The government on Monday declared almost the entire old city areas of Srinagar as red zone sealing localities falling under the jurisdiction of eight police stations. District authorities said on Monday the area was sealed as red zone to prevent the spread of <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> in Srinagar city that has a population of 1.2 million. Roads have been dug to erect barricades fitted with cross rods to prevent vehicular and pedestrian movement in old city areas where the maximum population of Srinagar city is concentrated. Residents of old city have comprised teams of volunteers who are ensuring that the imposed restrictions are implemented in letter and spirit. District authorities have thanked the residents of Srinagar city for their cooperation in ensuring that the officially imposed restrictions are imposed on ground. The only worry of the officials is that some people have been coming out in groups in the evenings to loiter around on the roads especially in uptown residential areas. Srinagar district authority declares old city area as Coronavirus red zone

Srinagar, May 15 () In a step aimed at the graded opening of select sectors, authorities in Srinagar on Friday launched a two-week-long programme for the training of all service providers including drivers, barbers, vendors and bakers to make them aware about personal safety, production and distribution of essential items. The Srinagar administration plans to train more than 10,000 service providers in the next one month while keeping the focus on public health aspects of the coronavirus pandemic. "The existence of coronavirus is a reality the population has to adapt to. In this regard it is imperative that apart from preparing public, the key services providers are trained about precautions, hygiene, social distancing and several other notified protocols," Deputy Commissioner, Srinagar, Shahid Iqbal Choudhary said. Choudhary, who launched the first module designed for more than 500 workers of around 180 odd bakeries in the city, said similar training programmes are being organised for vegetable vendors, milk suppliers, hairdressers, laundry, public transport, telecommunications, housekeeping and other services. "Training certificates to participants, PPE kits, protective gear, COVID tests, specially designed service tokens, movement passes, IT apps and online facilitation are some of the components of training modules," he said. The Bakery sector has been picked up after 100 percent testing previously done in Parimpora Mandi which is now slated for the expansion of distribution network in the city, Choudhary said. The deputy commissioner called upon the stakeholders to adopt to the safety procedures and advisories issued in this regard."The bakers will start with home delivery after training certificates and tests, to operate in a professional, safe and hygienic framework. Sale of loose bakery is being discouraged," he said. Choudhary also urged the public to adhere to social distancing norms and personal hygiene as a part of the routine to be adopted to survive the pandemic. He said the administration has roped in NGOs, universities, volunteers and other organisations as stakeholders in public awareness and training and capacity building for planning a safe exit from the lockdown without losing focus on the fight against the deadly virus. Srinagar administration starts preparation for opening up in Lockdown 4.0

Srinagar, Jul 12 () Authorities on Sunday ordered a partial lockdown in Srinagar by designating over 60 containment zones amid a surge in coronavirus cases over the past week, officials said. The lockdown will be imposed in 68 containment zones of the city from Monday and no movement would be allowed in these areas without permission, they said. "In view of the major spike in COVID-19 cases, we will have to carve out containment zones for effective restrictions in different areas of Srinagar. Local cooperation is solicited in best interest of public health," District Magistrate, Srinagar, Shahid Iqbal Choudhary said. He confirmed the reimposition of the lockdown. The decision to reimpose the lockdown in these areas of city was taken at a meeting late Saturday evening, the officials said. The city has witnessed a spike in the number of coronavirus cases over the past one week. The total number of positive cases has reached 1,611, out of which 1,075 are active. While the union territory administration had first announced a lockdown across Jammu and Kashmir on March 22 as part of its efforts to curb the spread of the coronavirus, restrictions were imposed in many parts of the valley, including in the city, on March 19 after the UT saw its first positive case from Srinagar. Partial lockdown in Srinagar to combat COVID-19; over 60 containment zones designated

"All these people have successfully completed the 14-day long quarantine in the accommodation provided to them in Srinagar. "They have been allowed to go home today with the advice that they must remain in home quarantine for another 14 days", said district officials in Srinagar. Authorities had given accommodation to these people in different hotels of Srinagar. Majority of these persons are students who returned from Bangladesh and are now being allowed to go home in different places of the <keyword id="6354495" type="LOCATION" weightage="20" keywordseo="kashmir">Kashmir</keyword> Valley. So far, over 600 people have successfully completed the quarantine period after which they were allowed to move to their homes. Kashmir releases another batch of 489 people after completing 14-day quarantine

