In the first of the six cases levied against him, Lalu was sentenced to five years in jail.</li></ul> <keyword id="18656" type="PERSON" weightage="100" keywordseo="Lalu-Prasad-Yadav">Lalu Prasad Yadav</keyword> the (erstwhile) indomitable leader of the <keyword id="123786" type="ORGANIZATION" weightage="20" keywordseo="Rashtriya-Janata-Dal">Rashtriya Janata Dal</keyword> (RJD) seems to have bitten off more than he can chew with the all-too-famous Fodder Scam. Just last month he was sentenced for the fourth time to <a href="https://timesofindia.indiatimes.com/india/fodder-scam-case-lalu-prasad-sentenced-to-14-yrs-in-prison/articleshow/63440143.cms">14 years in jail and fined </a>₹60,00,000. He has already been serving time in the Birsa Munda Jail in Ranchi since 23 December 2017. The scam that spiralled into a multi-million scandal began with the small-scale falsification of transactions related to syphoning of government funds in the name of buying livestock and supplying fodder. Basically, in the name of non-existent livestock, thousands and thousands of rupees worth of fake bills were made out to be paid to suppliers for fodder, medicines and animal husbandry equipment. What is to be noted that this practice was not exclusively created by Lalu Prasad and his party, but had been at the very core of the functioning of the Animal Husbandry Department (AHD) of Bihar since <a href="https://www.firstpost.com/politics/fodder-scam-all-you-need-to-know-about-the-21-year-old-case-against-lalu-prasad-yadav-3432192.html">20 years past</a>. The scam involved politicians and bureaucrats belonging to previous administrations for decades with Lalu Prasad perpetuating the practice. In 1985, comptroller and auditor general of India, TN Chaturvedi, found something amiss when he noticed that the Bihar treasury inevitably submitted their monthly accounts later than the due date. In January 1996, deputy commissioner of Chaibasa, Amit Khare, launched a raid at the Animal Husbandry Department where they discovered the documents confirming illegal withdrawals and uncovered a nexus between officials and suppliers. In March 1996, the Patna High court gets the CBI to look into the fodder scam and subsequently, the CBI registered an FIR in the Chaibasa (now in Jharkhand) Treasury case. In June-July 1997, a CBI enquiry in the case was launched based on a PIL filed by BJP state unit chief <keyword id="6364740" type="PERSON" weightage="20" keywordseo="sushil-kumar-modi">Sushil Kumar Modi</keyword> in the Patna High Court. Lalu Prasad Yadav and former Bihar Chief Minister Jagannath Mishra were both named in this charge sheet along with 55 other co-accused. This led to Lalu’s relinquishing the Chief Minister seat in July to his wife - a political masterstroke. Lalu then surrendered before CBI court and was subsequently sent to judicial custody. After four months he was released on bail. In April 2001, Lalu Prasad’s wife, <a href="https://www.livemint.com/Politics/IfdjSRYTn0nD6yzYQ4spRO/Fodder-scam-case-A-timeline-of-events.html">Rabri Devi joined the list of accused</a> in the scam but was granted bail. In October 2001, after the bifurcation of Bihar, <a href="http://www.newindianexpress.com/nation/2017/dec/23/a-timeline-of-the-fodder-scam-that-changed-bihar-politics-forever-1735327.html">53 of the total 63 fodder scam cases</a> were moved to the newly created state of Jharkhand by the <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword>. In December 2006, a Patna lower court acquits both Lalu and his wife in a disproportionate assets case filed by CBI. In March 2012, the CBI court frames charges against Lalu Prasad and his predecessor Jagannath Mishra, amongst others. In September 2013, Lalu Prasad, Jagannath Mishra and 45 others convicted in the Chaibasa Treasury case involving the withdrawal of ₹377 million from the Chaibasa treasury. In the first of the six cases levied against him, Lalu is sentenced to five years in jail but gets out in three months on bail. He is disqualified as Lok Sabha member and debarred from contesting elections. In November 2014, the <keyword id="6382425" type="ORGANIZATION" weightage="20" keywordseo="jharkhand-high-court">Jharkhand High Court</keyword> drops four pending criminal conspiracy cases against Lalu on grounds of a convicted person cannot be repeatedly be tried for similar cases based on same witnesses and evidence. In May 2017, the Supreme Court quashes the Jharkhand High Court’s decision and reinstates the charges. Lalu to be tried on each of the five remaining cases against him. In December 2017, CBI court convicts Lalu Prasad Yadav in the second — illegal withdrawal of money from the Deogarh treasury — fodder scam case but acquits Jagannath Mishra. In January 2018, Lalu Prasad sentenced to <a href="https://www.thehindubusinessline.com/news/national/fodder-scam-case-lalu-prasad-sentenced-to-threeandahalf-years-in-jail/article10018142.ece">three and a half years in jail</a> and a 10 lakh rupee fine by the special CBI court. Later that month, in the <a href="http://www.thehindu.com/news/national/other-states/lalu-prasad-jagannath-mishra-convicted-in-third-fodder-scam-case/article22506233.ece">third case</a> pertaining to the fraudulent withdrawal of ₹336.7 million from Chaibasa district treasury, both Lalu Prasad and Jagannath Mishra were awarded an additional five years jail and ₹1 million fine. In March 2018, Lalu Prasad was sentenced in the fourth fodder scam case to 14 years in jail and fined ₹6 million. This is by far the severest sentence doled out to the 69-year-old RJD chief so far.

