A senior police official said that a team of Narcotics Cell went to Raju Park on Saturday for deportation proceedings of overstaying foreign nationals. The official said that at about 2:30 p.m., the team apprehended three African nationals whose visas had expired. "The team was trying to bring them to the police station but suddenly about 100 African nationals gathered there and obstructed the police team and in the meantime two of the detained African Nationals managed to escape. Later on, one Philip was successfully apprehended," the official said. The official said that again at about 6:30 p.m, a joint team of narcotics squad and Police Station Neb Sarai reached Raju Park in search of the overstaying foreign nationals and detained four African nationals including one woman namely <keyword id="16000924" type="General" weightage="50" keywordseo="kene-chukwu" source="Orion">Kene Chukwu</keyword> David Williams. A case under section 420/120B of IPC read with 14 Foreigners Act has been registered against the accused at Crime Branch, and passports have also been seized there. The accused Nigerians identified as Igwe Emmanuel Chimezie, Aziegbe John, <keyword id="16000923" type="General" weightage="50" keywordseo="queen-godwin" source="Orion">Queen Godwin</keyword> were held in second round of visit. But again about 150-200 African nationals gathered there. They were also trying to help the detained African nationals to escape but after sincere efforts, the police team succeeded to bring them in Police Station Neb Sarai. The official said that further the deportation proceedings for apprehended overstaying foreign Nationals are being taken up. After taking up various missions like bringing back black money stashed abroad, Swachh Bharat, Digital India and Make in India, the Narendra Modi-led government has embarked on another mission to repeal outdated and archaic laws. 
 
Prime Minister Narendra Modi has asked the Law Ministry to identify these laws and get it repealed through an Act of Parliament. Let’s have a look at six most weird laws in India: 
 
<keyword id="2123426" type="UNKNOWN" weightage="20" keywordseo="Indian-Motor-Vehicles-Act">Indian Motor Vehicles Act</keyword>, 1914: This Act requires that a person needs to have ‘well brushed teeth’ in order to be eligible to become an inspector in Andhra Pradesh. A person with dirty, pale teeth cannot become an inspector in the state! 
 
The <keyword id="75223" type="ORGANIZATION" weightage="20" keywordseo="Indian-Penal-Code">Indian Penal Code</keyword>, 1860 (Section 497): Under this law, a married man can ‘legally’ have sex with an unmarried girl, a divorcee or a widow. It will not be treated as adultery. 
 
If you wish to have sex with a married woman, you need to have her husband’s prior approval! The law states, “Whoever has sexual intercourse with a person who is and whom he knows or has reason to believe to be the wife of another man, without the consent or connivance of that man, such sexual intercourse not amounting to the offence of rape, is guilty of the offence of adultery, and shall be punished with imprisonment of either description for a term which may extend to five years, or with fine, or with both.” 
 
On the other hand, women have the special privilege of having as many extra marital affairs as they wish. This is how gender equality exists in our country.

Indian <keyword id="1936372" type="UNKNOWN" weightage="20" keywordseo="Sarais-Act">Sarais Act</keyword>, 1887: This Act makes it mandatory for an innkeeper to report to the nearest police station if someone falls ill at a hotel. The innkeeper is also required “to thoroughly cleanse the rooms and verandahs, and drains of the sarai (hotel), and the wells, tanks, or other sources from, which water is obtained for the persons or animals using it, to the satisfaction of, and so often as shall be required by, the Magistrate of the District, or such person as he shall appoint in this behalf.” 
 
Moreover, he must “remove all noxious vegetation on or near the sarai (hotel), and all trees and branches of trees capable of affording to thieves means of entering or leaving the sarai.”

The concerned civic road maintaining agencies shall erect the corresponding informatory sign boards indicating the speed limits at all prominent locations on the road/road stretches in their areas of jurisdiction for guidance and convenience of the road user/general public. This order has come into force with immediate effect from June 8. Unregulated plying of motor vehicles on a high speed on the roads of NCT of Delhi is endangering the life of motorists as well as other road users/commuters and it is necessary to regulate the speed of motor vehicles on the roads of NCT of Delhi for safety of motorists as well as other road users. Delhi revises maximum speed limit for motor vehicles

By Laxmi Devi New Delhi, Apr 15 () When she heard about the extension of the lockdown on Tuesday, Rabina Khatoon set out to get free ration from a fair price shop, but she could only reach home late Tuesday night as, she alleged, police stopped her despite showing them her ration card and supplies. Rabina, who lives in Sarai Kale Khan in the national capital, said she was forced to step out of her house and go to the shop in Bhogal area to collect her quota of PDS ration after Prime Minister Narendra Modi announced extension of the nationwide lockdown to contain coronavirus. She alleged that the police, strictly enforcing the lockdown order at an underpass near Nizamuddin Railway Station which connects Sarai Kale Khan, stopped her and did not allow her to go home despite showing her ration card and the supplies she was carrying on her head. Rabina claimed her pleas to the police to allow her to go home fell on deaf ears and she did not receive any help from the government after calling helpline number 1076 on Tuesday night. She said that she finally she managed to reach home late at night with help of a good samaritan who convinced police that she was his neighbour. Like Rabina, several ration card holders are reported to be facing problems in collecting ration from fair price shops, also called Public Distribution System (PDS), especially in areas near COVID-19 hotspot zones, where the police have tightened security. Even though the Centre has allowed one person from a family to go out to buy essential supplies, some of the policemen on the ground seem to be unaware of the exemption. As per the fresh guidelines issued for enforcing the second phase of lockdown, ration shops are allowed to operate by maintaining strict social distancing without any restriction on their timing of opening and closure. However these guidelines need to be disseminated to the enforcement authorities else the poor would suffer and die of hunger before the disease, said experts. The other solution to this problem is that local authorities should ensure home delivery of PDS ration which many states are already doing, they added. To ensure the poor do not go hungry during the lockdown period, the Centre is distributing free five kg rice or wheat per beneficiary and one kg of pulses per householder for next three months under the Pradhan Mantri Garib Anna Yojana (PMGAY). This quota is over and above the regular entitlement of five kg foodgrain per person under the National Food Security Act (NFSA) being given to over 81 crore beneficiaries in the country. Lockdown: Woman alleges she was stopped by police despite showing her ration card, supplies