Srinagar, May 19 () Amid a spike in coronavirus cases in Jammu and Kashmir, the Srinagar district administration has established 3000-bed capacity COVID Wellness Centres at six locations that aim to provide best facilities to mild and asymptomatic positive patients. Kashmir recorded four deaths due to coronavirus since Monday, taking the death toll in the Union Territory to 16, while the total number of cases stood at 1,289. There are 1,129 cases in the valley and 160 in Jammu region. "We have readied 3000-bedded capacity in Srinagar to respond to any situation so that hospitals are not overburdened," Srinagar city's Deputy Commissioner Shahid Iqbal Choudhary said. With the ongoing trend, he said it was imperative to plan for any exigency for the future and accordingly the capacity was created, which was more than the existing bed capacity of hospitals in Srinagar. He said medical equipment and technical logistics are also being placed for use in these facilities as wellness centres. Nodal officers have been appointed and trained to activate these centres on demand of COVID hospitals at a very short notice, Choudhary said, adding that the hospitals in Srinagar are likely to get a much-awaited relief with the establishment of these facilities. He said special engineering teams along with officials from the administration completed these projects in less than six weeks' time and added that experts from community medicine were also associated for technical advice at each stage. The lockdown period across the country was aimed to be utilised for creating capacities both in hospital infrastructure and wellness centres, apart from flattening the curve by limiting the public movement. Living up to this aim, the Srinagar administration headed by Choudhary, immediately after announcement of the first lockdown, started work on establishment of COVID wellness centres, officials said, adding in a period of less than two months the centres are ready to provide services to the hospitals. The district administration converted stadiums, community halls and hostels into wellness centres and also developed some greenfield facilities. These centres have been developed to provide space for treatment of mild and asymptomatic COVID-19 cases aiming to lessen the burden on hospitals, the officials said. They said each COVID Wellness centre has several wards with serial numbered beds, charging points, personal comfort logistics, including bedding and warmers, make-shift first aid centre, doctors' cabin, nursing centre, hygiene and sanitation point. Screening and testing booths, mobile testing van, separate washrooms for different wards, pantry, security room and other establishments constructed with pre-engineered material were some of the other facilities available there, they said. They said the PVC flooring has been done at wellness centres and arrangements put in place for proper ventilation. These centres have been established as per notified standards. Each bed is provided with a kit for two weeks including towels, hand sanitizer, soap, dental kits, tissues and masks apart from immunity-boosting approved drugs, they said. SKL AAR

Srinagar gears up to ensure medical facility in case COVID cases rise

Srinagar, May 9 () Nearly 3,000 patients were provided assistance for treatment and medicines by the Srinagar district administration in Jammu and Kashmir through its helpline amid teh coronavirus-driven lockdown, officials said. The IVRS-based call centre was inaugurated by Lt Governor Girish Chandra Murmu on April 17 and it replaced a series of helpline numbers launched in March aimed at attending to health emergencies on priority during the lockdown. A dedicated fleet of 10 vehicles and a team of 12 professionals have been deputed on the job round-the-clock for attending to issues related to health emergencies, demands related to dialysis, chemotherapy, diabetes and other such ailments, the officials said. Apart from the IVRS call centre, they said four mobile numbers have also been made available. Deputy Commissioner of Srinagar Shahid Iqbal Choudhary empanelled 13 dialysis centres across the city for providing dialysis services, the expenses of which are borne by the district administration. Most of these centres are working with the administration on a no-profit-no-loss basis while a dedicated transport facility is made available by the administration, the officials said. "A total of 2,992 patients have been provided assistance ever since the launch of the call centre. These include 890 dialysis cases involving multiple cycles, 1,115 delivered free drugs by nodal officers and 263 patients provided free life-saving drugs," Choudhary said. He said the number also included 148 patients who were provided transportation from home to hospital and back, 12 injury cases, 51 chemotherapy cases and 181 patients delivered or provided diabetes drugs. "The initiative aimed at attending to pre-COVID health issues has gained greater response from the public and a large number of patients are availing the services made available. A separate fleet of vehicles has also been made available to select hospitals to provide services to patients in need of transport after discharge," he said. He said the district administration in its endeavour to reach out to patients in need also included a survey of such requirements along with the ongoing door-to-door health audit and 1,233 cases needing medical attention for health issues were shared with primary healthcare institutions for response. The daily monitoring system of response to public issues related to emergency healthcare has been put in place to ensure prompt attention, the deputy commissioner said. He said the nodal officers have been appointed in all the hospitals to attend to these issues. "Immediately on receipt of a call a ticket is generated on the mobile of nodal office either in the DC office, department or hospital prompting the officer to address and provide service. The ticket is closed after delivery of service and a fixed timeline is allowed, beyond which the matter is flagged to the Deputy Commissioner. This system has ensured a timely and effective response system," he said. Choudhary said the dedicated dialysis help desk in the call centre has also generated a database of all patients in need of dialysis and other kidney ailments which has been mapped for prompt response by nearest teams. A senior official said the steps have been necessitated due to the sudden spike in the number of coronavirus cases in the Valley in general and Srinagar city in particular as the authorities tried to ease the lockdown 1.0 restrictions. "We were hoping that people will take necessary preventive and precautionary measures against the spread of COVID-19 but that has not happened," he said. Maisuma, Natipora, and Eidgah were among several areas in Srinagar which were sealed after being declared as containment zones. The lockdown will be imposed in 68 containment zones of the city from Monday, the officials said. Strict implementation of lockdown in Kashmir as COVID-19 cases surge

