Six neighbouring states of Delhi have been asked by the <keyword id="146133" type="ORGANIZATION" weightage="20" keywordseo="National-Green-Tribunal">National Green Tribunal</keyword> why they should not be directed to completely stop the operation of diesel buses coming to the national capital. 
 Noting that ambient air quality was poor during winters, a bench headed by <keyword id="6357743" type="ORGANIZATION" weightage="20" keywordseo="NGT">NGT</keyword> Chairperson Justice <keyword id="159838" type="PERSON" weightage="20" keywordseo="Swatanter-Kumar">Swatanter Kumar</keyword> asked the states of Rajasthan, Uttar Pradesh, <keyword id="44522" type="CITY" weightage="20" keywordseo="Uttarakhand">Uttarakhand</keyword>, Punjab, <keyword id="6358126" type="CITY" weightage="20" keywordseo="Himachal-Pradesh">Himachal Pradesh</keyword> and <keyword id="41646" type="COMPANY" weightage="20" keywordseo="Haryana">Haryana</keyword> to take clear decision on switching to <keyword id="6356175" type="COMPANY" weightage="20" keywordseo="CNG">CNG</keyword> vehicles and buy buses with additional fuel cylinders to resolve the issue of providing sufficient fuel in these buses, according to a news report of an agency. 
 "It is contended before us that ambient air quality is much poorer compared to the prescribed standards and there is serious environmental and public health issues arising from the pollution. It is so more particularly in the areas of <keyword id="75794" type="PERSON" weightage="20" keywordseo="Anand-Vihar">Anand Vihar</keyword>, Patparganj and <keyword id="132154" type="ORGANIZATION" weightage="20" keywordseo="Sahibabad">Sahibabad</keyword>. 
 
"The Counsel appearing for the State of Uttarakhand, UP, Rajasthan, Haryana, Punjab and Himachal Pradesh to take clear instructions from their governments as to why they should not be directed to stop operating diesel buses destined to Delhi or passing via Delhi and instead operate CNG buses...," the bench said. 
 The NGT also directed <keyword id="111875" type="ORGANIZATION" weightage="20" keywordseo="Delhi-Pollution-Control-Committee">Delhi Pollution Control Committee</keyword> and UP pollution control board to provide complete details in regard to the air pollution resulting from the industries in Patparganj, Sahibabad and Anand Vihar within a week. 
 
It asked them to find out what pollutants are discharged by industrial units in these areas and steps that are required to be taken by them. 
The matter was listed for next hearing on December 23. 
 
In October, the green panel had rapped the states for not being clear on their policy for CNG vehicles and warned of halting state transport if they did not introduce CNG, saying most particulate matters in the air inhaled by Delhi'ites emanated from there. 
 The bench was hearing a plea filed by <keyword id="3970467" type="UNKNOWN" weightage="20" keywordseo="kaushambi-apartments-residents-welfare-association">Kaushambi Apartments Residents Welfare Association</keyword> (<keyword id="292402" type="ORGANIZATION" weightage="20" keywordseo="Karwa">KARWA</keyword>). In its petition, KARWA had highlighted how the presence of two bus terminuses within 200 metre of each other in <keyword id="6424391" type="CITY" weightage="20" keywordseo="Kaushambi">Kaushambi</keyword> has exacerbated air pollution in the area and sought to relocate the Kaushambi bus stand.

“What did you do when all this smog was going on and the particulate matter reached beyond prescribed limits? What steps did you take, except till yesterday? For the first five days nobody did anything, be it the states or the Centre. Show us one thing visible to common man,” the Bench said.

"What preventive, precautionary and curative measure you are taking, tell us in tomorrow's hearing," NGT has told all the states. 
 
As air pollution in Delhi is still many times over the safety limit, authorities have started revoking licences for thousands of older diesel vehicles on Tuesday and halted construction work on the underground rail network 
 
The measures were the latest attempt to lift a thick haze of smoke, ash and other pollutants that has blanketed the capital city of more than 17 million people for more than a week, triggering public anger. 
 
The NGT thrashed Delhi and other neighboring states for not taking the required steps to control the situation and also asked them to provide complete mechanism on implementation of its directions by tomorrow to curb air pollution. 
 A bench headed by NGT Chairperson Justice <keyword id="159838" type="PERSON" weightage="20" keywordseo="Swatanter-Kumar">Swatanter Kumar</keyword> took to task the secretaries of Delhi, Haryana, Rajasthan, Punjab and Uttar Pradesh for not implementing its orders on crop burning and containing air pollution.

