Kashmir forces are fighting against fake news in times of pandemic

A civilian was killed and 13 others were injured as terrorists lobbed a grenade in a busy market area here on Monday, police said. The attack took place at 1:20 pm in Hari Singh High Street market area. While one person died in the attack, 13 others were injured, two of them critically, they said. Security forces have cordoned off the area.

The centre said that it will hire as many as 1,300 engineers for the valley’s first metro project, in a move that will boost infrastructure as well as employment. Cheaper metro fares The 25 km long metro will connect Indira Nagar to HMT Junction and Hamzuri Bagh to Osmanabad through Srinagar. The fares of this metro will also be cheaper at 1.5 times that of a bus — unlike other metros across the country. The metro project is expected to cost ₹5,108 crore — and nearly 21% of it will be funded by the centre. The Jammu and Kashmir government will also infuse equal amount into the project. Once operational, the government is expecting a return of investment of ₹146 crore from the project, in the first five years. “Revenue for the <keyword id="7960419" type="COMPANY" weightage="20" keywordseo="Srinagar-Metro">Srinagar Metro</keyword> will mainly consist of farebox collection and non-fare box sources such as parking, taxes, advertisements, and property development,” TOI reported citing the Detailed Project Report (DPR) of Srinagar. In July, <keyword id="2773123" type="PERSON" weightage="20" keywordseo="Satya-Pal-Malik">Satya Pal Malik</keyword>, the Governor of Jammu and Kashmir government announced the ‘Light Rail Transit Systems’ for Jammu and Srinagar. <a href="https://www.greaterkashmir.com/news/kashmir/light-rail-transit-systems-for-srinagar-jammu-to-be-completed-in-four-to-five-years-govt/">Rail Indian Technical and Economic Services</a> (RITES) will take over the project. Indian government to ‘reorganise’ Jammu and Kashmir — plans to hire 1,300 engineers for its first Metro project

Education, healthcare and pilgrimages will continue to be out of service tax even under the <keyword id="6354679" type="ORGANIZATION" weightage="20" keywordseo="GST">GST</keyword> regime as the Centre is against giving any shock in the first year of the rollout by bringing in new services, according to a <keyword id="6367495" type="COMPANY" weightage="20" keywordseo="PTI">PTI</keyword> news report. 
 Besides making a strong case to the <keyword id="6355040" type="ORGANIZATION" weightage="20" keywordseo="GST-Council">GST Council</keyword> for not touching services that are out of tax net currently, the Centre will also pitch for keeping concessional rate for services like transport at the current level, Revenue Secretary <keyword id="6377137" type="PERSON" weightage="20" keywordseo="Hasmukh-Adhia">Hasmukh Adhia</keyword> told PTI in an interview. 
 The GST Council, headed by Union <keyword id="6355261" type="POSITION" weightage="20" keywordseo="Finance-minister">Finance Minister</keyword> <keyword id="42575" type="PERSON" weightage="20" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> and comprising representatives of all states, is scheduled to meet in <keyword id="41568" type="COMPANY" weightage="20" keywordseo="Srinagar">Srinagar</keyword> on May 18-19 to decide on rates various good and services will be charged in the new indirect tax regime that is being targeted for rollout from July 1. 
 <keyword id="265326" type="ORGANIZATION" weightage="20" keywordseo="Adhia">Adhia</keyword> said the endeavour would be to maintain the current tax incidence on a commodity or service at the same level in the new Goods and <keyword id="645517" type="COMPANY" weightage="20" keywordseo="services-tax">Services Tax</keyword> (GST) regime. 
 
GST will subsume central levies like excise duty on manufactured products and service tax on rendering of services as well as state VAT on sale, to make for a national sales tax that will be levied at the time of consumption of a product or service. 
 
Adhia said the approach for the GST rollout would be to avoid any shock in the first year and any review for inclusion of a service or change in rate could be done in the second or third year of the implementation based on revenue realisation. 
 
"Our entire purpose will be that we don't upset anything that is there now. We will try to do some smooth landing. So we will recommend to GST Council that whatever is the existing exemption list for service tax they should continue because we cannot do too many things at the same time," he said. 
 
Currently, there are 17 items in negative list of services on which service tax is not levied. 
 
