New Delhi, Apr 17 () The road transport ministry on Friday said it is discharging its social responsibility by helping drivers, labourers and other needy people -- most of whom were stranded on roads after the lockdown announcement. Soon after the announcement by Prime Minister Narendra Modi on March 24, Road Transport and Highways Minister Nitin Gadkari asked field units of the ministry across the length and breadth of the country to extend necessary help to their workers/ labours and the common people. "The Ministry of Road Transport and Highways has taken up the social responsibility of helping people on the roads during the nationwide lockdown due to COVID-19. All the field units and offices of the ministry, as well as the associated organisations NHAI and NHIDCL came forward to help mitigate the difficulties of the people. Reports are continually pouring in from several parts of the country on how people were helped in great ways," the ministry said in a statement.In Maharashtra, when a large number of people started to move to their native places in Rajasthan, Uttar Pradesh and other states on this weekend, and were moving ahead with kids and family members under scorching sun, they were offered food and water by the Thane unit, it said. A local NGO 'Samata Vichar Prasarak Sanstha' was also roped in to help in distribution of food packets, it added. Similarly, in Prayagraj district of UP, many labourers and truck drivers got stuck on highways due to lockdown, the statement said adding they were without food and water and in such a condition, the project directorate undertook on itself the responsibility of feeding them. "The benevolent work is continuing due to owning up of responsibility by all officers and staff members of the directorate. Similar stories have come in from the Fatehpur district of UP, where a large number of people and truck drivers were stranded, and had no food due to closing of roadside eateries. Local field office came forward and provided food and water to mitigating public," the statement said. In Trichi district of Tamil Nadu, NHAI patrolling team found five people at Palur on the National Highway No. 45, it said and added that they were immediately given food and water, and were provided face masks for their safety. They were then taken to the nearby shelter, where they are being looked after well till date. The NHAI concessionaire at Wardha in Maharashtra is sheltering about 50 people since the beginning of the lockdown. Due to closure of roadside restaurants, drivers and commuters on essential duties were facing difficulty in getting food and water, the statement said and added food, water, hand wash facilities are being provided to these people on regular basis while taking care of social distancing and sanitation. Road transport ministry helping needy, poor amid Covid-19 lockdown

To make highways safer for people in India, the road transport ministry is planning to launch highway radio advisories, common in developed countries. The service will play an important role in providing them information about <keyword id="6361065" type="COMPANY" weightage="80" keywordseo="traffic">traffic</keyword>, weather and eateries. 
 To begin with, the road transport ministry has approached the <keyword id="384646" type="ORGANIZATION" weightage="80" keywordseo="Information-and-Broadcasting-Ministry">information and broadcasting ministry</keyword> to start its highway radio advisory service initially on three radio frequencies, a senior official told the Economic Times. 
 The government plans to build an intelligent transport system that addresses concerns regarding <keyword id="428051" type="PERSON" weightage="80" keywordseo="environment-pollution">environment pollution</keyword> and road safety through <keyword id="2858733" type="UNKNOWN" weightage="80" keywordseo="better-data-collection">better data collection</keyword>. 
 Moreover, the road ministry would also launch IT-based initiatives like road asset management system, <keyword id="918528" type="UNKNOWN" weightage="60" keywordseo="Vehicle-Tracking-System">vehicle tracking system</keyword> and real toll data management. It might use satellite to monitor road conditions, traffic, and encroachments. 
 
The official said the pilot project is expected on the Delhi-Jaipur highway. "We want to start the project on a pilot basis once we have the spectrum and other requirements," the official told the financial daily. 
 Once the road ministry gets the spectrum allocated for the radio stations, it will float tender inviting private players to operate the service, the official added. A meeting between the officials of the two ministries to discuss <keyword id="2858732" type="UNKNOWN" weightage="60" keywordseo="availability-of-spectrum">availability of spectrum</keyword> on the Delhi-Jaipur highway is likely to happen soon. 
 
"Flow of information about the highway to the user would bring in preparedness for most eventualities. However, it is ultimately the road condition that needs to be improved on this stretch, which can be a nightmare for a commuter at times," said an industry expert. 
 