NGT goes into smog fighting mode, bans all construction work in Delhi-NCR for 7 days

 A bench headed by NGT Chairperson <keyword id="346879" type="ORGANIZATION" weightage="60" keywordseo="Justice-Swatanter-Kumar">Justice Swatanter Kumar</keyword> constituted a committee comprising officials from <keyword id="67999" type="ORGANIZATION" weightage="60" keywordseo="Central-Pollution-Control-Board">Central Pollution Control Board</keyword> (CPCB), Ministry of Petroleum and Gas and concerned state pollution control boards to conduct joint inspection at any 10 petrol pumps. 
 
The Panel also instructed authorities to carry out surprise inspections of 50 two and four-wheelers in Delhi-NCR to determine emission levels. 
 
"Let the committee comply with our order sensu stricto (strict sense). They would take fuel samples and analyse the same in the laboratory of the state concerned and <a href="http://www.businessinsider.in/searchresult.cms?query=Central+Pollution+Control+Board">Central Pollution Control Board</a>. Samples should also be taken from NCR," the bench said. 
 
The directions came while hearing a plea filed by Delhi resident Cherub Singla seeking directions to inspect the fuel quality at petrol pumps across the country.

The green panel said the ban has been upheld by the <keyword id="6354977" type="ORGANIZATION" weightage="100" keywordseo="Supreme-Court">Supreme Court</keyword> and the Tribunal cannot go against the apex court decision. Additional Solicitor General (ASG) <keyword id="17453" type="PERSON" weightage="100" keywordseo="Pinky-Anand">Pinky Anand</keyword>, appearing for <keyword id="6404450" type="ORGANIZATION" weightage="100" keywordseo="Ministry-of-Road-Transport-and-Highways">Ministry of Road Transport and Highways</keyword>, told the bench that various truck operators were mulling strike and protesting against the governments of Delhi, Haryana and UP for not issuing fitness certificates to diesel vehicles more than 10 years old. 

	Seeking modification of the ban order, the ASG said that there were possibilities of strike and consequently the essential services for public would be at stake. 
 

	The refusal to issue fitness certificate to vehicles in Delhi and NCR came after the Tribunal (NGT) April 7 order through which it had held that all diesel vehicles which are more than 10 years old will not be permitted to ply in Delhi-NCR. 
 

	Later, the Supreme Court also dismissed the plea challenging the Tribunal's order prohibiting diesel vehicles that are over 10 years old from plying in the national capital.

NGT chairperson refused to modify ban on vehicles more than 10 years old

The NGT’s newly announced measures include mobile toilets for slum dwellers and hefty fines for littering, to tidy things up. 
 
The green tribunal, has not for the first time expressed severe shock at the destitute state of cleanliness of the railways, and has directed the railway and municipal authorities to set up mobile toilets to ensure that people living in slums adjoining the rail lines do not defecate in the open along the tracks and imposed Rs 5,000 fine for littering railway platforms and tracks as part of measures to ensure and maintain clean tracks, said an Economic Times report. 
 A bench headed by National Green Tribunal ( NGT) <keyword id="5504" type="POSITION" weightage="80" keywordseo="Chairperson">chairperson</keyword> Justice <keyword id="159838" type="PERSON" weightage="80" keywordseo="Swatanter-Kumar">Swatanter Kumar</keyword> has asked the authorities to identify locations and provide dustbins to ensure proper and regular <keyword id="56059" type="PERSON" weightage="80" keywordseo="Garbage">garbage</keyword> collection in the 46 slum clusters that adjoin the railway tracks across the capital. 
 
Not only that, the green tribunal has also directed the railway authorities to collect, transport and treat all the collected waste at treatment plants, instead of directly releasing the garbage into sewer system, the report said. The authorities have also been ordered to install mobile toilets near slum clusters to control pollution caused by plastic products and human defecation around railway tracks. 
 The tribunal also pulled up the Railways for its "utter failure" in keeping platforms and tracks clean. "We are shocked at the state of affair that is prevailing. Equally irresponsible is the attitude adopted," it said. "Maintaining clean <keyword id="6356826" type="COMPANY" weightage="80" keywordseo="environment">environment</keyword> and hygiene at the stations and tracks is the prime duty of the railway authorities and it cannot shift the burden in this regard to any other department," the bench said. 
 
