In the wake of protests against the Centre's Agnipath scheme, the <keyword id="11900977" type="General" weightage="100" keywordseo="gurugram" source="Orion">Gurugram</keyword> district administration on Friday imposed Section 144 <keyword id="90013" type="General" weightage="80" keywordseo="crpc" source="Orion">CrPC</keyword> as a precautionary measure to maintain law &amp; order. "Orders were issued as a precautionary measure to maintain the law &amp; order situation in district Gurugram," SDM Gurugram Ankita Chowdhary said. Section 144 of CrPC restricts the assembly of four or more persons in the district. Violators will be punished under Section 188 of the IPC. Demonstration was reported in Gurugram's Farrukhnagar Road in Chandu and <keyword id="6889440" type="General" weightage="50" keywordseo="pataudi-road" source="Orion">Pataudi Road</keyword> on Friday morning. Around 100 people tried to block the Gurugram-Jhajjar Road and Pataudi Road but were removed by the police. Assistant Commissioner of Police, Sadar, <keyword id="953334" type="General" weightage="50" keywordseo="aman-yadav" source="Orion">Aman Yadav</keyword> who was stationed at the Rajiv Chowk along with the force, said "Adequate police force has been deployed in view of the protest. No one will be allowed to disrupt law and order in the city. Traffic movement on the Delhi-Jaipur expressway is smooth".

The government imposed Section 144 near the Parliament and deployed nearly 700 security personnel outside the JNU campus — in anticipation of the protest. Despite the partial fee rollback, students have been protesting over hostel fee and curfews. The student union claims that the institute’s decision to raise hostel, mess and security fee by 400% — is unfair. "At a time when fee hikes are rampant across the country, students have emerged as the first line of defence for inclusive education. We invite all students of Delhi, to join us as we march on foot from JNU to Parliament on the first day of the winter session of Parliament," the JNUSU said. But not many have been coming out in support of the protest. “There are 8,000 students in the university and at least 6,000 of them want to attend classes. But 200 or so students are not allowing them and have created an atmosphere of terror,” a JNU professor <a href="https://timesofindia.indiatimes.com/city/delhi/jnu-fee-hike-protests-live-updates-students-to-march-to-parliament-today/liveblog/72103170.cms">told</a> the Times of India. The agitation has forced the Ministry of Human Resource and Development (MHRD) to form a three-member high powered committee to look into the matter. The university administration <a href="https://www.news18.com/news/india/jnu-students-say-academic-emergency-at-varsity-demand-vcs-removal-as-teachers-extend-support-2382953.html">hiked</a> the hostel mess security fee from ₹5,500 to ₹12,000, adding a service charge worth ₹1,700. It also increased the charges of a single room from ₹20 to ₹600 per month and to ₹300 for a double bed room which is to be shared. However last Thursday on November 14, the institution announced a partial rollback, reducing the charges for single room to ₹ 200 per month and ₹100 for a shared double room. Added to this, hostel curfews and a dress code also did not resonate well with the students. The university mandated 11 pm curfew for hostel students. JNU students march to Parliament defying Section 144 imposed by the government

Delhi Police on Thursday imposed prohibitory orders under CrPC Section 144 near the <keyword id="6380456" type="LOCATION" weightage="20" keywordseo="red-fort">Red Fort</keyword> ahead of a protest against the amended Citizenship Act, officials said. Lahori Gate, Kashmere Gate and Kotwali police stations will come under this order, they said. Police has already denied the permission for the protest near the Red Fort citing law and order issues, but the protestors said they will go ahead with the march.