1985-2018: How Lalu Prasad Yadav got multiple jail terms for the Fodder Scam

In the run up to the Lok Sabha elections earlier this year, there was a huge controversy when <keyword id="1275069" type="PERSON" weightage="100" keywordseo="Sanjay-Baru">Sanjay Baru</keyword>, the then Prime Minister Manmohan Singh’s media advisor, released a book <keyword id="2193106" type="POSITION" weightage="100" keywordseo="The-Accidental-Prime-Minister">The Accidental Prime Minister</keyword>: The Making and Unmaking of Manmohan Singh. In this book, he alleged that the PM did not exercise full control over the government and was remote-controlled by the UPA chairperson Sonia Gandhi. 
 However, this was not a one-off case in Indian politics. There have many instances of ‘<keyword id="2443943" type="UNKNOWN" weightage="100" keywordseo="Accidental-Chief-Ministers">accidental chief ministers</keyword>’ taking office in various states. The latest example is Bihar’s new <keyword id="5269" type="POSITION" weightage="100" keywordseo="Chief-Minister">Chief Minister</keyword> <keyword id="6385519" type="PERSON" weightage="100" keywordseo="Jitan-Ram-Manjhi">Jitan Ram Manjhi</keyword>. Following the dismal performance of his party, the Janata Dal (United), in the 2014 Lok Sabha elections, <keyword id="6358190" type="PERSON" weightage="80" keywordseo="Nitish-Kumar">Nitish Kumar</keyword> played the tried and tested caste card and anointed Manjhi – who belongs to the Musahar caste (the most backward caste among the Dalits) – as the state’s chief minister. Manjhi is not known for his administrative skills and is widely regarded as Nitish’s ‘puppet.’ BJP’s <keyword id="6364740" type="PERSON" weightage="80" keywordseo="Sushil-Kumar-Modi">Sushil Kumar Modi</keyword>, Bihar’s former deputy chief minister, even dubbed Manjhi as "<keyword id="2443948" type="UNKNOWN" weightage="100" keywordseo="dummy-chief-minister">dummy chief minister</keyword>." 
 
 
 
In Bihar itself, on July 25, 1997, the then Chief Minister Lalu Yadav was forced to quit after an arrest warrant was issued against him in connection with the <keyword id="6362256" type="UNKNOWN" weightage="100" keywordseo="Fodder-scam">fodder scam</keyword> case. In order to retain hold on power, he brazenly installed his wife <keyword id="6362315" type="PERSON" weightage="100" keywordseo="Rabri-Devi">Rabri Devi</keyword>, who was not only a political novice but was also illiterate, as chief minister of Bihar. 
 

