<ul class="summary-list"><li>A US veteran detained near Dubai for five years is desperate to return home to Wisconsin.</li><li>But a convoluted financial dispute prevents Robert Dobbs, 55, from leaving the country.</li></ul><p>An American veteran <a href="https://www.insider.com/texas-woman-influencer-detained-dubai-screaming-rental-car-scam-uae-2023-7">detained in the United Arab Emirates</a> for more than five years on what he calls bogus charges says he's losing hope that he'll ever return home to his family.</p><p>Local authorities are preventing Robert Dobbs, 55, from either leaving the UAE or securing a new work visa. He told Insider he felt "stuck like a hamster on a wheel," reliving the same day over and over again.</p><p>"People want to forget about it," said Dobbs, who served eight years in the US Army. "It can't be shrugged off. I'm a human being."</p><p>Dobbs' plight stems from a disagreement over money with a former employer, which led to a legal case he says was retaliatory and unfounded. He says he now lives in fear of local authorities, who have had an outstanding warrant for his arrest for three years.</p><p>Without being able to leave the country or work legally, Dobbs, a father of five children in a blended family, has relied on his loved ones and worked odd jobs under the table to sustain himself.</p><p>Dobbs has been lobbying for his release through <a href="https://www.detainedindubai.org/" target="_blank" rel="noopener">Detained in Dubai</a>, an organization that helps foreign travelers who have issues with law enforcement or the court system in the UAE. Some of those travelers have been the victims of well-known scams in the country, Insider has previously reported.</p><p>A Houston woman was detained in Dubai, for instance, in April after car-rental employees claimed she screamed at them, violating a broadly defined law against offensive behavior in the UAE. As she tried to resolve the claim, her <a href="https://www.businessinsider.com/dubai-detained-texas-woman-influencer-rental-car-company-scam-screaming-2023-8">accusers demanded thousands of dollars</a> to drop the case.</p><p>She was eventually <a href="https://www.insider.com/texas-influencer-tiera-allen-detained-dubai-shouting-flies-home-2023-8" target="_blank" rel="noopener">allowed to fly home</a> in early August after agreeing to pay more than $1,000 to local police to lift the travel ban against her.</p><p>The dispute at the center of Dobbs' case revolves around his former employer, a private school in Sharjah, a city about 20 miles outside of Dubai. Dobbs worked there for four years, and it's where four of his five children attended school.</p><p>Dobbs said the school withheld his <a href="https://u.ae/en/information-and-services/jobs/end-of-service-benefits-for-employees-in-the-private-sector" target="_blank" rel="noopener">end-of-service benefit</a> — a bonus in the UAE for employees who complete a term of employment — after his contract ended. He also said the school refused to release him from his work visa, which was tied to his employment at the school.</p><p>In 2018, Dobbs took the school to court, which ruled in his favor, forcing the school to pay him his benefit, according to court documents seen by Insider.</p><p>The school quickly responded by filing a civil suit against Dobbs that claimed he owed them tuition for his children who attended the school, which amounted to about $100,000, according to Detained in Dubai.</p><p>Though he said the claim was unfounded, Dobbs missed his opportunity to make that argument. The hearing took place just as the COVID-19 pandemic brought the world to a stop, and Dobbs said he was never informed of the court date. While he has since tried to appeal to local officials, the case remains closed, he said.</p><p>When reached for comment by Insider, the school maintained that Dobbs still owed them the tuition money.</p><p id="viewer-8pp8d">"I've been stuck in this open-air prison for five years, three-and-a-half years away from my family," Dobbs, who hails from Wisconsin, said in a <a href="https://www.detainedindubai.org/post/american-detained-in-dubai-calls-for-senator-help" target="_blank" rel="noopener">press release</a>. "I am a veteran with PTSD as well. I'm at the end of my life, basically."</p><p>Radha Stirling, a UK-based legal advocate and CEO of Detained in Dubai, said Dobbs had been jailed dozens of times and even beaten by local law enforcement. She said his situation was growing increasingly dire.</p><p>"Robert has no legal avenue to appeal or to show evidence to the court that he does not owe the money," Stirling said in a press release. "He was not even told there was a court date and was unable to defend himself. US diplomats must work with UAE authorities to resolve this miscarriage of justice."