New Delhi, May 4 () The Delhi government on Monday ordered the sealing of two branches of a private school in the national capital over violation of fee norms during the COVID-19 lockdown and lodging of an FIR against the management or operating heads of the schools. Following the directive, two branches of Apeejay School -- in Sheikh Sarai's Panchsheel Park and Saket -- were sealed on Monday. The school principals, however, denied the charge saying they were on the right side of the law. According to officials of Directorate of Education (DoE), the schools were issued show cause notice after it came to light that they have increased the fee illegally without taking cognisance of the prevailing situation in view of the announcement of lockdown by the central government. "The Delhi government has permitted to lodge an FIR and seal school buildings for such inhuman act beng committed by school managements in prevailing situation of such social emergency," a DoE official said. "Flouting the instructions, the schools have hiked the fees despite the enforcement of Disaster Management Act, 2005, and Delhi Epidemic Diseases, COVID-19 regulations, 2020, under the Epidemic Diseases Act 1897, for prevention and containment of COVID-19 and also without compliance of the mandatory provisions of Delhi Education Act, 1973," he added. Responding to the allegations, the Apeejay school management said, "We are on the right side of the law and interests of our students are paramount". Principal of Apeejay School, Panchsheel Park, said, "Regarding fee, all actions of our school are in conformity with communications received from the Directorate of Education. We have all requisite approvals from DOE to charge AY 2019-20 fee. We have certainly not forced or harassed our parents to pay the fee. In fact, we held out a helping hand to those in need, with scholarships. Almost 100 pc parents of Apeejay School, Panchsheel Park have paid the AY 2019-20 fee, voluntarily and majority have also paid the present monthly tuition fee". According to the Principal of the Saket branch, "Almost all parents are with us and understand the situation. Only a handful of parents have been complaining, motivated by vested interests. Unfortunately, the current Force Majeure situation has again promoted them to agitate on the fee issue". GJS GJS RDMRDM

Delhi Transport Minister <keyword id="6391020" type="PERSON" weightage="20" keywordseo="Gopal-Rai">Gopal Rai</keyword> on Saturday asserted that the government has no intention to take the road-rationing experiment odd-even formula beyond January 15 amid reports that the <keyword id="6830867" type="UNKNOWN" weightage="20" keywordseo="odd-even-scheme">odd-even scheme</keyword> may be extended,. 

	The pilot plan for cutting vehicular emission was launched on January 1.

	 Rai said that some confusion is also being spread that the plan was illegally imposed by the government, and claimed that under Section 115 of the Motor Vehicle Act, they have power to implement this scheme as such provisions were also made during the <keyword id="6354367" type="ORGANIZATION" weightage="20" keywordseo="Commonwealth-Games">Commonwealth Games</keyword> as per this law. 

	“Government is neither going to extend odd-even scheme beyond January 15 nor finish it before the 15-day trial period,” Rai said, terming some of media reports of extending the car-rationing scheme as “false”.
 

	He further said the traffic-restriction is just only for 15 days and after the trial period, government will study the data collected through it and will do a proper analysis, adding, it will then be able to take a final decision.
 

	Rai, who was at his residence held a meeting of Coordination Committee with officials concerned on the scheme, said from January 1-8, traffic police, transport and revenue departments have issued 5,893 challans for the violation of odd-even rules so far.
 

	“Out of these numbers, 2,912 challans were issued by SDMs and 2,260 by traffic police. Besides, enforcement wing of the transport department has issued 721 challans for violating odd-even rules so far,” he said.

	Apart from this, 1,943 challans were issued by the transport department to auto drivers for different violations including refusal to drive.
 

	The government has also received 13,528 calls on its two helplines in the last one week and most of them were related to queries about the scheme. Out of these calls, 395 were related to complaints against bus, auto drivers, and other issues.
 

	According to the minister, in view of traffic rush on some road stretches during peak hours, government has decided to deploy additional teams of transport department and traffic police to manage traffic there from Monday. The areas include, ITO, Ring Road, Outer Ring Road, Connaught Place, Mathura Road, Ashram, New Friends Colony, Nehru Place, Sarai Kale Khan, Hanuman Mandir Marg and Dhaula Kuan.
 

	“Government has also decided to do a close monitoring on the assigned works of civil defence volunteers. Teams of SDM have also formed in this regard,” he said.
 The fate of the odd-even vehicle scheme will be decided on January 11 by the <keyword id="6355014" type="ORGANIZATION" weightage="20" keywordseo="Delhi-High-Court">Delhi High Court</keyword> which had yesterday reserved its order on various pleas challenging the AAP government’s ambitious pilot project which will continue till then. 

	A bench of Chief Justice G Rohini and Justice Jayant Nath reserved the order after the Delhi government informed it that the pollution level of particulate matter across the national capital showed a declining trend due to implementation of the scheme.
