With the further easing of coronavirus-induced curbs in Maharashtra, some salons opened in Mumbai on Sunday after a gap of three months while many remained closed due to lack of manpower. The parlours and salons falling under the COVID-19 containment zones did not open. Salon owners, who opened their shops for restarting business, said they were adhering to the government's guidelines like checking temperatures of their customers, asking them to use hand sanitisers before entering the premises, and serving customers in small batches. Some, however, complained of low turnout, saying people were scared of availing salon services. The Maharashtra government earlier said salons and beauty parlours will be allowed to reopen from Sunday with restricted entry and <keyword id="9371558" type="UNKNOWN" weightage="20" keywordseo="prior-appointments">prior appointments</keyword> for customers. A revised set of guidelines, issued as part of the government's 'Mission Begin Again' phase four, said only <keyword id="9478230" type="UNKNOWN" weightage="20" keywordseo="select-services">select services</keyword> like hair cut and dyeing, waxing and threading will be allowed as of now in these outlets. <keyword id="3540366" type="PERSON" weightage="20" keywordseo="Shailesh-Surve">Shailesh Surve</keyword>, owner of 'Make Over' salon in Worli, said they opened their facility but were allowing customers in small batches. "We are taking three customers each in time slots from 10 am to noon, 12 noon to 3 pm and 3 pm to 6 pm. Customers are approaching us for appointments, but we are not allowing everybody as we have to follow the government's norms," he said. Surve said they were recording the temperature of customers and providing them hand sanitisers on entering the premises. "We are using fresh towels for every customer and sanitising chairs used for haircuts. I opened my shop today at around 8 am and got a good response on the first day. We were sitting at home since the last three months, but now we can earn," he said. However, Irshad Khan, owner of a salon in suburban Santacruz, said he opened his outlet after three months but did not get the same response as he used to get on a Sunday earlier. "There was low turnout today...people are scared, hence they are avoiding visit to salon," he said. Parvez Ansari, a salon owner from <keyword id="6369995" type="COMPANY" weightage="20" keywordseo="bandra-kurla-complex">Bandra-Kurla Complex</keyword> (BKC), said he did not open his facility due to lack of staff. "I have to keep my shop shut till my staff members do not return from their native places," he said. The state government in its notification on Thursday said skin-related services will not be allowed at present and this should be prominently displayed outside shops. "Employees must put protective gear, including gloves, aprons and masks. All workspace (chairs) must be sanitised after each service. Also, all common areas and floors must be sanitised after every two hours," it said. Disposal towels and napkins must be used on customers, while non-disposal equipment should be sanitised and sterilised after each service, the government order said. Each shop must put up a notice listing precautions for customers, the notification said. Salons reopen in Mumbai today after 3 months; only select services allowed

At least four persons were killed and one went missing in Mumbai and Thane as heavy rain clobbered the country's commercial capital since Monday night with the state government declaring a holiday in the city and the <keyword id="6361772" type="LOCATION" weightage="20" keywordseo="mumbai-metropolitan-region">Mumbai Metropolitan Region</keyword> areas, officials said here on Tuesday. The day was marked with flooding in several parts of the city, a major landslide on the Western Express Highway, an incident of a double house crash, over 100 trees crashing and several emergency incidents of electric short-circuits. In the double house crash incident in Santacruz, Rekha M. Kakade and her 18-month old infant daughter Jahnavi were washed away and drowned in a swollen drain. Another daughter Shivanya was rescued safely but a third daughter is still missing, said BMC Disaster Control. <keyword id="9701050" type="PERSON" weightage="20" keywordseo="rakib-a-mandal">Rakib A. Mandal</keyword>, 15, was electrocuted and died on the spot when he came in contact with a live wire of street light on Ghodbunder Road in Thane, while a man was washed away in the floods in Navi Mumbai, said the local police. Mumbai city recorded 25.2 cms while the suburbs notched 26.8 cms of rain in the past 24 hours, throwing normal life out of gear in Mumbai, Thane, Palghar and Raigad (the MMR areas), and catching commuters unaware. Heavy rains in Mumbai — IMD issues red alert, government offices declare holiday

