The centre said that it will hire as many as 1,300 engineers for the valley’s first metro project, in a move that will boost infrastructure as well as employment. The project will hire across domains like architecture, telecommunications, traffic management, signal electronics and civil engineering, TOI<a href="https://timesofindia.indiatimes.com/india/srinagar-metro-to-absorb-1300-engineers-others/articleshow/70579874.cms"> reported</a>. This is good news for the heavily qualified yet unemployed youth in the state. According to the Directorate of Employment, around 150,000 postgraduates and doctorates in Jammu &amp; Kashmir are jobless. Cheaper metro fares The 25 km long metro will connect Indira Nagar to HMT Junction and Hamzuri Bagh to Osmanabad through Srinagar. The fares of this metro will also be cheaper at 1.5 times that of a bus — unlike other metros across the country. The metro project is expected to cost ₹5,108 crore — and nearly 21% of it will be funded by the centre. The Jammu and Kashmir government will also infuse equal amount into the project. Once operational, the government is expecting a return of investment of ₹146 crore from the project, in the first five years. “Revenue for the <keyword id="7960419" type="COMPANY" weightage="20" keywordseo="Srinagar-Metro">Srinagar Metro</keyword> will mainly consist of farebox collection and non-fare box sources such as parking, taxes, advertisements, and property development,” TOI reported citing the Detailed Project Report (DPR) of Srinagar. In July, <keyword id="2773123" type="PERSON" weightage="20" keywordseo="Satya-Pal-Malik">Satya Pal Malik</keyword>, the Governor of Jammu and Kashmir government announced the ‘Light Rail Transit Systems’ for Jammu and Srinagar. <a href="https://www.greaterkashmir.com/news/kashmir/light-rail-transit-systems-for-srinagar-jammu-to-be-completed-in-four-to-five-years-govt/">Rail Indian Technical and Economic Services</a> (RITES) will take over the project. The tender is expected to be released by the end of August. Indian government to ‘reorganise’ Jammu and Kashmir — plans to hire 1,300 engineers for its first Metro project

In a move deemed as a very significant one in the face of Indian democratic governance, the Rajya Sabha approved the Jammu and Kashmir <keyword id="7821367" type="UNKNOWN" weightage="20" keywordseo="reservation-bill-2019">Reservation Bill 2019</keyword> after the amendments were approved by the Lok Sabha two days earlier. Here are the highlights of what we must know about the Jammu Kashmir Reservation Bill 2019. What has changed now The present bill replaces the Jammu and Kashmir Amendment Ordinance 2019 which was issued earlier on March 1, 2019. This bill gives room for some amendments in the Jammu and Kashmir Reservation Act passed in 2004 that aims to get the people residing in the areas near the international border within the purview of reservation on par with the people residing in the areas adjacent to the Actual Line of Control (ALoC). Who the bill will benefit As per the earlier bill, 3% reservation was allowed for the youth residing within 6 kms of the line of control in Jammu and Kashmir. As per the new amendments, this provision will be extended to the people living near the international border too. This measure will come to benefit the people living in Jammu, Samba and Kathua regions. Notably, the people inhabiting these regions have been pressing the government for so long to give this concession as they are confronting the impacts of cross-border firing in the Jammu and Kashmir region. At the same time, the compulsory 7 year service provision will also be applicable for the people living near the international border. How is the change effected By virtue of the Presidential order, the cabinet implemented the 77th constitutional amendment of 1995 to Jammu and Kashmir in order to give the benefits of reservation in promotion in the government services to the scheduled castes and scheduled tribes. In addition, the cabinet applied the 103 constitutional amendment of 2019 to Jammu and Kashmir that sanctioned 10% reservation to the economically backward segments of people in the general category. The setting in J&amp;K When the BJP withdrew its support to the PDP in November 2018, the Governor <keyword id="2773123" type="PERSON" weightage="20" keywordseo="Satya-Pal-Malik">Satya Pal Malik</keyword> dissolved the Jammu and Kashmir Assembly. With this move, the state came under the president’s rule. Due to security reasons, elections were not conducted