The government has taken some steps for road accidents victims such as providing them free treatment on the Gurgaon-Jaipur stretch of the NH8. The project ensures medical care for the first 48 hours or up to Rs 30,000. 
 The road ministry has also been trying to expedite widening a 225.6 km stretch on the <keyword id="2858731" type="UNKNOWN" weightage="80" keywordseo="Gurgaon-Kotputli-Jaipur">Gurgaon-Kotputli-Jaipur</keyword> section of NH8 to six lanes. The cost of developing the stretch is about Rs 1,673.7 crore.

In the backdrop of less state transport buses and crumbling system, the road and transport ministry has sought a grant of Rs 2,500 crore in <keyword id="2783177" type="UNKNOWN" weightage="20" keywordseo="Budget-2016">Budget 2016</keyword>. 
 
The ministry wants to double state transport buses and the issue might be taken up on a pari passu basis with an equal amount allocation from the respective states. 
 
It is worth mentioning that only 5 per cent of the country's population use state transport buses. 
 
The proposal also assumes significance in the wake of government mulling conversion of about 1.5 lakh diesel buses run by state transport corporations into electric buses. 
 
"We have 1.5 lakh buses of state road transport corporations. It is our effort to convert 1.5 lakh diesel buses into electric battery-operated buses which will reduce Rs 8 lakh crore bill on import of crude and petroleum and would also help in making India pollution free," said Road Transport and Highways Nitin Gadkari. 
 
Also, Gadkari wants an allocation for proposed Smart Mobility Through Intelligent and Legal Enforcement (SMILE) scheme. 
 
The ministry has sought Rs 800 crore allocation in Budget 2016. 
 
Under the proposal, the Centre is likely to include the commissionerates of police under its proposed SMILE scheme, which will help meet the infrastructural requirement of the states traffic police. 
 
The Ministry has proposed to include 10 cities of India under the SMILE project in first phase.

Road ministry wants Rs 2,500-crore annual grant in Budget 2016 for state road transport

Under the <keyword id="2817072" type="UNKNOWN" weightage="20" keywordseo="Hybrid-annuity-model">Hybrid Annuity Model</keyword> (HAM), the Indian government is going to award projects worth around Rs 60,000 crore. 
 The model has been able to revive the interest of private players in the sector and under HAM, the <keyword id="61316" type="UNKNOWN" weightage="20" keywordseo="Road-transport">road transport</keyword> and <keyword id="6381514" type="UNKNOWN" weightage="20" keywordseo="highways">highways</keyword> ministry will award at least 6,000 km of highway projects. 
 In the next financial year, the road transport ministry led by <keyword id="26680" type="PERSON" weightage="20" keywordseo="Nitin-gadkari">Nitin Gadkari</keyword> is mulling to give projects worth Rs1.5 lakh crore and has sought budgetary support of Rs 85,000 crore from the finance ministry for the same. 
 
"Given the lack of appetite for PPP projects, it would be extremely challenging to achieve the road building target without adopting mitigating financial instruments. The government wouldn't have found any takers for Build Operate Transfer (BOT) model," Jaijit Bhattacharya, Partner, KPMG, told ET. 
 
The target of increasing highway network from 96,000 km to 1.5 lakh km has been increased to 1.75 lakh km.

New Delhi, Feb 10 () Taking note of delays in registration of vehicles in some states due to inspection of the model despite valid documents, the Centre on Monday asked the states and UTs to register automobiles as per the rules under the Motor Vehicle Act. The Union Road Transport and Highways Ministry has issued an advisory to the states and the Union Territories in this regard. "The Ministry of Road Transport &amp; Highways has issued an advisory to all State / Union Territory (UT) Administrations to implement the system of vehicle registration as per Rules notified under the Central Motor Vehicle Act 1988," the ministry said. The ministry in its advisory stated that it has come to its notice that in some states vehicles are not being registered in spite of vehicles having Valid Type Approval (Road Worthiness, Certificate from authorised testing agencies) and that each model of the vehicle is subjected to physical inspection by the State Transport Department before the registration. "VAHAN system provides a mechanism for the inventory of vehicles being uploaded by the vehicle manufacturers against valid type approval certificates. "Unless and until there are reasons for disputing the specifications of vehicles supplied, the pre-inspection of a model of vehicle, already type approved should not be resorted to as it leads to unnecessary delay and harassment. Transport departments of States and UTs are requested to implement the system of registration of vehicles based on production of type approval certificate and Form 22," the ministry stated. The statement said all authorised testing agencies carry out testing of prototype of the model and provide the type approval certificate. Form 22 is a quality certificate for compliance with pollution standards, safety standards of components and road worthiness. NAM MRMR

