Microsoft joins hands with MSDE, CBC to train 2.5 mn civil servants in India

<ul><li>The government has had initiatives like Skill India Mission, Digital University, and it would be interesting to see what kind of investments continue from a <keyword id="6358021" type="General" weightage="20" keywordseo="budget" source="Orion">budget</keyword> standpoint. </li><li>On the tax front, reform of ESOP taxation, there should be only Capital Gains tax on the difference between the grant price and sale price of shares. </li><li>Health insurance is predominantly focussed on inpatient benefits, and we need to do more on in-person outpatient access. </li></ul>The next few years are going to be turbulent for the global economy. Still working through post-Covid recovery, we are already confronted with new challenges of looming recession, high inflationary pressure, dealing with new models of the future of work and significant talent crunch. Next 12 months will need leaders and businesses to navigate complexities not seen before. India will hopefully continue to remain a bright spark. Over the next few years, the biggest challenge for companies in India will be not lack of capital, but talent availability in quality and quantity to fuel and drive growth. India needs to bring new talent to work, develop new talent hubs and build skills and capabilities rapidly to realize its full potential. Here are a few things that can help India Inc become more competitive; skills easier to develop and build; workplaces more exciting and life of employees easier. <ul><li>Skill Gap Challenge has been a big area of focus for the government. Its relevance for organizations as they evolve their businesses into becoming more digital focused cannot be emphasized enough. The government has been focusing in this area with initiatives like Skill India Mission, Digital University, etc. and it would be interesting to see what kind of investments continue from a budget standpoint for skilling in India. The Union Education Minister made a statement recently highlighting government focus and more funds to be allocated for the implementation of the NEP (National Education Policy) in the new budget. Employees will prefer an exemption on the money spent for reskilling spent on themselves and families (currently this is applicable for fees paid for children). This could provide a financial motive for individuals to invest in themselves. Given the fast-changing technology, reskilling will become more like a norm rather than a necessity especially as the government pushes India as a manufacturing hub and help India accelerate its journey towards digital readiness. Skill development and continuous supply of skills will be one of the most important aspects that will drive business performance and growth in years to come. </li></ul><ul><li>On the tax front, reform of ESOP taxation, there should be only Capital Gains tax on the difference between the grant price and sale price of shares. No perquisite tax on exercise as the shares are not freely tradable (or say ready market isn’t available). This provision is at present available to only recognised startups in India. This should be extended to all private companies in India. In addition, many business leaders in India have asked for a greater push for ESPS (Employee Share Purchase Programs). In this, employee shells out a part of their monthly salaries towards contribution to a fund (and equally matched by the employer) for purchasing the shares of the company on a later date. This can also be made part of Employee Provident Fund regulations. This will ensure ownership/ skin-in-the-game. </li><li>Tax and incentives on aspects like the gig workforce and employing greater women in the workforce will significantly increase talent supply and provide much needed fuel to businesses. Higher talent supply will also help control double digit salary increases that India Inc cannot afford on a continuous basis. </li><li>Some of the other areas where clarity and policy would help include, clearer roadmap and faster adoption of labour codes and clarity around wage definitions, relaxation of rules around retrenchment/layoffs, clarity on moonlighting and long-term policy on remote work in the context of SEZ. </li><li>On the health and wellbeing front, increased focus on tax sops for preventive care and support for outpatient benefits via higher tax-free limits or encouraging investments in enabling infrastructure. In addition, health check-up tax benefits are limited to ₹5,000 today and this is inadequate for single income families (maybe get it to ₹10,000). Also, the health insurance market is predominantly focussed on inpatient (hospitalization) benefits, and we need to