore has been allocated to the state-run electricity entity, the Tamil Nadu Generation and Distribution Corporation for providing free of cost electricity to farm pump sets, he said. To bring prosperity to farmers and farm labourers in the Cauvery delta region, "it is proposed to declare this area as agro industrial corridor," to promote agro based industries, he said. The previous AIADMK government had declared the Cauvery delta region, a protected agricultural zone. The Minister said in regions such as Thanjavur, rice, pulses, banana, coconut are produced throughout the year. If rice and oil mills, coir units and pulse processing units (that use agricultural products of this region to produce value added products) are promoted, it would greatly contribute to the welfare of farmers and farm workers of delta region, he said. Panneerselvam said a scheme with a total outlay of Rs 1,245.45 crore to ensure overall agricultural development and self sufficiency in all villages of Tamil Nadu would be implemented. This plan, named after former Chief Minister M Karunanidhi (Kalaignarin Anaithu Grama Orunginaintha Velaan Valarchi Thittam) would be implemented in 2,500 village panchayats in the current year (2021-22), he said. Out of the 12,524 village panchayats in Tamil Nadu, each year, one-fifth of them would be be identified and the scheme shall be implemented in all of the panchayats areas in five years. Bringing fallow lands into cultivation, augmenting water resources, installation of solar powered pump sets, marketing of value-added farm produce, adoption of micro-irrigation and increasing milk production are among the objectives of the scheme. Aimed at increasing the income of farmers (depending on rainfed farming), the Chief Minister's Dry land Development Mission would be implemented in three lakh hectares, he said. To promote organic farming, "Organic farming development scheme" would be implemented at a cost of Rs 33.03 crore. Inputs for organic farming would be made available in Agricultural Extension Centres and among the several measures proposed under the scheme, farms would be certified as organic, he said. Chennai, Aug 14 (PTI): The Confederation of Indian Industry (CII), Tamil Nadu, on Saturday welcomed the first-ever agricultural budget of the State government by saying the announcements would help increase farm produce. The budget, presented by the Minister for Agriculture and Farmers' Welfare M R K Panneerselvam, would help in not only increasing the produce but also enhance the income of farmers, said chairman of CII-TN S Chandrakumar. The incentives for organic cultivation, increased allocation for fruit crop production, millet procurement from farmers and the creation of export zone for drumstick are welcome, he said in a press release. The announcements to set up a centre for research on turmeric in Erode and subsidy for solar-powered pumpsets were some of the key recommendations made by the CII, he said. The proposals to increase cultivable lands, give incentives for palm-tree cultivation, promote coconut cultivation and create 1,100 farmer- producer organisations and to train farmers in cultivation as per market demand would increase farm output, he said. Stalin impressed on his cabinet colleagues and officials that farmers, agriculture experts and farmers associations should be consulted for the farm budget, which would be a first of its kind exercise in the state's history. The agriculture budget should incorporate schemes that would nurture farming and ensure ryots getting benefits commensurate with their hard work, Stalin advised ministers and top state officials, a government release here said. In the run-up to the April 6 Assembly polls, the DMK had promised a seperate farm budget. As regards the general budget, economists, industry captains, representatives of industries, traders, micro, small and medium enterprises and fishermen associations should be consulted. The budget documents should be based on the feedback from stakeholders benefitting all sections of society and usher in a "renaissance in the lives of the Tamil Nadu people," the Chief Minister advised. Chennai, Dec 30 (PTI): With the States incurring huge expenditure to combat the COVID-19 pandemic with substantial reduction in revenues, the Tamil Nadu government on Thursday sought the Centre to permit State borrowings of 5 percent of the GSDP without any conditions for 2022-23 fiscal. Also, Tamil Nadu demanded a comprehensive revival package for MSMEs severely affected by the pandemic induced lockdown besides a roll-back of the 12 percent tax (from 5 percent) for textile and apparel sector. Addressing the pre-budget consultation meeting with finance ministers of States and Union Territories, chaired