Mumbai, Feb 19 () BSE benchmark Sensex surged over 408 points in early trade in line with Asian peers as global investors weigh China's measures to prop up the coronavirus-hit economy. The NSE gauge Nifty too climbed over 123 points to trade above the psychological 12,000 level. Starting off on a higher note, the BSE barometer further gained strength as the trade progressed and quoted at 41,302.80, a rise of 408.42 points or 1 per cent. Likewise, the Nifty was trading at 12,116.30, gaining 123.80 points or 1.03 per cent. On Tuesday, the Sensex had closed down 161.31 points or 0.39 per cent at 40,894.38, while the NSE barometer Nifty settled at 11,992.50, showing a fall of 53.30 points or 0.44 per cent. According to the provisional exchange data, FPIs remained net sellers in the capital markets as they offloaded equities worth Rs 74 crore on a net basis on Tuesday. Global crude oil benchmark Brent Futures rose 1.09 per cent to USD 58.38 per barrel. Sensex soars over 400 pts in early trade

New Delhi, May 5 () More than 52,000 coronavirus-related public grievances were redressed by the central and state governments in the past 35 days, according to an official statement. During a meeting to review these grievances with the central and state governments, Union Minister Jitendra Singh praised the district collectors -- particularly the Reasi collector who deferred the Vaishno Devi yatra to ensure social distancing -- for handling of issues related to migrant labour and inter-state movement of students during the lockdown. The Department of Administrative Reforms and Public Grievances' (DARPG) COVID-19 public grievances monitor had seen a disposal of 52,327 cases between March 30 and May 4, 2020, of which central ministries and departments redressed 41,626 cases, it said. The average grievance redressal time for the central government's COVID-19 public grievance cases stands at 1.45 days per grievance, the department said. "DARPG has manually analysed 20,000 cases and feedback calls were made to ensure citizen satisfaction. Six rounds of interactive video conferences were held with grievance officers of central and state governments. The DARPG had channelised 10,701 COVID-19 public grievances cases to the state governments, which have been successfully redressed," the statement issued by the Ministry of Personnel, Public Grievances and Pensions said.Singh said the redressal of COVID-19-related public grievances was pursued with passion not only in the technically advanced large states of Uttar Pradesh, Karnataka, Gujarat, Haryana and Kerala which managed dedicated web portals but also in the north eastern states and union territories of Jammu &amp; Kashmir, Ladakh, Andaman &amp; Nicobar Islands despite constraints in connectivity. "The timely redressal of public grievances had ensured that public confidence in government was maintained," he said.Singh mentioned that during the national lockdown several district collectors had taken commendable initiatives, notable amongst them collector of Reasi who deferred the Vaishno Devi yatra to ensure social distancing, the statement quoted him as saying. "Similar initiatives were witnessed in aspirational districts where collectors strived to ensure food supplies and monitor village-level lockdown issues with alacrity. Amongst the major state-level success stories was the inter-state movement of students and handling of migrant labour issues in which the district collectors and states played a significant part," it said. Further, states had also successfully addressed issues of hospital infrastructure and quarantine, school and higher education issues, wage and employment issues and other supply related issues, the statement said. Singh, Minister of State for Personnel, said that public grievances are central to the focus of the Modi government and claimed that the redressal of public grievances has risen from 2 lakh cases to nearly 20 lakh cases in the period 2014-20. The DARPG has been forthcoming in responding to public grievances by ensuring 90 per cent of disposal rates, it said. "Further validation of quality of redressal was done through phone calls made for feedback. (Eds: Adds Harsh Vardhan quotes) New Delhi, Jun 27 () Eight states, including Maharashtra, Delhi and Tamil Nadu, contributed 85.5 per cent of the active coronavirus infection caseload and 87 per cent of the total deaths due to the disease in India, according to the Union Health Ministry. The Group of Ministers on COVID-19 discussed the coronavirus situation and the efforts to boost healthcare infrastructure during a meeting chaired by Health Minister Harsh Vardhan by video-conference. "It was mentioned that presently eight states - Maharashtra, Tamil Nadu, Delhi, Telangana, Gujarat, Uttar Pradesh, Andhra Pradesh and West Bengal - contribute 85.5 per cent of active caseload and 87 per cent of total deaths in India," the ministry said in a statement. Amid mounting cases, Vardhan underlined that the national recovery rate was over 58 per cent, and that the mortality rate was around 3 per cent. The country's COVID-19 tally crossed the 5 lakh-mark on Saturday with the worst single-day surge of 18,552 cases, and the death toll climbed to 15,685 with 384 fatalities, official data showed. "Around 3 lakh of the total COVID-19 patients have been cured. Majority of the rest of infected patients are on the road to recovery. Our mortality rate is around 3 per cent which is the lowest in the world," he said. Vardhan said the doubling time of coronavirus cases has improved to 19 days, he said. The GOM during its 17th meeting was informed that 15 central teams consisting of public health experts, epidemiologists, clinicians and a senior joint secretary-level officer have been deployed to provide technical support to the states. Another central team is currently visiting Gujarat, Maharashtra and Telangana to strengthen ongoing efforts for management of COVID-19, the statement stated. The GoM was briefed about the recovery and mortality rates, doubling rate and ramped up testing in various states, besides about the utility of ITIHAS and Aarogya Setu in contact-tracing and prediction of potential hotspot areas. It was told that the key focus areas continually communicated to states and UTs are strict containment measures and surveillance, utilizing full testing capacity and focus on monitoring of