New Delhi, Several political parties declined to share details of electoral bond donors citing various legal provisions, while others said they received the funding instruments through "drop box" or by post without any name. The DMK, which received most of its donations from a lottery firm, reached out to its donors to seek details of the electoral bonds as demanded by the <keyword id="19895345" type="General" weightage="20" keywordseo="supreme-court" source="keywords">Supreme Court</keyword> in 2019. The BJP cited the amendments to the Representation of People Act, 1951 and the relevant portions of the Reserve Bank of India Act and the Income Tax Act for not revealing its donors. "It is duly submitted that the electoral bonds were introduced with the aim of bringing only accounted for funds in political funding while protecting the donors from any consequences, therefrom," the BJP said in its letter to the <keyword id="19895782" type="General" weightage="20" keywordseo="election-commission" source="keywords">Election Commission</keyword>. The <keyword id="19895371" type="General" weightage="20" keywordseo="congress" source="keywords">Congress</keyword> shot off a letter to the <keyword id="19934368" type="General" weightage="20" keywordseo="state-bank-of-india" source="keywords">State Bank of India</keyword> (SBI) seeking details of donors of electoral bonds, the amount, the bank account in which it was credited and the date. The SBI responded to the Congress that the details of the electoral bonds were available with the political parties and shared the statement of the bank account which was shared with the Commission. The Samajwadi Party shared details of bonds of relatively smaller amounts of Rs 1 lakh and Rs 10 lakh, but merely mentioned that 10 bonds of Rs 1 crore each were received by post without any name. The DMK, which received almost 77 per cent of its funds from lottery king Santiago Martin's Future Gaming, said it had reached out to the donors of the party to get details of the donations they had made. "The scheme also does not require the details of the donor to be furnished to the donee. ... Be that as it may, following the directions of Hon'ble Supreme Court, we contacted our donors and we were able to collect the details from them," the DMK said. The <keyword id="19910625" type="General" weightage="20" keywordseo="telugu-desam-party" source="keywords">Telugu Desam Party</keyword> mentioned "not readily available" in the column for listing out the names of donors. The <keyword id="19968095" type="General" weightage="20" keywordseo="trinamool-congress" source="keywords">Trinamool Congress</keyword> said the electoral bonds were sent to the party office and were "dropped in the drop box". The party said some bonds were sent through messengers from various persons who wished to support the party, many of whom prefer to remain anonymous. The NCP, then led by Sharad Pawar, expressed inability to furnish details of donors against each bond as the party had not maintained details or issued any receipts. The letter by the NCP to the Election Commission said several of its office-bearers were busy with the election campaign. "Wherever possible we have indicated the name of the person through whom bonds were received by the party," the NCP said. The Goa unit of the Congress reached out to its donor V M Salgaonkar and Brothers to get details of the electoral bonds worth Rs 30 lakh given by them to the party. The RJD said the details about donations worth Rs 1.5 crore were not readily available. The Nitish Kumar-led Janata Dal (United) has told the Election Commission that someone delivered to its office an envelope with electoral bonds worth Rs 10 crore in 2019, which were redeemed by the party.