encourage early detection of illness hence encourage citizens to access primary care (telemedicine is being already enabled via National Health Mission initiatives but we need to do more on in-person outpatient access). Post-pandemic (which required outpatient benefit access) there is a heightened awareness of these limitations and hence the need to support this now given these are expensive. </li><li>Some other areas of opportunity here include increases support on healthcare infrastructure private investments, review of 18% GST on insurance medical benefit plans which also do not get input tax credit today, need to regulate healthcare sector delivery (hospitals for example) and resultant cost increases (which are currently fully market dictated today). Also, there is a need to increase social security provisions for healthcare for employees particularly in the post retirement phase via new initiatives. This can be part-funded by willing employees themselves. Hybrid workers felt agreed most strongly at 35%, a slight drop from 36% in 2022. The survey analyzed responses from nearly 9,000 workers between spring and summer 2023.The report notes how workers' connections with their employers feels increasingly "<a href="https://www.businessinsider.com/work-from-home-employers-quiet-quitting-contractors-part-time-gig-2023-6">gig-like</a>," suggesting that more workers merely complete the tasks assigned to them without contributing more to broader company initiatives. One much-cited recent study on entry-level data entry workers in India found they were <a href="https://www.businessinsider.com/wfh-work-from-home-decreases-productivity-18-percent-study-rto-2023-8" rel="">more productive at the office</a>. Other research suggests workers may quit if <a href="https://www.businessinsider.com/remote-jobs-work-from-home-easier-to-hire-2023-8">forced to return</a> to the office full-time, as many remote workers noted they can skip the commute and use breaks for working out or running errands. For some companies, remote work fits since <a href="https://www.businessinsider.com/work-from-home-remote-work-forever-boss-trust-employees-2023-8">employers trust their workers</a> to get the job done. Though for others, the desire for collaboration and in-person mentorship gives workers a greater sense of purpose and belonging.The disconnect here perhaps stems from a lack of conversations between workers and their bosses over where they should work. Just 12% of remote-ready employees choose the best place to work based on team discussions, the Gallup survey found. For some companies, what's good for them beats what's good for the employee.Around 17% of service firms expect to require more in-person work next year, reporting declines in workplace culture, cohesiveness, communication, and training and mentoring of employees, according to the Federal Reserve Bank of New York's most recent <a href="https://www.newyorkfed.org/medialibrary/media/Survey/business_leaders/2023/2023_08Supplemental.pdf?sc_lang=en&amp;hash=EBCDE1519D854626BAE55AF3DA282BF0" target="_blank" rel="noopener nofollow">Empire State Manufacturing Survey and Business Leaders Survey</a>.On the flip side, overall engagement has been growing slowly the Gallup survey shows, with 34% of employees feeling engaged at work — up from 32% last year. Though, this is still well below the 40% high in mid-2020. The percentage of actively disengaged employees, many of whom feel most of their workplace needs are unmet, also fell year-over-year.These changes were most pronounced among on-site employees, around 30% of whom feel engaged. Hybrid and fully remote workers did not have improvements in engagement, though 38% of both groups still report feeling engaged.This slight increase in worker engagement was led by improvements in workers knowing what's expected of them at work, having the right equipment to complete their assignments, and being given opportunities to pursue projects that best align with their skills, Gallup reported. However, overall engagement is still lower than pre-pandemic levels."It is possible that some employees and job roles are not a good fit for exclusively remote work that requires ongoing collaboration and response to spontaneous demands of customers and colleagues," the report states. "That, of course, should be carefully vetted based on each organization's ultimate purpose and job demands — and how well each person can attain exceptional individual performance, team collaboration and customer value."This conflicting data could suggest that companies are still unsure of the best way to maintain productivity while also considering the needs of employees, many of whom won't budge on returning to their office cubicles.