by Union Finance Minister Nirmala Sitharaman in the national capital on Thursday, Tamil Nadu Finance Minister P T R Palanivel Thiagarajan said the Union Government's pre-conditions for availing additional borrowing limit of 1 percent (0.5 percent for capital expenditure and 0.5 percent for power sector reforms) of the GSDP, adversely affects the State finances and its patterns of expenditure. "I urge the Union Government to permit the States to borrow unconditionally within the prescribed limits. Further, as the States have incurred huge expenditure to fight COVID-19 with substantial reduction in revenues, I urge the government to permit borrowing of 5 percent of GSDP without any conditions for 2022 - 23 fiscal," Thiagarajan stressed. Pointing out that the second COVID-19 wave had severely affected the MSME sector in Tamil Nadu due to closure during the lockdown, loss of demand, disruptions in supply chain and shortage of labour, the Minister called upon the Centre to develop a comprehensive revival package for MSMEs including concessional credit, loan moratorium and deferment of statutory dues. These, he argued was because the full benefits of the series of stimulus measures already announced by the Centre has not reached the last mile. "A special infrastructure support scheme for creating export related to MSMEs may be announced," he said and wanted the Centre to reexamine the policy of SIDBI and include State Finance Corporations in extending low-cost funds for the benefit of the MSMEs. Expansion of the VOC port in Thoothukudi with Outer Harbour project including dredging of upto 17 m draught in order to reduce dependency on Colombo port to trans-ship Indian goods, expediting the final sanction by the Cabinet Committee on Economic Affairs for Chennai Metro Rail Phase II project for a 50:50 equity share between Tamil Nadu and the Centre, release of adequate funds for speedier execution and completion of railway projects pending in the State, funding for the National Institute of Pharmaceutical Education and Research (NIPER) project and waiver of customs duty on wood imported for an international furniture park to be set up in Thoothukudi were among the projects which Thiagarajan hoped would be accommodated in the union budget. "The Union Budget is an integral part of fiscal federalism and has assumed even greater significance at a time when the finances of all States are under severe stress due to the COVID-19 pandemic," Thiagarajan said and added that recognising the importance of adequate fiscal resources and autonomy, the fathers of the constitution provided States with some powers of taxation and mandated a sharing of taxes between Union and States. This original balance which was already skewed against true fiscal federalism has been skewed even further towards the Union over a period of time. The increased levy of cesses and surcharges, which do not form part of the divisible pool of taxes, has adversely affected the transfer of resources to the States, he claimed. Cesses and surcharges as a proportion of the Gross Tax Revenue of the Centre have almost tripled from 6.26 percent in 2010-11 to 19.9 percent in 2020-21. In effect, States are deprived of a share in approximately 20 percent of the revenue collected by the Union. If these taxes were added to the divisible pool, the States would have obtained an additional transfer of approximately Rs 1.5 lakh crores as their share from the pool of central taxes in FY 2021-22. While the share in taxes is a legitimate right and provides the State the autonomy to cater to local needs and aspirations, the grants-in-aid are discretionary and tied funds. "This greatly impinges on the federal structure enshrined in the Constitution. I strongly urge the Union Government to merge the cesses and surcharges into the basic rates of tax so that the States receive their legitimate share in devolution," he said. PTI JSP ROH ROH

Puducherry, June 12 () Puducherry Chief Minister V Narayanasamy on Friday said COVID-19 spreads in the Union Territory largely due to the arrival of people from Chennai and other districts of neighbouring Tamil Nadu for health care facilities and other purposes. During a press briefing through video conference, he said although the pandemic has not become a community transmission and occurs more through contact tracing, the flow of people from Chennai and other pockets of TN for marriage functions, medical care has been a major cause of occurrence of the malady here. Narayanasamy appealed to the people to ensure that they wore masks whenever they stepped out for very essential purposes, practiced hand hygiene and adopted social distancing. He cautioned people in rural pockets to be extremely careful as coronavirus has