Govt issues advisory to states/UTs to register vehicles on the basis of valid documents

New Delhi, Mar 18 () To restrict travel by people through public transport, the Centre on Wednesday asked states to consider refund of fare to passengers for advance bookings done by them. The states and UTs have been requested to minimise transport numbers among the people, and also if it is not unavoidable, refund of fare may be considered against advance bookings, the Road Transport and Highways Ministry said in a release. "Union Ministry of Road Transport &amp; Highways has urged all the States and Union Territories to take necessary steps for containing novel coronavirus - COVID 19 in the means of public transport," the release said. In a letter to the Principal Secretaries and Secretaries in charge of Transport, and Transport Commissioners of all States/UTs, the Union ministry has highlighted the importance of social distancing for controlling this disease, it added. Further, the States/UTs have been requested to make arrangements for sending SMSs to the passengers for making them aware of these steps. NAM NAM MRMR

Consider refund of fare for advance booking to curb travel: Centre to states

Finance Minister <keyword id="42575" type="PERSON" weightage="20" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> allocated Rs 55, 000 crore to road ministry against the expectations of Rs 85, 000 crore and this has led the road transport and highways ministry to take up soft loan. 
 
In a bid to continue with its plan of constructing and upgrading national highways, state highways the road ministry will seek a loan of more than Rs 50, 000 crore from the country's largest financial entity, Life Insurance Corporation of India (LIC). 
 Road transport minister <keyword id="26680" type="PERSON" weightage="20" keywordseo="Nitin-gadkari">Nitin Gadkari</keyword> has already given his go ahead and the proposal will soon be taken up with LIC and finance ministry. 
Road ministry plans to award road construction contracts for a little over 10,000 km of highway next financial year and also upgrade 50,000 km of state highways to national highways. 
 
Meanwhile, with Jaitley’s Rs 55, 000 crore budgetary allocation, the roads ministry would be able to construct only 7,000 kilometres of highways. 
 
The ministry has lined up 16 expressway projects out of which 10 worth Rs 40,000 crore have already received cabinet nod. 
 
This is not the first time that LIC has been asked for soft loans. 
 
Last year, Indian Railways had also sought a loan of Rs 1.5 lakh crore from the LIC to invest in its capacity expansion plan.

New Delhi, Mar 23 () The government is contemplating allowing those with colour blindness get driving licence after having consulted the matter with medical experts.Issuing a draft notification, the Ministry of Road Transport and Highways has sought suggestions and comments from various statkeholders for an amendment in Motor Vehicle Rules for enabling such individuals obtain driving licence. The Ministry of Road Transport and Highways (MoRTH) has invited suggestions and comments from all stakeholders including the general public on the proposed amendment in the Motor Vehicle Rules for enabling colour blind people procure driving licence, MoRTH said in a statement on Monday."It was brought to the notice of the ministry that the colour blind citizens were not being able to get the driving licence made although they are able to perform all functions properly except from identifying colours. The matter was sympathetically examined consulting the medical experts," the statement said. It had been reported that the citizens with certain degree of colour blindness can be provided with driving licence and this is being done in many countries of the world, it added.Being sensitive to the issues raised and considering the demand of such citizens, the ministry has issued a draft notification ... for amendment to Form 1 and 1A of Central Motor Vehicles Rules 1989 for soliciting comments and suggestions from all stake holders," it added.The suggestions or comments can be sent to the Joint Secretary (Transport), Ministry of Road Transport and Highways, Transport Bhavan, Parliament Street, New Delhi by April 15, it added. The airstrips will span over 5-6 kilometres on a 60-metre wide concrete road. They will have parking slots for four aircraft, two gates at either ends of the strip and an Air Traffic Control (ATC) tower. The road runways are aimed at reaching out to the affected areas in the fastest possible time in case of natural calamities such as earthquakes or floods when air connectivity is the only viable option.The government plans to remove the hindrance caused by the electric poles, trees and dividers. According to the country’s Ministry of Road Transport and Highways, the landing airstrips will cost about ₹836.6 million. The project will be managed by the Indian Air Force (IAF), India’s Ministry of Defence and its transport ministry. Mansukh Mandaviya, Minister of State for Road Transport and Highways, <a href="https://www.thehindubusinessline.com/economy/logistics/country-to-have-11-emergency-landing-air-strips-on-national-highways-mandaviya/article25538114.ece">reportedly</a> said that the first such strip will be set up in Gujarat on National Highway number 151 near Khambhaliya of Devbhumi Dwarka district. Mandaviya also said that the government has potentially identified 13 roads across seven states that can have emergency landing. India plans to build 11 emergency airstrips on its national highways

