The department for promotion of industry and internal trade (<keyword id="19952901" type="General" weightage="20" keywordseo="DPIIT" source="keywords" meta.keywordsubtype="org" meta.entityname="DPIIT" meta.hostid="261" meta.entityid="DPIIT">DPIIT</keyword>) on Monday asked <keyword id="19957196" type="General" weightage="20" keywordseo="white-goods" source="keywords">white goods</keyword> manufacturers to participate in large numbers to avail fiscal benefits under the <keyword id="19952889" type="General" weightage="20" keywordseo="production-linked-incentive" source="keywords">production linked incentive</keyword> scheme for the sector as the response has been muted so far. Additional Secretary in the DPIIT Rajeev Singh Thakur said that the department has again reopened the application window for the PLI (production linked incentive) scheme for white goods (<keyword id="20360726" type="General" weightage="20" keywordseo="ACs" source="keywords">ACs</keyword> and LED lights). The application window is open from July 15 to October 12. "In the PLI in white goods scheme, somehow the response has been muted. ...Probably due to various reasons not sufficient response has come. So I request (the industry) to have a look and probably this time, you can consider (applying)," Thakur said at the CII Consumer Electronics and Durables Summit 2024 here. So far, 66 applicants with committed investment of Rs 6,962 crore have been selected as beneficiaries under the PLI scheme. The Union Cabinet had given approval for the PLI scheme for white goods for <keyword id="19914449" type="General" weightage="20" keywordseo="manufacturing" source="keywords">manufacturing</keyword> of components and sub-assemblies of Air Conditioners (ACs) and LED lights on April 7, 2021. The scheme is to be implemented over a seven-year period, from 2021-22 to 2028-29, and has an outlay of Rs 6,238 crore. He added that the department can hold talks with the industry separately on issues like quality control orders and logistics. Thakur told the industry that the time is right to increase investments into the country as the government has enhanced its capex and taken steps to promote <keyword id="19996629" type="General" weightage="20" keywordseo="ease-of-doing-business" source="keywords">ease of doing business</keyword>. The public capex in the last 10 years is growing at a fast pace in areas like highways, expressway, ports, airports and railways, but the commensurate response of the private sector "somehow is not up to the expectation", he said. Earlier speaking at the event, DPIIT Secretary Amardeep Singh Bhatia said that a lot of steps have been taken to promote ease of doing business, cutting down compliance burden and decriminalisation of minor offences. The government has also recently approved 12 industrial townships and the industry can look at investing there. He added that capital availability is not an issue now and the government has also provided protection to the industry from predatory imports. Schemes like PLI and semiconductor mission have been rolled out to promote manufacturing and "now we want the industry" to ensure that they have necessary collaborations in place for technology and investments. The industry should do collaborations not only to target the domestic market but also become part of global value chains. "That is an expectation we are having from the entire industry and I think industry will rise to meet these expectations... We have a huge demographic dividend and the industry should take advantage of this otherwise we will miss it," Bhatia added. He also said that there is no paucity of adequate skilled labour in the country and logistics costs too are coming down. On logistics, he cited examples of Amazon and Flipkart selling goods in the remotest part of the country. "I don't think industry should look at the current domestic demand only for collaborations. They should look at the future and export market also in addition to the domestic market," he said, adding expenditure on research and development is "abysmally" low and that needs to be enhanced. Govt asks white goods industry to apply for manufacturing sops in large numbers

In her Budget speech in Parliament, Nirmala Sitharaman said, "On the Amritsar-Kolkata industrial corridor we will support the development of an industrial nod at Gaya in Bihar. The Finance Minister said that new airports, medical colleges and sports infrastructure in Bihar will be constructed. She emphasised that the requests of the Bihar government for external assistance from multi-lateral development banks will be expedited. The FM also announce an allocation of Rs 11500 crore or flood control measures in Bihar. Funds have also been provided for developing the Temple corridors in the iconic temples in NIhar. The Kashi Model will be implemented in Bodh Gaya. Special funds have also been provided for the Rajgir Jain Temple site. Andhra Pradesh also benefited from the <keyword id="19908389" type="General" weightage="20" keywordseo="Union-Budget" source="keywords">Union Budget</keyword> 2024-25 as the Finance Minister announced special financial support to the state, recognising the state's need for capital. "Andhra Pradesh Reorganisation Act- Our govt has made efforts to fulfil the commitments in the Andhra Pradesh Reorganisation Act. Recognising the state's need for capital, we will facilitate special financial support through multilateral agencies," Sitharaman said. "In the current FY, Rs 15,000 crore will be arranged with additional amounts in future years," she added. Union Budget 2024-25: FM Sitharaman unveils big sops for Bihar, Andhra Pradesh

