The Indian government, as a member of the UN Treaties on Outer Space activities, is currently processing a ‘<a href="http://pib.nic.in/PressReleseDetail.aspx?PRID=1575742">Space Activities Bill</a>’, which will address liability if any, for damages caused by its activities or objects in space. The aim is to keep the rules and regulations at par with i<a href="http://www.abajournal.com/magazine/article/space_law">nternational standards</a> currently in place. But, it might not be the best news for private players who will now have to seek authorization from the Indian government for a license to operate in space, which will only be issued contingent certain terms and conditions. Controversy over India’s ASAT test The bill is currently under pre-legislative consultations in India but should it become law, it will outline the lability provisions and how to secure the requisite financial compensation should any damages occur. Recently, India <a href="https://www.businessinsider.in/indias-asat-mission-shakti-creates-space-debris/articleshow/68594904.cms">tested its anti-satellite (ASAT) weapon</a> resulting in an international outcry about the potential damage that could occur from the resulting debris. While most experts have <a href="https://www.businessinsider.in/nasa-comments-on-mission-shakti-impacts-mission-ganganyaan/articleshow/68682092.cms">determined</a> that, since the test was done in low earth orbit, it doesn’t present a real threat — some are still worried about the debris putting the <a href="https://www.businessinsider.in/nasa-comments-on-mission-shakti-impacts-mission-ganganyaan/articleshow/68682092.cms">International Space Station at risk.</a> International standards Even though one of the ‘five UN treaties on outer space’ is the Liability Convention, it's up to individual countries to implement that rules in their own national legislation. <a href="http://www.unoosa.org/oosa/en/ourwork/spacelaw/treaties/outerspacetreaty.html#a7">Article 7</a> of the Outer Space Treaty specifies that it’s not just about damage in space but also the moon and other celestial bodies that are included in the paradigm on the Liability Convention — including the Earth. So even if something goes wrong during the launch of a space object that damages the surface of the Earth, the country responsible will be held liable. Also, ‘<a href="https://www.faa.gov/about/office_org/headquarters_offices/ast/media/Conv_International_Liab_Damage.pdf">damage</a>’ includes everything from loss of life to minor injuries as well as the loss of property, natural or man made. India’s move can be construed as a contingency plan on how to secure funds should it be accused on any damage in space. India’s new ‘Space Activities Bill’ will fix the liability for damage caused in outer space

