 United Nations developed 17 <keyword id="879547" type="ORGANIZATION" weightage="20" keywordseo="sustainable-development-goals">Sustainable Development Goals</keyword> (<keyword id="450172" type="PERSON" weightage="20" keywordseo="sdgs">SDGs</keyword>) in September 2015,to end global poverty, reduce gender inequality, improve literacy level and others. As many as 193 nations promised to work on it. A few governments and organisations claim to be doubling their efforts, yet 1.4 million women are girls fall prey to discrimination, violence and sexism. According to UN, no country will be able to meet the gender equality targets by 2030. “Women and girls represent half of the world’s population, and yet, no country on the planet has achieved gender equality. Women are underrepresented at all levels of political leadership, face inequalities often beginning at birth and following them all their lives, and women continue to experience violence in all parts of the world. Advancing gender equality and empowering women is critical to achieving the GlobalGoals and a better future for all,” <a href="https://www.instagram.com/p/B5B8Pp5lmqI/"> wrote UN</a>. The vicious circle of poor health, unhealthy children and absence from classroom Women are hungrier, more discriminated, and poorer than men, according to the United Nations. These women often suffer from serious diseases like anemia during pregnancy, giving birth to unhealthy children. To put it simply, they are trapped in a vicious circle of unhealthy life, discrimination and poverty. Their misery doesn’t end here. According to UN, “One in five women and girls under the age of 50 reported experiencing physical and/or sexual violence by an intimate partner within a 12-month period.” Governments across the world introduced several policies to bring women on par with men in terms of development. However, given the alarming rates of all the problems including health issues, unemployment, illiteracy, these measures are not taking effect. “Economic divide continues to reinforce the gender divide, contributing to higher rates of unemployment and illiteracy among women when compared to men,” said the UN.

Which country can achieve gender equality by 2030 ? The answer is none, UN laments

Mumbai, Jan 21 () India needs a whopping USD 2.64 trillion investment to meet the UN's sustainable development goals (SDGs), offering the private sector an investment opportunity of over USD 1.12 trillion by 2030, according to a report.
 According to the Standard Chartered SDG Investment Map, the total investment that the country needs to make by 2030 is a whopping USD 2,633.9 billion. Of the total, USD 1,558.8 billion is for clean energy, USD 505.5 billion for transport infrastructure, USD 377.4 billion for digital access; and USD 192.2 billion for clean water and sanitation.
 Of the total USD 2.64 trillion of investment needed, the potential investment opportunity for the private sector is a whopping USD 1.12 trillion with USD 701.5 billion going into clean energy, USD 226.5 billion for digital access, USD 176.9 billion in transport infrastructure, and USD 19.2 billion for clean water and sanitation, said the report.
 For the emerging markets as a whole, the opportunity for the private sector is around USD 10 trillion, said the report adding that "India represents USD 1.124 trillion of SDG opportunity, or more than 10 per cent of the USD 9.668 trillion opportunity for private sector investors across all emerging markets to help achieve the UN goals."
 At USD 701.5 billion, the greatest private sector opportunity in the country is investment in achieving and maintaining universal access to electricity, which is the seventh SDG.
 The study identified opportunities for the private sector to contribute to three infrastructure-focused goals between now and 2030 - SDG 6: Clean water and sanitation, SDG 7: Affordable and clean energy, and SDG 9: Industry, innovation and infrastructure.
 Seven per cent of the country's population still do not have access to electricity.
 The opportunity in the water and sanitation is USD 19.2 billion as 24 per cent of the people still do not have access to clean water and sanitation and closing this gap by 2030 will require investment of close to USD 20 billion, said the report. 
 The SDG 9 calls for improvement in industry, innovation and infrastructure by 2030 wherein private sector can chip into transport and digital areas which requires an investment of around USD 226.5 billion. Of the total, transport infrastructure alone will need USD 176.9 billion of investment. The present digital access is only 45 per cent.
 "Opportunity 2030 provides an important map of the SDG opportunities for private sector investors looking to invest with impact and improve the lives of millions of Indians over the next decade," Bharat Padmanabhan of StanChart said.
 The Opportunity 2030 study spans 15 of the world's fastest-growing economies and estimates the potential private-sector investment opportunity to contribute to three of the most investment-ready SDGs (6,7 and 9). BEN HRS