Remote jobs are becoming more 'gig-like' as workers feel detached from their company's mission, Gallup finds

The PMKVY 2.0 — which targets to train 10 million people by 2020 — has placed over 1.2 million candidates so far. Within a year of its inception, the scheme enrolled two million people. Of this, over 260,000 people got employment opportunities. The government presently has over 5.2 million candidates registered with the scheme. Rozgar Melas In a recent session in the Parliament, the Union Minister, <keyword id="2627353" type="PERSON" weightage="20" keywordseo="Mahendra-Nath-Pandey">Mahendra Nath Pandey</keyword> said that the government needs to ensure ‘rozgar melas’ for certified candidates every six months to generate employment, BusinessLine reported. In the recent Budget session, the government announced that it will also ensure industry relevant skill training for 10 million youth in India. The focus will be on building skills in technologies like — Artificial Intelligence, Big Data, Virtual Reality, 3D printing and Robotics — to promote higher remuneration. Corporates team up for skills Indian corporates are also taking up training programme, as a part of corporate social responsibility projects. Video platform <a href="https://economictimes.indiatimes.com/tech/internet/tiktok-partners-with-national-skill-development-corporation/articleshow/70226302.cms">Tik Tok</a>, on World Youth Skill Day 2019 said that it will educate its first-time internet users in India. In July, <keyword id="6370971" type="COMPANY" weightage="20" keywordseo="accenture">Accenture</keyword>, Cisco and Quest Alliance joined hands with the government to impart digital skill training to nearly 1.5 million youth across the country. Only one in five people trained under government's Skill India Mission found jobs

 New reforms introduced Sitharaman said that there have been over 200,000 new additions in the New Education Policy, which will be announced soon. Come 2030, India will have the largest working age population in the world. Under the 'Study in India' programme, the government will introduce INSAT exam to enroll Asian and African students in Indian universities. In order to provide quality education to the under privileged, full-fledged online courses will be launched in India -- by the institutions featuring in the top 100 national rankings. Given the increasing global demand, the Ministry of Health and Family Welfare will also kickstart a 'bridge course' to reskill its teachers and nurses. It will also introduce one-year internship for engineering students. Almost 260 million people in India enroll into different courses each year, while another 60 million are deprived of access to education, according to the Right to Education Forum. This shows that the Indian education system needs a revamp. According to the government think tank Niti Aayog, India should increase the education expenditure to nearly 6% of the GDP over the next two years. Poor quality of education is one of the many risks that India faces — adding to its unemployment crisis. The total employment in the country declined by 9 million in the last seven years, since 2017. As of July 2019, 1.5 million people gained skills and jobs, thanks to the country’s <keyword id="2473582" type="PERSON" weightage="20" keywordseo="Skill-India-mission">Skill India mission</keyword>.  “India’s unemployment challenge is partly because of a low level of education, high dropout rates, labour market asymmetries, a mismatch between the supply of skills and demand and the high aspirations of young people,” K P Krishnan, former secretary of the Ministry of Skill Development and Entrepreneurship, <a href="https://www.indiaspend.com/skills-and-jobs-must-match-to-meet-high-aspirations-of-indias-young/">told</a> IndiaSpend. This is primarily because of the lack of skills to match the changing needs of the digital world. “Lack of skills was evident in new age digital technologies such as Artificial Intelligence, Machine Learning and Cloud Computing. Shortage of these skill sets can be met by the government developing guidelines for various industries in order to create mandatory learning hours for employees — especially in the key growth sectors like IT, BFSI sectors,” Kamal Dutta, MD, Skillsoft told Business Insider. Last Budget, Sitharaman announced a ‘Study in India’ programme, focussed to bringing foreign students to study in India’s higher education institutions. She also said that the government will also ensure industry relevant skill training for 10 million youth in India — building skills in technologies like Artificial Intelligence, Big Data, Virtual Reality, 3D printing and Robotics. This too might see some allocation this budget. Shortage of teachers India is short of teachers and skilled teachers are rarer to come by. As of now, the country has roughly 8.5 million teachers and only 19,000 teacher training institutes. “If we are focussed on the right to education, the quality of education is equally important and the Govt may look to allocate budget to improve education facilities,” said Nivedita Das Gupta, India Country Head, Miracle Foundation India. As of 2018, the country’s national capital Delhi government schools were recorded with 35,034 regular teachers. Approximately three in every five skilled women were recorded as unemployed. This clearly indicates an alarming rate of unemployment in India. Frustrated bosses blasted the young professionals as lazy on the job in a report from <a target="_blank" href="https://www.wsj.com/articles/lost-learning-remote-pandemic-workplace-skills-new-employees-51351b33">The Wall Street Journal, </a>and a millennial manager accused them of <a target="_blank" href="https://www.businessinsider.com/millennial-manage-boss-gen-z-workers-feelings-work-employees2023-2?