co-morbid and elderly population and predicting emerging hotspots leveraging digital tools such as Aarogya Setu. They have also been asked to ensure seamless patient admission processes, fatality mitigation by effective clinical management; focus on infrastructure preparedness (critical care beds, oxygen, ventilators and logistics) and ensuring that non-COVID healthcare services are not impacted. Balram Bhragava, the ICMR director-general, gave a detailed presentation on the testing strategy. He explained about the serological survey and the increasing capacity for enhanced per-day testing through various tests. The samples tested in the last 24 hours have increased to 2,20,479, taking the total number of samples tested so far to 79,96,707, the statement said. India now has 1,026 diagnostic labs dedicated to COVID-19. This includes 741 in the government sector and 285 private labs, Bhargava told the Group of Ministers. The GoM was also apprised that as of June 27, the COVID-related health infrastructure has been strengthened with the availability of 1,039 dedicated COVID Hospitals with 1,76,275 isolation beds, 22,940 ICU beds and 77,268 oxygen-supported beds, the ministry said. Also, 2,398 dedicated COVID Health Centres with 1,39,483 isolation beds, 11,539 ICU beds and 51,321 oxygen-supported beds have been operationalised. Moreover, 8,958 COVID Care Centres with 8,10,621 beds are now available in the country. The Centre has provided 185.18 lakh N95 masks and 116.74 lakh Personal Protective Equipment to the states, UTs and Central institutions. In a detailed presentation by K Shivaji, the chairman of the Empowered Group-10, the GoM was briefed that the stipulated redressal time on COVID-19 public grievances was brought down from the usual 60 days for normal public grievances to three days. The National Dashboard for COVID-19 was launched on April 1 for exclusive monitoring of related public grievances. From March 30 to June 24, the Empowered Group disposed 93.84 per cent of the 77,307 grievances received for central ministries and 63.11 per cent of the 53,130 grievances received pertaining to state governments. The Shiv Sena, founded by Bal Thackeray in 1966, in its more than five decades long journey has allied with the Congress, formally and informally. In its initial days, it was often supported directly or indirectly by many Congress leaders and its different factions. Noted political analyst Suhas Palshikar in an article in the Economic and Political Weekly writes that senior state Congress leader Ramrao Adik was present at the first ever Shiv Sena rally. Dhaval Kulkarni, the author of "The Cousins Thackeray-Uddhav and Raj and in the shadow of their Sena", said that in the 1960s and 70s, the party was mostly used by the Congress to counter influence of the Left on the labour unions in the city. The party in 1971 allied with Congress (O) and unsuccessfully fielded three candidates for Lok Sabha in Mumbai and the Konkan region. Thackeray backed the Emergency in 1977 and did not field any candidate for the Lok Sabha polls held in that year. "In 1977, it also backed Congress' Murli Deora in the mayoral polls," said Kulkarni. So much so that the party was also mocked as 'Vasantsena', the army of the then Vasantrao Naik who was the state chief minister from 1963 to 1974. Palshikar writes that in 1978, when attempts to ally with the Janata Party failed, the Shiv Sena allied with the Congress (I), the faction led by Indira Gandhi. It fielded 33 candidates for the assembly polls. All 33 lost in the anti-Indira wave. In one of the most unlikely alliances, the Sena also allied with the Muslim League. Veteran journalist Prakash Akolkar, in his book on Shiv Sena titled 'Jai Maharashtra', writes that for winning the Mumbai mayoral polls in the 1970s, Shiv Sena also allied with the Muslim League. For this, the Sena supremo also shared stage with Muslim League leader G M Banatwala at Mastan Talao in Nagpada in South Mumbai, Sena's first chief minister Manohar Joshi writes in his book 'Shiv Sena-Kal-Aaj-Udya' (Shiv Sena-Past-Present and Future). If it was used by the Congress to end the Left dominance on trade unions in Mumbai, the Sena allied with Madhu Dandavate's Praja Socialist Party in 1968. The bonhomie between the Congress and the Sena ended in the 80s after the death of Indira Gandhi and the ties between the two were not the same. The relations only deteriorated during the terms of Rajiv Gandhi, Sonia Gandhi and later Rahul Gandhi. Incidentally, Uddhav's son and Sena's Youth Wing chief Aditya Thackeray met Sonia on Wednesday to extend invitation to oath-taking ceremony. The mid-80's was also the time when the Sena tilted towards Hindutva and gravitated towards the BJP. The late 80s and 90s changed the character of the party which moved towards hardline Hindutuva. In the later years, the Shiv Sena, however, broke ranks from the BJP-led NDA and voted for Congress backed Pratibha Patil and Pranab Mukherjee in presidential polls. The equation between the Thackerays and the Pawars goes back to more than five decades both were fierce rivals separated by conflicting ideologies but thick friends in private life. Pawar often termed Thackeray as a large-hearted opponent. In his attacks, he would often call him 'maidyaacha pota' (sack of flour). Sharad Pawar in his autobiography 'On My Terms' writes that despite being fierce rivals, how he and his wife Pratibha would visit Matoshree for "gupshup" and dinner. He also recalls that when he was suffering from cancer in 2004, Bal Thackeray gave him a list of "several commandments" related to diet. In private, Pawar says, Thackeray addressed him as 'Sharadbabu'. In 2006, when Pawar's daughter Supriya Sule contested the Rajya Sabha polls, Thackeray did not field any candidate. "Sharadbabu, I have seen her (Sule) since she was a knee-high girl. This is a big step in her career. My party will make sure that she goes to Rajya Sabha unopposed," Pawar said quoting Thackeray's telephonic conversation with him. When Pawar asked about the BJP's opposition, the NCP President says the senior Thackeray told him, "Oh, you don't worry about Kamlabai (the BJP)". Incidentally, the NCP fielded a lightweight against Thackeray's grandson Aditya, who was the first in his family to enter electoral politics. He won by a margin of over 67,000 votes in the recent Assembly election.