Bengaluru, State-run <keyword id="7803427" type="UNKNOWN" weightage="20" keywordseo="NewSpace-India">NewSpace India</keyword> Ltd (NSIL), the commercial arm of the space department, bagged orders to launch four foreign satellites for earth observation from <keyword id="6355143" type="UNKNOWN" weightage="20" keywordseo="sriharikota">Sriharikota</keyword> spaceport in Andhra Pradesh, a top official said on Friday. "We have signed contracts with four foreign customers to launch four satellites in the earth's lower orbit using the PSLV and SSLV rockets of the Indian space agency <keyword id="6358064" type="UNKNOWN" weightage="20" keywordseo="isro">ISRO</keyword> (<keyword id="116095" type="ORGANIZATION" weightage="20" keywordseo="Indian-Space-Research-Organisation">Indian Space Research Organisation</keyword>) from its spaceport at Sriharikota," NSIL Chairman G. Narayanan told reporters here. The top official, however, did not disclose names of the customers or their location due to non-disclosure agreements with them. "Of the four satellites, three will be launched using ISRO's polar satellite launch vehicle (PSLV) and one with its small satellite launch vehicle (SSLV). The spacecraft will be used for earth observation applications," said Narayanan, marking the company's two years of completion. The state-run NSIL was in the news recently for launching Brazil's earth observation satellite Amazonia-1 on February 28 from the spaceport on board ISRO's PSLV-C51 rocket along with 18 other satellites. Amazonia-1 is the optical earth observation satellite of National Institute for Space Research (INPE) in Brazil. In addition to these commercial launches, NSIL will launch two communication satellites for Indian customers offering direct-to-home (DTH) services and telecom operators offering broadband services using Ku-band transponders. "The two communication satellites, to be launched by ISRO from its spaceport, will be owned and operated by us (NSIL) for customers on commercial terms for revenue-generating services," said Narayanan but declined to name the customers claiming confidentiality. Unlike the now defunct ISRO's commercial arm Antrix Corporation, which has ceased to function after its deal with Multimedia Deval fell through, the 2-year NSIL is a wholly owned state-run of the department of space as a central public sector enterprise. NSIL has been formed with Rs 10 crore paid-up capital and Rs 100-crore authorised capital. The space department has provided Rs 700 crore in the budget for fiscal 2021-22 for investing in infrastructure and capacity building to make satellites, rockets and launch them on commercial terms. "We also plan to invest Rs 2,000 crore per annum over the next five years to ramp up infrastructure to build satellites and rockets, launch them and operate their services for domestic use," asserted Narayanan. The Rs 2,000-crore for investment per annum will be raised through a mix of equity and debt. "We will also ramp up our headcount by hiring about 300 more people for stepping up operations and prepare to launch more satellites and rockets," said Narayanan on the occasion. Going forward, the fledgling company will launch heavy satellites for space applications and observation in the earth's geo-synchronous orbit by state-run and private firms. "The company has generated Rs 300 crore revenue in the first year (2019-20) of operations, Rs 400-crore in the second year (2020-21) amid the Covid pandemic through launches and space-based services from ISRO's satellites," said NSIL Director for technology and strategy D. Radhakrishnan. During its first two years of operations, the company has launched 45 auxiliary customer satellites onboard ISRO's 4 PSLV missions, including Amazonia-1. India forms a new space company to sell ISRO’s space technology products

It’s not alone in worrying about a conflict. Space is getting increasingly congested and competitive — especially with China <a href="https://www.dia.mil/Portals/27/Documents/News/Military%20Power%20Publications/China_Military_Power_FINAL_5MB_20190103.pdf">developing weapons</a> that it can deploy in Earth’s orbit. India next in line after NATO and the US to strategize for war in space

And, this might only increase in the future. NSIL will be set up to meet the ever increasing demands of the Indian space programme. Keeping costs low ISRO has an edge over its competition as it keeps its launch costs as low as possible — something that Elon Musk’s SpaceX is also trying to accomplish by employing reusable rockets. ISRO charges approximately $3 million per satellite launch where as SpaceX’s cost are still at around $60 million. In comparison, United Launch Alliance — which mostly launches satellites for the US government and the National Aeronautics and Space Administration (NASA) — charges upward of $100 million. In India, only the public sector is allowed to launch rockets into space. Private participation, so far, has been limited to building components and technologies for ISRO, on a small scale. ISRO’s commercial operations clock in over ₹60 billion in revenue but leaves private players out of the equation