_gl=1*ozzai3*_ga*NDk0OTkwMDg3LjE2NTQ3MDM2MDA.*_ga_E21CV80ZCZ*MTY5MjYzNjM0Mi43MTAuMS4xNjkyNjM2ODM5LjEyLjAuMA..">being too emotional at work</a>.In a public callout, Insider asked managers to share their <a target="_blank" href="https://www.businessinsider.com/gen-z-workers-are-lazy-lack-soft-skills-managers-say-2023-8">experiences overseeing Gen Z workers</a>. More than 20 people, ranging from millennials to baby boomers, sent emails describing their experiences managing Gen Z.Two people said they didn't feel young workers were lazy, while the rest criticized <a target="_blank" href="https://www.businessinsider.com/google-employee-says-he-works-one-hour-days-fortune-2023-8">the generation's work ethic</a>. Insider verified employment of the supervisors cited in this story.<h2>One manager said some Gen Zers struggle to focus on work</h2>Jeff Elkins, the director of security for a Florida casino, accused his Gen Z hires of frequently searching for "gray areas" on issues that he believed were "very black and white."He said his industry is highly regulated with strict controls, and his young employees have called their standard operating procedures "antiquated." These employees have also called their standards conduct "outdated" and that they "feel they don't apply to them," Elkins said.Amber Forrest a 28-year-old pizza shop manager, told Insider that many of her Gen Z employees spend work hours eating free food, pocketing tips, and hanging out with their friends."It's a hit or miss," she said. Of her young hires, she said, "I would say 70% don't work out because they <a target="_blank" href="https://www.businessinsider.com/gen-z-intern-5-hour-work-day-interview-sparks-debate-2023-7">lack motivation and initiative</a>. It's irritating because most of the time I end up doing all the work despite my efforts of delegating."The whole ordeal is "beyond frustrating," said Forrest — a young Millennial who recalled when it was her generation being labeled as lazy."How the tides have changed is jarring," she said.Sean Cusack, a 41-year-old director of a biotech startup, defended Gen Z's work style and said he's found some ways that they work best. For example, he said, "summarizing data in a trackable, digital format" has helped younger employees excel more than <a target="_blank" href="https://www.businessinsider.com/gen-z-left-out-online-meetings-older-workers-survey-2023-7?_gl=1*445093*_ga*NDk0OTkwMDg3LjE2NTQ3MDM2MDA.*_ga_E21CV80ZCZ*MTY5MTA4Njc2OC42ODQuMS4xNjkxMDg2Nzc5LjQ5LjAuMA">the face-to-face meetings Gen X and older tend to prefer</a>.Younger employees can sometimes shut down, but it isn't due to laziness, he said."Personally, I would say what I notice about Gen Z is a tendency to turn inwards out of fear of being wrong," Cusack wrote.<h2>Managers must understand what drives Gen Z at work</h2>Experts have said that recent graduates who spent most of their time in school taking online classes and working remote internships <a target="_blank" href="https://www.businessinsider.com/gen-z-taking-courses-send-emails-office-clothes-wsj-2023-6?_gl=1*ozzai3*_ga*NDk0OTkwMDg3LjE2NTQ3MDM2MDA.*_ga_E21CV80ZCZ*MTY5MjYzNjM0Mi43MTAuMS4xNjkyNjM2ODM5LjEyLjAuMA..">lack soft skills</a>. This means they may struggle to write emails or find professional settings challenging.Managers could help them develop these skills, and talk to their younger employees about what motivates them at work, experts said.India-based career coach Abhijit Bhattacharya told Insider that many Gen Z employees are looking for more meaningful work over higher pay."They are more likely to trade off salary for better quality of work although salary is an important factor," Bhattacharya said. According to <a target="_blank" href="https://www.wsj.com/articles/new-grads-have-no-idea-how-to-behave-in-the-office-help-is-on-the-way-677f6ba1?mod=hp_listc_pos3">The Wall Street Journal</a>, others are taking courses on office etiquette.

Managers say Gen Zers aren't getting work done and lack basic social skills – and it's driving them crazy

It might have to do all this on a threadbare budget. Though the country’s education budget has improved over the years, it is not enough to match its needs. According to the government think tank Niti Aayog, India should increase the <keyword id="4265028" type="PERSON" weightage="20" keywordseo="Education-expenditure">education expenditure</keyword> to nearly 6% of the GDP over the next three years — which is 4.6% of GDP as of now. In the union budget 2019, Finance Minister, Nirmala Sitharaman allocated ₹94,800 crore towards the education fund — focusing on improving schools and higher education programmes. This was an increase of ₹9.8 crore compared to that of the previous year.

