UPI refund to digital arrest scam, here are some online scams you need to be aware of

<ul><li>Government data revealed that 384 persons were arrested after 462 samples of medicines were declared adulterated or spurious during 2019-21.</li><li>The Drugs Rules, 1945 were amended providing that any person who sells or distributes any drug shall be responsible for the quality. </li><li>The cough syrups have been linked with the death of over 60 children in Gambia. </li></ul> While the authorities have swung into action and ordered a detailed investigation into the cough syrups produced and exported to Gambia by an Indian company, government data revealed that 384 persons were arrested after 462 samples of medicines were declared adulterated or spurious during 2019-21. A total of 81,329 drug samples were tested in 2019-20 out of which 2497 samples were declared as not being of standard quality and 199 were declared of spurious nature. Similarly, in 2020-21, out of the total 84874 samples lifted for testing, 2652 samples were declared not of standard quality while 263 were found to be spurious. A total of 220 and 164 people were arrested in 2019-20 and 2020-21 respectively. Officials said that the government has taken a series of measures including strengthening of legal provisions, workshops and training programmes for manufacturers and regulatory officials and steps such as risk based inspection. As per a recent Parliament reply, the government has taken various regulatory measures since 2019 to ensure the quality of medicines in the country. The Drugs Rules, 1945 were amended providing that every Active Pharmaceutical Ingredient (bulk drug) manufactured or imported in India shall bear Quick Response Code on its label. The stored data or information shall include the minimum particulars including unique product identification code, Batch No, manufacturing date, expiry date. The Drugs Rules, 1945 were amended providing that any person who sells or distributes any drug shall be responsible for the quality of that drug as well as other regulatory compliances along with the manufacturer under these rules. The rules were amended providing that "in case the applicant intends to market the drug under a brand name or trade name, the applicant shall furnish an undertaking in Form 51 to the Licensing Authority to the effect that to the best of his knowledge based on search in trademarks registry, central database for brand name or trade name of drugs maintained by <keyword id="170943" type="General" weightage="80" keywordseo="central-drugs-standard-control-organisation" source="Orion">Central Drugs Standard Control Organisation</keyword>, literature and reference books on details of drug formulations in India, and internet, such or similar brand name or trade name is not already in existence with respect to any drug in the country and the proposed brand name or trade name shall not lead to any confusion or deception in the market," said the reply by the <keyword id="210071" type="General" weightage="80" keywordseo="ministry-of-health" source="Orion">Ministry of Health</keyword>. The government has also said that the samples of the four syrups have been sent for testing and action will be initiated after the test results. Alarmed at the unabated EV fire incidents, the Centre has now sent show cause notices to EV manufacturers like <keyword id="4393078" type="General" weightage="100" keywordseo="ola-electric" source="Orion">Ola Electric</keyword>, <keyword id="6077703" type="General" weightage="80" keywordseo="okinawa-autotech" source="Orion">Okinawa Autotech</keyword> and <keyword id="7583348" type="General" weightage="80" keywordseo="pure-ev" source="Orion">Pure EV</keyword>, among others, warning them why a penal action should not be taken against them for delivering faulty electric two-wheelers to the public. Reliable sources said that the EV makers have been given time till July end to respond in detail to the notices. Once the responses are in, the government will decide which penal action is to be taken, if any, against the EV makers at fault. Last month, the <keyword id="2619929" type="General" weightage="50" keywordseo="central-consumer-protection-authority" source="Orion">Central Consumer Protection Authority</keyword> (CCPA), which comes under the Union Consumer Affairs Ministry, sent notices to Pure EV and <keyword id="12512499" type="General" weightage="80" keywordseo="boom-motors" source="Orion">Boom Motors</keyword> after their e-scooters exploded in April. The Ministry of <keyword id="61316" type="General" weightage="80" keywordseo="road-transport" source="Orion">Road Transport</keyword> and Highways is also awaiting responses from EV makers on show cause notices sent to them. The preliminary findings from the government-constituted probe committee on EV fires also identified issues with battery cells or design in nearly all of the electric two-wheeler fire incidents in the country. The experts found defects in battery cells as well as battery design in nearly all EV fires. The Defence Research and Development Organisation (<keyword id="6355142" type="General" weightage="80" keywordseo="drdo" source="Orion">DRDO</keyword>), which was earlier tasked with investigating electric two-wheeler fire incidents by the Road Transport and Highways Ministry, also found serious defects in the EV two-wheeler batteries. These defects occurred because the electric two-wheeler manufacturers like Okinawa Autotech, Pure EV, Jitendra Electric Vehicles, Ola Electric and Boom Motors may have used "lower-grade materials to cut costs", the DRDO probe had revealed. The <keyword id="59330" type="General" weightage="50" keywordseo="bureau-of-indian-standards" source="Orion">Bureau of Indian Standards</keyword> (BIS) has now issued new performance standards for lithium-ion batteries to safeguard the consumers amid the rising EV fire episodes in the country. Union Minister for Road Transport Nitin Gadkari has already warned EV makers of strict action if they are found negligent. "If any company is found negligent in their processes, a heavy penalty will be imposed and a recall of all defective vehicles will also be ordered," he had tweeted. FSSAI is hiring more than 250 people for various profiles in India

