The Indian government is amending the Telegraph Act and the Prevention of Money Laundering Act (PMLA), to include Aadhaar in the e-KYC options under the Telegraph Act. Similarly, it will allow people to link their Aadhaar and bank accounts for KYC, but on a voluntary basis under the PMLA act. The Ministry of Electronics and Information Technology had recently floated a proposal to recognize a “virtual ID” so people will not have to disclose their original Aadhaar number. The authentication through Aadhaar will be permissible for mobile phone SIM cards and obtaining new bank accounts, IANS reported citing a government source. “But this shall not be the only option. Apart from Aadhaar KYC, passport and any other document the government may notify can also be used," said the source. Earlier this year, the Supreme Court of India revoked the rights of all private companies to access Aadhaar database for authentication. The order to de-link the Aadhaar database from e-KYC came as a major setback for telecom operators and banks in India that had come to rely on Aadhaar data to fulfill regulatory requirements such as “Know Your Customer” and increasing their customer acquisition costs. The proposed amendments are aimed at providing the necessary legal safety that will help the government to detect cases of money laundering, ET reported citing government officials. India has also decided to give a parallel platform for digital authentication which has been named as "offline verification" through which authentication can be done by using QR code. In addition, children’s Aadhaar data use will require parental consent. Since the Supreme Court ban, the number of Aadhaar-related authentications fell by nearly a third to 824 million in November compared to March this year. India will amend laws to allow voluntary submission of citizens’ biometric Aadhaar ID to private companies

<ul><li>The supreme court’s verdict on the <keyword id="3301209" type="PERSON" weightage="20" keywordseo="Aadhaar-Act">Aadhaar Act</keyword> removed Section 33 (2), Section 47, and Section 57 as being unconstitutional.</li><li>The court has also directed all private companies to delete their storage of customers’ Aadhaar details. </li><li>But, the Aadhaar card is still mandatory for all taxpayers since it’s required to file income tax returns (ITR).</li></ul>The Supreme Court of <keyword id="3658" type="COUNTRY" weightage="20" keywordseo="India">India</keyword> (SC) <a href="https://www.businessinsider.in/the-aadhaar-id-programme-is-here-to-stay-but-with-some-modifications/articleshow/65961826.cms">deemed the Aadhaar act</a> to be constitutional yesterday, but did <a href="https://www.livelaw.in/breaking-sections-33247-national-security-exception-gone-private-entities-cannot-demand-aadhaar-data/">remove sections</a> that it thought violated the right of Indian citizens. And, while participating in the world’s largest biometric database is now voluntary to a certain extent, millions of citizens have already enrolled and submitted their authentication details to third parties. That being said, the supreme court has directed <keyword id="6379816" type="UNKNOWN" weightage="20" keywordseo="telecom-operators">telecom operators</keyword> and banks to delete the biometric data that they had collected from their customers so far. It even cited the Department of Telecom’s (DoT) circular on the re-verification of phone numbers with Aadhaar details as unconstitutional.

 Sections struck down The SC removed three sections from the Aadhar Act. Section 33 (2) allowed data to be disclosed in the interest of national security. The government or allied institutions could obtain an individual’s biometric data if they were a suspected as threats. The removal of this section means that are no exceptions to individuals not being forced to disclose their authentication data, which includes their Aadhaar biometrics. Section 47 was a cause of concern because any Aadhaar data breach would only be recognised as a criminal offence if reported by an officer at the Unique Identification Authority of India (UIDAI). With this section off the Aadhaar Act, even individuals have the power to register criminal offences under the legislation. The removal of Section 57 will probably have the impact on day to day life with it no longer being ‘mandatory’ for citizens to share their data with any third-party. Aadhaar is still a valid form of identification, but it’s no longer a prerequisite to obtaining third-party services. Basically, any body, corporate or person is no longer allowed to establish the identity of an individual. Daily hustle However, taxpayers are still going to be need their Aadhaar details to register for a Permanent Account Number (PAN) and file their income tax returns (ITR). But, there’s no longer a need for people to link their Aadhaar cards to their bank accounts. Banks can longer cite Aadhaar as a prerequisite for know-your-customer (KYC) authentication. Telecom operators, no only have to delete all that they’ve been hoarding in the past, but even they can’t push for Aadhaar authentication when issuing SIM cards. In a breath of relief for parents, schools can’t ask for Aadhaar card authentication either. NET, CBSE, and UGC applications no longer need it to appear for their respective examinations. This comes in after NET has been implementing mandatory Aadhaar details, without which the application process wouldn’t be validated. Children will also be exempted from needing a Aadhaar card on all fronts. Public sector schemes will remain accessible to them even without a card. The experts and public seem divided on their opinion about these changes. While some think that it’s a step in the right direction, others believe that the dilution of the Aadhaar Act won’t address its underlying problems of privacy.

