New Delhi, The <keyword id="113282" type="COMPANY" weightage="20" keywordseo="Retailers-Association-of-India">Retailers Association of India</keyword> (RAI) has recommended the government to announce the National Retail policy and allow <keyword id="44446" type="PERSON" weightage="20" keywordseo="retailers">retailers</keyword> to register as MSME in the upcoming <keyword id="6360189" type="COMPANY" weightage="20" keywordseo="union-budget">Union Budget</keyword>. In a statement, RAI noted that the the Indian retail sector was one of the worst impacted due to the pandemic and all efforts are required to boost the local economy and help revive the retail, saving millions of jobs. RAI in its recommendation said that there is a need to expedite the formulation and implementation of the National Policy for Retail Trade. "We believe that such a step would provide a substantial boost to the retail sector and facilitate ease of doing business. We recommend government to announce the policy in <keyword id="8420431" type="UNKNOWN" weightage="20" keywordseo="budget-2021">Budget 2021</keyword>," RAI said. RAI noted that retail trade is not classified under MSME and it does not come under the priority sector. "Therefore, if a person is merely running a departmental store or a retail shop and retailing in products, not manufactured by him, he cannot obtain MSME registration," it said, urging the government to allow retailers to register as MSMEs. It also made several suggestions on taxation. RAI said that GST laws do not allow for a refund where the tax rates on inputs services are higher than that on output and this leads to accumulation of <keyword id="6354680" type="UNKNOWN" weightage="20" keywordseo="credit">credit</keyword> with the company, blocking working <keyword id="36749" type="ORGANIZATION" weightage="20" keywordseo="capital">capital</keyword>. It has recommended allowing a refund of accumulated input tax credit accrued on account of input services, capital goods. Further, as per the current scenario, GST credit is leading to blocked working capital. It said that companies should be allowed to use GST deposit or credit for payment of basic import duty. Speaking on the expectations from the Union Budget 2021-22, Kumar Rajagopalan, CEO, Retailers Association of India said: "The retail industry was almost squashed during the pandemic. It is slowly getting back on its knees with the opening up of the economy." "To get this crawling industry back to its feet and start running, we believe that the budget should address two main things that will bring in Ease of Doing Business for retailers -- freedom from various procedural strangleholds and access to funds necessary for growth," he said. Budget 2021: India's retail association seeks a national policy for the battered sector

After failing to get a response from the central government over <a href="http://www.businessinsider.in/searchresult.cms?query=foreign+direct+investment+%28FDI%29+">foreign direct investment (FDI)</a> norms with e-Commerce players in India, brick-and-mortar retailers are going to approach the <a href="http://www.businessinsider.in/searchresult.cms?query=Delhi+High+Court+">Delhi High Court</a> once again. 
 "We did meet the government once and nothing happened after that. We will have to take a call as a group," said Kishore Biyani, founder of <keyword id="44949" type="CITY" weightage="80" keywordseo="Future-group">Future Group</keyword>, India's largest network of retail store chains. He said there should be clarity in the policy. 
 In their quest for parity in <keyword id="44528" type="ORGANIZATION" weightage="100" keywordseo="FDI">FDI</keyword> norms with <a href="http://www.businessinsider.in/searchresult.cms?query=e-Commerce+">e-Commerce</a> firms, which have attracted billions of dollars in overseas funding using the marketplace model, traditional retailers had already approached the court in May. 
 
They contend that while India bars FDI in e-Commerce firms that sell products directly to consumers, foreign companies are allowed to operate online marketplaces that offer a platform for sale of global brands, putting them at a disadvantage. 
 India allows 51% FDI in multi-brand retailing, with a whole host of conditions including 30% mandatory local sourcing and $100 million upfront investment. "We will wait for another few days but if it (the government) still doesn't get a clarified policy, we will have no other option than to go for legal recourse," said <keyword id="113284" type="PERSON" weightage="60" keywordseo="Kumar-Rajagopalan">Kumar Rajagopalan</keyword>, chief executive of the <a href="http://www.businessinsider.in/searchresult.cms?query=Retailers+Association+of+India">Retailers Association of India</a>. 
 
