Independent India's first voter, the 106-year-old <keyword id="1439259" type="General" weightage="20" keywordseo="Shyam-Saran-Negi" source="Orion">Shyam Saran Negi</keyword> passed away Saturday morning at his native place in <keyword id="6358126" type="General" weightage="20" keywordseo="Himachal-Pradesh" source="Orion">Himachal Pradesh</keyword>'s Kalpa, days after he cast his last vote in the 14th Assembly elections of the state. <keyword id="4151" type="General" weightage="20" keywordseo="Negi" source="Orion">Negi</keyword> had cast his first vote in the independent country on October 23, 1951, in the Kalpa polling station, becoming the first voter in the country, and he cast his vote for the 34th time on November 2 this year which became his last, a feat that was acknowledged by Prime Minister Narendra Modi. "This is commendable and should serve as an inspiration for the younger voters to take part in the elections and strengthen our democracy," PM Modi had tweeted. The 106-year-old had voted on November 2 through a postal ballot. Chief Minister Jairam Thakur consoled Negi's demise and said that the memory of the first voter of the country casting his last vote "will always be emotional". "Saddened to hear the news of the demise of Shyam Saran Negi ji, the first voter of independent India and who belonged to Kinnaur. While performing his duty, he cast his postal vote for the assembly elections for the 34th time on November 2, this memory will always be emotional," Thakur tweeted. "May God bless his virtuous soul at his feet and give strength to the bereaved family members," he added. Deputy Commissioner of Kinnaur Amandeep Garg said that Negi will be cremated with full state honour. Chief Electoral Officer, Maneesh Garg expressed his condolences on the demise of Negi and said that he "motivated generations of voters for exercising their right to franchise for strengthening the democratic set up". In a statement, Garg said, "Such was his commitment that he voted till the last breath of his life as he had cast his vote through postal ballot on 2nd November, at his home in Kalpa." "Negi was a noble human being and I pray to the almighty to give peace to the departed soul and strength to the family members to bear the irreparable loss. He will be cremated with full state honours today," the statement said. Popularly known as Master Shyam, he became the first voter of Indian democracy as the general polls of the country were conducted in January and February 1952. Keeping in mind snow and weather conditions, the polls were conducted in the month of October 1951 in Himachal Pradesh. Negi has participated in every Lok Sabha, Vidhan Sabha and all local bodies elections since 1951. Born in July 1917 in the tribal district of Kinnaur in Himachal Pradesh, Negi had been a state icon since 2014. He had cast his vote 16 times in the Lok Sabha elections. According to the Chief Electoral Office of Himachal, Negi, a teacher by profession, the centenarian has voted in every election since 1951 and has never missed an opportunity to vote. On the day the 106-year-old cast his last vote, he asked the people of the country to exercise their right to franchise to strengthen the democratic set up. "The young voters should consider their duty to vote and contribute to strengthening the nation," he said adding that we should feel proud of our voting right as it helps in choosing the right representative to lead the nation. District Election Officer cum Deputy Commissioner, Abid Hussain Sadiq said that a red carpet was laid to bring him to the postal booth set up in the compound of his house, according to an official release. "Negi was brought on a red carpet till the booth where he exercised his right to franchise and soon thereafter his vote was sealed in an envelope and dropped in the ballot box," Sadiq said. Sadiq along with the returning officer cum SDM Kalpa, Major (retd) Dr Shashank Gupta and the other officers and officials of the district administration honoured the first voter of Independent India. The Chief Electoral Officer also had extended his felicitation to the centenarian voter. India's first voter Shyam Saran Negi passes away at 106, three days after casting his last vote