"Today, we are working on the first mission of the Gaganyaan called G1. The first unmanned mission. The status today is the rocket, the S200 stage, the L1, C32 stage are all at Satish Dhawan Space Centre," he said. He said the Crew Module integration was going on at VSSC Trivandrum while Crew Escape hardware was also ready. "So, we have to complete with full wiring and testing should be done. Our target is by November the whole system will reach here, possibly by December launch will happen," he said, responding to a query. Somanath was talking to reporters after successfully launching the third and final developmental flight of the Small Satellite Launch Vehicle that placed the Earth Observation Satellite into orbit earlier in the day. Besides, it would also allow a company to gain knowledge on rockets, launch vehicles, and satellites in the Small Satellite Launch Vehicle missions. To a query about the requirement for industries to partner with the ISRO for taking up commercial launch of SSLV missions, Somanath said a day-long meeting was recently held with the industry. "I am hoping that the first technology transfer will happen in India between ISRO and industry. The Request for Interest (RFI) was released and as a single (entity) or as consortia, a company can show interest on the technology transfer (from ISRO) and what were the expectations from ISRO and how to qualify for such missions," he said. From the interactions held with the industry it emerged there was a huge amount of interest for them to learn about space, he added. "We told them it will be a huge challenge for anyone to learn rocketry from scratch. It is not just transferring technology, we are transferring the knowledge on how things are done (at ISRO). It is not the drawings alone, it is the knowledge behind those drawings we transfer to industry," according to Somanath, also the Secretary, Department of Space. Through the industry partnerships, ISRO would teach them on how to build a rocket, he said and added that the industry should qualify as per the criteria put forth by ISRO. The company should possess manufacturing capabilities, manufacturing facilities and financial strengths of a company would be assessed, he said. "We will add weightage and marks based on the performance of the company and based on that the companies will be shortlisted and a contract would be given to them after the companies which have to pay a technology transfer fee," he said. Some of the unique features of SSLVs are -- it provides low-cost access to Space, offers low turn-around time and flexibility in accommodating multiple satellites, 'launch on demand' feasibility and SSLV missions demand minimal launch infrastructure.

ISRO targets first Gaganyaan mission launch by December: Chairman

New Delhi, Co-working major <keyword id="4052133" type="General" weightage="20" keywordseo="Wework-India" source="Orion">WeWork India</keyword>'s revenue grew by 40 per cent to Rs 400 crore during the first quarter of this fiscal year on rising demand for flexible workspace across major cities from corporates, its CEO Karan Virwani said. The company, which is owned by real estate firm Embassy Group and <keyword id="2918346" type="General" weightage="20" keywordseo="Wework" source="Orion">WeWork</keyword> Global, has started its 50th centre at Saket in South Delhi, marking its entry into the national capital market. The new centre, comprising 54,000 square feet area and around 700 desks, is located in a commercial building developed by realty firm Eldeco. In an interview with PTI, Virwani said the company has completed six years since it opened the first centre in India and now it has 50 centres and around 90,000 desks across seven cities. "It has been a great journey of growing both the co-working/flexible workspace segment and WeWork India as a brand. In the last three years, since COVID, the adoption of flex space growing significantly," he said. The demand is increasing as more and more employees are coming back to offices, Virwani said, adding that the country's economic growth is also supporting demand. "In 2021-22, we close the financial year with around Rs 800 crore of revenue and we were negative Rs 50 crore EBIDTA (Earning Before Interest, Depreciation, Tax and Amortisation). During the last fiscal, we achieved a turnover of around Rs 1,400 crore and Rs 250 crore of EBIDTA," Virwani said. The company was profitable at the post-tax level also during the last fiscal year, he said. Virwani hoped that the company would maintain growth during the current fiscal. In the first quarter of 2023-24, Virwani said the company has posted a revenue of Rs 400 crore, up 40 per cent from the year-ago period. The EBIDTA was about Rs 70 crore. "We are targeting 50 per cent growth in this full fiscal year," he added. On the operational front, Virwani said the average occupancy level at its centres is at around 80 per cent and the company would target to increase it further. He said that a lot of new demand is coming from the existing clients. "The past few years have clearly highlighted that the future of work is flexible, and India Inc is increasingly adopting flex working as a way of life". Asked about US-based WeWork Global's recent statement that "substantial doubt" exists about the company's ability to continue as a going concern, Virwani said WeWork India business will have no impact from the development globally. "We have always been a separate entity where the majority anyway is owned by Embassy Group. We have run and build the India business in an extremely healthy way. So, India business is fully isolated from what is happening globally," Virwani said. In WeWork India, Embassy Group holds a 73 per cent stake, while WeWork Global has a 27 per cent shareholding. Asked whether Embassy would consider WeWork Global stake in India business, he said, "I will always be a buyer of this company's equity if anyone is willing to sell it whether it's at a discount or even a slight premium. We see a long-term value to be much much higher than what it is today. So I am always going to be a buyer." Virwani described WeWork Global as a great partner who helped India business during the tough COVID period by making investments. WeWork Global, which is a leading provider of flexible workspace, had in June 2021 invested USD 100 million in WeWork India. Later this month on 16 September 2019, the Indian Space Research Organisation (ISRO) plans to conduct its first ever commercial launch catering exclusively to foreign satellites. It will be launching two British satellites — Novasar and S1-4 — aboard its PSLV C-42 rocket from the launch pad in Sriharikota. "Subsequent two PSLV mission will also carry foreign satellites. However those missions will be on sharing mode (also carrying Indian payloads)," ISRO Chairman K Sivan told <a href="https://timesofindia.indiatimes.com/india/isro-to-launch-rocket-solely-for-foreign-satellites-in-september/articleshow/65061764.cms">Times of India</a>. Modi offers India's cost-effective technology but only to 'friendly' nations