RAI, an industry body representing over 1,000 retailers, including Shoppers Stop, Reliance Retail and the Future Group, filed a petition against the government in mid-May asking for a level playing field in terms of foreign investment. 
 On May 21, the <keyword id="6355014" type="ORGANIZATION" weightage="100" keywordseo="Delhi-High-Court">Delhi High Court</keyword> converted the petition into a representation, directing the association to discuss the matter with the government, failing which they could approach the court again within four months. Since then, associations of mobile and footwear sellers have also filed similar petitions alleging FDI violations. 
 
Biyani had earlier said that India's physical retailers and the marketplace model operated by foreign funded e-Commerce companies in India are largely similar — the only difference is the process of smart accounting by <a href="http://www.businessinsider.in/searchresult.cms?query=online+retailers">online retailers</a>. He also said ecommerce companies are violating FDI laws "in the spirit and letter". 
 
Retailers say they will push the case in the Delhi court, once again highlighting how e-Commerce companies are allegedly circumventing India's FDI regulations. "e-Commerce is only supposed to translate the physical world into the Internet world and therefore deserves to be similarly regulated as commerce in the physical world," said Rajagopalan. 
 
"Though the outcome of ecommerce and retail in the physical world is the same, the treatment meted out by the government of India to the two retail segments in the same market is inequitable," he added.

Yet, organised retailers would need to sustain performance and continue to grow shares as the sector is going through key shifts impacting the pace and shape of growth, said the report by the <keyword id="19896306" type="General" weightage="20" keywordseo="boston-consulting-group" source="keywords">Boston Consulting Group</keyword> (BCG) and <keyword id="19895979" type="General" weightage="20" keywordseo="retailers-association-of-india" source="keywords">Retailers Association of India</keyword> (RAI). While income growth remains steady, and consumers are optimistic about personal income outlook, consumers are increasingly looking to spend on "experiences" or save more through newer or nascent vehicles, it said. "The Indian retail sector will more than double in size to USD 2 trillion in the next decade - across categories and formats - and the successful retailers are the ones who continue to challenge the perceived growth profitability trade-off, " BCG Managing Director and Senior Partner <keyword id="20759105" type="General" weightage="20" keywordseo="abheek-singhi" source="keywords">Abheek Singhi</keyword> said. The report said, "India retail (is) expected to grow at 9-10 per cent to reach USD 2 trillion in the next decade." Historically, it added organised retail has outperformed underlying category growth but a slowdown was seen in 2023. The slowdown in growth was reflected across segments in the recent quarters, it noted. The report pointed out that retailers would need to address key considerations for sustainable growth in the future. "By focusing on personalised customer experiences, exploring new collaborations, and leveraging AI for efficiency, we can propel India's retail industry towards unprecedented growth and global competitiveness," RAI CEO <keyword id="19992473" type="General" weightage="20" keywordseo="kumar-rajagopalan" source="keywords">Kumar Rajagopalan</keyword> said. As per the report, stores expansions continue to happen and with increasing urbanisation, there is more consumption expected to happen in tier 1-4 cities. "While e-commerce continues to grow, net new user addition has seen a slower pace in the year," it said, adding that the role and proposition of online needs to be reimagined.

India's retail sector to more than double to $2 trillion in next decade says BCG report