What does the supreme court verdict on Aadhaar mean for Indian citizens?

The 323-square-foot e-smoking section is operated by e-cigarette manufacturer Gamucci, and is located in the International Departures Lounge at Heathrow Terminal 4, next to the duty free shops, <a href="http://www.telegraph.co.uk/travel/travelnews/10480791/Fliers-in-favour-of-e-cigarette-vaping-zones.html">The Telegraph reports</a>.

E-cigarette smoking is on the rise, with the Medicines and Healthcare Products Regulatory Agency in the UK estimating 1.3 million users as of this year. 
Heathrow continues to maintain designated sections to smoke traditional cigarettes outside the terminal, while allowing e-cigarette smoking in just one indoor area so far. 
But not everyone's happy about the compromise. The British Medical Association told The Telegraph that smoking e-cigarettes indoors should be banned along with traditional cigarettes. Otherwise, it makes "cigarette use seem normal in public and at work."

In addition, Section 33(2) of the act, which mandates disclosure of Aadhaar details for the purposes of national security was scrapped. </li></ul>After four months and 38 days of hearings, the matter has been laid to rest. On 26 September, a five-member bench of India’s Supreme Court, led by outgoing chief justice Dipak Misra, upheld the constitutional validity of the Aadhar ID programme, voting 4-1 in favour of the scheme, and allowed its passage as a money bill. In a verdict read by Justice AK Sikri, the scheme was said to empower the marginalised sections of Indian society. The bench also found that the Unique Identification Authority of India (UIDAI), the government agency in charge of the scheme, had taken adequate measures to prevent the card from being duplicated. Enrollment in the programme was also made necessary for filing tax returns through linking with PAN cards. However, in light of the threats to an individual’s privacy, a number of provisions of the Aadhaar Act of 2016 were struck down. Section 33(2) which mandates disclosure of Aadhaar details for the purposes of national security was scrapped, as was Section 57, under which private companies are allowed to ask for a citizen’s Aadhaar details in order to provide services. This means that Indians don’t have to hand over their Aadhaar info when opening up bank accounts or getting a mobile subscription. Infact, telecom companies have been ordered to delete all the Aadhaar details of their customers. Additionally, educational institutions will not be allowed to ask for the Aadhaar details of prospective students. An expected outcome? While it may have seemed far from a foregone conclusion, there was no way that the Supreme Court could undo the world’s largest biometric identification programme and make the government start from scratch, especially in light of the scheme’s progress so far and the amount invested, which is estimated at around ₹88 billion. Despite the amount of data leaks and growing privacy concerns, the scheme has enrolled 1.2 billion Indians and allowed a lot of people to access government services. In retrospect, the scheme was always going to be modified to incorporate <keyword id="145060" type="ORGANIZATION" weightage="20" keywordseo="data-security">data security</keyword> protocols and to allow citizens the option of enrolling. The modifications to the scheme also reflected a landmark decision made by the Supreme Court in August last year, when it declared that privacy was a fundamental right.