The <keyword id="6354705" type="General" weightage="20" keywordseo="directorate-general-of-civil-aviation" source="Orion">Directorate General of Civil Aviation</keyword> (<keyword id="6354787" type="General" weightage="20" keywordseo="dgca" source="Orion">DGCA</keyword>) has asked all aircraft operators to frame Standard Operating Procedures (<keyword id="50548" type="General" weightage="20" keywordseo="SOP" source="Orion">SOP</keyword>) for commercial flight operations to ensure safe flight procedures with no alternative destination. The circular issued by DGCA on February 20 said that the operators shall establish aerodrome-wise standard operating procedures and provide guidance to flight operations personnel to ensure safe flight procedures with no destination alternate and have the same approved by DGCA. It further reads that in a rapidly changing global economy, the international air transport industry must continuously adapt to new trends and increasingly competitive market conditions. "While technological improvements in aviation continue to increase reliability and predictability, economic and environmental concerns will continue to compel operators to use fuel more efficiently. Consequently, all operators, including those leveraging existing technologies and those investing in new technologies to meet operational challenges, should be afforded the opportunity to receive a return on their investments," the circular from DGCA read. "This circular aims to provide extended guidance material necessary to support the implementation of policy to operate flights with no destination alternate in compliance with CAR Section 8 Series O Part II," it read further. DGCA has suggested certain guidelines to formulate SOP for flights with No Destination Alternate, it says that the operators shall establish a laid down procedure for each aerodrome as approved by DGCA in order to undertake flights with No Destination Alternate. DGCA in the circular also said that the procedure is only applicable to destinations with more than one independent runway. "At least one runway should be available with an instrument approach procedure. Change over time from the primary runway to the secondary runway should be specified by the airport operator. The operator should have signed MoU with each aerodrome where they intend to undertake a flight with No Destination Alternate. All the possible non-normal scenarios and contingency plans shall be discussed at the organizational level and shall be shared with the personals involved. All the personnel involved shall be trained prior to undertake flight operations with No Destination Alternate (NDA)," it read. "Operators involved in Ultra long-range (ULR) flight operations may look into No Destination Alternate in conjunction with re-clearance flight planning in order to undertake flight operations with NDA flight. Also, necessary approval shall be taken from the local regulator along with each aerodrome. The decision to commence or continue the flight with "No Destination Alternate" lies entirely with the Pilot In Command (PIC). If circumstances so dictate, the flight will be dispatched with a Destination Alternate," it read further. DGCA asks aircraft operators to frame SOP for commercial flights with 'no destination alternate'