Mumbai, Mar 24 () The Retailers Association of India (RAI) has requested state administrations to allow food and grocery stores of all formats, irrespective of their locations, to stay open during the lockdown period. The request comes after some unfortunate incidents in Maharashtra, Andhra Pradesh, Uttar Pradesh, Punjab and Gujarat where the police beat up employees and delivery staff of retailers and dragged them to police stations. The association has also requested home deliveries be allowed to prevent people from stepping out; thus, help prevent the spreading of virus infection. "Let all grocery stores within malls or outside, air-conditioned or non-air-conditioned, small or large and online or offline to stay open," the association said. It also noted that most states have already agreed with their view that shutting down grocery stores selling essential daily items will cause inconvenience to citizens and may set off panic buying, creating a shortage. Noting that these employees are risking their lives for serving the public, the association said they have requested chief ministers and law enforcement authorities of these states to intervene so that essential goods are accessible to the public without any hindrance. Due to the mandatory closure of malls and retail stores across states, retailers face imminent financial crisis/insolvency. As a result, the livelihoods of millions employed in retail are in peril. The association has also submitted representations to the Prime Minister's Office (PMO), Department for Promotion of Industry and Internal Trade, Commerce Ministry, and the Finance Ministry to help the retail industry cope with the crisis in the wake of Covid-19 pandemic. They have also written to the Reserve Bank of India and State Bank of India requesting a stimulus package to ensure continuity of retail businesses and consumption. Their monetary and fiscal boosts include 120 days of moratorium for repayments till end of June and wage subsidy, subsidy on utility bills and extension for payment of statutory dues like advance tax, GST till end of June. Retailers body urges state govts to keep all forms of grocery stores open during lockdown

The Retailers Association of India (RAI) on Friday called for <keyword id="20141385" type="General" weightage="20" keywordseo="lower-taxes" source="keywords">lower taxes</keyword> for individuals to generate demand and spur <keyword id="20018646" type="General" weightage="20" keywordseo="consumption" source="keywords">consumption</keyword> besides seeking low-cost finance, subsidies and benefits on land rates and necessities such as <keyword id="20028294" type="General" weightage="20" keywordseo="electricity" source="keywords">electricity</keyword> for retailers ahead of <keyword id="6360189" type="General" weightage="100" keywordseo="Union-Budget" source="Orion">Union Budget</keyword> FY25. Retailing in India accounts for about 10% of the country's GDP and the sector is second only to agriculture in terms of the number of people directly employed, RAI said in its pre-Budget memorandum highlighting areas that need attention in order to make the industry stronger. "To ensure the growth of the sector, the Union Budget for FY25 should focus on generating demand and spurring consumption by offering benefits or concessions in the form of lower taxes. It will boost the overall consumer sentiment and benefit the retail sector, it said adding, consumption equals to development and the "tax benefits and relief to individual <keyword id="59866" type="General" weightage="20" keywordseo="taxpayers" source="Orion">taxpayers</keyword> will increase the monthly disposable income and support consumption", the memorandum noted. Further, the budget should outline supportive policies, simplified regulations, skill development and simple goods and services tax (GST) norms to aid the development of the retail industry, RAI said. Asking for low-cost finance to retailers, the industry body said, "There is a need to provide lower interest rate to the retailers through the special announcement in the Budget to assure easier financing for the retail businesses." It also asked the government to consider the food and beverages retail sector as an essential service and said "subsidies and benefits should be given on land rates and other necessities such as electricity". RAI also said there is a need to expedite the formulation and implementation of '<keyword id="5649262" type="General" weightage="20" keywordseo="National-Retail-Policy" source="Orion">National Retail Policy</keyword>' to enable ease of doing business and that "such a step would provide a substantial boost to the retail sector". Stating that benefits to retail and wholesale trade MSMEs are restricted to priority sector lending only, RAI also recommended that retail and wholesale traders should be eligible for all benefits available to other MSMEs. Further, the retailers' body asked the Centre to encourage and incentivise states to adopt 'The Model Shops and Establishment (Regulation of Employment and Condition of Services) Act 2016 that enables states to choose to keep shops and other such establishments open 24X7 all through the year.