Giving relief to commuters, the road transport ministry is considering a proposal that promises to make journeys on highways more easy and free of cost. Private buses and vehicles may be exempted from paying toll on highways in their districts if the government accepts the proposal. 
 
But how would the government balance the revenue loss on account of this exemption? According to the proposal, it can increase the toll tax on commercial vehicles or it could pitch into compensate for the amount forgone. 
 
The proposal came in the wake of data released by the road ministry that said personal vehicles comprise half of the overall traffic on highways but contribute only 14% to the toll kitty. In 2013, only Rs 1,600 crore of the total toll of Rs 11,400 crore came from personal vehicles. 
 
Meanwhile, the toll collection has other problems such as overcharging and undercharging. Complaints of non-reporting and under reporting of the toll fee by agents are also rampant. 
 
"We are toying with various ideas not just to give some benefit to the users but also compensate for the loss in toll," a top ministry official told the Economic Times. 
 According to <keyword id="187122" type="POSITION" weightage="80" keywordseo="Road-Transport-Minister">Road Transport Minister</keyword> <keyword id="26680" type="PERSON" weightage="80" keywordseo="Nitin-gadkari">Nitin Gadkari</keyword>, the government cannot do away with toll entirely and would try to work out a mechanism that will benefit all. 
 
Moreover, a Transport Corporation of India-IIM Calcutta study said that the removal of toll plazas along with a pan-India electronic toll collection system on the national highways might save the country Rs 88,000 crore. 
 Some experts are not happy with the idea of removing the toll and its implication on the public-private partnership projects. "Policies have to be made for future. Fewer private vehicles are using the highway because roads are not good and there are other options available, unlike in the case of commercial vehicles," said Jaijit Bhattacharya, partner-infrastructure and government services at <keyword id="50041" type="CITY" weightage="80" keywordseo="KPMG">KPMG</keyword> India. 
 
The government had scrapped 61 toll plazas which had become unviable or recovered the cost completely.