<ul><li><keyword id="169284" type="ORGANIZATION" weightage="20" keywordseo="ASCI">ASCI</keyword> has partnered with <keyword id="154680" type="ORGANIZATION" weightage="20" keywordseo="FSSAI">FSSAI</keyword>. </li><li>With this partnership, the industry bodies aim to safeguard consumers against misleading claims in food and beverage (F&amp;B) advertisements. </li></ul>The <keyword id="120108" type="ORGANIZATION" weightage="20" keywordseo="Advertising-Standards-Council-of-India">Advertising Standards Council of India</keyword> (ASCI) has signed an agreement with the <keyword id="564221" type="ORGANIZATION" weightage="20" keywordseo="Food-Safety-and-Standards-Authority">Food Safety and Standards Authority</keyword> of India (FSSAI) to safeguard consumers against misleading claims in food and beverage (F&amp;B) advertisements. The agreement was signed in the presence of <keyword id="11579676" type="UNKNOWN" weightage="20" keywordseo="shri-arun-singhal">Shri Arun Singhal</keyword>, CEO, FSSAI, and Professor Bejon Misra, Adviser, Public Affairs, ASCI, on July 1st. As per the agreement, ASCI will identify advertisements which prima facie violate provisions of Food Safety And Standards (Advertising And Claims) Regulations, 2018, and FSSAI would further investigate these. Under the agreement, ASCI will set up a three-member expert panel to evaluate F&amp;B advertising identified by the ASCI monitoring team. There has been a marked increase in the number of complaints against F&amp;B ads during the COVID-19 pandemic. In the last financial year (FY) ASCI has processed a total number of 285 complaints compared to 175 in FY 2019-20. So, claims by F&amp;B brands, particularly those related to health and nutrition, are under greater scrutiny. Food and health continue to be important focus areas for ASCI. With this association, ASCI further strengthens its 360-degree approach of protecting consumers as well as guiding brands, agencies, and influencers towards greater responsibility. Manisha Kapoor, Secretary-General, ASCI, said: “With this agreement, ASCI will intensify its scrutiny of the F&amp;B sector. We will tap our National Advertising Monitoring Service, which monitors over 900 TV channels and publications, and over 3,000 websites. Besides national brands, we will examine regional and local ones. Our experts, with decades of experience in the F&amp;B sector, will shortlist those advertisements that require further scrutiny by FSSAI.” Subhash Kamath, Chairman, ASCI, added: “This is a significant collaboration. ASCI and FSSAI join hands to curb misleading claims in food and beverage advertisements

The government has waived the requirement for clinical trials of certain categories of drugs in <keyword id="19895063" type="General" weightage="20" keywordseo="India" source="keywords">India</keyword> if they are approved in the <keyword id="19899478" type="General" weightage="20" keywordseo="US" source="keywords">US</keyword>, the <keyword id="19922618" type="General" weightage="20" keywordseo="UK" source="keywords">UK</keyword>, Japan, Australia, Canada and the European Union. The waiver only covers five categories -- orphan drugs for rare diseases, gene and cellular therapy products, <keyword id="22559447" type="General" weightage="20" keywordseo="new-drugs" source="keywords">new drugs</keyword> used in pandemic situations, new drugs used for special defence purposes and new drugs having significant therapeutic advances over the current standard care. This waiver would ensure expeditious availability of the latest medicines for treating diseases like cancers, rare diseases like Spinal Muscular Atrophy (SMA) and Duchenne Muscular Dystrophy (DMA), and autoimmune conditions in India. "As per Rule 101 of New Drugs and Clinical Trials Rules, 2019, the Central Licensing Authority, with the approval of the Central Government, may specify, by an order, the name of the countries, from time to time, for considering waiver of local clinical trial for approval of new drugs under Chapter X and for grant of permission for conduct of clinical trial under Chapter V of the said rules," the Drugs Controller General of India (<keyword id="20559042" type="General" weightage="20" keywordseo="DGCI" source="keywords">DGCI</keyword>) said in an order issued on August 7. "In exercise of the powers conferred under Rule 101 of the said rules with the approval of the Central Government, the countries namely USA, UK, Japan, Australia, Canada and EU are hereby specified for following categories of new drugs," it said. Presently, several medicines already approved by other regulatory authorities in the US, the UK and the EU are not immediately available for Indian patients because of certain regulatory requirements under the Drugs and Cosmetics Act and rules made thereunder. These include the requirement of conducting a local clinical trial and generating safety and efficacy data before marketing authorisation in India, an official explained. However, Rule 101 of the New Drugs and Clinical Trials, 2019, allows the DCGI to specify certain countries for considering waiver of local clinical trials for approval of new drugs. "The advantages of operationalising this rule are that the latest medicines to treat diseases like cancers, rare diseases like SMA and DMA, and autoimmune conditions will become available expeditiously in India. "Presently, the delay in launching a new or novel medicine in India is anywhere between 5-20 years when compared to western markets. With the waiver of Rule 101, the scope of parallel launches of medicines in India along with the West will be opened up," the official explained. Besides, there will be a considerable reduction in the cost of various advanced medicines. Also, there will be a substantial reduction in the public procurement costs of the central and state governments under various schemes like the Central Government Health Scheme (CGHS) and Ayushman Bharat. Another advantage is that the resources which would have gone into approving the Indian clinical trials could now be utilised productively elsewhere, the official said. The costs of conducting local clinical trials will be reduced for pharmaceutical firms, therefore passing on these savings to patients. This is especially true for cases of rare diseases where firms have logistical difficulties in finding participants. The change will promote further research in these areas as there will be access to patient data in the Indian context much earlier, ultimately promoting indigenous innovation and shift from volume to value, the government's mission for the pharmaceutical industry, the official said.
