President Ram Nath Kovind accepts resignations of 12 union ministers, including Ravi Shankar Prasad, Prakash Javadekar and Harsh Vardhan

Government today said sufficient cash is available with RBI and banks, and it is not considering extending the deadline of December 30 for deposit of invalid Rs 500 and Rs 1,000 notes. 
 The statement was made in the <keyword id="48510" type="ORGANIZATION" weightage="20" keywordseo="Rajya-Sabha">Rajya Sabha</keyword> even as people queued up at banks to deposit old high value notes and withdraw new cash. "There is sufficient cash available with the <keyword id="6354335" type="CITY" weightage="20" keywordseo="reserve-bank-of-india">Reserve Bank of India</keyword> and banks. Circulation of notes in respect of Rs 100 has already been increased," Minister of State for <keyword id="25455" type="ORGANIZATION" weightage="20" keywordseo="finance">Finance</keyword> Arjun Ram Meghwal said in a written reply.

On whether the December 30 deadline will be extended, he said, "No such proposal for extension of deadline beyond December 30, 2016, is presently under consideration of the government." 
 
To cater to the requirements of rural areas, banks have been advised to supply notes of smaller denominations (Rs 100 and less), Meghwal added. 
 
As on November 8, the day demonetisation was announced, there were 1,716.50 crore pieces of Rs 500 and 685.80 crore Rs 1,000 notes in circulation. 
 
To another question, Minister of State for Finance Santosh Kumar Gangwar said RBI advises banks from time to time to enhance security arrangements at their branches and ATMs. 
 
This include coverage of ATM sites by CCTVs and ensuring adequate training of security staff posted there. 
 
Banks have also been advised to review and strengthen the security arrangements in their branches/ATMs to deal with instances of robberies and risk perceptions emerging from such incidents.

Govt’s December 31st deadline for old note deposit may not be extended

New Delhi, Nov 14 () Labour Minister Santosh Kumar Gangwar on Thursday pitched for a separate ministry for promoting cooperatives in the country, saying they are effective institutions where people can find job opportunities.
 Currently, cooperatives come under the aegis of the Agriculture Ministry.
 "There is a need to form Ministry of Cooperatives so that cooperatives can develop as professional and effective institutions for playing an important role in socio-economic development of the country," Gangwar said at the inaugural function of 66th All India Cooperative Week organised by the National Cooperative Union of India (NCUI).
 Cooperatives are effective institutions where people can find opportunities for jobs. However, there is a need to rise above politics so that cooperatives can function professionally, he was quoted as saying in a statement.
 Cooperatives can be the best institutions for welfare of women and backward classes of the society, he added.
 Gangwar further said the government is committed to the welfare of labour force in the country. The Labour Ministry has been giving priority to simplification of the labour laws.
 Speaking on the occasion, International Cooperative Alliance (Asia-Pacific Region) Regional Director Balu Iyer said aspirational youth are looking forward to cooperatives as a start-up, and they need to strengthen and professionalise themselves so that they not only provide job opportunities to youth but also make them entrepreneurs.
 He further said that cooperatives can be the best institution for doubling farmers' income.
 Earlier, NCUI President Chandra Pal Singh Yadav said the government should support and strengthen cooperatives. 
 Pointing out that India is the biggest cooperative movement in the world, he said cooperatives need to be provided tax relief at a time when corporates are given tax relief.

Labour minister pitches for separate ministry for cooperatives

The I-T department has developed a mobile app for paying taxes and tracking refunds and is considering issuing PANs on real time basis using Aadhaar biometric. 
 "Income Tax department is considering issuing of Permanent Account Number (PAN) on a real time basis using Aadhaar's e-KYC facility. The proposal is at an initial stage of consideration," Minister of State for <keyword id="25455" type="ORGANIZATION" weightage="20" keywordseo="finance">Finance</keyword> <keyword id="258592" type="PERSON" weightage="20" keywordseo="Santosh-Kumar-Gangwar">Santosh Kumar Gangwar</keyword> said in a written reply to the <keyword id="6355187" type="ORGANIZATION" weightage="20" keywordseo="Lok-Sabha">Lok Sabha</keyword> today. 
 
