NEW DELHI: The Modi government promises a 40% increase in the supply of heavily subsidised grain as it seeks to expand coverage under the food security law, a move that can inflate the subsidy bill and disappoint critics who thought the new regime would abandon UPA’s entitlement-based approach. 
 Food Minister Ram Vilas Paswan said monthly entitlement of 5 kg foodgrain per person under food security law was meagre. “The focus of the government will be on providing food security to all. With huge <keyword id="6354298" type="ORGANIZATION" weightage="80" keywordseo="stocks">stocks</keyword> of grain in the country we want to increase monthly entitlement to 7 kg,” he told ET in an interview. He said the food law passed by the previous government was inadequate. 
 
“I feel the Food Security Act was prepared hurriedly. In my understanding during three months in government, it does not have clear concepts,” Paswan said. 
 
He said Modi himself, when he was chief minister of Gujarat, had observed that the grain provided under the Act was too less. 
 
Paswan was silent about the food subsidy bill, which is already projected to be Rs 1.15 lakh crore this year, but analysts said additional grain would cost a lot of money. 
 
Tejinder Narang, a Delhi-based analyst said the bill may rise by about 15% apart from starving the open market, which would raise prices. Pramod Joshi, director, International Food Policy Research Institute, said if the government is raising the quantity of susbsidised grain it would also be looking at steps like focusing on the poorest households and direct cash transfers subsidies following the campaign to open bank accounts. 
 The issue of food security came to the centre stage last year when <keyword id="689" type="PERSON" weightage="80" keywordseo="Sonia-Gandhi">Sonia Gandhi</keyword> spearheaded the food security law in the last year of the UPA government. 
 
 
 It aims to give over 61 million tonnes of wheat, rice and coarse grains priced between Re 1 and Rs 3 per kg to 81 crore people. The law was seen as a key tool in the Congress party’s bid to be voted back to power but it was eventually trounced by Modi-led BJP. The <keyword id="58687" type="ORGANIZATION" weightage="80" keywordseo="Bharatiya-Janata-Party">Bharatiya Janata Party</keyword> had earlier showcased the food security apparatus in states ruled by the party as better solutions for combating hunger and deprivation. 
 Paswan said welfare of the people was a key priority and the Central government would not budge from its position despite international pressure to change its stance to facilitate an agreement under the <keyword id="84934" type="ORGANIZATION" weightage="80" keywordseo="World-Trade-Organisation">World Trade Organisation</keyword> (WTO). Some analysts say the issue of food security may be raised during Modi’s visit to the US. Paswan said there was a huge difference in the mindset of a developing and developed country. 
 
“We are a welfare state and we have a public responsibility. We have to protect the interest of farmers and the poor man. Not just USA, but some of our own experts feel that subsidy should end,” he said. Paswan said it was a huge challenge to store grain and check leakages in transportation and distribution. 
 A high-powered committee under <keyword id="6358126" type="CITY" weightage="80" keywordseo="Himachal-Pradesh">Himachal Pradesh</keyword> MP <keyword id="194696" type="PERSON" weightage="80" keywordseo="Shanta-Kumar">Shanta Kumar</keyword> would submit its report in three months on restructuring Food Corporation of India (FCI). 
 
He said there were numerous complaints about irregularities in the FCI, the biggest organisation under its ministry. “The first major problem is on damage. Products that come from FCI godown or from rakes is not of proper quality. Sometimes it doesn’t reach fair price shops or beneficiaries,” the food minister said. “It goes to the open market. Quality is only on paper, not physically. Sometimes, we find grain rotting in the open. There is nobody to buy it. If it has been bought, then it is not stored properly,” he added. 
 
“In the public distribution system, there so much 'dhandebazi' (corruption) irrespective of states. Wherever you go, you will not find the correct beneficiary’s names; there are problems in quality and quantity. We have started door-todoor delivery. Now with the usage of new technology like CCTV and GPS, we should be able to track trucks, storage position in grounds. We have to see how successful we are,” he said.

The government is planning to restructure the Food Corporation of India (<keyword id="6356889" type="ORGANIZATION" weightage="100" keywordseo="FCI">FCI</keyword>) with the help from IIM-Ahmedabad Dean G Raghuram, agriculture specialist Ashok Gulati and some bureaucrats who will form a committee to make the system efficient. 
 The government had raised the issue in this year's Economic Survey, which proposed food direct transfer of <keyword id="146885" type="UNKNOWN" weightage="100" keywordseo="food-subsidy">food subsidy</keyword>, which would be more effective and help contain fiscal deficit. The current system of procurement, storage and distribution of grain has many inefficiencies and alleged corruption at various stages. 
 The panel would include Ram Sewak Sharma, secretary for IT and electronics, to propose ways to promote the use of technology in the system. The panel, headed by former Himachal Pradesh chief minister and Lok Sabha MP <keyword id="194696" type="PERSON" weightage="100" keywordseo="Shanta-Kumar">Shanta Kumar</keyword>, will give its report in three months. 
 
"The FCI is vested with vital responsibilities of the government, such as procurement, management of central pool stocks and distribution of food grains to state government agencies for various food security programmes. It is commonly perceived that the FCI is plagued today with several functional and cost inefficiencies, which need to be removed for efficient management of food grains and saving costs," the government said.