Appealing all those who are eligible to get inoculated, <keyword id="1439259" type="PERSON" weightage="20" keywordseo="Shyam-Saran-Negi">Shyam Saran Negi</keyword>, who is believed to be India's <keyword id="1844548" type="PERSON" weightage="20" keywordseo="oldest-voter">oldest voter</keyword> at 103 years of age, took his <keyword id="6700138" type="UNKNOWN" weightage="20" keywordseo="first-dose">first dose</keyword> of the <keyword id="8904563" type="UNKNOWN" weightage="20" keywordseo="covid-19-vaccine">Covid-19 vaccine</keyword> on Tuesday at a health centre in Himachal Pradesh's Kinnaur district. "I am appealing to all those who are eligible to get themselves vaccinated to fight the coronavirus," Negi said in Kalpa, some 275 kms from the state capital, after the vaccination. He had also participated in the 1951-52 general election which was the country's first voting exercise. A staunch believer in democracy, the centenarian has never failed to cast his vote in any election, be it Lok Sabha, state assembly or panchayat. In 1951, Negi, a retired schoolteacher, was on an election duty and exercised his franchise in Chini constituency -- later renamed Kinnaur. At that time, voting in the snow-bound areas of the mountain state was held ahead of other places in the country. Negi was accorded a warm welcome by doctors at the vaccination centre set up in the Primary Health Centre, some 500 metres away from his home. "Negi reached the vaccination centre along with his family members," an official told IANS over phone. After the vaccination, he was kept under observation for half-an-hour as per protocol, the official added. Kalpa, situated at an altitude of 2,759 m from the sea level, is located on the old Hindustan Tibet Road. India's oldest voter gets first dose of COVID-19 vaccine

As <keyword id="3658" type="COUNTRY" weightage="20" keywordseo="India">India</keyword> emerges as a strong contender for membership of the coveted <keyword id="106964" type="COMPANY" weightage="20" keywordseo="Nuclear-Suppliers-Group">Nuclear Suppliers Group</keyword> (NSG), resistance has started building up. As reported by the Economic Times, <keyword id="1334" type="COUNTRY" weightage="20" keywordseo="China">China</keyword> is not single-handedly blocking India's standing if Delhi can muster broad support for getting into NSG. 
 Former Foreign Secretary and PM Modi's ex-special envoy <keyword id="96316" type="PERSON" weightage="20" keywordseo="Shyam-Saran">Shyam Saran</keyword> while delivering an address on "Indo-US civil nuclear agreement-ten years after" said, "China may not be the last country blocking India's candidature for NSG if Delhi can muster broad support for its membership." 
 
The details, however, evoked the reminiscences of the year 2008 when China along with Pakistan expressed displeasure over India's effort to get a clean waiver from NSG. It may also be recalled that a few countries in Europe and Asia-Oceania were opposing almost till the end, India's bid to get clean NSG waiver. 
 Saran, elaborating the strategic partnership with Washington after the India-US <keyword id="26373" type="UNKNOWN" weightage="20" keywordseo="Nuclear-Deal">nuclear deal</keyword> shared his memories of 2008 when the then US President <keyword id="13717" type="PERSON" weightage="20" keywordseo="george-bush">George Bush</keyword> opposed an assertion by then US Secretary of State Condolezza Rice that the deal was aimed at commercial benefits of the American nuclear industry. Bush, Saran recalled, during a dinner at Washington, said that he did not push the deal for commercial benefits. 
 The former Foreign Secretary recalled how Indian diplomats and MEA painstakingly and discreetly had negotiated the nuclear deal with the <keyword id="6355055" type="COUNTRY" weightage="20" keywordseo="USA">USA</keyword> between 2005-08. Saran himself played a crucial role in those negotiations.

China isn’t liking India’s candidature for NSG!

<keyword id="10862" type="CITY" weightage="100" keywordseo="Wipro">Wipro</keyword>, India's third largest software exporter, has said three of its 10 independent directors will leave the company in order to comply with the new regulations. The company will also appoint fresh faces. The New <keyword id="6390099" type="COMPANY" weightage="100" keywordseo="Companies-Act">Companies Act</keyword>, 2013, limits the tenure of an independent director to two successive periods of five years each. 
 <keyword id="2376568" type="UNKNOWN" weightage="100" keywordseo="BC-Prabhakar">BC Prabhakar</keyword> and <keyword id="96316" type="PERSON" weightage="100" keywordseo="Shyam-Saran">Shyam Saran</keyword> would not seek re-election during the company's annual general meeting to be held on July 23, while Henning Kagermann, the third independent director, will step down on June 30. 
 
