Counting of votes got under way Tuesday morning for the three-phase Bihar assembly elections that may herald a new era in state politics, with <keyword id="43771" type="PERSON" weightage="20" keywordseo="Exit-polls">exit polls</keyword> predicting a victory for the RJD-led Grand Alliance. The exercise will decide the electoral fate of over 3,700 candidates who are in the race to win the 243 seats of <keyword id="9334401" type="COMPANY" weightage="20" keywordseo="the-state-assembly">the state assembly</keyword>. Counting started at 8 am at 55 centres spread across 38 districts amid tight security and precautions to avoid the spread of COVID-19 pandemic during the process. Over 57 per cent of about 7.30 crore electors have exercised their franchise in what is the first major election in the country since the onset of the pandemic. Votes are also being simultaneously counted for the Valmiki Nagar Lok Sabha by-poll, which was necessitated by the death of JD(U) MP Baidyanath Mahto. Officials said the trends and results might be delayed a bit this time as the number of polling stations were raised from 72,723 earlier to 1,06,515, an increase of 46.5 per cent, to ensure adherence to social distancing measures in view of the pandemic. A total of 3,733 candidates are in the fray, including 371 women and a transgender. Most exit polls have predicted a rout for the ruling JD(U)-BJP combine and a resounding victory for the Grand Alliance (<keyword id="2838249" type="PERSON" weightage="20" keywordseo="Mahagathbandhan">Mahagathbandhan</keyword>) led by RJD's 31-year-old chief ministerial candidate <keyword id="6354578" type="PERSON" weightage="20" keywordseo="tejashwi-yadav">Tejashwi Yadav</keyword>. According to Chief Electoral Officer H R Srinavasa, central armed police forces have been deployed at the strong rooms, where the EVMs have been stored since the completion of voting, and the halls where these are being unsealed now. Of the state's 243 assembly constituencies, among the most keenly watched will obviously be Raghopur in Vaishali district from where Tejashwi Yadav is seeking re-election. Raghopur has been in the past represented by his parents Lalu Prasad and Rabri Devi, both former chief ministers. Bihar Election Results 2020: Counting of votes begins for 243-member assembly; results may be delayed due to additional poll stations

Keeping in view the call for <keyword id="6379373" type="General" weightage="20" keywordseo="bharat-bandh" source="Orion">Bharat Bandh</keyword> against the <keyword id="13558307" type="General" weightage="20" keywordseo="agnipath-scheme" source="Orion">Agnipath scheme</keyword> on Monday, Bihar government temporarily suspended the Internet services in 20 districts. The suspension has been already in place in 12 districts since June 17 and the state government decided to add eight more. "The suspension of the Internet services has given positive results and the violent incidents have reduced drastically in Bihar. The agitators and anti-social elements were failing to spread rumours in the state," an official in the Home Department claimed. The Internet services have been suspended in Kaimur, Bhojpur, Aurangabad, Rohtas, Buxar, Nawada, West Champaran, Samastipur, Lakhisarai, Begusarai, Vaishali, Saran, Muzaffarpur, Motihari, Darbhanga, Gaya, Madhubani, Jahanabad, Khagaria and Sheikhpura. The telecom service provider companies have sent text messages to the consumers that the Internet services have been closed for Monday. Though, the consumers of these districts will continue to avail voice calling facility. Meanwhile, the Bihar government has enhanced the securities of BJP offices in 11 districts. The Bihar Police deployed Shasastra Seema Bal (SSB) personnel at the offices of BJP to prevent any untoward incidents. The 11 districts are Supaul, Kishanganj, Purnea, Saharsa, Darbhanga, Bhagalpur, Nawgachiya, Banka, Katihar, Madhepura and Motihari. In every BJP office, one platoon comprising 30 personnel has been deployed. Security has also been beefed up for the leaders of the saffron party in Bihar. BJP leaders in the rank of state president Sanjay Jaiswal, Deputy Chief Minister Renu Devi, MLA Dr C.N. However, it now looks like that since the ban, citizens of Bihar are living a much healthier and a fancier lifestyle. To ascertain what sort of impact the ban has had, the Bihar government commissioned two studies by think-tank <keyword id="6403783" type="COMPANY" weightage="20" keywordseo="asian-development-research-institute">Asian Development Research Institute</keyword> (ADRI) and knowledge institute Development Management Institute (DMI). The results from both studies as reported by news agency <a href="http://ptinews.com/news/9807696_Studies-show-India--s-Bihar-turning-to-expensive-clothes--honey-cheese-after-liquor-ban">PTI</a> have undeniably been reassuring. The study by ADRI revealed that there has been a staggering 380% increase in the purchase of honey, 200% increase in the purchase of cheese, 1,751% increase in the purchase of expensive sarees and a 910% increase in the purchase of expensive dress material since the ban was implemented. This study evaluated the consumer purchasing behaviour at retail outlets of COMFED (Bihar State Milk Co-operative Federation) that markets its products under the label "Sudha Dairy" and sales tax revenues of various industries. The study conducted by DMI was based on primary data collected from 2,368 households in five districts - Nawada, Purnea, Samastipur, West Champaran and Kaimur. According to this study, families reported a weekly increase of 32% in household expenditure and 19% of households reported acquiring a new asset. Women too have gained from this ban that was implemented “mainly as a response to demands of rural women who suffered because of the widespread practice of drinking alcohol”. According to the DMI report, women, in general, found themselves in an elevated position after the ban. In fact, 58% of women said that they felt more respected and 22% said that their opinion was taken into account not only in household matters but in key village matters as well. There also seems to be a dip in crime. According to the ADRI report, there was a 66.6% reduction in cases of kidnapping for ransom, followed by 28.3% reduction in murder cases and 2.3% in dacoity. The ADRI report also postulated that at least ₹4,400 million was saved every month, which translates to ₹52,800 million every year. This assumption was based on the figures of 2011 that suggested there were around 4.4 million alcoholics in Bihar when the ban was enforced and assuming that each of these people spent at least ₹1,000 per month on alcohol.