I'm reliably informed that the Scotland Act 2016 section 2 says that you cannot interfere with devolved Scottish matters, they must be determined by the Scottish parliament."Here is <a href="http://www.legislation.gov.uk/ukpga/2016/11/section/2/enacted">what the Scotland Act actually says</a>:"... it is recognised that the Parliament of the United Kingdom will not normally legislate with regard to devolved matters without the consent of the Scottish Parliament."Of course, Scotland is hardcore pro-Remain territory. Sturgeon and the SNP wants to keep Scotland in the EU. Given a chance, there is no way the Scottish parliament would vote for Brexit. So does Brexit breach the "devolved matters" requirement that would give Edinburgh the legal power to withhold its consent for Brexit? Experts' opinions are mixed. The House of Lords has received legal advice indicating that the UK government in <a href="http://www.publications.parliament.uk/pa/ld201516/ldselect/ldeucom/138/138.pdf">Westminster would have to get a vote from the Scottish parliament in order to execute a Brexit</a>:"We asked Sir David [Edward] whether he thought the Scottish Parliament would have to give its consent to measures extinguishing the application of EU law in Scotland. He noted that such measures would entail amendment of section 29 of the Scotland Act 1998 [reaffirmed in the Scotland Act 2016], which binds the Scottish Parliament to act in a manner compatible with EU law, and he therefore believed that the Scottish Parliament's consent would be required."Here is some <a href="http://www.publications.parliament.uk/pa/ld201516/ldselect/ldeucom/138/138.pdf">more detail on that</a>:"Baroness Suttie: ... I have a specific question to Sir David, if I may. Do you think that the Scottish Parliament would be likely to grant legislative consent? If they did not, what would be the consequences?""Sir David Edward: The formal consequence is this. Under Section 29 of the Scotland Act 1998 the Scottish Parliament is bound by EU law, and, ditto, under Section 57(2) the Scottish Government are bound by EU law. Under the Scotland Bill [2016] that is going through Parliament at the moment, the Sewel convention will be recognised in Section 2 if it becomes an Act. Therefore, as I see it, you would have to amend the Scotland Act and, therefore, you would have to have legislative consent from the Scottish Parliament."And the <a href="http://www.publications.parliament.uk/pa/ld201617/ldselect/ldconst/44/44.pdf">House of Lords Select Committee on Article 50 published this footnote</a>, which strongly suggests that the consent of the Scottish Parliament would be required:<div class="KonaFilter image-container display-table"><div><div class="image on-image"><a href="http://www.legislation.gov.uk/ukpga/2016/11/section/2/enacted">http://www.legislation.gov.uk/ukpga/2016/11/section/2/enacted</a></div></div></div>The key to the entire debate is the word "normally" in the text of the 2016 act. Some legal experts say that Brexit is not a "normal" circumstance and thus the UK government retains the power to legislate for Scotland. Westminster has always reserved that power for itself, although via devolution has allowed Scotland to conduct its own affairs.<a href="https://andersonstrathern.co.uk/news-insight/article-50-legal-challenges-an-update/">Fiona Killen, a Partner at Anderson Strathern, believes that Scotland can't withhold</a> its consent:"However, both the Scotland Act 1998 (s28(8)) and the preceding convention contain the word "normally" in relation to circumstances in which the consent of the Scottish Parliament would be sought.""As reflected in section 28(7) of the Scotland Act 1998, the devolution of power to Scotland was not an absolute transfer of power, but rather a sharing of power, with the UK Parliament retaining the absolute power to legislate in devolved areas. Section 28(8) remains subject to section 28(7) which states that "This section does not affect the power of the Parliament of the United Kingdom to make laws for Scotland"."But it is complicated. Prof. <a href="https://publiclawforeveryone.com/2016/06/26/brexit-can-scotland-block-brexit/">Mark Elliott of the University of Cambridge thinks Scotland can't block Brexit</a>. Its biggest weekend to date.</li><li><a href="https://www.businessinsider.com/?hprecirc-bullet">Visit Business Insider's homepage for more stories</a>.</li></ul>Paramount finally has a box office winner, and it's thanks to a video game character and Jim Carrey wearing a silly mustache.Following duds like "Gemini Man," "Terminator: Dark Fate," and most recently "The Rhythm Section," the studio is atop the domestic box office this Presidents' Day weekend with "Sonic the Hedgehog."The family-friendly movie brought in an estimated $57 million on over 4,100 screens ($68 million by Monday). That's quiet a performance for a movie that Paramount only projected in the low $40 million range for the weekend.It also is a nice rebound for a title that out of the gate was bashed for its portrayal of the iconic gold ring-loving character, Sonic. The CGI blue speedster had a <a href="https://www.businessinsider.com/sonic-the-hedgehog-movie-to-change-after-backlash-2019-5">different facial look</a> in the movie's original trailer which led to an uproar online. The visual effects artists went back to the drawing board and created a version more true to how Sonic looks in his video games, which Sega launched in the early 1990s (Jim Carrey portrays the game's villain, Dr. Ivo Robotnik). The movie was pushed from a November 2019 release to this weekend so the team had enough time to redo Sonic.With the $57 million opening, the <a href="https://www.boxofficemojo.com/release/rl4244997633/?ref_=bo_hm_rd">$85 million-budgeted</a> "Sonic" has the best opening weekend ever for a video game adaptation, passing Warner Bros.' 'Sonic the Hedgehog' has the biggest opening weekend ever for a video game movie with $57 million