been spreading in such areas of Puducherry. The union territory responded to the lockdown in different phases since March 25 and consequently industrial sector, business establishments, traders and other sections were hit and flow of revenue through GST particularly had come down steeply. Narayanasamy said he had earlier participated in video conference convened by Union Finance Minister Nirmala Sitharaman and brought to her notice that the flow of revenue had fallen by 18 percent for the last three months or so due to lockdown. "Already the Centre has not paid the compensation arising out of implementation of GST here from March to May," the CM claimed and said, "Poor financial position was hitting implementation of welfare schemes and footing the salary bill of the staff and payment of pension to various sections." Narayanasamy had been insisting that the Centre should come to the rescue of the states and Union Territories with copious assistance during the current situation. "The delay in submitting a full fledged budget for the fiscal 2020-2021 here was also largely due to the poor financial position. We are constrained to knock at the doors of the Reserve Bank of India for a loan to tide over the current perplexing and pathetic fiscal situation," he said. Narayanasamy also charged Lt Governor Kiran Bedi with "deliberately" delaying adherence to the Union Home Ministry's directions on sharing of financial powers with the elected government. The Home Ministry had very clearly delineated the financial powers of the Lt Governor, the elected ministry and Secretaries of governments in Puducherry on the same lines as was implemented in New Delhi in 2018, he said. The Chief Minister accused Bedi of "deliberately" delaying the enforcement of the Centre's directives and adopting "anti people stance" to cripple the implementation of schemes decided by his government. "So, the government held many rounds of talks with thetraders. But ths issue (of spread) arose because they werefirm that shifting will affect their business," he said. "Now, because many from Koyambedu had travelled to otherdistricts, the number of infected there (in those places) hasgone up. This is the reason for the spike in cases in Chennaialso," he said.Finally, following a major spread, the market was closedwith the concurrence of the stakeholders and has beenfunctioning at Thirumazhisai from May 10, he said. On Chennai topping the list of positive cases, he said thedensity of population, especially in narrow alleys andstreets, was a significant contributing factor. 'Nivar would intensify into a very severe cyclonic storm and it is likely to cross the coast between Tamil Nadu and Puducherry before dawn on Thursday, the India Meteorological Department said. With rains drenching parts of the state, authorities have evacuated over one lakh people and housed them in shelters besides disconnecting power supply in vulnerable areas as a precautionary measure. While <keyword id="4430550" type="PERSON" weightage="20" keywordseo="Chief-Minister-K-Palaniswami">Chief Minister K Palaniswami</keyword> declared Thursday a public holiday for 13 districts, a <keyword id="6473907" type="UNKNOWN" weightage="20" keywordseo="government-order">government order</keyword> included three more districts considering the safety of people in view of the cyclone. Revenue Minister <keyword id="6435760" type="PERSON" weightage="20" keywordseo="r-b-udhayakumar">R B Udhayakumar</keyword> said 1,03,291 people including children have been housed in 1,000 relief centres. Food, water and all other essentials including masks to help prevent coronavirus have been made available to them in the relief centres, he said. A senior official said subsequently, the number has increased to 1,21,152. According to the government, these people have been housed in shelters at Ariyalur, Chengelpet, Chennai, Cuddalore, Nagapattinam, Perambalur, Ranipet, Thanjavur, Tiruvannamalai, Tiruvarur, and Villupuram districts. As a precautionary measure, electricity distribution was stopped to consumers in several regions falling under such districts and especially areas that have overhead power transmission lines witnessed power cut since noon. Civic authorities meanwhile removed banners and hoardings in several districts including Chennai and Vellore expecting squally winds. Police personnel placed barricades in arterial roads and important intersections in coastal districts to bar movement of vehicles and the government appealed to the people to stay indoors. Chennai airport authorities said Aircraft operations at the airport will remain suspended from 7pm of November 25 till 7am of November 26. The decision was taken considering the safety aspect of passengers and the severity of the