The ET report said that the green court had issued a set of directions in July last year for collecting and managing waste, particularly of people living along the railway tracks. These were followed up with detailed directions in December. However, there has been little action on these directions. 
 On March 2, the tribunal had summoned the <keyword id="51689" type="ORGANIZATION" weightage="80" keywordseo="Railway-Board">Railway Board</keyword> chairman with records of the platforms and railway tracks, which are continuous sources of environmental pollution, causing serious health hazards. Following that, the tribunal had ordered that senior officials of the railways and the three commissioners of the municipal corporations of Delhi meet and draw up a plan.

"The global burden disease published in Lancet shows that in 2019, air pollution was the fourth leading cause of mortality and third for disability-adjusted life years. Air pollution is a silent killer which makes it difficult for the policymakers to understand," he said. "We must focus more on the chronic effects of pollution such as diabetes, lower respiratory tract disease, lung cancer, stroke or neonatal deaths - there is enough data to say that around 20 to 40 per cent of deaths in these diseases are caused by air pollution," Guleria said. He was speaking at the second Good Air Summit organised by the Integrated Health &amp; Wellbeing (IHW) Council. Guleria also said that more than smoking tobacco, pollution contributes to developing diseases such as lung cancer, <keyword id="73190" type="COMPANY" weightage="20" keywordseo="COPD">COPD</keyword> and heart disease. "These are acute effects," he added. The AIIMS chief also shared that within a few days of spike in air pollution levels, the influx of patients increased in the hospital's OPDs. "Experience in AIIMS shows that whenever there is a spike in air pollution, the number of patients in OPDs increases in the next 5-6 days," Guleria said. Union Minister for Environment, Forest and Climate Change, Prakash Javadekar, also attended the summit. Accepting that pollution is a sensitive issue and a serious challenge, he expressed hope that the newly-constituted <keyword id="10260083" type="COMPANY" weightage="20" keywordseo="commission-for-air-quality">Commission for Air Quality</keyword> will reduce pollution in the national capital. "We introduced the idea of measuring air quality and brought the concept of AQI. The Sameer app of the Central Pollution Control Board provides hourly update of the national Air Quality Index (AQI). I am hopeful that the Commission for Air Quality Management will reduce pollution further," Javadekar stated. Meanwhile, Kamal Narayan, CEO, IHW, complained that air pollution did not receive the kind of response it required either from the government or the citizens, despite being an evident health emergency. "The data from 'State of Global Air 2020' shows that 1.67 million or 17 lakh people die annually due to air pollution that comes to around 4,700 deaths per day. Which means around half a million more people fell prey to air pollution last year than the number of lives claimed by Covid-19 virus till date, globally. However, despite being a super-killer and an evident health emergency, air pollution did not get the emergency response either from the system, or from the people," he said. Commenting on the issue, Swatanter Kumar, retired Supreme Court judge and former chairperson of <keyword id="2462566" type="COMPANY" weightage="20" keywordseo="The-National-Green-Tribunal">the National Green Tribunal</keyword> (NGT), said that protection of the environment is a constitutional obligation of both the government and the citizens. "Protecting the environment is a constitutional obligation for the citizens and a constitutional duty of the governments. We don't need more laws but better implementation of the existing frameworks. We need holistic, pragmatic and practical solutions for intergenerational equity and examine the sources of cleaner energy as well," he said.

clears Art of Living event with Rs. 5 Crore fine

A bench led by <a href="http://www.businessinsider.in/searchresult.cms?query=National+Green+Tribunal">NGT </a>Chairperson Justice Swatanter Kumar issued notices to Ministries of Road Transport, Environment and Forests and Heavy Industries as well as Delhi government and others as they were all ears to pleas of <keyword id="74334" type="UNKNOWN" weightage="80" keywordseo="car-dealers">car dealers</keyword> asking for modifications to the ban. 
 
Senior advocate Pinaki Misra appeared for Delhi-based car dealers. He said the <a href="http://www.businessinsider.in/searchresult.cms?query=National+Green+Tribunal">NGT</a> has passed a ‘harsh’ direction. "We are saddled with stocks of 2015 which would be difficult to dispose in 2016 due the order passed by NGT," Misra said. 
 
He asked the <a href="http://www.businessinsider.in/searchresult.cms?query=National+Green+Tribunal">NGT</a> to modify the order so that existing stocks of diesel cars can be sold as year-end meant discounts, and high volume sale was expected. The <a href="http://www.businessinsider.in/searchresult.cms?query=National+Green+Tribunal">NGT</a>, however, said that a similar matter was scheduled for hearing in Supreme Court so it will not be proper for it to pass any directions. 
 
"If a similar matter is there in Supreme Court, it would be improper on our part to say anything," the bench said. 
 
"We have no doubts on the scheme. We observed certain things just because we want results out of it. Government is the final authority in the matter. It is for them to take a stand," it said. 
 