<ul class="summary-list"><li>Ukraine showed its drones can strike advanced aircraft at air bases inside Russia. </li><li>Ukraine appears to be systematically attacking airbases with drones.</li></ul>A recent Ukrainian drone strike appears to have damaged one, possibly two, of Russia's rare stealth fighters in an airbase deep inside Russia, highlighting a problem for the Russian Air Force.No matter how many aircraft it has, those planes have to be parked somewhere. And even hundreds of miles inside Russia, those airbases can be attacked by cheap drones."Kyiv appears to be pursuing a clear strategy to force the VKS to either vacate its bases within several hundred miles of Ukraine's borders or dedicate an inordinate quantity of air defense systems to defending them," wrote Justin Bronk, an airpower expert, in an <a target="_blank" href="https://www.rusi.org/explore-our-research/publications/commentary/damaged-su-57-emphasises-vulnerability-russian-airbases-near-ukraine">essay</a> for the Royal United Services Institute, a British think tank.Where to base combat aircraft is always a dilemma. The closer they are to the front line, the more ordnance they can carry rather than fuel, and less time is wasted flying back and forth from base to battlefield. But this exposes them to rocket and drone attack, as Ukraine demonstrated in 2022 and 2023 with <a target="_blank" href="https://www.yahoo.com/news/media-least-24-aircraft-russia-190222156.html">strikes</a> against Russian jets and helicopters on the ground, many of which were parked on airfields that were close to the Ukrainian border, though others were deeper inside Russia.But these were pinprick attacks designed to embarrass the Kremlin and demonstrate that nowhere in Russia is safe from Ukrainian attack. Now, Ukraine appears to be systematically attacking airbases with drones, much as it used long-range American-made <a target="_blank" href="https://www.reuters.com/world/europe/ukraine-says-it-has-destroyed-50-ammunition-depots-using-himars-war-with-russia-2022-07-25/">HIMARS</a> guided rockets in 2022 to dismantle Russian logistic and command networks.Details are murky about what exactly happened to the <a target="_blank" href="https://www.airforce-technology.com/projects/sukhoi-su-57-felon-fighter-jet-russia/?cf-view">Su-57</a> (NATO code name: "Felon") stealth fighters parked at the Akhtubinsk airbase in southern Russia, near the city of Volgograd (formerly Stalingrad) and about 370 miles from Ukrainian territory. Ukrainian intelligence released images earlier this month that appeared to show a Su-57 —parked in the open — that was allegedly damaged by long-range Ukrainian drones, and a top official <a target="_blank" href="https://www.twz.com/air/su-57-felon-struck-deep-inside-russia-ukraines-spy-agency-claims">claimed</a> a second may have been damaged in the same attack."It is unclear how much damage the Su-57 in question has sustained," Bronk noted. "The satellite photo appears to suggest that two relatively small explosions occurred within around 3–5 meters [10 to 16 feet] of the aircraft, which was parked on an outdoor concrete hardstand."The aircraft didn't appear to catch on fire, suggesting the damage wasn't catastrophic, perhaps to be expected from small drones with small warheads. On the other hand, the plane did appear to have suffered damage to its nose and tail, which is no small matter for fragile high-performance aircraft."Shrapnel damage to the rear section might be relatively easy to repair with an engine change and replacement horizontal and vertical stabilizers, but shrapnel damage of any significance to the nose section would be much more serious," wrote Bronk. "It would likely cause damage to the radar array(s), Infra-Red Scan and Track sensor, and cockpit, as well as instruments and electronic systems