</p><p>Dobbs has been in contact with Sen. Tammy Baldwin of Wisconsin and has requested assistance from the US Department of State. Baldwin's office declined to comment on the record for this story. </p><p>"If diplomatic efforts are not made, the veteran will likely die in Dubai," Stirling said.</p><p>A spokesperson from the US Embassy in the UAE said they were limited in what they could say on specific cases but noted the country's strict exit controls, which are outlined on <a href="https://travel.state.gov/content/travel/en/international-travel/International-Travel-Country-Information-Pages/UnitedArabEmirates.html" target="_blank" rel="noopener">the State Department's website</a>: "Travelers both departing the UAE and transiting will be barred from exiting the UAE if there are any criminal or civil legal cases against them. Travelers have been arrested at the airport and have had their passports seized due to outstanding financial cases, unsettled legal disputes, and late credit card payments, including for cases that were previously unknown to the traveler."</p><h2><strong>A family missing him from an ocean away</strong></h2><p>Dobbs moved his family to the UAE more than a decade ago. But as his legal situation grew more opaque and a global pandemic loomed, he sent his wife and children home to the US.</p><p>"It was pretty stressful when we came here. We had nothing. We didn't know anything about the country," Dobbs' stepdaughter, who is 23 and had spent half her life in the UAE when she moved to the US, told Insider. "So our dad, he guided us, and we would just talk to him on the phone and miss him badly."</p><p>Dobbs' stepdaughters spoke about his detention on the condition of anonymity due to privacy concerns.</p><div type="image" title="Dobbs with his wife and son." height="768" width="1024" msid="103325778" hostid="261"></div><p>Since his family left in 2020, his wife has only been able to visit twice. Even then, it's a risk, Dobbs said. He said on her most recent visit, he noticed a local police officer following them.</p><p>"I'm looking over my shoulder all the time," Dobbs said. "That's one thing I think that really gets you — after a point — is that hypervigilance."</p><p>Dobbs says he has grown desperate to get home to his family. His children say they are also losing hope — and patience. His homecoming, his stepdaughter says, rests on the willingness of US diplomats to take action.</p><p>"My stepdad has reached out to a lot of people who are in power. They have let him down, as well," another one of his stepdaughters, 20, said. "He was a veteran, so he served for his own country, and the country's not helping him out to come back to his own country."</p>

(Eds: Adds details)<p>Thiruvananthapuram, Apr 23 () Ten fresh COVID-19 caseswere reported in Kerala on Thursday, taking the total activecases in the state to 129 with over 23,000 people underobservation, Chief Minister Pinarayi Vijayan said.   Four of the new cases reported were from the high rangeIdukki district, two each from Kozhikode and Kottayam and onecase each from Thiruvananthapuram and Kollam, the CM said inhis daily media briefing on the disease situation.   Allaying the fears of communityspread, Vijayan said thatthe state has not yet reached the third stage of Covid-19spread in Kerala.   "The third stage of Covid-19 spread has not occurred andthere has been no community spread also as of now.</p><p>But we need to remain vigilant and take necessaryprecaution to prevent the spread of the deadly virus," headded.</p><p>Both Idukki and Kottayam, have been removed from thegreen zone and have nowcategorised under Orange zone aspositive cases have been reported.</p><p>Of the new cases, two had history of foreign travel, fourhad returned from neighbouring states-- two from Chennai, oneeach from Pollachi and Mysuru and others were contacts ofthose already infected.</p><p>Foreign returnees are from Sharjah and Dubai.</p><p>Samples of eight people -- six from Kasaragod and oneeach from Malappuram and Kannur, returned negative.</p><p>While the COVID-19 cases touched 447, a total of 316people have been cured, Vijayan said, adding 23,876are underobservation, including 437 in isolation wards of varioushospitals.</p><p>The state has till now sent 21,334 samples for testing.</p><p>The four districts in red zone will remain under strictlockdown while the rest of the 10 districts have now beencategorised under the orange zone.</p><p>"The hotspots in all the districts will remain closed inorder to prevent the spread of coronavirus," the ChiefMinister said.</p><p>The Indian Council for Medical Research (ICMR) has giventhe nod to Kannur and Kottayam medical colleges labs toundertake Covid-19 testing.  Presently, state's 14 government and two private labshave received approvals for virus testing.