On top of that there are over 60 services, like religious pilgrimage, healthcare, education, skill development, journalistic activities which are exempt from service tax. 
 Rajat <keyword id="1051" type="PERSON" weightage="20" keywordseo="Mohan">Mohan</keyword>, Director at tax consultant <keyword id="2632542" type="COMPANY" weightage="20" keywordseo="Nangia-Co">Nangia &amp; Co</keyword>, said: "GST is the biggest change that our country would see in last 50 years. I see that it was imperative that the government should continue exemptions on the current list of services which are tax neutral under the service tax regime." 
 
"I am ecstatic that there would be no levy of GST on services rendered by Government, Reserve Bank of India, public conveniences, educational institution, services relating to agriculture, transmission or distribution of electricity, renting of residential dwelling for use as a residence, burial, healthcare, specified schemes of general insurance etc," Mohan said. 
 
Mohan, however, felt that this might lead to cascading effect of taxes, but by maintaining the status quo government has ensured that neither the consumer nor the small and medium-sized companies are not in a state of shock. 
 
Asked if these services would be kept exempt from GST, Adhia said: "We presume so... We will recommend to the GST Council that whatever is in the exemption list they should continue in the first year." 
 
He said the main service tax rate will be standard rate of 18 per cent. 
 
"But there may be items of services where abatement (concessional rate) is given for valid reasons. So those items, because there will be no provision for abatements (in GST), we will have to fit them in the rates closed to the present incidence," he said. 
 
The GST Council has approved a four-rate tax structure of 5, 12, 18 and 28 per cent. 
 
Adhia said transport sector, for example, currently gets abatement of 60 per cent and only 40 per cent of the present service tax rate of 15 per cent is being collected. 
 
And so, the tax in the GST will be fixed in the closes bracket of 5 per cent, he said. 
 
Asked if rates for certain services will go up because current tax rate is 15 per cent and the nearest bracket that would not upset the revenue collections is 18 per cent, he said, "some services may become a little more expensive." 
 
The exact ones that become expensive or cheaper will be decided by the GST Council, he said. 
 On the issue of crude oil, petrol, diesel, aviation turbine fuel (<keyword id="44833" type="ORGANIZATION" weightage="20" keywordseo="ATF">ATF</keyword>) and natural gas being kept out of GST net for the time being by continuing with existing taxes of excise and VAT, Adhia said the GST Council decided that to give states comfort of revenue collections. 
 
"For them it is some kind of a risk insurer. That 30 per cent income is already assured. Now 70 per cent (of products and services) they are putting it into the common kitty," he said. 
 
States, he said, want to wait and see how much revenue is generated in the GST regime. 
 
"So, after a year or two if they find that the buoyancy (in tax revenues) is good, they could very well like to bring it (petroleum products) in GST," Adhia added.

No GST for education and health
care this year

Aiming for a comprehensive development for non metro cities and its dwellers, National Association of Software and Services Companies, or <keyword id="6372077" type="CITY" weightage="20" keywordseo="Nasscom">Nasscom</keyword> has proposed an innovative concept, which if implemented will result in a greater good. 
 
In what would be a boom in the BPO (Business Process Outsourcing) business and help to multiply its total revenue from about Rs 1,38,000 crores to Rs 5,52,000 – Nasscom in its policy recommendation paper wants the government to expand the BPO industry to non metro cities of India. 
 