<keyword id="3658" type="General" weightage="20" keywordseo="india" source="Orion">India</keyword> is aiming at developing standard operating procedures for <keyword id="6357017" type="General" weightage="20" keywordseo="cryptocurrency" source="Orion">cryptocurrency</keyword> during its <keyword id="4709730" type="General" weightage="20" keywordseo="G20-presidency" source="Orion">G20 presidency</keyword> next year, <keyword id="7706673" type="General" weightage="20" keywordseo="Finance-Minister-Nirmala-Sitharaman" source="Orion">Finance Minister Nirmala Sitharaman</keyword> has said, underlining that all countries want the technology to survive but not be misutilised. “That (crypto) will also be part of India's thing (agenda during G-20 presidency),” Sitharaman told a group of Indian reporters on Saturday before concluding her trip to Washington DC to attend the annual meetings of the International Monetary Fund and the World Bank. India will assume the Presidency of the G20 for one year from December 1, 2022 to November 30, 2023. Under its Presidency, India is expected to host over 200 G20 meetings across the country, beginning December 2022. Sitharaman has been making a strong case for global regulation of cryptocurrencies to tackle the risks on money laundering and terror funding. Noting that institutions, which are associated with the G-20 or the World Bank or any such organisation, are doing their own assessment and studies of matters related to cryptocurrencies or crypto assets, the minister said, “We would definitely want to collate all this and do a bit of study and then bring it on to the table of the G-20 so that members can discuss it and hopefully arrive at a framework or SOP, so that globally, countries can have a technology driven regulatory framework." The G20 is an intergovernmental forum comprising 19 countries and the European Union. It works to address major issues related to the global economy, such as international financial stability, climate change mitigation, and sustainable development. Sitharaman underlined that no one single country can effectively handle or regulate crypto in any form. “But implicit in this is that we don't want the technology to be disturbed. We want the technology to survive and also be in a position for the FinTech and other sectors to benefit from it. “But if it is a question of platforms, trading on assets which have been created, buying and selling making profits and more importantly in all these are countries in a position to understand the money trade, are we in a position to establish for what purpose it's being used?” Sitharaman asked. She gave the example of the Enforcement Directorate (ED) detecting substantial money laundering, probably cases related to crypto assets and trading of assets, recently in India. “This concern has been actually acknowledged by several members of the G20 saying yes money trail, yes money laundering, yes drug misuse, and so on. There is an understanding that we need to have some kind of regulation, and that all the countries will have to be true together on it, no one country is going to be able to singularly handle it. So on that we will certainly have something,” Sitharaman said. In July, Sitharaman said the Reserve Bank of India (RBI) has expressed concerns over cryptocurrencies, saying that they should be prohibited as they can have a destabilising effect on the monetary and fiscal stability. "In view of the concerns expressed by the RBI on the destabilising effect of cryptocurrencies on the monetary and fiscal stability of a country, the RBI has recommended framing of legislation on this sector. The RBI is of the view that cryptocurrencies should be prohibited," she said in a written reply to the Lok Sabha. The RBI has mentioned that cryptocurrencies are not a currency because every modern currency needs to be issued by the central bank or the government, she told Parliament. India aims to develop SOPs for cryptocurrency during G20 presidency: Sitharaman

According to the revised document by the Health ministry, in regular course, a symptomatic candidate should be referred to the nearest health centre and given an opportunity to undertake the examination through other means, or the university or educational institution shall arrange for taking the exam at a later date when the student is declared physically fit. "However, if a student is found to be symptomatic, the permission or denial thereof, in such cases shall be granted as per the policy already enunciated on the issue by the Examination Conducting Authorities," the revised Standard Operating Procedure (SOP) said. The ministry had on September 2 issued guidelines as per which staff and examinees from containment zones shall not be permitted to be physically present at exam centres and there will be alternative arrangements for such students. Such students shall be given an opportunity to undertake the examination through other means, or universities and educational institutions shall arrange for taking the exam at a later date for them. According to the SOP, appropriate arrangements for personal protection gears like face covers or masks, and other logistics like hand sanitisers, soap, sodium hypochlorite solution etc. shall be made available by universities, educational institutions, examination conducting authorities or examination centres to the staff as well as students as per requirements. "Exam functionary and examinees may also submit self-declaration about health status at the time of entrance to the examination centre. Such self-declaration form may be circulated at the time of issue of admit tickets," the guidelines said. If any examination functionary or examinee fails to meet the self-declaration criteria, they shall not be allowed entry, the SOP underlined. Also, only asymptomatic staff and students shall be allowed inside the examination hall, the SOP stated, adding wearing face cover or mask is mandatory. The face cover or mask has to be worn at all times inside the examination centre by all, it underlined. Authorities concerned should plan out the examination schedule in a staggered manner so as to avoid overcrowding at any examination centre on any day, the SOP stated. Examination centres in containment zones shall not be allowed to function, it said. For pen and paper-based tests, the SOP outlines that the invigilator will sanitise his or her hands prior to the distribution of question papers or answer sheets and the examinees will also sanitise their hands before receiving or handing back these materials. The collection and packing of the answer sheets at every stage will involve sanitisation of hands. The answer sheets will preferably be opened up after 72 hours have elapsed post collection of papers, the guidelines recommended. "Use of spit/saliva for counting and distributing sheets shall not be allowed," the SOP stated. The examination centre should have a designated isolation room for isolating any person who is found symptomatic at the time of screening or during examination, till such time medical advice may be sought. A clear policy on allowing or disallowing symptomatic candidates to undertake examinations shall be delineated by the examination conducting authorities in advance, the SOP stated. Symptomatic students will not be allowed to take exams in isolation