critical to the functioning of the whole aircraft."One interesting question is why the drones weren't neutralized by Russia's massive jamming capability, which has <a target="_blank" href="https://www.nytimes.com/2024/05/25/world/europe/us-weapons-russia-jamming-ukraine.html">neutralized</a> many GPS-guided rockets and glide bombs supplied by the West, and disabled numerous Ukrainian radio-controlled <a target="_blank" href="https://www.businessinsider.com/ukraine-civilian-drones-it-relies-on-losing-effectiveness-against-russia-2024-1">drones</a>. Leveraging the Soviet Union's vast investment in electronic warfare, Russia has used mobile and fixed jammers to saturate the airwaves up and down the 600-mile-long front line. The Akhtubinsk attack suggests that Russian electronic warfare capacity has sufficient breadth to cover the front, but not depth to protect the Russian interior.In itself, the recent Ukrainian strike was no more than a symbolic blow against a symbolic foe. Russia has perhaps a dozen Su-57s, which is Moscow's answer to the US F-22 and F-35 stealth fighters. Much like Russia's vaunted T-14 Armata, the Su-57 has been <a target="_blank" href="https://www.businessinsider.com/fifth-generation-jets-made-ukraine-war-russia-su-57-missing-2023-10">conspicuous by its absence</a> from the Ukraine war. This probably reflects <a target="_blank" href="https://www.businessinsider.com/russia-keeps-new-weapons-ukraine-fears-reputational-damage-losing-them-2024-3">fear of embarrassment</a> from losing an advanced weapon — and perhaps a lack of confidence that the capabilities of these weapons won't match the rhetoric.What has been hurting Ukraine over the last six months are massive numbers of glide bombs dropped by older Su-34 and Su-35 jets. Stealth fighters aren't needed for Russia's un-stealthy strategy: obliterate <a target="_blank" href="https://www.bbc.com/news/articles/cz5drkr8l1ko">Ukrainian defenses</a> with glide bombs, then send in poorly trained convict-infantry to mop up. It's a crude, costly approach that nonetheless has enabled Russia to capture some small chunks of territory.Even with American-made <a target="_blank" href="https://www.reuters.com/world/europe/ukraine-get-its-first-f-16-jets-june-july-says-kyiv-military-source-2024-05-10/">F-16 fighters</a> arriving soon, Ukraine's air force probably can't drive off Russian jets lobbing glide bombs from 50 miles behind Russian lines, safe behind ground-based air defenses. Ukraine proves it can target the Russian air force's weakest link

The <keyword id="6357808" type="ORGANIZATION" weightage="100" keywordseo="Enforcement-Directorate">Enforcement Directorate</keyword> (ED) has said that former liquor baron <keyword id="14678" type="PERSON" weightage="100" keywordseo="Vijay-Mallya">Vijay Mallya</keyword>, who fled India to avoid repaying millions of dollars of loan to Indian banks, had laundered more than Rs 1,300 crore using 13 shell companies in countries like US, Ireland, Mauritius and France. The latest indictment was made in the charge sheet that ED filed on June 14 in the <keyword id="6355008" type="UNKNOWN" weightage="100" keywordseo="money-laundering">money laundering</keyword> case that involves a loan of about Rs 900 crore from IDBI-KFA bank. Other than <keyword id="6373968" type="PERSON" weightage="100" keywordseo="Mallya">Mallya</keyword>, there are eight more people indicted in the 57-page long charge sheet for their alleged roles in the case. The charge sheet was filed under various sections of the Prevention of Money Laundering Act (PMLA) and was presented before a special anti-money laundering court in Mumbai. Mallya, who has been in the UK since March 2016, was arrested by Scotland Yard on April 18 this year, and India has been trying to extradite him from the UK for the loan fraud cases.