"I wish to thank B C Prabhakar, Shyam Saran and Henning Kagermann for their invaluable contribution to Wipro over the years. The company has immensely benefited from their deep insights and vast experience. I wish them all success in their future endeavours," said Wipro chairman Azim Premji. 
 
Last month, Infosys, too, had announced two of its six independent board members - Jeffrey Sean Lehman and Omkar Goswami - would also step down. 
 
Prabhakar, a lawyer, has been on the board of Wipro since 1997. Saran, former special envoy to former prime minister Manmohan Singh, had joined the board in 2010. As per the company’s statement, Saran is leaving to pursue his personal interests.

New Delhi, Jan 19 (IANS) The Central Pollution Control Board (CPCB) on Tuesday told the Supreme Court that the Delhi government is a habitual offender in causing pollution in the Yamuna river. A bench headed by Chief Justice S.A. Bobde and comprising Justices L. Nageswara Rao and Vineet Saran was hearing a suo moto case pertaining to the issue of remediation of polluted rivers. Additional Solicitor General Aishwarya Bhati, representing CPCB, contended before the bench that the department is in the middle of collecting data on various factors associated with pollution in Yamuna and it will be filed very soon. "Delhi is a habitual offender for pollution in Yamuna," Bhati submitted before the top court. Senior advocate Meenakshi Arora, amicus curiae in the matter, submitted before the bench that as on January 18, the water quality is excellent, as the ammonia content is 0.3 ppm, and insisted if this can be maintained consistently. Praising the Haryana government, Arora submitted, "They have brought ammonia to a good level the acceptable point is 0.9 ppm." She emphasised this is a matter of drinking water for Delhi. Senior advocate Shyam Divan, representing Haryana government, submitted that petition filed by Delhi Jal Board was not maintainable, as there were many facts which are in dispute. The Chief Justice replied, "What is the problem in making an order that the present levels must be maintained?" Divan urged not to make this observation, as problems connected with water pollution emerge from Delhi. He added that Delhi government is wrong on pinning the blame on Haryana. The bench gave one week's time to Haryana to file a counter to Delhi Jal Board's plea. The bench also directed the committee appointed by the National Green Tribunal (NGT) on river monitoring to submit its report to the court and made it a party in the case. On January 13, the Supreme Court had said pollution-free water forms the basic right under the constitutional framework and took suo moto cognisance on the issue of contamination of rivers by sewage effluents. The top court said "We deem it appropriate at this stage to start with the issue of contamination of river Yamuna." The observation from the top court came on a plea by Delhi Jal Board citing increased ammonia levels in Yamuna due to discharge of pollutants. The top court observed that the plea highlights an issue of great significance and consequence not only for general public but all living beings dependent upon open surface water. The bench said the right to clean environment and further, pollution-free water has been protected under the broad rubric of the right to life guaranteed under Article 21. --IANS ss/kr

CPCB to SC: Delhi is habitual offender in Yamuna pollution

New Delhi, Feb 29 () External Affairs Minister S Jaishankar, Meghalaya Chief Minister Conrad K Sangma, Congress leader Shashi Tharoor and Niti Aayog member Ramesh Chand are some of the notable names taking part in the upcoming Centre for Policy Research's (CPR) annual public forum. The two-day conclave, titled "CPR Dialogues 2020: Policy Perspectives for 21st Century India", will commence at the India Habitat Centre here on Monday. The aim, according to organisers, is to "provide a window to the India of the future" and "debate the significant development and policy challenges that India faces in the coming decade". It proposes to address a wide spectrum of pressing topics like air pollution, public education, agriculture, geopolitics, state capacity, technology and law, they added. "Some of the issues that will be addressed during the CPR Dialogues are: As norms of engagement and the global order change, how should India define its geopolitical position?, Can the Indian state deliver cutting edge public services to all its citizens and build 21st century public institutions? and How can India create productive jobs while responding to challenges of technology, rapid urbanisation and global economic changes?, among others," read a statement from the organisers. Other prominent speakers taking part in the forum include ex foreign secretary Shyam Saran, former US deputy secretary of state James Steinberg, economist Lant Pritchett, and political scientist Mukulika Banerjee.