RAI's Budget wishlist: Lower taxes for individuals, benefits on land rates, electricity

Top brick and mortar retailers have moved the <keyword id="6355014" type="ORGANIZATION" weightage="80" keywordseo="Delhi-High-Court">Delhi High Court</keyword> against the <keyword id="6357307" type="ORGANIZATION" weightage="80" keywordseo="Central-Government">Central Government</keyword>, demanding change in Foreign Direct Investment (<keyword id="44528" type="ORGANIZATION" weightage="60" keywordseo="FDI">FDI</keyword>) norms vis-a-vis eCommerce players in the wake of rapid growth of online shopping. 
 The case was filed by <keyword id="113282" type="ORGANIZATION" weightage="80" keywordseo="Retailers-Association-of-India">Retailers Association of India</keyword> (RAI), which represents top retailers such as <keyword id="44949" type="CITY" weightage="80" keywordseo="Future-group">Future Group</keyword>, Shoppers Stop and <keyword id="58448" type="COMPANY" weightage="60" keywordseo="Reliance-Retail">Reliance Retail</keyword>. 
 "We are demanding parity," said lawyer <keyword id="106922" type="PERSON" weightage="80" keywordseo="Abhishek-Manu-Singhvi">Abhishek Manu Singhvi</keyword>, who represents the country's largest lobby of organised retailers. 
 
This is the second such method adopted by physical retailers against the government in the past six days. The country's branded stores operators did not attend a meeting convened last week by the ministry of commerce and industry to discuss FDI in eCommerce. 
 Sales of brick-and-mortar retailers have declined after eCommerce companies such as Flipkart, Snapdeal and <keyword id="18635" type="CITY" weightage="80" keywordseo="Amazon">Amazon</keyword>.in have made major inroads into the retailing business in India by offering unprecedented discounts. 
 
While India bars FDI in eCommerce companies selling products directly to consumers, it allows foreign companies to operate the so-called eCommerce marketplace that lends its platforms for other companies to sell their products. 
 
"On paper, eCommerce can't have foreign direct investment. However, a whole lot of marketplaces are effectively retailing," Kumar Rajagopalan, chief executive at RAI, told the Economic Times. 
 
"It is a convenient method of saying they are marketplaces, but they can get as much FDI they want. So there is no level playing field in India," he said. 
 Flipkart and Snapdeal have attracted billions of dollars in funding by operating such marketplaces while US-based <keyword id="6391410" type="CITY" weightage="80" keywordseo="Amazon-com">Amazon.com</keyword> has set up a fully owned subsidiary here and has pledged to invest $2 billion in India. 
 
Physical retailers want a level playing field for both and want equal policies for both the offline and online channels. 
 
Analysts, however, say that even if India allows similar policies for both offline and online retailers, store operators can’t attract the kind of investor response as eCommerce. 
 
Even though India opened the retail business for global supermarkets in 2012 by allowing them to own up to 51% in local ventures, the showpiece liberalisation policy has discouraged a number of companies including clearance from state governments, mandatory 30% sourcing from small vendors and upfront investment of at least $100 million. 
 
Because of such conditions retailers have not been able to get any fund amid so many clauses. 
 
eCommerce companies have been spending millions of dollars in discounting products and large scale advertising to lure consumers, while physical retailers, which pay heavy rentals and have other establishment costs, say it's very difficult to compete with online retailers.

Indian retailers have declared war against FDI and e-tailers. Know more

Ready to take full advantage of the current market situation, both eCommerce companies and brick-and-mortar retailers want to make maximum profit and debating over who can be tagged as a marketplace. Both share different views over Foreign Direct Investment (<keyword id="44528" type="ORGANIZATION" weightage="80" keywordseo="FDI">FDI</keyword>) in online stores. 
 eCommerce companies such as Amazon, Flipkart and <keyword id="541988" type="COMPANY" weightage="80" keywordseo="SnapDeal">Snapdeal</keyword> operate as marketplaces in India thus allowing any retailer or trader to sell goods on their platform. But companies such as <keyword id="64373" type="CITY" weightage="80" keywordseo="Shoppers-Stop">Shoppers Stop</keyword>, <keyword id="6398216" type="COMPANY" weightage="80" keywordseo="Tesco">Tesco</keyword>, <keyword id="6357823" type="COMPANY" weightage="80" keywordseo="Big-Bazaar">Big Bazaar</keyword>, <keyword id="58448" type="COMPANY" weightage="80" keywordseo="Reliance-Retail">Reliance Retail</keyword> and others work only with their chosen vendors, which makes them closed marketplaces. 
 