Srinagar, Apr 19 () A unique COVID-19 response mechanism has come up in Srinagar to help people in distress during the prolonged lockdown to fight the pandemic and provide a one-stop solution to matters ranging from real-time tracking of cases to availability of essential commodities.The Emergency Response and Management Centre (ERMC), which could be the first such mechanism in the country, is a brainchild of Srinagar's Deputy Commissioner Shahid Iqbal Choudhary. It was inaugurated by Lt Governor of Jammu and Kashmir G C Murmu on Friday evening remotely from Jammu."After we detected the first COVID-19 case in Srinagar on March 18 and observed the problems faced by the healthcare staff in keeping a watch, we thought of making use of technology. Discussed it with the Information Technology team and we had an app ready," the 39-year-old officer told here."Similarly, while enforcing lockdown, we were flooded with calls about various needs of people. While a large number were addressed, many still went unnoticed because of the enormous amount of workload."Half a dozen helplines for specific sectors were also making the response cumbersome. Therefore, it was decided to have an ERMC where one can get anything to everything from essential services to emergency response, essential commodities to grievance redressal and so on," he said.Choudhary, a 2009 batch IAS officer, said after taking over as the Deputy Commissioner his focus was to provide good governance and prompt, efficient and effective service delivery to citizens.In the changing paradigm post the COVID-19 outbreak, he fine-tuned his skills and made Information and Communications Technology (ICT) a vital tool for enabling service delivery in Srinagar."Now, when a COVID-19 patient is admitted, an app will be downloaded on his mobile phone which provides a monitoring mechanism to ensure that the person does not move around during his quarantine period. If there is some movement, an SMS will be generated automatically to the control room prompting the Rapid Response Team (RRT) to take immediate action. "This is necessary and through this app called 'JKCoVID' we will be able to keep a check on isolated patients effectively and ensure that there is no community infection," he said. The Srinagar control, room set up by him earlier last month, tracked 889 cases with undeclared or hidden travel histories with the help of "Talaash" app used initially by the administration here. The app also provided a self-reporting option and most of the tracked and quarantine patients were tested positive for COVID-19."We had to use whatever resources were available at that time. The time was slipping from our hands," said the officer, who has won the Prime Minister's Award for Excellence in Public Administration, National Award for Best Electoral conduct from the Election Commission and National Award for e-Governance presented by the Ministry of Personnel and National Award on women empowerment.Choudhury, who has a Bachelor in Veterinary Science and Animal Husbandry and a diploma from THE Indira Gandhi National Forest Academy of Dehradun, feels that this may ease extra burden on the medical staff who can concentrate on more serious cases rather than keeping a watch on people in quarantine.The app will also allow other people to get a quick check-up after answering a few queries which have been designed on the basis of questionnaires devised by medical experts dealing with the COVID-19 pandemic."On the basis of a score regarding their health obtained through the app, people are categorised according to their scores. People with low or moderate scores are advised accordingly through the app, while those with high scores are contacted by medical teams at the control room and necessary action is taken," The deputy commissioner said.Hailing from a remote village in Budhal tehsil of Rajouri in Jammu near the Line of Control (LoC), Choudhary has the distinction of being the first IAS officer from the region."As I said earlier, you can get anything to everything which is required by a common person during such a situation. Be it baby food, diapers, vegetables, food grains, medicines, hospitalisation, car breakdown, the call centre would be providing it in a stipulated time," he said. This can also be used for lodging a grievance in which a person can call an executive at the call centre and after receiving the details about the caller and the nature of grievance, the same is entered into the system which generates a number along with the estimated time of its redressal."If it's not solved, the grievance escalates to the next officer and finally reaches me, incase both the levels fail," Choudhary said.The ERMC will also provide psychological and psychiatric counselling to people where the identification of the caller would be kept a secret.He said the call centre and the real-time integrated management system has been established by the Srinagar district administration for comprehensive and seamless management of the COVID-19 situation in the district.Choudhary feels that the mechanism will help in monitoring all the operations of quarantine and isolation centres from district control room, thus enabling the officers to make quick decisions based on real-time data received from these centres.He said the aim of this initiative is to provide a one-stop solution to matters surrounding the COVID-19 situation in the district.