The F-35, which comes with <a href="http://www.cnbc.com/id/101883138">an estimated $1.5 trillion pricetag</a> over the life of the program, has faced numerous hurdles and <a href="http://www.businessinsider.com/how-the-a-10-could-delay-the-f-35-2014-10">delays</a>. Most recently, there have been concerns over its computer systems' <a href="http://www.businessinsider.com/f-35-hackers-2014-2">vulnerability</a>, and Chinese hackers have possibly <a href="http://www.businessinsider.com/chinese-hackers-stole-f-35-data-2014-7">stolen</a> classified data related to the project.The F-35's construction has continued, and it is being <a href="http://www.businessinsider.com/this-map-show-the-f-35-fiasco-2015-1">manufactured</a> across multiple states and different countries. For better or worse, it's going to be the US and its allies' main warplane for decades to come.Despite the setbacks, the F-35 program is continuing and the Navy, Marines, and Air Force are all busy testing their version of the aircraft. But just because the military is sticking to the F-35 doesn't mean it isn't acutely aware of the plane's myriad problems.During the live flight testings in 2014, the Department of <keyword id="6354810" type="ORGANIZATION" weightage="100" keywordseo="Defense">Defense</keyword>'s Office of the <a href="http://www.dote.osd.mil/">Director, Operational Test and Evaluation</a> compiled a <a href="http://www.dote.osd.mil/pub/reports/FY2014/pdf/dod/2014f35jsf.pdf">report</a> on the progress and failures of the F-35 program. Here are some of the key problems that the Pentagon identified. <h3>Software delays</h3><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div></div></div>The Pentagon discovered deficiencies in the plane's Block 2B software system. Block 2B oversees the plane's initial warfare capabilities, like its various data links and live-weapon firing system. The worst deficiencies were found in the Block 2B's navigation and accuracy software aspects. These software problems slowed weapons integration and flight-testing, and with it the entire aircraft's development.Block 2B also encountered issues with weapon delivery accuracy. The software still had trouble in the use of radar, passive sensors, friend-or-foe identification, and electro-optical targeting.The 2BS5 software package, which deals with sensors, also continues to run into difficulties. According to the report, "fusion of information from own-ship sensors, as well as fusion of information from off-board sensors is still deficient. The Distributed Aperture System continues to exhibit high false-alarm rates and false target tracks, and poor stability performance, even in later versions of software."<h3>F-35B fuel tank redesign</h3><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div></div></div>The F-35B was given a redesigned fuel tank ullage inerting system for the fuel systems simulator - in English, this is the part of the plane that <a href="http://en.wikipedia.org/wiki/Inerting_system">prevents potentially explosive interactions</a> of oxygen and gasses in the aicraft's fuel tanks and intake. Further tests showed that the redesigned system had problems in aircraft integration that would require further hardware and software modifications. <h3>Lightning protection</h3><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div></div></div>The F-35B did not maintain "residual inerting after flight for the required interval of 12 hours, which is a lightning protection requirement." In other words, the plane would be vulnerable to lightning strike if it were forced to fly twice in a 12-hour span, unless the fuel tanks were frequently "purged" with "external nitrogen."That's apparently an unacceptable additional layer of maintenance. If a solution is not found, F-35Bs will require the development of alternate lightning protection methods.<h3>Flight control problems</h3><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div></div></div>The F-35B encountered difficulties carrying out attacks at certain angles during intense aerial conditions due to a degradation in the flight control system as missions progressed. <h3>Helmet display issues</h3><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div></div></div>Onboard testing on the F-35C revealed problems with the helmet, which is designed to display critical information related to the aircraft. During basic offensive and defensive maneuvers, the conditions negatively effected the display, a problem that could have "the greatest impact in scenarios where a pilot was maneuvering to defeat a missile shot." <h3>Numerous components of the aircraft are unreliable</h3><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div></div></div>The F-35 has a number of components that require maintenance more frequently than desired. According to the Pentagon report, all variants have reliability issues with their avionics processors, landing gear tires, thermal management systems, ejection seat assemblies, cockpit display electronics unit, helmet display units, seat survival kits, igniter-spark in the turbine engines, and on-board oxygen generating systems. The unreliability of these systems increases maintenance time and costs on an already expensive plane.