approaching cyclone, they said. Southern Railway said eight trains including the Danapur - KSR Bengaluru Special were diverted skipping Chennai and 10 trains including the Chennai Central-Coimbatore Special were cancelled. The Chennai Metro Rail, which operated minimum services, said operations would end by 8 pm and services would resume tomorrow depending on the weather. In its latest bulletin, the IMD said Nivar would cross over betwen Karaikal and Mamallapuram "during the midnight of November 25 and early hours of 26 November." The storm, 250 km off Chennai and 190 km and 180 km from Puducherry and Cuddalore respectively, is very likely to move northwestwards and cross coasts as a "very severe cyclonic storm with a wind speed of 120-130 kmph gusting to 145 kmph." Under the influence of the cyclone, coastal and north interior Tamil Nadu, Puducherry and Kariakal regions are likely to receive rainfall at most places with heavy to very heavy showers at a few places and extremely heavy rains at isolated places. South coastal Andhra Pradesh is also likely to witness showers at most places today. Rainfall is expected to continue in many places in these regions on Thursday too with heavy rainfall at some places. Surplus water was released from Chembarambakkam lake, one of the key drinking water sources to the city, since it almost neared its full level, the government said. PWD officials said 1000 cusecs was released from the lake as the level stood at 22 feet of the total 24 feet. Chennai and its suburbs, which received heavy overnight rains, continued to witness intermittent showers coupled with strong winds with low-lying areas getting inundated and water entering houses in such localities. The government said it has nominated IAS official V Arun Roy to oversee relief activities in Chengelpet district. Civic body officials said stagnant water was pumped out by deploying heavy duty motors and fallen trees were being removed immediately. Thanjavur, Tiruvarur, Tiruvannamalai, Cuddalore, Kancheepuram, Chennai, Chengelpet, Tiruvallur, Ariyalur, Perambalur, Kallakurichi, Villupuram, Tirupattur, Vellore, Ranipet, Nagapattinam are the districts where the holiday is applicable tomorrow and Wednesday has already been declared a holiday.

Chennai, Jun 17 () A grant of Rs 9,000 crore to combat COVID-19 and its after effects, relief package to ease the burden on power sector and sanction of Rs 3,000 crore for medical equipment were among the demands made by Chief Minister K Palaniswami in a virtual meeting with Prime Minister Narendra Modi on Tuesday. Outlining the various ongoing anti-COVID-19 initiatives, including those related to prevention, testing and treatment, Palaniswami said orders have been placed for 2.75 crore triple layer face masks, 38.85 lakh N-95 masks, 21 lakh PPE kits and 15.45 lakh RT-PCR testing kits. The Prime Minister's interaction with chief ministers is to discuss the situation emerging post 'Unlock 1. 0' and the plan ahead for tackling the COVID-19 pandemic, and today is Modi's second day of discussion. As many as 123 government and 175 private hospitals have been notified to provide treatment for those infected and 3,533 ventilators have been made available, including 630 in the private sector, Palaniswami said. "To ensure that Chennai is prepared to handle any surge of cases, 53 COVID Care Centres have been kept ready with 17,500 additional beds. The manpower requirement is strengthened by additional deployment of doctors, nurses and health care workers in Chennai city," an official release here quoted Palaniswami as telling the Prime Minister. Also, he said: "Tamil Nadu may be allocated 9,000 crore rupees special grant for combating COVID-19 and its after effects on the States economy." Palaniswami requested Modi to announce a relief package to ease the immediate burden on the power sector, which will help distressed electricity distribution entities (discoms). The Chief Minister reiterated his earlier request for "greater latitude" to States in implementing the power sector reform agenda and batted for sanction of Rs 3,000 crore fund to enhance the availability of medical equipment. "I request you to provide additional allocation of foodgrains and pulses free of cost for all card holders, including the NPHH beneficiaries, under PMGKAY scheme." The ways and means limit of the states, which was increased by 30 per cent by RBI, should be doubled and the advances availed in 2020-21 fiscal should be made interest-free. He also sought release of pending Custom Milled Rice subsidy of 1,321 crore, second tranche of funds under National Health Mission, release of GST compensation for March and an ad-hoc grant of Rs 1,000 crore from the NDRF immediately to fight the pandemic.
