According to the revised document by the Health ministry, in regular course, a symptomatic candidate should be referred to the nearest health centre and given an opportunity to undertake the examination through other means, or the university or educational institution shall arrange for taking the exam at a later date when the student is declared physically fit. "However, if a student is found to be symptomatic, the permission or denial thereof, in such cases shall be granted as per the policy already enunciated on the issue by the Examination Conducting Authorities," the revised Standard Operating Procedure (SOP) said. The ministry had on September 2 issued guidelines as per which staff and examinees from containment zones shall not be permitted to be physically present at exam centres and there will be alternative arrangements for such students. Such students shall be given an opportunity to undertake the examination through other means, or universities and educational institutions shall arrange for taking the exam at a later date for them. According to the SOP, appropriate arrangements for personal protection gears like face covers or masks, and other logistics like hand sanitisers, soap, sodium hypochlorite solution etc. shall be made available by universities, educational institutions, examination conducting authorities or examination centres to the staff as well as students as per requirements. "Exam functionary and examinees may also submit self-declaration about health status at the time of entrance to the examination centre. Such self-declaration form may be circulated at the time of issue of admit tickets," the guidelines said. If any examination functionary or examinee fails to meet the self-declaration criteria, they shall not be allowed entry, the SOP underlined. Also, only asymptomatic staff and students shall be allowed inside the examination hall, the SOP stated, adding wearing face cover or mask is mandatory. The face cover or mask has to be worn at all times inside the examination centre by all, it underlined. Authorities concerned should plan out the examination schedule in a staggered manner so as to avoid overcrowding at any examination centre on any day, the SOP stated. Examination centres in containment zones shall not be allowed to function, it said. For pen and paper-based tests, the SOP outlines that the invigilator will sanitise his or her hands prior to the distribution of question papers or answer sheets and the examinees will also sanitise their hands before receiving or handing back these materials. The collection and packing of the answer sheets at every stage will involve sanitisation of hands. The answer sheets will preferably be opened up after 72 hours have elapsed post collection of papers, the guidelines recommended. "Use of spit/saliva for counting and distributing sheets shall not be allowed," the SOP stated. The examination centre should have a designated isolation room for isolating any person who is found symptomatic at the time of screening or during examination, till such time medical advice may be sought. A clear policy on allowing or disallowing symptomatic candidates to undertake examinations shall be delineated by the examination conducting authorities in advance, the SOP stated. New Delhi, May 10 () The Sports Authority of India (SAI) has formed a six-member committee to prepare a Standard Operating Procedure (SOP) for phased resumption of training across sporting disciplines at all the centres once the coronavirus-forced national lockdown is lifted. The six-member panel will be headed by SAI secretary SAI Rohit Bharadwaj and will consist CEO Target Olympic Podium Scheme (TOPS) Rajesh Rajagopalan, Executive Director (Operations) SS Roy, SS Sarla, Col BK Nayak and Assistant Director TOPS Sachin K as its members. All training had been suspended across SAI centers in view of the on-going COVID-19 pandemic. The panel will draft a SOP, describing protocols and preventive measures to be observed by all stakeholders, including trainees, coaches, technical and non-technical support staff, NSFs, administrators, mess and hostel staff and visitors, once training resumes. The SOP will include in detail the guidelines to be followed on entry norms, santisation guidelines, precautions to be taken in common areas and by athletes while travelling to and from the centre. The SAI, however, stated that a separate committee has been formed to prepare a SOP for swimming, since the sport requires athletes to train in water and may have different health risks involved, as compared to other sport. The recommendations of the committees are being made in consultation with respective National Sporting Federations and other stakeholders, and will be sent to the Sports Ministry for final approval. All NSFs have been asked to share their recommendations of preventive measures that must be followed in each sport so as to ensure safety of athletes. The committee for swimming will be headed by Executive Director, TEAMS Division of SAI Radhica Sreeman, and will include Monal Choksi, secretary general of the Swimming Federation of India, senior coaches and doctors. "The SAI will draw up the guidelines in consultation with coaches and medical practitioners to ensure all preventive measures are put in place before swimmers resume training," the statement said. Gandhinagar The Gujarat government on Wednesday decided to resume offline studies for Classes 9 and 11 in its schools from February 1. Earlier, offline studies for Classes 10 and 12 was permitted from January 11. Offline tuition for all these classes have also been allowed, in addition to the online mode. Education Minister Bhupendrasinh Chudasama told the media: "The <keyword id="63592" type="COMPANY" weightage="20" keywordseo="Education-department">Education Department</keyword> had prepared a Standard Operating Protocol on January 8 to resume offline studies for Classes 10 and 12. The same <keyword id="50548" type="COMPANY" weightage="20" keywordseo="Sop">SOP</keyword> will be implemented for Classes 9 and 11 from February 1. Similar to teaching at school, we