As per a news report by The Economic Times, Nasscom said expansion into non-metro locations has the potential to generate over one million skilled jobs, enumerating five points focused on employment generation as the central pillar of the BPO industry that employs over 10 lakh people. 
 Thanks to India’s low-end technology services, the BPO industry has evolved in full pace since early 90s. However, over the years, <keyword id="3750" type="COUNTRY" weightage="20" keywordseo="Philippines">Philippines</keyword> and <keyword id="13486" type="COUNTRY" weightage="20" keywordseo="Vietnam">Vietnam</keyword> being more cost effective given the government aid they receive, have ensured many international BPOs to shift their base. 
 "We have identified 18-20 more locations in the country where we have created the infrastructure for employment. It is not only competitiveness but also the development of emerging cities, harmonising and galvanising the talent pool that is available... and creating digitisation capabilities," KS Viswanathan, vice-president at Nasscom told the financial daily. Here are a few instances:<ul><li>After the BBC <a href="https://www.bbc.co.uk/news/av/49306816/article-370-tear-gas-at-kashmir-rally-india-denies-happened">shot video footage</a> of thousands of people in Srinagar, a major city in Kashmir, demonstrating against India on August 10, the Indian government denied the protest ever happened.</li><li>On August 10, Indian Ministry of Home Affairs spokeswoman Vasudha Gupta tweeted that a <a href="https://uk.reuters.com/article/uk-india-kashmir/thousands-protest-in-indian-kashmir-over-new-status-despite-clampdown-idUKKCN1UZ0OV">Reuters report</a> that said Indian police used tear gas and pellets to disperse the Srinagar protests - based on the testimony of a police officer and two witnesses - was "<a href="https://twitter.com/PIBHomeAffairs/status/1160081078486368256">completely fabricated &amp; incorrect</a>."</li><li><a href="https://www.businessinsider.com/kashmir-villagers-allege-beatings-abuse-electric-shock-india-denies-2019-8">The Indian army denied multiple allegations</a> of torture outlined in a <a href="https://www.bbc.co.uk/news/world-asia-india-49481180">BBC report from Kashmir</a> on August 29, calling them "baseless and unsubstantiated."</li><li><a href="https://www.businessinsider.com/kashmir-man-blinded-pellets-police-insist-no-major-injuries-2019-8">Kashmiri police shot down a CNN report</a>, also published August 29, which <a href="https://edition.cnn.com/2019/08/28/asia/kashmir-survival-pellet-wounds-intl-hnk/index.html">cited a Srinagar resident</a> as saying he was blinded in one eye after being hit by three pellets, and a local hospital's eye unit as saying that it's treated at least 30 victims of pellet injuries that month. And it's only getting worse.In 2014, the Press Council of India - the government's <keyword id="6354777" type="COMPANY" weightage="60" keywordseo="Media">media</keyword> watchdog - denounced the reporting of mass rapes in 1991 by Indian security forces in the Kashmiri villages of Kunan and Poshpora as "<a href="https://www.hindustantimes.com/india/kunan-poshpora-rape-charges-baseless/story-e4EzYdSFmxnax6Kna0rogM.html">baseless</a>," even as multiple women came out with allegations.Earlier this year, the Indian government also <a href="https://economictimes.indiatimes.com/news/politics-and-nation/india-slams-un-rights-office-report-on-jk-as-continuation-of-false-narrative/articleshow/70127923.cms">slammed</a> an official UN report on Kashmir as a "false and motivated narrative" that violated the country's sovereignty. India has for decades maintained that only Pakistan and itself can be involved in Kashmir's issues.These denials are working in India, where the government under Prime Minister Narendra Modi and his Bharatiya Janata Party (BJP) is growing increasingly authoritarian.<div class="KonaFilter image-container display-table"><div><div class="image on-image">Reuters Prime Minister Narendra Modi in New Delhi in June 2019. </div></div></div><h2>India's climate of fear</h2>The Indian government is widely believed to employ an army of online trolls who attack journalists and critics online, as well as pressure people into reporting favorable coverage only.It has never openly admitted to this, but circumstantial evidence all but confirms it. The government spent more than 52 billion rupees ($728 million) on pro-BJP ads and social-media posts between 2014 and 2018, India's <a href="https://economictimes.indiatimes.com/news/politics-and-nation/govt-has-spent-over-rs-5200-cr-in-ads-since-2014-15-rathore-in-ls/articleshow/67077392.cms">Economic Times reported</a>.The BJP also hires hundreds of thousands of people to recruit voters via phone and door knocks, ultimately helping build "the most extraordinary personality cult in modern Indian history," Indian politician <a href="https://www.project-syndicate.org/commentary/narendra-modi-india-election-personality-cult-by-shashi-tharoor-2019-05">Shashi Tharoor said</a>."The government denies something on one level, and then its army of trolls and people in [civil] society follow," Hafsa Kanjwal, a South Asia and Kashmir expert and assistant professor at Lafayette