so far here. Amidst this background, the parliament passed this bill and the parliament’s upper house gave its consent to extend the president’s rule in Jammu and Kashmir for the next six months. What is the controversy now While passing the Jammu and Kashmir Reservation Bill 2019, the central government claims that the given constitutional amendment was recommended by the State Administrative Council (SAC) under the leadership of Satya Pal Malik, the present governor for Jammu and Kashmir. None has questioned the decision of the government with regard to the latest amendment to favor the SCs, STs and EWS. However, there is an opposition to the way it has been accomplished. New Delhi, Apr 29 () Goa Governor Satya Pal Malik has expressed concern over the state's economy coming to a near collapse amid coronavirus crisis and urged the Centre to resume mining activities in the state.In a letter to Home Minister Amit Shah, Malik said "the present outbreak of COVID-19 has severely dented the other main stay of our economy i.e. tourism industry, thereby bringing the state economy to the near collapse".He further said that with the tourism industry hit, it has become utmost important to pursue the matter of resumption of mining in the state with the central government, and the focus should be on legislative cure."I earnestly request your kind intervention for favourable action in the interest of the state," the governor wrote.Stating that mining and tourism are the two main stays of the state's economy, the governor said that pursuant to the order of the Supreme Court on February 7, 2018, the mining in the state came to a complete halt which resulted in the loss of revenue. More than 1.5 lakh people who were directly or indirectly dependent on mining lost their source of livelihood, the letter said."To discuss the resurrection of Goa's economy in wake of COVID-19, I had convened a meeting with the chief minister, Pramod Sawant, and the chief secretary...during which necessity of mining resumption was discussed at length," he said."Pursuant to my meeting, the chief minister has written to you for early resumption of mining," the Malik said.Goa Mining People's Front (GMPF), representing the cause of lakhs of people gainfully employed in the mining industry in the state, on Wednesday expressed its gratitude towards Malik and Sawant, for taking up the cause towards protection of livelihood of Goans. Another rumour says that the state will deploy troops to control law &amp; order once the order is passed. Yet another fake news says that Article 35A has been scrapped, that Jammu is a separate state. And also that Kashmir and Ladakh have turned as union territories. He added that there was no such order came from the government. Meanwhile, ANI reported that the Divisional Commissioner of Kashmir, Baseer Ahmed Khan has said, “No schools in the district have been closed. I appeal to people to not believe any rumours. People should contact their concerned deputy commissioners for reliable information.” Fake orders too? After the clarification from the governor, former Chief Minister of J&amp;K Omar Abdullah took to Twitter to express his concern on the necessity to crackdown on fake orders that are circulating in the state. “This is a very serious matter raised by the Governor. Fake orders were circulated under the signature of senior government officers. This is not something that can be dismissed with a simple sound byte. The CBI must be asked to investigate these fake orders and their origin,” Abdullah said.

Students protest Nearly 250 students at the Aligarh Muslim University (AMU) have stated that they will not be attending the festivities organised at the university’s guest house. Other students in the Kashmir Valley have also stated that they will be staying away from any kind of festivities on campus. Jammu and Kashmir governor, Satya Pal Malik, recently sanctioned ₹1 lakh to organise Eid festivities in the valley. But according to the students at AMU, the money is given to buy their consent. "We take this as an opportunity to reject Delhi's authoritarianism and drama played in Parliament on August 5," they said in a statement. Restrictions and Section 144 The Jammu and Kashmir administration had eased the prohibitory orders in Kashmir Valley for the past few days for people to make purchases for Eid. And, while there have been no reports of violence on Sunday, Section 144 has been reinstated in certain areas. Even in Srinagar, restrictions were reinstated on Sunday afternoon.