are also permitting resumption of offline tuition classes across the state, subject to SOP and <keyword id="8764262" type="COMPANY" weightage="20" keywordseo="covid">Covid</keyword> guidelines." The Minister said that attendance of students in schools will not be mandatory, and that schools and colleges will have to get written consents from parents for the same. As classroom teaching for senior students is resuming after almost 10 months, there were lots of apprehension among students and their parents. New Delhi, Feb 16 () Markets regulator Sebi is looking to prepare and implement a governance structure, which is custom-made to suit to the needs of business, and advising its "staff of their obligations to ensure ongoing compliance". The regulator plans to prepare policy documents, standard operating procedures (SOPs) and other IT documents through consultations as Sebi has certain policy documents in place which might require variations as per the best industry standards and practices. Accordingly, the markets watchdog has invited expressions of interest (EoI) from agencies for consultation for information technology (IT) policy preparation, risk assessment and SOP documentation at Sebi. "Sebi expects to prepare and implement a suitable governance structure i.e. comprehensive policy and procedure documents that are custom-made to suit to the needs of the business and advising staff of their obligations to ensure ongoing compliance," the markets regulator said in a notice. Sebi is of the view that a well-written organisation-level IT policies, procedures and manuals reduce operating costs and improve performance by enhancing consistency and establishing clear criteria for computer, network, hardware, software, information security, and IT vendor management. It, further, said establishing a consistent IT SOP best practices and operational methods are an important component in safeguarding information systems, IT assets as well as IT investments. The agency is required to form in-depth risk assessment for IT infrastructure deployment. The risk assessment needs to include identification of foreseeable threats, assessment of the likelihood and potential damage of these threats, and the sufficiency of controls to mitigate risks. The agency needs to conduct risk assessment of IT infrastructure deployment at Sebi annually, calculate risk score accordingly, review controls and its impact on policies and SOPs and changes required in the reviewed policies and SOPs. After completion of risk assessment, the agency is expected to review all the existing policies and SOPs. Spelling out the eligibility criteria, the Securities and Exchange Board of India (Sebi) said bidder should be "fit and proper" and not be a blacklisted one and need to submit bidding documents till March this year. Under the standard operating procedure (SOP), any seafarer would be allowed sign on at the port of embarkation only after test for COVID-19 is found negative, failing which action as per guidelines of the Ministry of Health and Family Welfare would be taken. Shipping Minister Mansukh Lal Mandaviya on Wednesday in a statement said, "Crew change at sea ports will be possible now with the issuance of the SOP by the Ministry of Home Affairs. This will put an end to hardships faced by thousands of seafarers." "Change of crew of ship (seafarers) is an important measure for operation of merchant ships. The Ministry of Home Affairs has issued SOP... The circular issued by DGCA on February 20 said that the operators shall establish aerodrome-wise standard operating procedures and provide guidance to flight operations personnel to ensure safe flight procedures with no destination alternate and have the same approved by DGCA. It further reads that in a rapidly changing global economy, the international air transport industry must continuously adapt to new trends and increasingly competitive market conditions. "While technological improvements in aviation continue to increase reliability and predictability, economic and environmental concerns will continue to compel operators to use fuel more efficiently. Consequently, all operators, including those leveraging existing technologies and those investing in new technologies to meet operational challenges, should be afforded the opportunity to receive a return on their investments," the circular from DGCA read. "This circular aims to provide extended guidance material necessary to support the implementation of policy to operate flights with no destination alternate in compliance with CAR Section 8 Series O Part II," it read further. DGCA has suggested certain guidelines to formulate SOP for flights with No Destination Alternate, it says that the operators shall establish a laid down procedure for each aerodrome as approved by DGCA in order to undertake flights with No Destination Alternate. DGCA in the circular also said that the procedure is only applicable to destinations with more than one independent runway. "At least one runway should be available with an instrument approach procedure. Change over time from the primary runway to the secondary runway should be specified by the airport operator. The operator should have signed MoU with each aerodrome where they intend to undertake a flight with No Destination Alternate. All the possible non-normal scenarios and contingency plans shall be discussed at the organizational level and shall be shared with the personals involved. All the personnel involved shall be trained prior to undertake flight operations with No Destination Alternate (NDA)," it read. "Operators involved in Ultra long-range (ULR) flight operations may look into No Destination Alternate in conjunction with re-clearance flight planning in order to undertake flight operations with NDA flight. Also, necessary approval shall be taken from the local regulator along with each aerodrome. The decision to commence or continue the flight with "No Destination Alternate" lies entirely with the Pilot In Command (PIC). If circumstances so dictate, the flight will be dispatched with a Destination Alternate," it read further.