Besides, he said a mobile app "for paying taxes online has been developed. The mobile application has the functionality to pay taxes and track refunds".

 "A turn-around-time of 4 hours is prescribed for allotment of PAN after receipt of PAN application from <keyword id="6355225" type="COMPANY" weightage="20" keywordseo="MCA">MCA</keyword> portal to PAN service provider <keyword id="77072" type="ORGANIZATION" weightage="20" keywordseo="NSDL">NSDL</keyword> eGov portal," he said.

 Besides, the tax department has started online PAN application facility using digital signature certification or Aadhaar based e-signature. "Also, online paperless PAN application facility using Aadhaar based e-KYC and e-signature is available through the websites of PAN services providers NSDL eGov and UTIITSL. In this facility, Aadhaar data is used for allotment of PAN and there is no need to upload scanned copies of any document," <keyword id="388942" type="PERSON" weightage="20" keywordseo="gangwar">Gangwar</keyword> said. 
 
The aadhaar-based e-KYC facility would allow individuals or entities wanting to apply for PAN to verify details such as date of birth or address by way of biometric identification using thumb impressions.

So far, more than 111 crore Aadhar numbers have been issued. The unique identification number is being used for getting a new SIM card, for opening bank accounts, transfer of subsidies and also for biometric-based digital payments under Aadhaar Enabled Payment System. 
 
As per the government estimate, every year 2.5 crore people across the country apply for PAN cards. 
 
There are more than 25 crore PAN card holders in the country.

Tax dept app to track refunds; plans issuing PAN in real time

New Delhi, Dec 19 () Labour Minister Santosh Gangwar on Thursday laid foundation stone for an Employees' State Insurance Corporation's 100-bed hospital in Vijaynagaram, Andhra Pradesh, which will serve 3.88 lakh beneficiaries.
"Santosh Kumar Gangwar, Minister of State for Labour and Employment laid the foundation stone of ESI Hospital, Vijaynagaram, Andhra Pradesh today," a labour ministry statement said.
 Andhra Pradesh Dy Chief Minister &amp; Minister for Tribal Welfare Pamula Pushpa Sreevani was the chief guest on this occasion.
Addressing at the function, Gangwar informed about various initiatives taken by the government to provide better health care and services to the work force.
He said that 159 hospitals in the country are providing the ESIC services and 47 out of them are run by the corporation and rest by state governments. 
The minister also said that recruitment drive has been initiated to fill the post of medical staff in ESIC hospitals.
The 100-bed ESI Hospital in Vijaynagaram will be built over five acre area with an estimated cost of Rs 75.26 crore. The hospital will be equipped with all modern medical facilities like OPD, wards, labs and emergency facility.
This hospital will help in catering the needs of two north-eastern districts of Andhra Pradesh -- Srikakulam and Vijaynagaram -- that currently has over 1 lakh IPs and 3.88 lakh beneficiaries, who are taking secondary care treatment at Vishakhapatnam.
In Andhra Pradesh, initially, the ESI Scheme was implemented centre wise with just 4 centres - Vijayawada, Guntur, Eluru and Vishakhapatnam - w.e.f. 09.10.1955. The scheme was gradually extended to 136 centres.
Presently, the scheme is in force in 663 mandals of Andhra Pradesh with over 42,880 Employers, 12,90,051 IPs and 43,39,208 Beneficiaries. The ESI scheme is administered through one regional office, two sub-regional offices
and 22 branch offices.
Medical services to the beneficiaries are being provided through four ESIS hospitals, three Diagnostic Centres, 78 ESIS dispensaries, 79 panel clinics and mobile dispensaries in 34 centres.
For providing secondary care and super speciality treatment, tie-up arrangements have been made with 38 private hospitals in all districts and at important centres.
Gummanur Jayaram, Minister for Labour and Employment, Training &amp; Factories, Andhra Pradesh assured full cooperation of the state in running the upcoming hospital.
The project is expected to be completed in two years. After construction of this ESIC hospital, the same will be handed over to the state for running it. KKS BAL

