External Affairs Minister <keyword id="491850" type="PERSON" weightage="20" keywordseo="S-Jaishankar">S Jaishankar</keyword> on Tuesday held talks with US Secretary of State <keyword id="3109665" type="PERSON" weightage="20" keywordseo="Mike-Pompeo">Mike Pompeo</keyword> in Tokyo, focusing on various aspects of bilateral ties and ways to ensure stability in the Indo-Pacific region. Jaishankar and Pompeo are in the Japanese capital to attend a ministerial meeting of the Quad or Quadrilateral coalition comprising India, the US, Australia and Japan. "Began my Tokyo visit with a bilateral meeting with @SecPompeo. Pleased to see the progress of our partnership in so many fields. Will work together for stability and prosperity in the Indo-Pacific," Jaishankar tweeted. It is learnt that Jaishankar and Pompeo also deliberated on overall ties including evolving security scenario around India. In November 2017, the four countries gave shape to the long-pending proposal of setting up the "Quad" to develop a new strategy to keep the critical sea routes in the Indo-Pacific free of any influence. The first meeting of foreign ministers of the four countries under the 'Quad' framework had taken place in New York in September 2019. The second ministerial meeting of the Quadrilateral coalition on Tuesday is expected to collectively affirm the importance of a free, open and inclusive Indo-Pacific in the backdrop of growing Chinese assertiveness in the region. During his two-day visit to Tokyo, Jaishankar will also hold talks with his Japanese counterpart Toshimitsu Motegi and Australian Foreign Minister Marise Payne India is also expanding bilateral cooperation with Japan, the US and Australia in the Indo-Pacific region. The US has been pushing for a greater role for India in the Indo-Pacific which is seen by many countries as an effort to contain China's growing clout in the region. Jaishankar holds talks with US Secretary of State Mike Pompeo amid QUAD meeting in Tokyo

Three months later, <a href="http://www.tata.com/htm/Group_Investor_GroupFinancials.htm">the $145 billion Tata group</a>, comprising over 100 companies that produce everything from steel to software, announced that Jaishankar would take over as its president for global corporate affairs. In March 2019, Jaishankar had received the Padma Shri award from President Ram Nath Kovind. Now, he has been appointed as the Minister for External Affairs in the Modi government that has come back to power for a second consecutive term. He was the country's longest-serving foreign secretary and has helped craft much of Modi's foreign policy. He joined Indian Foreign Service in 1977 and served as Indian Ambassador to the United States in 2014 and 2015. He was India's ambassador to China from 2009 to 2013, and to the Czech Republic from 2001 to 2004. He also planned and executed a highly successful maiden visit of Prime Minister Modi to the US in September 2014 and his landmark address to the Indian diaspora at the Madison Square. A major highlight of his diplomatic career was his tenure as Joint Secretary in-charge of Americas Division from 2004 to 2007 when he was involved in negotiating the historic Civil Nuclear Agreement. He also led the Indian team of negotiators for the subsequent 123 Agreement with the US, which was linked to the Civil Nuclear deal and concluded in 2009. Jaishankar's tenure as India's Ambassador to China from 2009 to 2013, which was the longest by any IFS officer, coincided with several major developments in bilateral relations. It was his briefing to the Cabinet Committee on Security in 2010 regarding China's refusal to issue a visa to the Northern Army Commander which led to suspension of Indian defence co-operation with China and military exercises, before the matter was resolved in April 2011. Also in 2010, Jaishankar negotiated an end to the Chinese policy of issuing stapled visas to Indians from Jammu and Kashmir. Jaishankar also had to do <a href="https://www.deccanherald.com/national/national-politics/what-all-can-the-court-overlook-in-the-rafale-matter-723110.html" data-type="tilCustomLink" target="_blank">some fire-fighting for the Modi government</a> as a foreign secretary when the opposition parties raised the ante on the final deal to purchase 36 Rafale fighter jets from French company Dassault. "Jaishankar has an extremely good relationship with Modi, even before his term as foreign secretary," G Parthasarathi told India Today. Jaishankar is also the son of K Subrahmanyam, an extremely influential foreign affairs expert in the country, a journalist and a former civil servant. He played a key role in determining India's global stance on key issues including the country's nuclear doctrine. New Delhi, <keyword id="19895159" type="General" weightage="20" keywordseo="russia" source="keywords">Russia</keyword> is a power with an enormous tradition of statecraft and it is turning more towards Asia or non-West parts of the world, External Affairs Minister <keyword id="19922782" type="General" weightage="20" keywordseo="s-jaishankar" source="keywords">S Jaishankar</keyword> said on Friday, delving into current geopolitical developments and their fall-outs. In an interactive session at the Raisina Dialogue, <keyword id="19920247" type="General" weightage="20" keywordseo="jaishankar" source="keywords">Jaishankar</keyword>, replying to a question on Moscow's growing proximity with Beijing, said it makes sense to give Russia multiple options and that railroading it into a single option and criticising it for that would be like a self-fulfilling prophecy. "I think it makes sense to give Russia multiple options. If we railroad Russia into a single option and say that's really bad because that's the outcome, then you are making it a self-fulfilling prophecy," he said. "Today it is important for other countries, especially in Asia to engage Russia," Jaishankar said. "Russia is a power with an enormous tradition of statecraft. Such powers would never put themselves into a single relationship of an overwhelming nature. It would go against their grain," he said. The external affairs minister was asked to comment on intensification of ties between Russia and China and whether <keyword id="19895063" type="General" weightage="20" keywordseo="india" source="keywords">India</keyword> was uncomfortable with it. "What's happened today with Russia essentially is that a lot of doors have been shut to Russia and the West. We know the reasons why. Russia is turning more to Asia or to parts of the world which are not West," he said. The external affairs minister suggested that policies of the West are bringing Russia and China closer. "It's kind of funny -- on the one hand you have people who set policies (and) bring the two together and then you say beware of them coming together," he said. The question was asked by <keyword id="20700294" type="General" weightage="20" keywordseo="michael-fullilove" source="keywords">Michael Fullilove</keyword>, Executive Director of Lowy Institute, Australia. Jaishankar's comments came days after he said India has had a "stable" and "very friendly" relationship with Russia, and that Moscow never hurt New Delhi's interests. The ties between India and Russia remained strong notwithstanding Moscow's invasion of Ukraine. India's import of Russian crude oil has gone up significantly despite increasing disquiet over it in many Western countries. India has not yet condemned the Russian invasion of Ukraine and it has been maintaining that the crisis must be resolved through diplomacy and dialogue. In his remarks, Jaishankar also highlighted India's G20 presidency and how it ensured induction of the African Union as a permanent member of the grouping. He noted that if the G20 could be expanded, the permanent membership of the UN Security Council can also be increased. "When the sort of smoke clears and people look back on this G20, it will surely be recognised for the fact that the African Union's membership was agreed upon," he said. The external affairs minister also highlighted India's foreign policy priorities including combating terrorism and attempting to ensure inclusive global welfare. It could be millets, it could be yoga, it could be solar energy, it could be combating terrorism, it could be black money.
