Sikkim, the second smallest state of India is the least populated one covering an area of 7,096 square kilometers in the Eastern Himalayas. This is a mountainous terrain rich in biodiversity nestled in the Himalayan Mountains. In 1975, Sikkim joined the Indian union through a referendum. As per the electoral rolls, the total number of eligible voters in the state of Sikkim is 3,70,770. This figure consists of 1,91,017 male voters and 1,79,753 female voters. There are no registered third gender voters in Sikkim. In 2014 general elections for the Parliament, the state elected SDF. The 2009 Lok Sabha polling results also saw SDF elected from here. Right from 1985 Parliamentary elections, SDF has been winning from this constituency. The sitting MP from here is Prem Das who won during two consecutive terms from here in 2009 and 2014. In 2004 Parliamentary elections, Nakul Das Rai won from this constituency on behalf of SDF. The State of Sikkim has only one Lok Sabha constituency. This is an unreserved seat. Polling for the 2019 Lok Sabha elections were held in this constituency on April 11, 2019 when the country went for the first round of polling.

Gangtok, Dec 22 () Sikkim IFFCO Organics Ltd (SIIFCO) on Sunday laid the foundation stone for its organic food processing unit in the state which will be built at a cost of Rs 50 crore.
 Sikkim IFFCO Organics is a joint venture (JV) between IFFCO (Indian Farmers Fertiliser Cooperative) and the Sikkim government. 
 The foundation stone for the plant, located in Rangpo, East Sikkim, was laid by Chief Minister Prem Singh Tamang. The manufacturing would start from December 2020, fertiliser major IFFCO said in a statement.
 Union Agriculture Minister Narender Singh Tomar was also present on the occasion. 
 The JV has been formed to promote and market the organic produce of India, especially from Sikkim and other North Eastern states of the country. 
 The major commercial crops in which Sikkim IFFCO will operate are ginger, turmeric, large cardamom and buckwheat. 
 "The initial cost of the project is Rs 50 crore. The manufacturing would kick start from December 2020," the statement said. 
 All Sikkim IFFCO products will be certified 100 per cent organic. 
 Tamang said Sikkim is the first state of India to go 100 per cent organic, committing itself to attain sustainable agriculture and to promote the Green Himalayan Economy. 
 He said the JV is a step in the direction of a safer food supply chain and environment protection. 
 Tamang said the joint venture would ensure that the state of Sikkim fulfils the mission of doubling farmers' income.
 The chief minister urged farmers to establish the gold standard of organic farming. 
 He complemented IFFCO and Sikkim government's initiative to strengthen organic agriculture in the country. 
 This will help in boosting the economy of North Eastern states, he said.
 IFFCO MD U S Awasthi said food processing ensures value addition to the crops, which further ensures farmers make most profit out of their produce. 
 Sikkim IIFCO will be capable of promoting these certified organic products worldwide and enhancing the 100 per cent organic image of Sikkim state globally. 
 He emphasised that IFFCO has made efforts to retain soil fertility and ecological health by introducing organic fertilizers also.
 Sikkim IFFCO has already signed two MoUs -- one with Blossoms Biodynamics, USA for utilizing their marketing and distribution in the North American markets and other with Centar Dr Rudolfa Steinera, Croatia for marketing its products in Croatia and the European Union. MJH RVK

Sikkim IFFCO lays foundation stone for organic food processing unit

With Indians rushing to file their ITRs ahead of the July 31st deadline that's coming up tomorrow, did you know that residents of just one Indian state are exempt from filing <keyword id="19901478" type="General" weightage="20" keywordseo="income-tax" source="keywords">income tax</keyword> returns, or paying taxes at all? Yes, <keyword id="19903425" type="General" weightage="20" keywordseo="Sikkim" source="keywords">Sikkim</keyword> is the only state in the country where the residents do not have to pay income tax. But why is that the case? Let's delve into it. An erstwhile princely kingdom for almost 333 years prior to its amalgamation, Sikkim merged into independent India in 1975, thereby becoming the country's 22nd state. But this happened on one condition- that it will be allowed to continue with its old <keyword id="21152786" type="General" weightage="20" keywordseo="tax-laws" source="keywords">tax laws</keyword> post the merger. Sikkim has its own income tax manual, which stipulated that no resident of Sikkim was to pay taxes to the center. Hence, honoring the merger agreement, the Indian government granted a special tax exemption to Sikkimese residents from Indian income tax regulations. This changed in 2008, when the <keyword id="19908389" type="General" weightage="20" keywordseo="Union-Budget" source="keywords">Union budget</keyword> repealed the state's tax laws. However, to maintain the exemption status enjoyed by the state's residents, it inserted section 10 (26AAA). Under this section, any income generated by a Sikkimese, be it from a source within the state, or by way of dividend or interest on securities, would be tax-exempt. At present, any individual who has been domiciled (noted as having fixed, principal and permanent residence) in Sikkim as of April 26, 1975 would be considered a Sikkimese, and hence, exempt from paying income tax. As per data from PRS Legislative Research, the state's estimated own tax revenue for 2023-24 stood at Rs 1,727 crore. However, if a Sikkimese has rental income from properties situated outside of the state, or has an income from source that is not located in Sikkim, it will be subject to relevant taxes. Nevertheless, the provisions of tax exemptions would not apply to any Sikkimese woman, who marries a non-Sikkimese or an outsider, on or after April 1, 2008. Market regulator SEBI has also exempted residents of Sikkim from mandatorily having a PAN card for investing in Indian stock markets, equities, cash market and even mutual funds. <h2>Decoding Section 10 (26) of the IT Act</h2>All these income-tax exemptions also extend to a few other regions in the country, but only if you are a member of the scheduled tribes. Section 10(26) of the Income Tax Act applies to Ladakh, Arunachal Pradesh, Manipur, Mizoram, Nagaland and <keyword id="19919396" type="General" weightage="20" keywordseo="tripura" source="keywords">Tripura</keyword>, along with the North Cashar hills district, Karbi Anglang district, Chakma district, Mara district, and Lai District. Simply put, it stipulates that if you belong to the scheduled tribes and generate any income, the source of which lies in the above mentioned regions, or by way of dividend or interest on securities, your income would be tax-exempt. But any income generated outside of these regions would be taxable.