	Rabri Devi earned the dubious distinction of being the <keyword id="2443949" type="UNKNOWN" weightage="100" keywordseo="first-illiterate-chief-minister">first illiterate chief minister</keyword> of a state. Interestingly, in the press conference following her swearing-in ceremony, Lalu asked reporters not to pose tricky questions to her as she was new to politics and a “seedhi-saadi aurat.” 
	 
	 
	 In the neighbouring state of Jharkhand, Madhu Koda, an independent MLA, was propped up as chief minister by Lalu Yadav’s Rashtriya Janata Dal, <keyword id="6362712" type="ORGANIZATION" weightage="80" keywordseo="Jharkhand-Mukti-Morcha">Jharkhand Mukti Morcha</keyword> and the Congress. It was Lalu’s masterstroke to keep the BJP away from power. It was also for the first time that an independent MLA was made the chief minister of a state.<o:p></o:p>
He is known only for the large-scale corruption that marked his rule. Koda allegedly took huge bribes for illegally allotting iron ore and coal mining contracts as the chief minister of the state. According to estimates, Koda and his associates accumulated Rs 4,000 crore in the mining scam. He was also arrested and he is currently out on bail. 
 In Maharashtra, <keyword id="6356262" type="PERSON" weightage="100" keywordseo="Prithviraj-Chavan">Prithviraj Chavan</keyword> was appointed the chief minister after Ashok Chavan had to step down from the chief minister's post after the allegations of his involvement in the Adarsh Housing Society scam. Prithviraj Chavan, who is not a significant political figure, has still not been able to have a firm grip either on the party or the government. He had no experience of the state politics of Maharashtra and was directly paratrooped as the state’s chief minister. Although he has been in politics for almost three decades, he was never a member of the state legislature. 
 <keyword id="172066" type="PERSON" weightage="100" keywordseo="Sadanand-Gowda">Sadanand Gowda</keyword>, who is the current railway minister, was the self-proclaimed ‘accidental chief minister' as he had himself once admitted that he was an accidental CM. He said he had never thought he would become chief minister one day. Gowda said his “politics of love” was the reason behind his accomplishment.

Patna, Feb 25 () The Nitish Kumar government presented a Rs 2.11 lakh crore budget for 2020-21 on Tuesday, with a special emphasis on education, health and infrastructure. Presenting the budget with a revenue surplus of Rs 19,172.80 crore, state Finance Minister Sushil Kumar Modi said the proposed allocations made for 2020-21 are Rs 11,260.48 crore more than the current fiscal's. Bihar's Budget has increased eight times and touched Rs 2,11,761.49 crore in 2020-21 from Rs 23,885 crore in 2004- 05, Modi said in his 11th Budget speech. The state government has made the highest allocation of Rs 35,191.05 crore to the education department. Besides, Rs 17,345 crore was allocated for road building and Rs 10,937.68 crore was earmarked for healthcare. Equalisation levy on crypto exchanges in India will not apply to investors, according to the Finance Minister

Patna, Feb 24 () Bihar clocked a growth rate of10.53 per cent in 2018-19 as against the national average of6.8 per cent, according to the state's Economic Survey for2019-20."Bihar recorded an average growth rate of above 10 percent in the past three consecutive years," Deputy ChiefMinister Sushil Kumar Modi said, while tabling the 14thEconomic Survey in the assembly.The main drivers of the economy which have helped thestate register a double-digit growth include air transport (36per cent), other services (20 per cent), trader and repairservices (17.6 per cent) and road transport (14 per cent), hesaid.Sushil Modi said the fiscal deficit was 2.68 per centof GSDP, revenue surplus 1.34 per cent and outstanding publicdebt liability of the state government 32.34 per cent of theGSDP during 2018-19.The total revenue receipt of Bihar was Rs 1,31,793crore and capital receipt Rs 20,494 crore, he said, adding,revenue expenditure and total expenditure were Rs 1,24,897crore and Rs 1,54,655 crore, respectively.Gross State Domestic Product (GSDP) stood at Rs5,57,490 crore at current prices and Rs 3,94,350 crore atconstant (2011-12) prices in 2018-19, he added. Bihar registered 10.5pc growth rate in FY19: Economic Survey