</p><p>As the numbers of positivecases are rising, thegovernment has decided to purchase 10 real-time PCR machinesfor testing.</p><p>Strigent measures would be taken to prevent the inter-state travel along the borders of Karnataka and Tamil Nadu, hesaid.</p><p>Meanwhile, cases have been booked against a doctorcouple, a Kendriya vidyalaya school techer and an exciseofficial, who helped the teacher, under the Kerala EpidemicAct and various provisions of the IPC for violating lockdownnorms.</p><p>All those who had come to the state after taking part inthe Tablighi congregation in Delhihave been identified andtested for the disease.   The government has decided to allow marriages atchurches, but said only a maximum of 20 people canparticipate.</p><p>Vijayan also said that random anti-body tests will beconducted among health workers, police, home deliveryvolunteers, and guest workers to ensure that there is nocommunity spread.    Kannur district with 59 positive cases has the mostnumber of Covid-19 cases inthe state followed byneighbouringKasaragod with 19 cases.</p><p>Kozhikode and Malappuram has 15 and five casesrespectively. Supi's brother, who is currently with her, told Business Insider what happened.</li><li><strong>This is one of the first cases of a Uighur family in the Gulf region speaking out about an arrest and potential deportation to China.</strong></li></ul><p>A man belonging to China's persecuted Muslim Uighur community was arrested for no apparent reason last week, an act which his family fears is down to his ethnicity and could see him deported to China and punished.</p><p>Abudujilili Supi, a Chinese citizen living and working in the United Arab Emirates, was arrested by four men outside his local mosque last Thursday, Supi's brother Mijiti Yisake told Business Insider in a series of WhatsApp messages.</p><p>He says Supi's captors - it is not clear whether they are police - told him he will be taken to China. Yisake fears that if his brother is deported to China, he will be imprisoned in a detention center or re-education camp.</p><p>Rights groups have accused China of <a href="http://uk.businessinsider.com/xianjiang-province-china-police-state-surveillance-2018-7">imprisoning up to 1 million Uighurs in such camps</a> in the western Chinese region of Xinjiang, where some 8 million Uighurs live.</p><p>This is one of the first cases of a Uighur family in the Gulf region speaking out about an arrest and potential deportation to China.</p><p>Dozens of Uighurs in other countries have already been deported to China, according to experts and families, who fear they have been held in degrading re-education camps.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Courtesy of Mijiti Yisake; Business Insider</span></p><p class="caption">Abudujilili Supi's passport photo, as supplied by his brother Mijiti Yisake. Business Insider has redacted some of the personal information.</p></div><p></p></div></div></p><h2>The arrest</h2><p>Supi's wife, a Muslim Uighur named Mayila Xianmuxiding, witnessed the arrest from their apartment, which overlooked the mosque. She described the incident to Yisake, who relayed details to Business Insider.</p><p>According to Xianmuxiding, Supi entered the Abdullah Bin Rawahah Mosque in Sharjah, a city northwest of Dubai, for daily prayers around 4 p.m. and left around 4:20 p.m.</p><p>While Supi was praying, his wife said four men who looked Emirati were waiting outside the mosque for prayers to end. Xianmuxiding doesn't know how long they were waiting there - she said she had been praying at home around the same time her husband was at the mosque, and only looked out when she was done.</p><p>After Supi exited the mosque, she said the four men approached her husband, grabbed his arms, and bundled him into a small white car. It all happened quickly, Yisake said, citing his sister-in-law.</p><p>Xianmuxiding thought the four men who approached her husband were fellow worshippers at the mosque at first, she said. "I am going with people. I don't know where I am going. They said to me, 'You will be returned to China.'"</p><p>Supi didn't specify who the "people" were - his family thinks he meant the police.</p><p>That was the last time Supi and his wife spoke.</p><p>Xianmuxiding has since fled to Istanbul, Turkey, where she remains with her brother-in-law Yisake. After his studies, he found a job as a muezzin - who leads and recites the daily call to prayer - for the local government in Sharjah.</p><p>Although he remained a Chinese citizen, he lives and works legally in the UAE, Yisake said. Business Insider has seen copies of two legal documents confirming Supi's employment, his UAE residency card, and Chinese citizenship.</p><p>Yisake and Supi both left China in 2012, but have returned every year to visit. Their last visit was in 2016, Yisaki said.