It was a quiet, cloudy evening in Mumbai, the commercial capital of India, when things took a sudden and dramatic turn. By 5 pm, the skies started to unleash a torrential downpour, drenching parts of the city with over 200mm of rain in just six hours. The heavy rains wreaked havoc, causing severe <keyword id="19900584" type="General" weightage="20" keywordseo="waterlogging" source="keywords">waterlogging</keyword>, crippling traffic, and disrupting railway and flight services. As per the Mumbai Mesonet Observations from the Indian Institute of Tropical Meteorology (IITM), Municipal Corporation's N ward in Ghatkopar East received a maximum of 207 mm between 6 pm to midnight. To put this into context, this is 1/10th of the rainfall amount that the city of Mumbai normally receives over the entire duration of the monsoon season from June to September. High volumes of rains of over 100 mm within a short duration are usually classified as a <keyword id="22151495" type="General" weightage="20" keywordseo="cloudburst" source="keywords">cloudburst</keyword>. However, the India Meteorological Department (<keyword id="19933636" type="General" weightage="20" keywordseo="IMD" source="keywords">IMD</keyword>) has not termed this episode officially yet, and is likely not a cloudburst as such high volumes were reported only in parts of the city over 4 to 6 hours. However, two people died due to lightning while working in a stone quarry at Varap village in Kalyan, while a woman drowned near Zenith waterfall. While the train services on both the Main and Harbour lines of Central Railways were severely affected, Western Railways operated without any major disruptions. Harbour line services were reportedly suspended from 9.40pm due to waterlogging. With 14 flights diverted and four tragic fatalities, an emergency-like situation prevailed over Mumbai for a few hours. The IMD elevated its initial orange alert to a <keyword id="20169545" type="General" weightage="20" keywordseo="red-alert" source="keywords">red alert</keyword> for Mumbai, Thane, and Raigad, forecasting extremely heavy rainfall, thunderstorms with lightning, and gusty winds at isolated places until Thursday morning. Accordingly, the schools and colleges in Mumbai and Thane will be shut on Thursday as a precaution. Wednesday's rainfall figures in most areas, including the city's base station at Santacruz, are expected to reach well over 100 mm mark. As per the IITM's real-time data, parts of the city like Juhu, Mahim, Sion, Airoli, and Colaba have registers close to 150 mm rainfall over the last 24 hours, majority of which was concentrated between 5 pm and 10 pm on Wednesday. As per the IMD forecasts, thunderstorm, lightning, isolated extremely heavy spells of rainfall and gusty winds are very likely at isolated places across North Konkan on Thursday as well. Warnings of heavy to very heavy rainfall have been for Mumbai, Thane, and Raigad, forecasting extremely heavy rainfall, thunderstorms with lightning, and gusty winds at isolated places until Thursday morning. By Wednesday morning, Mumbai had already seen significant rainfall, recording 74mm in the 24 hours ending at 8:30 AM. IMD classifies rainfall between 64.5mm and 115.5mm as heavy. In the 24 hours between September 23 and 24, Mumbai recorded 75mm of rain, bringing the total rainfall to 149mm over 48 hours. This ongoing wet spell has kept the city on high alert, with residents and authorities closely monitoring weather updates to prepare for any potential impact. In light of the red alert, BMC Commissioner directed all assistant commissioners to ensure that one executive engineer from each ward stayed in the ward control room. IMD's Colaba observatory recorded 70.4mm of rainfall, and the Santacruz observatory noted 94.9mm in the 12-hour period ending at 8:30 pm on Wednesday. Due to this rainfall and the subsequent issues, harried commuters found themselves stuck on roads, at railway stations, and inside trains for hours. Mumbai has received a 9% excess rainfall this monsoon season so far, with 2221 mm accumulation against the normal of 2046 from June 1 to September 25. Authorities remain on high alert, monitoring the situation and ensuring that response teams are active and ready to address any further emergencies arising from the heavy rains. Assistant commissioners were also instructed to maintain communication with the disaster management control room for updates and attend the office in case of emergencies. Officials were ordered to remain available in their respective zones, and deputy municipal commissioners were to keep vigil and monitor actions taken by ward and central agency staff. Suburban services of the Central Railway were affected due to the rain, coupled with the failure of an express train engine during the morning rush hours. Some commuters claimed the local trains were running late by 20-25 minutes. Heavy rains lashed Bandra, Dahisar, Chembur, Fort, Matunga, Byculla and other areas of the city during the night, as per civic officials. There was no major waterlogging anywhere on Tuesday morning as the rain intensity reduced, they said. Road traffic was normal though it slowed down a bit. Central Railway's (CR) chief public relations officer Dr Shivraj Manaspure told PTI that the engine of the Gorakhpur-LTT Superfast Express developed a technical snag at Atgaon station in neighbouring Thane district, but they arranged a relief engine for the train. Trains on the route were diverted via a loop line, he said. Some commuters complained the CR suburban services were delayed by 10-15 minutes since early morning, but after the engine failure incident, the trains were running late by 20 to 25 minutes. They also claimed some suburban trains were cancelled and as a result, crowds swelled on platforms and trains during the morning rush time. A Western Railway spokesperson said suburban services on their network were normal. Bus services of the Brihanmumbai Electric Supply and Transport (BEST) undertaking were normal and there was no route diversion due to the rains, civic officials said. The <keyword id="6355166" type="General" weightage="40" keywordseo="india-meteorological-department" source="Orion">India Meteorological Department</keyword>'s (IMD) Mumbai centre, in its daily forecast issued at 8 am, predicted "heavy rain in the city and suburbs with very heavy rainfall at isolated places" in the next 24 hours. In its "district forecast and warnings" for next five days issued on Monday, the <keyword id="2884632" type="General" weightage="80" keywordseo="imd-mumbai" source="Orion">IMD Mumbai</keyword> forecast "heavy to very heavy rainfall at isolated places" in the city on Tuesday. The IMD Mumbai officials said their observatories in Colaba (representative of the island city) and Santacruz (representative of suburbs) recorded 102.4 mm and 109.7 mm rainfall, respectively, in the 24-hour period ending at 8.30 am on Tuesday.

Mumbai, Apr 15 () A total of 25 migrant workerswere arrested early Wednesday from Santacruz in Mumbai whilethey were trying to move out of the city to Uttar Pradesh byhiding in a mini truck, a day after the national coronaviruslockdown was extended till May 3, police said.On Tuesday, hundreds of migrant workers, who have beenstuck in Mumbai since the first phase of the lockdown kickedin on March 24, gathered outside Bandra railway station hopingfor special trains to take them to their native states.A police official said a patrolling team interceptedthe vehicle in Meera Baugh area of Santacruz on suspicion inearly morning."Police found 25 men, all migrant workers, crammedinside the mini truck and brought them to police station," hesaid.The migrants, all residents of 'Bhaiyya Wadi' inSantacruz, were upset over the extension of the lockdown byanother 19 days.These people are daily wage workers who earn theirliving in Mumbai by doing odd jobs, the official said, addingthat they are desperate to go to their homes in other states."We have arrested 25 labourers and the tempo driverPralhad Yadav. All of them hail from Uttar Pradesh.