Gandhinagar The Gujarat government on Wednesday decided to resume offline studies for Classes 9 and 11 in its schools from February 1. Earlier, offline studies for Classes 10 and 12 was permitted from January 11. Offline tuition for all these classes have also been allowed, in addition to the online mode. Education Minister Bhupendrasinh Chudasama told the media: "The <keyword id="63592" type="COMPANY" weightage="20" keywordseo="Education-department">Education Department</keyword> had prepared a Standard Operating Protocol on January 8 to resume offline studies for Classes 10 and 12. The same <keyword id="50548" type="COMPANY" weightage="20" keywordseo="Sop">SOP</keyword> will be implemented for Classes 9 and 11 from February 1. Similar to teaching at school, we are also permitting resumption of offline tuition classes across the state, subject to SOP and <keyword id="8764262" type="COMPANY" weightage="20" keywordseo="covid">Covid</keyword> guidelines." The Minister said that attendance of students in schools will not be mandatory, and that schools and colleges will have to get written consents from parents for the same. Educational institutions' heads will ensure that all facilities to follow the SOP are in place. The teaching staff and students will undergo checks for body temperatures through thermal guns. As classroom teaching for senior students is resuming after almost 10 months, there were lots of apprehension among students and their parents. Hence, simultaneous continuation of online teaching too has been retained. In Gujarat, daily increase in coronavirus cases has come down to under 400 from earlier 1,500-1,600.

"Metro rail will be allowed to operate with effect from 7th September 2020 in a graded manner, by <keyword id="9255332" type="COMPANY" weightage="20" keywordseo="the-ministry-of-housing-and-urban-affairs">the Ministry of Housing and Urban Affairs</keyword> (MOHUA)/ Ministry of Railways (MOR), in consultation with MHA. In this regard, Standard Operating Procedure (<keyword id="50548" type="COMPANY" weightage="20" keywordseo="Sop">SOP</keyword>) will be issued by MOHUA", said a statement issued by MHA. The new guidelines, issued today, are based on feedback received from states and UTs, and extensive consultations held with related central ministries and departments. However, schools, colleges, educational and coaching institutions will continue to remain closed for students and regular class activity upto September 30. The Centre has also permitted social/ academic/ sports/ entertainment/ cultural/ religious/ political functions and other congregations with a ceiling of 100 persons, with effect from September 21. However, such limited gatherings can be held with mandatory directives like wearing of face masks, social distancing, provision for thermal scanning and hand washing or use of sanitiser. Open air theatres will also be permitted from September 21.

MHA allows metro operations in graded manner from Sept 7

Mumbai, Mar 6 ()Maharashtra Deputy Chief MinisterAjit Pawar on Friday announcedone-time settlement scheme forfarmers whose debt is more than Rs 2 lakh in the state budgetfor 2020-21.Pawar, who also holds the finance portfolio, saidanamount of Rs 2 lakh will be deposited in bank accounts offarmers whose dues were more than Rs 2 lakh till September 30,2019.Presenting the first budget of the Shiv Sena-led MVAgovernment in the assembly, the finance minister saidfarmerswho tookcrop loan in 2018-19 and regularly pay their dueswill be given Rs 50,000 as incentive.Pawar said the budget proposals focus on tacklingchallenges of economic slowdownand creation of employment.He said the government has set a target of feedingone lakh people through its 'Shiv Bhojan' meal scheme.The finance minister made a provision of Rs 150 crorefor the subsidised food scheme for the poor.Incidentally, the Maha Vikas Aghadi (MVA) governmentcompleted 100 days in office on Friday.Pawar saidthere was a drop in central funds to thestate to the tune of Rs 8,453 crore.The state's debt till January 2020 stood at Rs4,33,901 crore, the finance minister said.