Patna, Feb 1 () Bihar Deputy Chief Minister Sushil Kumar Modi on Saturday said the Union Budget 2020-21 will not only help in generating employment opportunities and income but will also be able to tackle recession in a better way.
After incorporating the 15th Finance Commission's recommendations in this year's budget, Bihar's share in central taxes has increased by 0.396 per cent from 9.665 per cent in 2019-20 to 10.061 per cent in 2020-21, said Modi, who also holds finance and commercial taxes portfolios in Bihar's NDA government. 
With this, the state's share in central taxes has increased by Rs 15,000 crore from Rs 63,406 crore in 2019-20 to Rs 78,896 crore in 2020-21, he said.
The simplification of income tax slabs, besides several proposals with regard to small and medium sector enterprises and agriculture sector have been made in this year's budget, he said, adding that these measures would create employment opportunities, enhance people's income and give more money into people's hands to save and consume which would help in tackling the recession in a better way. 
A host of opposition leaders, including RJD's Tejashwi Yadav, RLSP chief Upendra Kushwaha, former Bihar chief minister and HAM (S) president Jitan Ram Manjhi criticised the Centre's budget, presented by Finance Minister Nirmala Sitharaman, asserting that it did not contain anything for Bihar. Around 19.26 per cent polling was recorded before noon on Tuesday in 94 <keyword id="30033" type="COMPANY" weightage="20" keywordseo="Bihar">Bihar</keyword> Assembly segments in 17 districts, though it was expected to pick up speed as the day progressed, an official said. Muzaffarpur district with 26.09 per cent polling led the table, followed by Gopalganj at 24.12 per cent. West Champaran district registered 21.99 per cent polling by 11 am. Polling percentage in Sheohar was 19.25, Sitamarhi 20.22, Madhubani 18.13, Vaishali 20.33, Samastipur 21.76, Begusarai 19.01, East Champaran 15.76, Darbhanga 15.65, Siwan 15.96, Saran 16.69, Khagaria 19.57, Bhagalpur 20.08, Nalanda 20.20, and Patna 18.16. Officials received a few complaints about non-functioning EVMs and VVPATs in six districts. A group of women in Gopalgang refused to vote at a polling booth after alleging that the EVM had been tampered with. An official at the election control room in Patna said booth number 89 in Darbhanga, 121 in Gopalgang, and 136 in Muzaffarpur reported technical glitches and errors in EVMs during mock polling in polling booth in Ugiyarpur constituency. During the second phase of polling, first-time voter Priyanka, 19, came on a bicycle to cast her vote along with her grandmother in the Raj Bhavan polling booth on Tuesday morning. "I am very happy to cast my vote for the first time. I pressed the EVM button while keeping the jobs issue in mind," she said. Deputy Chief Minister Sushil Kumar Modi cast his vote at Kumhrar's St Joseph High School in Patna district. "I appeal to the people of Bihar to come out and cast their votes by following Covid norms," he said. During the polling, some voters raised objections over the VIP treatment to Sushil Modi. Many voters claimed that they had been standing in queues for half an hour but he just arrived and cast his vote without standing in a queue. Chandrika Rai, Janata Dal-United candidate, also cast his vote in Vaishali. He lashed out at Lok Janshakti Party President Chirag Paswan and said that he did not know the ground realities in Bihar. "He lives in Delhi, wears branded clothes and follows 5-star culture. He doesn't know the ground situation in Bihar," he said. As per the Election Commission, Pirpainti in Bhagalpur district is the largest Assembly segment going to polls in the second phase, with 3.34 lakh voters, including 1.78 lakh males, 1.56 lakh females, and 12 transgenders. Cheria Bariyarpur is the smallest segment with 2.48 lakh voters, including 1.30 lakh males, 1.17 females, and 12 transgenders. Polling in 94 Assembly segments in 17 districts will be held from 7 am till 6 pm. The polling in some sensitive constituencies will end at 4 pm as per the Election Commission (EC) directions.