New Delhi, Jan 31 () India's development trajectory is critically linked with investments in social infrastructure and the country's march towards attaining Sustainable Development Goals is firmly anchored in investing in human capital and inclusive growth, the Economic Survey 2019-20 said.
 To reap the benefits of demographic dividend, the government is committed to improve the outcomes in education and skilling, and to provide employment and affordable healthcare to all, as per the survey tabled in Parliament on Friday.
 "India's march towards achieving Sustainable Development Goals (SDGs) is firmly anchored in investing in human capital and inclusive growth," Economic Survey 2019-20 said.
 Scaling up development programmes for improving connectivity, providing housing and bridging gender gaps in socio-economic indicators is of paramount importance for sustainable development.
 It stated that the public investments in social infrastructure like education, health, housing and connectivity have a critical role in ensuring inclusive development in a developing country like India.
 "The 17 SDGs and 169 targets envisaged in the Agenda 2030, are closely interrelated with social infrastructure," it said.
 With the underlying dimensions of education and health embedded in SDGs, the improvement in Human Development Index (HDI) is also interlinked to SDGs as evidenced in the correlation between SDG rankings and HDI rankings of the states.
 The 2030 Agenda for sustainable development calls for global partnership to ensure peace and prosperity for people and the planet, now and into the future.
 It is recognised that ending poverty and other deprivations must go hand-in-hand with strategies that improve health and education, reduce inequality and spur economic growth in a sustainable manner, the survey said.
 India is committed to achieve these SDGs and a strong social infrastructure is key to achieve them, it said, adding that the government has been focusing on provisioning of assets such as schools, institutes of higher learning, hospitals, access to sanitation, water supply, road connectivity, affordable housing, skills and livelihood opportunities.

<ul><li>Inter-Governmental Panel on <keyword id="6361617" type="UNKNOWN" weightage="20" keywordseo="climate-change">Climate Change</keyword> (<keyword id="6941656" type="UNKNOWN" weightage="20" keywordseo="IPCC">IPCC</keyword>) released its ‘special report’ on the impact of global warming of 1.5 degrees Celsius above pre-industrial levels.</li><li>Keeping other global issues in mind, the report analyses the trade-offs and synergies between keeping climate change in control and other <keyword id="879547" type="ORGANIZATION" weightage="20" keywordseo="sustainable-development-goals">sustainable development goals</keyword> (<keyword id="450172" type="PERSON" weightage="20" keywordseo="sdgs">SDGs</keyword>). </li><li>Their study goes while some goals are aligned with reducing <keyword id="58357" type="PERSON" weightage="20" keywordseo="greenhouse-gas-emissions">greenhouse gas emissions</keyword>, the trade-offs are higher for other paradigms.</li></ul>Reducing the impact of climate change isn’t just about reducing average global temperatures, it’s about doing it in a way that doesn’t worsen other global problems. A ‘<a href="http://www.ipcc.ch/report/sr15/">special report</a>’ by the Inter-Governmental Panel on Climate Change (IPCC) analyses that while it may be synergized with reduction of air pollution and improving health, reducing greenhouse gas emissions drastically will be trickier when it comes to food security and water security. In order to successfully implement policy changes that control climate change, the report highlights that finance and technology need to be aligned with local requirements and institutions need to be integrated for effective governance. It also warns against a single-minded approach to reducing climate change. The IPCC recommends that issues of power and inequality shouldn’t be ignored, but integrated into the solutions that are put in place to tackle climate change. IPCC analyses the synergies and trade-offs between preventing climate change and SDGs