<ul><li>India successfully conducted its first anti-satellite (ASAT) missile weapon test yesterday.</li><li>The other super powers — Russia, the US and China — also have this capability.</li><li>The current treaties in place do not specify when and how the use of these weapons is justified.</li></ul>India just conducted its first test using anti-satellite (ASAT) missile weapon called ‘<keyword id="3384000" type="COMPANY" weightage="20" keywordseo="Mission-Shakti">Mission Shakti</keyword>’. Donald Trump, the US president, is calling for a ‘Space Force’. And, space technology — preventive or offensive or benign — has become an integral instrument for the functioning of daily life. It’s not quite an arms race when only four countries — Russia, <a href="https://www.businessinsider.in/indias-asat-mission-shakti-creates-space-debris/articleshow/68594904.cms">India</a>, China and <a href="https://www.thehindu.com/news/international/donald-trump-calls-for-space-force/article26653520.ece">the US</a>, the supposed space ‘superpowers’ — are building up their technology, that too years apart. But, it is a cause for concern if other countries follow in their footsteps — especially in light of the fact that there are no terms of agreement in place for the use of ASATs. The <keyword id="489898" type="ORGANIZATION" weightage="20" keywordseo="Outer-Space-Treaty">Outer Space Treaty</keyword>, formally the Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, does not <a href="https://scholarship.law.georgetown.edu/facpub/453/">address</a> the use of ASATs either. “If more and more countries come up with this technology, there may be an arms race. But, India will not be triggering factor. But, India might be an excuse,” Kumar Abhijeet, a member of the International Institute of Space Law, told Business Insider. He goes on to say, “Nowhere is ASAT testing prohibited. We are very much within the international laws to make use of it.” So, while testing of ASATs doesn’t violate any international treaty, there is little information around when the use of ASAT may be permitted. So far, whenever the technology has been tested, it’s only be used to take out a country’s own satellite.

 But, in reality, an ASAT can take out any kind of satellite. What matters is the intention behind the attack. According to Abhijeet, “If there is proof that a satellite is being used to spy and that there is a threat to the national security or if there is a threat of any kind of armed attack - then a preemptive attack can be made.” He goes on to explain, “The treaty doesn’t say anything with regard to that. But then, whenever there is a necessity — necessity knows no boundary. Particularly in the national interest if anything is there — a country can do that.” While India maintains that they have no intention of weaponizing the space race, its neighboring nations have perceived the progress of Mission Shakti in a different way.