New Delhi, Jan 15 () Absence of coordinated trauma services by various related agencies including concerned ministries is resulting in 'avoidable deaths' and long-term disabilities in about 4.67 lakh road accidents in the country each year, experts said on Wednesday.
 Participating in a conference on 'Trauma care a National Mission', they said there is a strong need for strengthening trauma care system in the country to avoid these tragedies.
 "During the year 2018, about 1.51 lakh persons died in the country due to road accidents, which were mostly preventable.... In India better coordinated preventive measures are needed including enhanced trauma services, and improvement in road and vehicle engineering " said I K Pandey, Director General Road Development and Special Secretary, Ministry of Road Transport and Highways.
 Inaugurating the conference jointly organised by the International Road Federation along with Ministries of Road Transport and Highways, Health and Family Welfare, FICCI and World Health Organisation as part of the ongoing Road Safety campaign, he said efforts were on to rectify road accident spots.
 "Ministry of Road Transport, as part of improving road engineering has identified more than 4,000 black spots on national highways and is going all out to rectify them in a phased manner taking all safety measures. The ministry will also conduct road safety audits to further improve road engineering," said Pandey.
 Road Ministry as part of its effort to improve trauma service on National Highways has provided an ambulance, first aid service and one crane on every toll plazas, he said.
 "It is important to infuse knowledge of road safety and first aid among the public and also in roadside facilities such as dhabas and among truck drivers, who are most often the first to reach accident sites. The Government on its part provides free healthcare to accident victims but more needs to be done," said Rajiv Garg, Director General Health Services, Ministry of Health and Family Welfare.
 Deputy Head of WHO country office, Payden said "it is seen that road accidents is the number one cause of death among children and youngsters in the age group of 5 to 29 in India. Most of these deaths are avoidable with preventable measures including better trauma services, giving way to ambulances and availability of ambulances during the golden hour.
 "About 30 per cent road accident victims die after being discharged from hospitals, this needs to be taken care by rehabilitating them."
 International Road Federation (IRF) President Emititus K K Kapila stressed the need for extending Pradhan Mantri Jan Arogya Yojana (PM-JAY), popularly known as the Ayushman Bharat to road accident victims in the country.
 "India accounts for more than 11 per cent of the global road accident fatalities. India is also a signatory to the United Nation's Decade of Action for Road Safety which aims to reduce road fatalities by 50 per cent by the year 2020," he said. NAM DRR

Need to strengthen trauma care system for highway accident victims: Experts

A proposal to construct runways on highways stretches is being worked upon by the <keyword id="397335" type="UNKNOWN" weightage="20" keywordseo="road-transport-and-highway-ministry">Road Transport and Highway Ministry</keyword> along with the <keyword id="43909" type="ORGANIZATION" weightage="20" keywordseo="Defence-ministry">Defence Ministry</keyword> and 22 stretches have been identified. 
 "There are proposals to develop highway stretches in such a fashion that they may double up as airstrips. This will provide connectivity in difficult places," said Road Transport Minister <keyword id="26680" type="PERSON" weightage="20" keywordseo="Nitin-gadkari">Nitin Gadkari</keyword>. 
 
Gadkari confirmed his ministry will be meet officials of the defence ministry and will strengthen the base of the proposal. According to reports, a committee has been formed comprising members from both the ministries. 
 
The committee will overlook on the specifications such as viability, length and breadth of the highway stretches, etc. 
 Gadkari also mentioned about construction of such an airstrip, which can also be termed as an airport, in <keyword id="6355588" type="ORGANIZATION" weightage="20" keywordseo="Rajasthan">Rajasthan</keyword> when these airstrips can be used for landing and take-off when it is closed and traffic can be restored later. He also said similar projects will be implemented in <keyword id="46408" type="COMPANY" weightage="20" keywordseo="Arunachal-Pradesh">Arunachal Pradesh</keyword>, Meghalaya and few other districts.

New Delhi, Apr 25 () Against the backdrop of COVID-19 pandemic, the government on Saturday asked truckers to take all possible precautions while transporting essential goods across the country.The Ministry of Road Transport and Highways also released an animation video with illustration of 'Dos and Don'ts' for Truck/Lorry Drivers as they handle increasing movements of goods across the country. "Union Ministry of Road Transport and Highways Ministry has released an illustrative animation video which provides for broad Dos and Don'ts for truck/lorry drivers as they are handling trips to transport essential goods across the country."The animation calls upon people to respect and cooperate with truck/lorry drivers who are working to ease life by transporting essential goods and medicines in the scenario when Government had to extend lockdown to curb COVID-19 and save lives," the ministry said in a statement.The Dos and Don'ts issued in the form of graphic animation which urges drivers to maintain personal hygiene, wash hands with soap and water for at least 20 seconds whenever possible, to wear a mask while driving/exiting the vehicle and wash it with soap and water after use.It also urges them to "Use 70 per cent alcohol-based hand sanitizer while driving/exiting the vehicle" and to "not to travel with extra passengers other than a helper and a driver as per the rules" besides maintaining social distancing."Avoid coming in close contact with people at check posts/loading-unloading points/restaurants, etc," it urges them while asking to sanitise vehicles every day.