The Minister of State for Labour and Employment said that the bill will ensure ‘Right to Sustenance’ regardless of the wage bracket, across verticals. The bill will revoke the Minimum Wages Act, 1948, the Payment of Wages Act, 1936, the Payment of Bonus Act, 1965 and the Equal Remuneration Act, 1976. What amendments would the bill entail? The bill will formulate laws to increase <a href="https://www.prsindia.org/billtrack/code-wages-2019">provision of minimum wages</a> to employees across sectors. As of now, the Minimum Wages Act and Payment of Wages Act is applicable to workers below a certain wage bracket. This will also help workers of unorganised sectors, receive timely payments. As per the amendment, the minimum wage for farmers shall be revised every two years while the wages should be revised every four years for other workers. What are the provisions for minimum wages of employees? The minimum wages will be set by the government according to skills and difficulty of tasks. The employers will not be able to set wages which are less than the base that will be set by the government. How will it work? The government will set a ‘floor wage,’ according to the employee’s standard of living. And the minimum wage shall be higher than the floor wage value, set by the central government. How will it affect overtime policy and bonuses? The government will define the minimum number of hours that will constitute a normal working day. And if the employees work more than that, they will be given overtime wages — which is at least twice of the normal wage. The bill does not have provisions for bonuses like travel allowance and others. What will be the mode of payment of salaries and wage period? The employers can pay their employees either daily, weekly, fortnightly or monthly via cheque, currency notes, bank transfer or digital payment modes. How can it benefit female employees? The bill will provide equal wages to both men and women for similar type of work. Employees will be hired on the basis of skill, effort, experience. Wage Code Bill can help 500 million Indians. Here’s all you need to know about it

New Delhi, Nov 28 () Amid vehement opposition by the Congress and other parties, Labour Minister Santosh Kumar Gangwar on Thursday introduced the Industrial Relations Code Bill 2019 in the Lok Sabha.
 Congress and other Opposition parties were protesting against the bill while describing it as "anti-labourers". They demanded that the bill be referred to the parliamentary standing committee on labour.
 Speaking about the bill, Gangwar said nothing in this bill is against the rights of labourers.
 This bill is part of the government's initiative to reform labour laws by amalgamating 44 legislations related to labourers into four codes.
 The Code on Industrial Relations amalgamates, simplifies and rationalises the relevant provisions of three Central Labour Acts namely Trade Unions Act, 1926; Industrial Employment (Standing Orders) Act, 1946 and Industrial Disputes Act, 1947.
 The bill was approved by the Union Cabinet on November 20.
 Meanwhile, a labour ministry statement quoting Gangwar, said "the Code has been prepared after wide consultations with trade union representatives, employers' organizations and state governments".
Contrary to the claims of the opposition parties that the bill is against the interest of labours, the bill rather aims to consolidate and amend the laws relating to trade unions, conditions of employment in industrial establishment or undertaking, investigation and settlement of industrial disputes, the ministry said.
 Provisions are being made to have a two-member Industrial Tribunal, with second member being from administrative side, in place of single member Labour Court and Industrial Tribunal at present.
 Further, the tribunal will be empowered to execute the award as a decree of a civil court, which will facilitate speedy disposal of disputes.
 The bill also aims to impart flexibility to the exit provisions (relating to retrenchment etc), for which, the threshold for prior approval of the government has been kept unchanged at 100 employees, but added a provision for changing 'such number of employees' through notification.
 "The reskilling fund is to be utilised for crediting to workers in the manner to be prescribed. Definition of fixed term employment and that it would not lead to any notice period and payment of compensation on retrenchment excluded. Vesting of powers with the government officers for adjudication of disputes involving penalty as fines thereby lessening the burden on tribunal," it said.
 Under the bill the definition of strike is proposed to be modified to include mass casual leave within its ambit.
 The draft law also prohibits strikes and lockouts in any industrial establishment without giving notice of 14 days and also during the pendency of conciliation proceedings.
 It also defines the expression 'fixed term employment' to mean engagement of a worker on the basis of a written contract of employment for a fixed period. The fixed term employee will get all statutory benefits like social security, wages, etc, at par with the regular employee who is doing work of same or similar nature.
 The definition of "worker" under the bill includes persons in supervisory capacity getting wages up to Rs 15,000 within its ambit.
 At present, under the Industrial Disputes Act, 1947, definition of 'worker' includes person in supervisory capacity getting salary up to Rs 10,000 per month.
 The bill also aims to provide for the obligation on the part of the industrial establishment pertaining to mines, factories and plantation having 100 or more workers to take prior permission of the government before lay-off, retrenchment or closure.
 However, the government is proposed to be empowered to modify such threshold number of workers by notification.
 It provides for a sole negotiating union in an industrial establishment for negotiating with the employer, on such matters as may be provided by rules.
 The bill also provides for continuation of services of Presiding Officers of the existing adjudicating authorities.
 Another feature of the bill is that "reference by the government will not be required for Industrial Tribunal, except the National Industrial Tribunal".
 The bill also provides for penalties for different types of violations to rationalise with such offences and commensurate with the gravity of the violations.
 It has seeks to empower the government to appoint officers for holding enquiry and impose penalty in certain contraventions punishable with fine up to Rs 50,000 and compounding of offences which are not punishable with imprisonment. JTR ABI ABI ANU