College, told Insider."Basically if you question that, they say that you're being anti-national, or you're putting India at risk by questioning the state narrative, or that you're falling into Pakistan. They use these age-old tropes to bring people into line."Insider has received an uncommon number of inflammatory and abusive messages on Twitter and email accusing this reporter and another at Insider writing about Kashmir of publishing "jihadi propaganda" and "fake news," and of being paid to report critical news on the region. Researchers have told of advisers not allowing them to say anything too critical of the government, and critical reports being censored."Basically the media are terrified now of saying anything the government doesn't want them to say because they get attacked not necessarily online, they get attacked behind the scenes," Rajagopal said. "They get telephone calls from the prime minister's office saying: 'What do you think you're doing?'"Those who do speak out are publicly smeared in an effort to intimidate them into silence.For example, Indian investigative journalist Rana Ayyub, wrote a <a href="https://www.amazon.co.uk/Gujarat-Files-Anatomy-cover-up/dp/1533341524">book</a> about a state government cover-up concerning the 2002 Gujarati Riots, which left over 1,000 people dead.Ayyub <a href="https://medium.com/global-editors-network/rana-ayyub-on-online-harassment-in-india-i-get-daily-rape-death-threats-c970f542e554">described in an interview with the Global Editors Network</a> getting daily rape and death threats, being doxxed, and having her image superimposed on a viral porn video after her critical work was published.Kanjwal said: "The government finds a way to send a message across and let people know that if they push back against this narrative, then they'll make it very difficult for them."She and Rajagopal both said, in separate conversations with Insider, that they personally know Indian academics who have been smeared or intimidated into silence.<div class="KonaFilter image-container display-table"><div><div class="image on-image">ReutersKashmiri residents throw stones at Indian security forces during protests.</div></div></div>The ongoing lockdown and communications blackout in Kashmir is also making it difficult for reporters to travel around the region and to file stories online.Ordinary citizens are also unable to access the news online. Shortly after the blackout many <a href="https://www.businessinsider.com/kashmir-blackout-locals-dont-know-india-revoked-autonomy-report-2019-8">didn't even know that India rewrote its constitution</a>, Kashmiri journalist Fahad Shah <a href="https://time.com/5646005/inside-kashmir-communication-shutdown/">wrote in TIME</a> last month."Exerting harsh control over communications is being used to influence the public's impression and experience of governance," Angana Chatterji, the co-chair of University of California, Berkeley's Political Conflict, Gender and People's Rights Initiative, told Insider.<div class="KonaFilter image-container display-table"><div><div class="image on-image">Greater KashmirThe local Greater Kashmir daily newspaper's front page as on September 16, 2019. <ul class="summary-list"><li><keyword id="6358953" type="UNKNOWN" weightage="60" keywordseo="Transgender">Transgender</keyword> people in <keyword id="6354495" type="LOCATION" weightage="60" keywordseo="kashmir">Kashmir</keyword> face discrimination and harassment throughout their lives.</li><li>Many work as matchmakers or performers at weddings, but coronavirus restrictions mean they are now out of work.</li><li>Kashmir is not only in the grip of the virus, but also a security crisis since <keyword id="3658" type="COUNTRY" weightage="60" keywordseo="India">India</keyword> removed the region's autonomy in 2019.</li><li>Trans expression is a taboo subject in Muslim-majority Kashmir, pushing members of the trans community into the shadows.</li></ul>Now is not a good time to be transgender in Kashmir.Members of the trans community are often rejected by their families, and by a conservative society that views them as an underclass.To make matters worse, a security crackdown imposed by India since removing the region's autonomy last year — and now a coronavirus lockdown — means that they are without work and have been pushed to the brink.Aijaz Ahmad Bund is an academic and rights activist for the LGBTQ community. From a small office in the regional capital Srinagar, he speaks out for those who have no voice."This society has pushed them to the wall. They are living an invisible life," he told Business Insider"They face discrimination in every aspect of life. They are abused physically, verbally. They face a lot of street harassment. They face a lot of sexual abuse as well."One of the few trans individuals to have made a name for herself in Kashmir is Abdul Rashid, otherwise known as Reshma. She is a well-known singer here, but even she is struggling to make ends meet.She makes a little money from tailoring, sitting on the floor of her small apartment with an old sewing machine. Her experience growing up is similar to many among the trans community. "I wasn't allowed even out of our lane. I would be asked where I had been for so long and then beaten for being late. We would take the narrow side streets to avoid getting bullied on the main roads. Some would even spit on us," she told <keyword id="9071581" type="UNKNOWN" weightage="60" keywordseo="business-insider-weekly">Business Insider Weekly</keyword>.From a small drawer, under lock and key, she takes out a small vial and applies mascara."Growing up, I wasn't interested in studying, but was into girlish things. I used to put chalk on my face as powder," she said.