 Quality of education Poor quality of education is one of the many risks that India faces — adding to its unemployment crisis. India ranks third in terms of education score of BRICS nations (Brazil, Russia, India, China, South Africa). Amongst South Asian countries, India has the second-lowest score in education quality, ahead only of Afghanistan. The higher education budget allocated for prominent institutions including Indian Institute of Technology (IITs) and Indian Institute of Management (IIM) saw a drop in the previous years. However the advent of digital technologies has given rise to upskilling practices, which calls for government aid as they add more skills to match the digital world needs. "The government should provide some support in the form of incentivizing companies investing in the reskilling, upskilling of their workforce for the digital age. With the shortage of skilled workforce in the deep tech sector, reskilling of employees in AI, ML, IoT will help grow India's IT sector and sharpen its competitive edge amidst the changing business landscape," Kamal Dutta, MD, Skillsoft told Business Insider. Skill development initiatives As of July 2019, 1.5 million people gained skills and jobs too, all due to the country’s Skill India mission. Yet, this number accounts for only 21% of the total trainees — 7.2 million — who enrolled for the programme. "India’s unemployment challenge is partly because of a low level of education, high dropout rates, labour market asymmetries, a mismatch between the supply of skills and demand and the high aspirations of young people," K P Krishnan, former secretary of the Ministry of Skill Development and Entrepreneurship, <a href="https://www.indiaspend.com/skills-and-jobs-must-match-to-meet-high-aspirations-of-indias-young/">told</a> IndiaSpend. The total employment in the country declined by 9 million in the last seven years, since 2017.

 The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is yet another scheme which aims to impart employability skills. The PMKVY 2.0 — which targets to train 10 million people by 2020 — has placed merely 1.2 million candidates so far. The government presently has over 5.2 million candidates registered with the scheme. "Lack of skills was evident in new age digital technologies such as Artificial Intelligence, Machine Learning and Cloud Computing. Shortage of these skill sets can be met by the government developing guidelines for various industries in order to create mandatory learning hours for employees — especially in the key growth sectors like IT, BFSI sectors," Dutta added. Last year, Sitharaman announced a 'Study in India' programme, focussed to bring foreign students to study in India’s higher education institutions. She also said that the government will also ensure industry relevant skill training for 10 million youth in India — building skills in technologies like Artificial Intelligence, Big Data, Virtual Reality, 3D printing and Robotics. This too might see some allocation this budget. Research funds In July 2019, the government said that it will now assimilate grants given by independent ministries and integrate the funds to the National Research Foundation (NRF) — to accelerate the growth of research studies in the country. However, it said that it will identify the trust areas of ‘national importance’ for the allocation of the funds. "Large Free Trade Zones would need to be set up to create India’s Silicon Valley. Given our cost structure India could lead in R&amp;D development that would complete the cycle from education to job creation," said Nitish Jain, President, SP Jain School of Global Management. Teacher training programmes and tax free education India is short of teachers and skilled teachers are rarer to come by. As of now, the country has roughly 8.5 million teachers and only 19,000 teacher training institutes. "If we are focussed on the right to education, the quality of education is equally important and the Govt may look to allocate budget to improve education facilities," Nivedita Das Gupta, India Country Head, Miracle Foundation India. As of 2018, the country’s national capital Delhi government schools were recorded with 35,034 regular teachers. While the sanctioned strength was 64,096 — which is a shortage of nearly <a href="https://www.indiatoday.in/mail-today/story/teacher-shortage-govt-schools-1414146-2018-12-21">45% of teachers.</a> Last year in August, the Ministry of Human Resource and Development (MHRD) announced an initiative ‘<a href="https://www.moneycontrol.com/news/india/hrd-ministry-to-launch-programme-to-train-over-42-lakh-teachers-across-india-on-august-22-4345371.html">NISHTHA</a>’ — National Initiative on School Teachers Head Holistic Advancement — to train over 4.2 million teachers across the country. "We expect the Government of India to work towards education policies, and help incremental changes within the engineering and IT sector by supporting organizations to bring about this change," said Narayan Mahadevan, Founder, BridgeLabz.