</p><p>They still have about 30 relatives still in Xinjiang, but Yisake doesn't know where they are - he thinks they have all been locked up in prison camps.</p><p>There's no way of finding out, he says. If he tries to contact them on WhatsApp or WeChat - the popular Chinese messaging app <a href="https://www.businessinsider.com/chinese-government-accessed-deleted-wechat-messages-2018-5">monitored by the Chinese government</a> - the state will come for his family, Yisake said.</p><p>"If we call them from abroad, Chinese police will torment our family members in East Turkestan," Yisake told Business Insider, "and put them in prison." "Why does the Chinese government speak about us like all Uighur people are criminals?"</p><p><span>Beijing has repeatedly justified its surveillance and crackdown in Xinjiang as preventing terrorism, and insisted that detaining Uighurs was <a href="https://www.reuters.com/article/us-china-xinjiang/chinese-official-says-china-is-educating-not-mistreating-muslims-idUSKCN1LT1LV">"not mistreatment,"</a> but "to establish professional training centers, educational centers."</span></p><p><em><strong>Read more:</strong> <a href="http://uk.businessinsider.com/xianjiang-province-china-police-state-surveillance-2018-7">How a Chinese region that accounts for just 1.5% of the population became one of the most intrusive police states in the world</a></em></p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Thomas Peter/Reuters</span></p><p class="caption">A police officer stops and checks the identity of a Uighur man in Kashgar, Xinjiang, in March 2017.</p></div><p></p></div></div></p><p>Rian Thum, an historian on Islam in China at Loyola University New Orleans, told Business Insider:</p><p style="padding-left: 30px;">"Uighur exiles in the Middle East often feel that they remain there at the whim of their host governments, and that if they make any public complaints they themselves risk deportation to China and near-certain confinement in mass-internment camps.</p><p style="padding-left: 30px;">"It's difficult to know whether the lack of public complaint about incidents in the Gulf states is a reflection of these fears or of a low incidence of actual threats."</p><p>Egypt, one of China's economic partners, deported at least 12 Uighurs back to China last summer, with at least 22 more detained for no reason, <a href="https://www.nytimes.com/2017/07/06/world/asia/egypt-muslims-uighurs-deportations-xinjiang-china.html">according to The New York Times</a>. Statistics on other Muslim countries' record on Uighur arrests and deportations are not clear.</p><p>Sophie Richardson, the China director of Human Rights Watch, also told Business Insider:</p><p style="padding-left: 30px;">"On the chances for deportation or the UAE releasing him: We just don't know.</p><p style="padding-left: 30px;">"But if he is returned to China we share his family's concerns that he is at high risk of ill-treatment, arbitrary detention, and/or other human rights abuses."</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Kevin Frayer/Getty</span></p><p class="caption">Uighur men pray before a holiday meal in Turpan, Xinjiang, in September 2016.</p></div><p></p></div></div></p><p><a href="https://www.businessinsider.com/why-muslim-countries-arent-criticizing-china-uighur-repression-2018-8">Leaders of Muslim countries have been silent</a> over China's repression of Uighurs in Xinjiang, with some experts attributing this to their reluctance to anger Beijing and risk losing its economic investment.</p><p>Last week officials in Pakistan, China's largest Muslim ally, <a href="http://uk.businessinsider.com/pakistan-criticizes-china-over-repression-of-muslim-uighur-xinjiang-2018-9?r=US&amp;IR=T">broke ranks to criticize China's treatment of the Uighurs</a>. Muslim groups across southeast Asia protested against the Chinese camps this month, with activists in Pakistan accusing its government of betraying Muslims for economic benefit, <a href="https://www.wsj.com/articles/chinas-detentions-of-muslims-trigger-protests-in-islamic-world-1538040605">the Wall Street Journal reported</a>.</p><p>Some Western countries, however, have spoken up. Earlier this month the UN human rights chief, Michelle Bachelet, called for international monitors to be let into Xinjiang. (Beijing told her to <a href="http://uk.businessinsider.com/china-tells-un-to-back-off-after-alleging-xinjiang-has-1-million-in-camps-2018-9">back off and "respect China's sovereignty"</a> in response.)</p><p>The Swedish government also halted the deportation of an unspecified number of Uighurs to China due to concerns over their treatment, <a href="https://www.thelocal.se/20180924/sweden-interrupts-uighur-deportations-to-china">according to Agence-France Presse</a>.