<h2>Transgender people in Kashmir are living in the shadows.</h2>Unlike in other parts of India and Pakistan, the transgender community here rarely dress in colourful clothing, afraid of ridicule — or worse.Subhan, known as Shabnam, is luckier. Her family has always supported her."I used to get along well with ladies, not that much with men. That's because I had an affinity towards them and not towards men. As time passed by, I started dressing up like them, and then it became clear that I was a third gender," she said.But a life of living in the shadows, combined with the present-day double crisis of pandemic and security crackdown, has taken its toll."I must say that we face so many issues that we can't even count them," she said.Traditional patriarchal values mean that sex and sexual orientation in the Muslim-majority region is a taboo subject. And gender affirmation procedures are not seen as a viable option."Our Quran doesn't allow us to bring changes to our bodies that won't be good. How our Lord made us, we should remain that way. We are a third gender," Shabnam said.<h2>With the region in political turmoil, the past year has been suffocating.</h2><div type="image" title="security" height="1080" width="1920" msid="78711203" hostid="261"></div>Already a shunned and invisible minority, Kashmir's trans community is now living in a land that has been turned upside down. Last year, India <a href="https://uk.reuters.com/article/us-india-kashmir-factbox/factbox-kashmirs-history-indias-revoking-of-special-status-in-context-idUSKCN1UV0RK">abolished Article 370 of its constitution</a>, which granted Kashmir a special status as an autonomous region.The move stripped Kashmir of its flag and its lawmaking powers, and brought it under direct control of the government in New Delhi. Thousands were arrested and imprisoned — and all phone and internet services cut off.Today, security forces continue to line the streets and man checkpoints.For the trans community, with little acceptance from wider society and no means to communicate with the outside world, this last year has been suffocating.Communications have only been partially restored but blackouts are still a regular occurrence.Aijaz Ahmad says mental health issues are prevalent in the community — <a href="https://theins.in/2017/11/30/transgenders-suffering-stress-even-attempted-suicide/">as are attempts at suicide</a>. Those disowned by their families are even denied a proper burial.And he said his research suggests around 15% of the transgender community is forced to work in the sex trade to make ends meet.<h2>Wedding gigs are some of the only jobs transgender people can find — and those are drying up.</h2><div type="image" title="KASHMIR TRANS NEW WEEKLY V2.00_04_40_23.Still007" height="1080" width="1920" msid="78711206" hostid="261"></div>One of the only acceptable lines of work is matchmaking and performing at weddings. It's here that Kashmir's trans community are permitted to dress, and perform, as themselves.Mohammad Aslam, known as Babloo is a matchmaker, playing the role of broker between two families in arranged marriages. She, like the others, is now without work."The situation deteriorated after the abrogation of Article 370," she said. "We can't go to people's houses because our work involves interacting with people in their homes. At the moment we are hesitant to meet people and are scared of getting infected and vice versa."With weddings cancelled and an increasing number of people finding their own partners online, times are tough."People used to call us to dance and sing at marriages, and we used to get good money as well. Now there are DJs, and women sing too, so we don't get much business there," Shabnam told Business Insider.To make matters worse, the Indian government has now made it possible for non residents of Kashmir to own property and work in the region, putting a further squeeze on job opportunities.<h2>"We have people who are violated on a daily basis."</h2><div type="image" title="KASHMIR TRANS NEW WEEKLY V2.00_04_03_27.Still006" height="1080" width="1920" msid="78711208" hostid="261"></div>An irony of the abolition of Kashmir statehood was that the mountainous region inherited Indian laws on homosexuality, which was recently decriminalized.Yet this, as well as a transgender rights bill passed in 2019, has made no real difference to the lives of Reshma, Shabnam or Babloo.Aijaz Ahmad says the problem is not their legal status, rather acceptance by society."We have laws, and we have a lot of provisions in the Constitution of India which protect citizens irrespective of their gender, sex, sexuality, ethnicity, religion, blah, blah," he said. "But still we see that such people are discriminated against.