There exists a considerable overlap between the recently adopted United Nation’s (UN) <keyword id="55804" type="ORGANIZATION" weightage="100" keywordseo="sustainable-development">Sustainable Development</keyword> Goals (SDGs) targeted to be achieved by 2030 and the social dimensions incorporated in the <keyword id="2181132" type="UNKNOWN" weightage="100" keywordseo="Social-Progress-Index">Social Progress Index</keyword> (SPI) developed by the Social Progress Imperative, a nonprofit organization based in Washington. The UN’s sustainable development agenda comprises of 17 goals pertaining to poverty eradication, lessening inequality and injustice and environmental challenges, particularly climatic changes and hold a global applicability, irrespective of the level of development of a nation. Likewise, the SPI captures comprehensively social progress of a country by incorporating various social and environmental indicators which have been distinctly grouped into three dimensions- Basic Human Needs such as food, water, sanitation, shelter, and personal safety; Foundations of Wellbeing for a better life such as basic education, information and communication, health , and environmental sustainability and thirdly, the Opportunity to improve one’s life through provision of rights, freedom , equality and access to advanced education. Figure1.1 highlights the overlap between the UN’s SDGs and the three dimensions of the SPI.

The SPI by aggregating indicators across all the dimensions provides a holistic measure to benchmark the progress reached on the sustainable development agenda of the UN. While, the world scores 61 on a scale of 100 on social progress, there exists a wide diversity in the social progress levels reached across the world, with countries falling under the category of “Low Social Progress” and “Very Low Social Progress” being the countries of concern for achieving the new SDGs for 2030. 
 
Looking at the SPI performance for India, which has been classified as one of the low social progress countries, it has been observed that while India performs well in terms of Nutrition and Basic Medical Care and Access to Basic Knowledge, it lags behind in many other critical aspects of development. For instance, in 2015, only 36 per cent of the population had access to improved sanitation facilities and about 26 per cent had access to piped water. Moreover, due to excessive freshwater withdrawals India is currently facing high water stress levels. In addition to this, about 25 per cent of the population does not have access to electricity, along with a poor quality of electricity supply to the rest of the masses. Further, India has low tolerance for all the members of its population, making it socially less progressive compared to the other countries. For instance, India has been ranked 128th in 133 countries on tolerance for immigrants from other countries. Understanding the pressing need of fostering social progress for India, the current Narendra Modi government has implemented a development strategy that is closely aligned with the recent UN’s sustainable development agenda. One of the most striking initiatives undertaken so far have been “Make in India” drive having intent of propelling domestic manufacturing growth along with spurring foreign direct investment, job creation and innovation in sectors such as automotive, defense manufacturing, electronics, mining, pharmaceuticals and renewable energy. In addition to this, initiatives such as “Digital India” and “Smart Cities” have committed to providing best in class infrastructure and smart solutions to its people such as smart energy systems, green transportation and smart buildings intended to save energy usage. 
 
Further, as India accounts for about 50 per cent of the world’s open defecation, Government of India and the World Bank have also signed a US$500 million credit for the Rural Water Supply and Sanitation (RWSS) project in the states of Assam, Bihar, Jharkhand, and Uttar Pradesh. This complements the popular “Swachh Bharat Abhiyan”, national campaign by the Government of India to clean the roads of the country. Several other programmes that would enable India to achieve higher social progress include “Atal Mission for Rejuvenation and Urban Transformation” which proposes housing for all by 2022, and “Skill India” initiative which proposes to empower about 40 crore individuals with skills by 2022. Moreover, to drive innovation and the related growth, which is essential for sustainable development, Modi government has also taken steps to promote intellectual property rights within the country. A national Intellectual Property Rights (IPR) policy has been formulated which suggests providing tax benefits to the IPR creation. 
 