<h3>The Automatic Logistics Information System (ALIS)</h3><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div></div></div>ALIS is the IT backbone of the F-35. The software monitors all operations within the aircraft and provides information to pilots and ground personnel about any issues arising within the plane. According to the report, "ALIS is behind schedule, has several capabilities delayed or deferred to later builds, and has been fielded with deficiencies." Some of these deficiencies include misrepresenting the health of F-35 aircraft. The jet - the most expensive US weapons project of all time - was designed to have aerial combat, close-air support, and long-range strike capabilities.But that's not how the plane's turned out so far. A string of damning reports have seriously called the <a href="http://www.cnbc.com/id/101883138">$1.5 trillion</a> plane into question, specifically it's "dogfighting" ability when matched against less sophisticated aircraft. And now, one expert has made a convincing case that the fighter's long-range capabilities don't measure up to expectations either. In a <a href="https://medium.com/war-is-boring/no-the-f-35-can-t-fight-at-long-range-either-5508913252dd">report for War Is Boring</a>, military analyst Joseph Trevithick writes that in a long-distance engagement, the F-35 would have to rely on stealth to avoid enemy radar detection while maneuvering close enough to engage enemy air and ground targets. In an ideal situation, the F-35 would eliminate its targets before detection and leave. But as Trevithick <a href="https://medium.com/war-is-boring/no-the-f-35-can-t-fight-at-long-range-either-5508913252dd">notes</a>, Russian and Chinese fifth-generation fighters have been outfitted with infrared sensors that can pinpoint a plane's heat signature over fairly vast distances. The F-35 has a single large-rounded engine nozzle that leaves a larger heat signature than the flat nozzles of other stealth aircraft such as the F-22 or the B-2. This infrared signature could tip off enemy fighters to the F-35's location, negating any benefit it may have from its stealth design. <div class="KonaFilter image-container display-table"><div><div class="image on-image"></div></div></div>Stealth may offer diminishing returns anyway. The technology isn't foolproof, and radar technology is improving around the world."You can only go so fast, and you know that stealth may be overrated," Chief of Naval Operations Adm. Jon Greenert <a href="http://www.businessinsider.com/naval-head-stealth-may-be-overrated-2015-2">said</a> during a speech in February. "Let's face it, if something moves fast through the air, disrupts molecules and puts out heat - I don't care how cool the engine can be, it's going to be detectable. You get my point."<div class="KonaFilter image-container display-table"><div><div class="image on-image"></div></div></div>The F-35 may be more detectable at distance than the plane's advocates claim, meaning the plane might have questionable utility during long-range aerial combat and attack runs. On top of that, the F-35 could find itself outgunned in a potential missile engagement with rival Russian or Chinese fighters.The F-35 is supposed to be outfitted with <a href="http://fas.org/man/dod-101/sys/missile/aim-120.htm">AIM-120 Slammer missiles,</a> which have a comparable range to Russian and Chinese air-to-air missiles. However, as Trevithick <a href="https://medium.com/war-is-boring/no-the-f-35-can-t-fight-at-long-range-either-5508913252dd">notes</a>, the F-35 may actually turn out to be slower than its Russian and Chinese rivals. It's lagging speed means that it cannot launch the missiles with as much force as enemy jets. Moving at supercruising speed, or a speed that allows a plane to reach a sustained speed that exceeds the sound barrier, an enemy aircraft could "potentially fling its missiles farther than a missile's advertised range." The difference in missile range might not actually be that important. If the F-35's stealth capabilities are as good as advertised, or if enemy aircraft don't have the weight load or sophistication to carry longer-range missiles, the plane will be able to maintain its expected supremacy over other fifth-generation models. Additionally, in a <a href="http://aerosociety.com/News/Insight-Blog/3272/Does-the-F35-really-suck-in-air-combat">war game</a> conducted by the Royal Aeronautical Society, the F-35 beat Russian the advanced Su-35s in a long-range aerial engagement.<div class="KonaFilter image-container display-table"><div><div class="image on-image"></div></div></div>But in that simulation, the F-35s wasn't armed with the AIM-120 but with the Meteor Beyond-Visual-Range Air-to-Air Missile (BVRAAM). No concrete figures have been released on the BVRAAM's range, but it is thought to be greater than that of the AIM-120 and any current air-to-air missile in either the Chinese or Russian arsenal. Unfortunately, as a different War is Boring article <a href="https://medium.com/war-is-boring/the-best-air-to-air-missile-in-the-world-is-in-sweden-339b2cb6afa8">notes</a>, any integration of the BVRAAM with the F-35 is years off. The F-35 will not be able to use the BVRAAM until Lockheed releases its next software update for the F-35, which is still in <a href="http://www.flightglobal.com/news/articles/pentagon-firming-f-35-block-4-configuration-412762/">early development</a>. Until that time, the F-35 may find itself in a challenging position relative to Russia and China's own upcoming fifth-generation fighters. The F-35 has questionable abilities at shorter range, too. A <a href="http://www.businessinsider.com/f-35-can-not-dogfight-effectively-2015-7">leaked report</a> from an F-35 test pilot obtained by War is Boring noted that the aircraft was incapable of outmaneuvering and besting an F-16 in a simulated dogfight.