But, the state’s efforts were <a href="http://www.fao.org/agroecology/slideshow/news-article/en/c/1157015/">finally recognised</a> by the <keyword id="6355833" type="ORGANIZATION" weightage="20" keywordseo="united-nations">United Nations</keyword> (UN) garnering the award for having the world’s best food policies or what’s called the ‘Oscar for the Best Policy’. The world has its first fully organic state - and it’s in India. In actuality, Sikkim was already fully organic when 2015 rolled in having started its journey to being sustainable back in 2003. According to Maria Helena Semedo, Food and Agriculture Organisation’s (FAO) Deputy Director, Sikkim’s policies have benefited over 66,000 family farmers. Rather than focusing on food security in isolation, the state’s food policies take socio-economic aspects like tourism, consumption, markets and development into its fold to form a comprehensive and inclusive approach toward agriculture. Sikkim’s organic world Unlike most regions that turn to sustainability and being organic as a solution once their natural capital in jeopardy, Sikkim’s organic policy came into being because of its treacherous terrain that makes normal farming methods obsolete. Going organic was an opportunity utilise land that was currently lying unused. Now Sikkim is home to bio-villages that employ effective microorganisms (EM) technology for compost and bio-pesticides. The agricultural fields use vermiculture hatcheries and compost-cum-urine pits for manure production. Even the seeds they use are organic, rather than the hybrids that are used in other parts of the country. With the ‘Seed Village Scheme’, Sikkim ensures that it has locally adapted high-quality seeds. And, in order to ensure that those seeds yield the maximum output, the state conducts regular soil health assessments. The transformation didn’t happen overnight. And the most important aspect of its success is probably the invention programme that was implemented to raise awareness about organic farming practices among farmers. That being said, it’s easier said than done. When Sikkim started on its journey to becoming an organic state in 2003, chemical lobbyists and opposition parties didn’t make it easy. Chamling asserted that it was through strong political commitment and hard work that Sikkim is where it is now. In fact, Sikkim’s story is a model example of sustainability that is currently being emulated in other northeastern states of the country and Kerala, who recently faced extensively floods as a result of unsustainable development amplified by climate change. Sikkim beat out 51 nominations from 25 countries from all over the world at the event organised by the FAO and the World Future Council (WFC). We often hear that size doesn’t matter and small things bring about the biggest changes. This is what happened when the tiny state of <a href="http://www.businessinsider.in/searchresult.cms?query=Sikkim+&amp;sortorder=effectivedate">Sikkim </a>emerged at the top spot with the best workplace conditions for women in India. <a href="http://www.businessinsider.in/searchresult.cms?query=Delhi&amp;sortorder=effectivedate">Delhi</a>, the national capital on the other hand happened to be ranked the worst for women to work in. 
 A report, jointly prepared by the Centre for Strategic and International Studies (<keyword id="6701742" type="ORGANIZATION" weightage="20" keywordseo="CSIS">CSIS</keyword>), a top American think-tank, and Nathan Associates, gave <keyword id="48118" type="CITY" weightage="100" keywordseo="Sikkim">Sikkim</keyword> the max marks that were 40 and Delhi received just 8.5 marks, reflecting what is wrong in the capital. 
 
"In something of a surprise, Delhi came last in our Index, due to its relatively low justice and workforce participation scores; its continued formal restrictions on women working at night in a wide range of sectors; and its lack of any incentives for female entrepreneurs in its industrial policies," the report said. 
 
The ranking was based on four main factors: legal restrictions on women's working hours in factories, retail, and the IT industry; the responsiveness of the state's criminal justice system to crimes affecting working women, such as sexual harassment; the number of women workers in the state as a percentage of total workers; and the number of incentives the state's startup and industrial policies offer women entrepreneurs. 
 
"But the tiny northeastern state of Sikkim is the breakthrough state for women in the workplace, thanks to its high rates of female workforce participation, lack of restrictions on women's working hours, and high conviction rates for workforce crimes against women (albeit on a small sample size)," the report said.

These restrictions were removed as a result of court order in Karnataka, Andhra Pradesh, and Tamil Nadu. 
 
Maharashtra missed the perfect score by just a point as the state doesn’t allow women to work after 10 pm in retail establishments. 
 
India has the world's lowest rate (24 per cent) of female workforce participation as many states have laws limiting women's working hours, and Indian women face harassment in the workplace and while commuting.