Most exit polls are giving all four seats in the state to BJP and none to Congress. The party is now fielding two of its sitting MPs namely Ramswaroop Sharma and Anurag Thakur from their winning constituencies. Shantakumar in Kangra and Suresh Kashyap in Shimla have been replaced by Kishan Kapoor and Suresh Kashyap respectively. The Congress party is now fielding Ram Lal Thakur from Hamirpur, Pawan Kajal from Kangra, Ashrey Sharma from Mandi and Dhani Ram Shandil from Shimla. For so long, the Mandi constituency had been a stronghold for the Congress party. Out of the 15 Lok Sabha elections held so far in the country, Congress won this seat 11 times. This constituency has 17 assembly seats and the BJP has 14 seats under its umbrella now. During the 2019 Lok Sabha election campaign in Himachal Pradesh, the key leader of the party Dumal was seen vigorously campaigning for bagging favorable results for the BJP from Hamirpur and Shantakumar from Kangra.

Himachal Pradesh goes for polling during the last phase of the Lok Sabha elections on May 19, 2019. The state of Himachal Pradesh has only 4 Lok Sabha seats to give the parliament. At present, the BJP holds all the four seats in Himachal Pradesh. As per the list of candidates announced by BJP, Kishan Kapoor will face the elections from Kangra, Ramswaroop Sharma from Mandi, Anurag Thakur from Hamirpur and Suresh Kashyap will contest from Shimla on behalf of BJP. CPI (M) has declared that Daleep Kaifth will contest the elections from Mandi Lok Sabha seat. The party is contesting in the state independently without forming any alliance. Earlier the party declared that it will not be joining the mahagathbandhan, an alliance formed by the opposite parties. The Congress party has decided to field former Union minister Sukh Ram's grandson Ashray Sharma from Mandi. Exit polls had predicted landslide victory for BJP in Himachal Pradesh. Most exit polls are giving all four seats in the state to BJP and none to Congress. Today’s Chanakya also predicted that Congress may fail to win even one seat in Himachal Pradesh and BJP will bag all the four seats. Himachal witnessed a direct contest between BJP and Congress. Himachal Pradesh has four Lok Sabha seats namely Kangra, Mandi, Hamirpur and Shimla. IN 2014 general elections, the BJP won a thumping victory from this state and bagged all the four seats. The sitting MPs of the party who won during 2014 elections from Himachal Pradesh are Shanta Kumar (Kangra), Ram Swaroop Sharma (Mandi), Anurag Singh Thakur (Hamirpur), and Virendra Kashyap (Shimla). The party is now fielding two of its sitting MPs namely Ramswaroop Sharma and Anurag Thakur from their winning constituencies. Shantakumar in Kangra and Suresh Kashyap in Shimla have been replaced by Kishan Kapoor and Suresh Kashyap respectively. The Congress party is now fielding Ram Lal Thakur from Hamirpur, Pawan Kajal from Kangra, Ashrey Sharma from Mandi and Dhani Ram Shandil from Shimla. For so long, the Mandi constituency had been a stronghold for the Congress party. Out of the 15 Lok Sabha elections held so far in the country, Congress won this seat 11 times. This constituency has 17 assembly seats and the BJP has 14 seats under its umbrella now. During the 2019 Lok Sabha election campaign in Himachal Pradesh, the key leader of the party Dumal was seen vigorously campaigning for bagging favorable results for the BJP from Hamirpur and Shantakumar from Kangra.

	All three were in sublime touch last year and brought the country laurels in their respective sports. 
 Sania enjoyed the most sensational run, clinching nine titles -- including two Grand Slams last year with Swiss great Martina Hingis. The exceptional performance propelled her to the top of the <keyword id="935171" type="UNKNOWN" weightage="20" keywordseo="WTA-doubles-rankings">WTA doubles rankings</keyword>. 

	The 29-year-old is currently competing in the Australian Open in Melbourne, where she has reached the women's doubles quarterfinals with Hingis. 
 Saina has also been in spectacular touch, winning silver medals at the All England and World Badminton Championship last year besides clinching the India Open Super Series and <keyword id="2039194" type="UNKNOWN" weightage="20" keywordseo="Syed-Modi-Grand-Prix-Gold">Syed Modi Grand Prix Gold</keyword>. 

	Deepika, on the other hand, won a silver at the Archery World Cup Final besides bronze medals at the World Cup Stage II and the Asian Team Championships. 
 

	Saina, who is in the country to compete in this week's Syed Modi Grand Prix Gold Tournament, said the honour has left her surprised. Interestingly, the 25-year-old had expressed her displeasure at being ignored for the award last year. 
 
 

	"It is a great honour and I want to thank the Ministry for giving me the award. I am very happy with the way the last year has gone, I have been performing well. I reached World No.1 last year and now I am World No.2. I am sure this award will give me more motivation to do well further this year," Saina said. 
 

	"It came as a complete surprise to me. I had no clue. I did not expect at all. There was no news of it at all. When I think that I am just 25 and I have received this award, it makes me feel great. But it is still a long way to go." 
 

	Saina was left disappointed after the Sports Ministry decided to reject her application for the award in January last year, citing norms. 
 

	The ministry had picked two-time Olympic-medallist wrestler Sushil Kumar for the honour last year. 
 

	Saina was bestowed the Khel Ratna and Padma Shri in 2010 and also received the Arjuna Award in 2009. 
 

	The 21-year-old Deepika, meanwhile, had also won the team silver along with Laxmirani Majhi and Rimil Buriuly in the World Championships.