According to the <a href="http://www.businessinsider.in/searchresult.cms?query=National+Green+Tribunal">NGT</a>, Diesel was the prime source of air pollution in Delhi. So alarming was the situation that people have been even advised to leave Delhi due to it’s adverse effects.

asks Govt. to ‘clarify’ stand

You won’t be able to enjoy staying in tents near gushing waters of River Ganga in Rishikesh as the National Green Tribunal has banned camping activity in the entire belt of Kaudiyala to Rishikesh in Uttarakhand. 
 
However, the green tribunal has allowed rafting with immediate effect. 
 
"No camping activity shall be carried out in the entire belt of Kaudilaya to Rishikesh and the government would abide by its statement made before the tribunal on March 31, 2015, till the regulatory regime in terms of this judgement comes into forces and is effectively implemented," a bench headed by NGT chairperson Swatanter Kumar said. 
 
Meanwhile, NGT has also imposed complete ban on use of any plastic items in the entire belt covered under the judgment. 
 
A committee of officials has also been constituted comprising officials from several departments-central government and Uttarakhand government-to prepare a regulatory regime which should be submitted to the tribunal within three weeks. 
 
"The committee shall consider all aspects of Environment, Wildlife, River and Biodiversity while preparing the relevant regulatory regime," the bench said. 
 
The committee can also recommend on rafting stations and number of rafting shafts. 
 
Further, the bench said it said that within 100 meters of the river no construction activity would be carried out under any circumstances and made it clear that no structure of any kind would be permitted to be raised whether it is temporary, semi-permanent or permanent. 
 
The petition, filed through advocate Rahul Chowdhary, alleged that these camps, which are located and established as temporary sites, do not have adequate sewage and sanitation facilities and disturb the habitat of wild animals and "affect the peace, tranquillity and serenity of the forest area".

Son-in-law of Congress party’s President <keyword id="689" type="PERSON" weightage="60" keywordseo="Sonia-Gandhi">Sonia Gandhi</keyword>, <keyword id="12593" type="PERSON" weightage="80" keywordseo="Robert-Vadra">Robert Vadra</keyword>, may get into trouble as <keyword id="58687" type="ORGANIZATION" weightage="60" keywordseo="Bharatiya-Janata-Party">Bharatiya Janata Party</keyword> (BJP)-led <keyword id="74452" type="ORGANIZATION" weightage="80" keywordseo="Haryana-government">Haryana Government</keyword> will soon set up a panel to probe his land deals in the state. 
 
The state government is in final stages of setting up the panel, which is likely to be headed by former Supreme Court judge Justice Swatanter Kumar. 
 
BJP’s Haryana in-charge and national general secretary Anil Jain said the commission is in formative stage. 
 
"We are surely going ahead with forming a commission to look into all the land deals, if we spot any aberration, the panel will look into it. Right now the commission is in the formative stage," said Jain. 
 
Former Haryana Chief Minister B.S. Hooda, who is also named by the BJP, said there was nothing illegal in Vadra deals. 
Congress party also came out to support Vadra. 
 
"These kinds of tactics won't work on us. If there is truth to it let them bring it out, why make statements?" said senior Congress party leader Mallikarjun Kharge. 
 
Party spokesperson P.C. Chacko played down the panel, saying there was nothing new in the charges levelled by the government. 
 
However, Haryana Health Minister Anil Vij was confident about the probe initiated against "Rahul Gandhi's suited-booted brother-in-law". 
 
"When will it happen, who will do it, only CM Khattar will take a call on it," Vij said. 
 
In March, CAG had said that the previous Hooda government had granted undue favours to builders, including Vadra's firm, Skylight Hospitality. 
 
Congress party has insisted the CAG report has neither indicted the former Congress government of Haryana or Vadra or his Skylight Hospitality Private Limited for any violation of the Haryana Development and Regulation of Urban Areas Act, 1975, or any rules or policy. 
 Skylight Hospitality sold a prime 3.5 acre piece of land in Manesar in Gurgaon district to <keyword id="6362997" type="CITY" weightage="80" keywordseo="DLF">DLF</keyword> in 2008 for Rs 58 crore. The land had, however, only cost his company 
around Rs 15 crore and was sold to DLF after obtaining change of land use and other permissions. 
 Vadra is a flamboyant businessman who married Sonia Gandhi’s daughter <keyword id="12587" type="PERSON" weightage="60" keywordseo="Priyanka-Gandhi">Priyanka Gandhi</keyword> in 1997.