 Kashmiri students have boycotted a lunch invite from the central government to express their protest, according to IANS. And, in spite of Modis promise that normalcy will return to the valley during the festival, food and ration shops are open only in certain areas. The same applies to ATMs as well. Nonetheless, the government is trying to ensure that people have round the clock access to basic amenities, like electricity and water, with staff on standby in case there’s a breakdown. Students protest Nearly 250 students at the Aligarh Muslim University (AMU) have stated that they will not be attending the festivities organised at the university’s guest house. Other students in the Kashmir Valley have also stated that they will be staying away from any kind of festivities on campus. Jammu and Kashmir governor, Satya Pal Malik, recently sanctioned ₹1 lakh to organise Eid festivities in the valley. But according to the students at AMU, the money is given to buy their consent. "We take this as an opportunity to reject Delhi's authoritarianism and drama played in Parliament on August 5," they said in a statement. Restrictions and Section 144 The Jammu and Kashmir administration had eased the prohibitory orders in Kashmir Valley for the past few days for people to make purchases for Eid. And, while there have been no reports of violence on Sunday, Section 144 has been reinstated in certain areas. Even in Srinagar, restrictions were reinstated on Sunday afternoon. "As per the order, there shall be no movement of public and all educational institutions shall also remain closed. There will be a complete bar on holding any kind of public meetings or rallies during the period of operation of this order. Identity cards of essential services officials will be treated as movement passes wherever required. However, there is no curfew in place as reported in a section of media," an official statement said as reported by IANS. The government had already deployed an additional paramilitary personnel of 10,000 in the state. According to <a href="https://timesofindia.indiatimes.com/india/security-deployment-at-vital-installations-in-kashmir-increased-political-parties-hold-meeting-top-developments/articleshow/70524096.cms">reports</a>, riot control vehicles too have been deployed in the state. <keyword id="7948376" type="UNKNOWN" weightage="20" keywordseo="leaders-under-house-arrest">Leaders under house arrest</keyword> The state’s top political leaders were placed under house arrest late Sunday night. Former Chief Minister Omar Abdullah took to Twitter to write about the imminent house arrest. “I believe I’m being placed under house arrest from midnight tonight &amp; the process has already started for other mainstream leaders. No way of knowing if this is true but if it is then I’ll see all of you on the other side of whatever is in store. Allah save us,” he wrote on Twitter. His rival, and a former Chief Minister, Mehbooba Mufti wrote, “How ironic that elected representatives like us who fought for peace are under house arrest. The world watches as people &amp; their voices are being muzzled in J&amp;K. The same Kashmir that chose a secular democratic India is facing oppression of unimaginable magnitude. Wake up India.” Life comes to a standstill Internet services have been suspended since Sunday night in the state. Meanwhile, education institutions in the state too have been asked to remain shut from today until further orders. Kashmir university exams which were supposed to take place from August 5 to 10 have been postponed, according to IANS. However, according to ANI, schools and colleges will reopen today in Ladakh as restrictions under Section 144 CrPC have not been imposed in the region. Security meeting in Pakistan In Pakistan, Prime Minister Imran Khan called for a <a href="https://www.dawn.com/news/1498058/nsc-meeting-pakistan-to-respond-to-any-misadventure-aggression-by-indian-forces">meeting</a> of the National Security Committee to discuss the developments along the border and reportedly, react to any steps taken by the Indian military. While Pakistan alleged that the Indian army used cluster bombs along the Line Of Control, the Indian army has said it was to foil an attempt by Pakistan’s Border Action Team (BAT) to cross over to the Indian side of the border. "Pakistan army regularly attempts to push terrorists through infiltration and opens up with multitude of weapons to assist them. India, during numerous Directorate of Military Operations-level talks, has maintained the right to respond. Such responses are only against military targets and infiltrating terrorists who are aided by Pakistan Army. Allegations of firing of cluster bombs by India is yet another Pakistan's lie and deception," <a href="https://www.indiatoday.in/india/story/indian-army-pakistan-cluster-bombs-ammunition-loc-kashmir-1576890-2019-08-03">the Indian army said in a statement.</a> Cabinet meeting in India Meanwhile, in Delhi, Union Minister Amit Shah is said to have held a security meeting including National Security Adviser Ajit Doval to discuss the situation in Kashmir. Other senior officials at the meeting included, Home Secretary Rajiv Gauba, Intelligence Bureau chief Arvind Kumar, Research and Analysis Wing (RAW) chief Samant Kumar Goel.