He gave <a href="https://www.businessinsider.in/full-text-of-modi-speech-lok-sabha-election-2019/articleshow/69467611.cms" data-type="tilCustomLink" target="_blank">over an hour long victory speech</a>, again on prime time, after the election results were declared on May 23. Run up to the event Modi has kickstarted his oath-taking day, early this morning by saluting his heroes. He paid a tribute at the National War Memorial in the morning. The PM from Guajrat won a second consecutive term with a thumping majority, also paid tribute to Bharatiya Janata Party (BJP)’s prominent former Prime Minister, Atal Bihari Vajpayee. This charismatic former Prime Minister was instrumental in creating the National Democratic Alliance (NDA) in 1998. Modi who hails from Gandhinagar which was also home to father of the nation, Mahatma Gandhi, also visited Rajghat today to pay homage. The newly elected PM’s oath taking ceremony promises to be interesting as <a data-type="tilCustomLink">8,000 guests</a> from within and outside the country are expected to pour in for the event. It is being touted as the biggest ever event that takes place at Rashtrapathi Bhavan. The event also promises to be star-studded as many Bollywood celebrities including Vivek Oberoi who played the role of Modi, in a now-released movie ‘Modi’, are expected to attend the event. Invites have also gone in for <a data-type="tilCustomLink">BIMSTEC leaders</a>—which includes Bangladesh, Myanmar, Sri Lanka, Thailand, Nepal and Bhutan. However, it is now known that leaders from Kyrgyzstan and Mauritius will be attending the event. The swearing in ceremony is striving to make Modi’s guests from his constituency in Varanasi feel special. A special gallery called ‘Kashi Sankul’ is being set-up to accommodate 250 special guests from Uttar Pradesh. The event however is not without its controversies. The winning party BJP invited the families of those killed in the West Bengal political violence which erupted just before the last phase of polling. This move angered Mamata Banerjee the chief minister of the state and the head of Trinamool Congress, who declined an invitation to the attend the ceremony. BJP’s ally in Maharashtra, Shiv Sena slammed Banerjee for this move, in an editorial published in its mouthpiece Saamna.