On the front of environmental sustainability, which has been another area of concern for sustainable development of a country, in the World Climate Change Conference (COP21) held in Paris in 2015, India has shown its support along with 176 other countries so far by signing the climatic change agreement which proposes to reduce greenhouse gas emissions and limit the global rise in temperature to 1.5 degree Celsius. 
Thus, while several efforts have been taken up by the Indian government towards a more sustainable development growth path, it must be realized that to achieve the global goals, the world’s social progress score would have to reach atleast 75 out of 100(Report by Deloitte UK and Social Progress Imperative), which is possible only if all the countries, irrespective of their current level of economic growth overperform on social progress. One of the countries worth highlighting here is Costa Rica, which has achieved a SPI score of 77.88 with a GDP per capita of only $13, 431 per annum. While, several social indicators are positively impacted by economic prosperity, indicators on the front of health and wellness, rights and freedom, tolerance and inclusion and environment have a weak correlation with GDP, thus highlighting the necessity of prioritizing such dimensions directly so as to achieve the desired social progress score for the UN’s SDGs for 2030.

India’s Development Strategy towards Social Progress and UN’s Sustainable Development Goals

During the <keyword id="3080788" type="UNKNOWN" weightage="20" keywordseo="United-Nation-Sustainable-Development-Summit">United Nation Sustainable Development Summit</keyword>, a high-level plenary meeting of the <keyword id="107186" type="ORGANIZATION" weightage="20" keywordseo="General-Assembly">General Assembly</keyword> highlighted 17 ambitious <a href="http://www.businessinsider.in/searchresult.cms?query=SDGs">Sustainable Development Goals</a> (<keyword id="450172" type="UNKNOWN" weightage="20" keywordseo="sdgs">SDGs</keyword>) that aim to remove poverty, fight inequality and tackle climate change in the next 15 years. 
 
In an exclusive e-mail interview of <a href="http://economictimes.indiatimes.com/opinion/interviews/world-wont-achieve-its-development-goals-without-india-coming-through-bill-gates/articleshow/49160201.cms">The Economic Times</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=bill+gates">Bill Gates</a>, American business magnate and philanthropist, talked about what role India needs to play to achieve these 17 goals and why these are important. 
 <keyword id="45830" type="PERSON" weightage="20" keywordseo="Bill-Gates">Bill Gates</keyword> told the business daily that “All eyes are on India.”The world would have not achieved its poverty reduction targets without China coming through; in the similar way, it will not achieve many of its SDGs targets without India coming through, he added. 
 While India has significantly achieved some of the Millennium Development Goals (MDGs) goal in the education and health sector, SDGs currently gives the <keyword id="44734" type="ORGANIZATION" weightage="20" keywordseo="Indian-Government">Indian government</keyword> in opportunity to provide better primary healthcare to all, said Gates. 
 
On being asked about what role Indian businesses will play in achieving these goals? Bill Gates told ET that the country has a deep-rooted and growing tradition of philanthropy. This sector has significant expertise that can be applied to addressing India's most challenging health and development challenges, he added. 
 
Asserting that it's clear that the MDGs have been instrumental in fostering global collaboration and accountability among wealthy and developing countries, Gates said that the private sector and NGOs aim to bring down extreme poverty, improve maternal health and reduce child mortality rate. These factors could catalyze global action on the issues that affect the most vulnerable communities, he asserted. 
 
Gates further added that the SDGs put forward a shared vision of a world to eradicate extreme poverty and hunger, foster inclusive economic growth and combat climate change by 2030. 
 
Speaking about the funding part to achieve these 17 goals, the 59-year-old tech czar told the business daily that the SDGs are not a largely aid-driven agenda unlike MDGs. He further added that following are the three sources of finance for the SDGs: 
· Domestic in-country resources 
· Traditional aid 
· Private <a href="http://www.businessinsider.in/searchresult.cms?query=finance">finance</a> 
 
According to Gates, “The main source of financing for the SDGs will be resources from developing countries themselves, through domestic revenues like taxes which should be applied towards development outcomes.”