 Though he later <a href="https://spacenews.com/reactions-to-indian-asat/">clarified</a> that he was only fostering responsible behavior by asking companies to analyse the role that they want to play in the peaceful use of resources in outer space. Pakistan is calling for the international community to condemn the act while China took a more subtle approach stating, “We have noticed reports and hope that each country will uphold peace and tranquillity in outer space.” The ambiguities about space law and its enforceability can lead to uncertainty for stakeholders. The U.N. chief, Antonio Guterres, has already <a href="https://news.un.org/en/story/2019/02/1033512">expressed</a> his cynicism stating, “Key components of the international arms control architecture are collapsing,” with respect to global disarmament efforts. It might be time for ‘space superpowers’ to bring in a new space treaty

The countdown for India's one of the longest rocketing by <keyword id="622933" type="COMPANY" weightage="20" keywordseo="Polar-Satellite-Launch-Vehicle">Polar Satellite Launch Vehicle</keyword> (PSLV) rocket carrying 19 satellites began at 8.54 a.m. on Saturday, said a top official of <keyword id="116095" type="COMPANY" weightage="20" keywordseo="Indian-Space-Research-Organisation">Indian Space Research Organisation</keyword> (ISRO). The Indian rocket numbered PSLV-C51 carrying the 637-kg Brazilian satellite Amazonia-1 and 18 <keyword id="10837063" type="UNKNOWN" weightage="20" keywordseo="other-satellites">other satellites</keyword> (including 13 from USA) is scheduled to lift-off from the first launch pad at Satish Dhawan Space Centre (SDSC) in Sriharikota in Andhra Pradesh at 10.24 a.m. on Sunday. "The countdown for the rocket's flight started at 8.54 a.m for the launch at 10.24 a.m tomorrow (Sunday)," K.Sivan, ISRO Chairman told IANS. India's first space mission for 2021 is one of the longest for a PSLV rocket is expected to conclude 1 hour, 55 minutes and 7 seconds into its flight. If all goes well with the Sunday morning rocketing of PSLV-C51 then India would have slung a total of 342 foreign satellites, all for a fee. The rocketing is a fully commercial one of NewSpace India Ltd (NSIL) with the primary passenger being the Amazonia-1 satellite. Amazonia-1 is the optical earth observation satellite of National Institute for <keyword id="6495330" type="UNKNOWN" weightage="20" keywordseo="space-research">Space Research</keyword> (INPE). This satellite would further strengthen the existing structure by providing remote sensing data to users for monitoring deforestation in the Amazon region and analysis of diversified agriculture across the Brazilian territory, ISRO said. The 18 co-passenger satellites include four from IN-SPACe (three UNITYsats from consortium of three Indian academic institutes (Jeppiaar Institute of Technology, Sriperumbudur, G.H.Raisoni College of Engineering, Nagpur and Sri Shakthi Institute of Engineering and Technology, Coimbatore) Aand One Satish Dhawan Sat from <keyword id="4136256" type="COMPANY" weightage="20" keywordseo="space-kidz-india">Space Kidz India</keyword>) and 14 from NSIL. The other 14 satellites ferried on commercial basis are SindhuNetra, an Indian technology demonstration satellite and 13 satellites from the USA viz., SAI-1 NanoConnect-2, a technology demonstration satellite and 12 SpaceBees satellites for two way satellite communications and data relay. For the third time ISRO will be using the PSLV rocket's DL variant that will have two strap-on booster motors. This rocket variant was used the first time to put into orbit the Microsat R satellite on January 24, 2019. The PSLV is a four stage/engine rocket powered by solid and liquid fuels alternatively with six booster motors strapped on to the first stage to give higher thrust during the initial flight moments. The PSLV-C51 mission is one of longest ones. The 19 satellites will be put into Sun Synchronous Orbit over a duration of 1 hour, 55 minutes and 7 seconds. During its flight, the rocket's fourth stage engine will be cut off and restarted a couple of times, the first one will be at 16 minutes into its flight. Seventeen minutes into its flight the rocket will sling the Brazilian satellite Amazonia-1. Just over one hour into its flight the rocket's engine will be restarted for about nine seconds before it is shut down again. After 1 hour, 49 minutes and 52 seconds the rocket's engine will be reignited for eight seconds after which the 18 piggy back satellites will be put into orbit.