The two models of retail - online and offline - have different business models and cannot be looked upon with the same lens, said Aamir Jariwala, secretary, E-commerce Coalition of India, which represents firms such as YepMe, Ferns n Petals and IndiaMart, told the Economic Times. 
 Among all eCommerce companies, only <keyword id="6354743" type="COMPANY" weightage="60" keywordseo="Amazon-India">Amazon India</keyword> supports opening up online retail to FDI. 
 <keyword id="113282" type="ORGANIZATION" weightage="80" keywordseo="Retailers-Association-of-India">Retailers Association of India</keyword> (RAI), a lobby organisation for companies such as Reliance Retail and <keyword id="44949" type="CITY" weightage="80" keywordseo="Future-group">Future Group</keyword>, has demanded a clarification from the government about what constitutes a marketplace and sought status equivalent to their online rivals, as several large offline retailers, too, explore opening online fronts. 
 
Many of these online stores that could make use of foreign capital are demanding opening up India's ecommerce sector to 100% FDI. But the move is being opposed by larger online marketplaces such as Flipkart and Snapdeal. The government is hearing various retail industry representatives before framing its policy. 
 
While, traditional retailers such as Shoppers Stop and BigBazaar are putting up a united front with RAI. "A lot of our members are either already running or want to open online channels and get access to foreign capital. This ambiguity on 'retail marketplaces' creates a sense of risk," said Kumar Rajagopalan, chief executive at the lobby group. 
 
Offline retailers are also demanding that the government not differentiate within the retail sector by sales channel for drafting FDI regulations. "Creation of a policy on FDI just for online or offline retail is very myopic. It will create an imbalance in the sector," Rajagopalan said. 
 
Ecommerce firms argue that they will lose a good share of the market due to such policies. 
 
Nasir Jamal, secretary general at ECAI, said financial and strategic investors would flock to offline retail if the government equates online and offline retailers with respect to FDI. "Inventory-led ecommerce companies are facing a capital crunch, and are on the lookout for funds and they also need support," he said. 
 "Offline and online retail is converging and the government should precipitate this by having similar policies," said Nitin Gupta, CEO of <keyword id="1493567" type="UNKNOWN" weightage="80" keywordseo="PayU-India">PayU India</keyword>, owned by South Africa's <keyword id="1634215" type="ORGANIZATION" weightage="80" keywordseo="Naspers-Group">Naspers Group</keyword>. 
 
India's ecommerce trade accounts for 2% of the overall retail sector, which grosses over 31.7 lakh crore ($500 billion) annually. The country's online retail sector grew to $12 billion last year.

Fearing competition, Flipkart, Snapdeal oppose 100% FDI in India’s eCommerce sector

Earlier this month, <keyword id="18635" type="CITY" weightage="100" keywordseo="Amazon">Amazon</keyword>'s founder and CEO <keyword id="191583" type="PERSON" weightage="100" keywordseo="Jeff-Bezos">Jeff Bezos</keyword> had sent offers of Rs 200 gift cards to millions of Indians. This was done as a marketing gimmick for Amazon, but did not go down too well with the country's brick-and-mortar retailers. 
 
The Retailers Association of India have filed a complaint with the Indian government and have accused Amazon of violating foreign investment laws by offering gift vouchers to its customers. 
 
"Just two and a half years from our launch, Amazon.in has become the most visited ecommerce site in India. This customer response continues to amaze and energise us. To celebrate and thank customers for their confidence in us, we are happy to announce an Amazon.in gift card of Rs 200 for all customers who shop on Amazon.in today," the email sent by Bezos had stated. 
 
The retailers' association, however, have filed a case in the Delhi High Court alleging that ecommerce firms from across the globe are flouting Indian FDI laws. 
 
"Such transfer of 'cash value' to end-consumers, incentivising end-consumers to shop on a website - does this pass the test of B2B business transaction even when cash is directly being offered to retail customers?" a letter written by RAI and sent to Amitabh Kant, secretary in the Department of Industrial Policy &amp; Promotion, stated. 
 
Ecommerce companies, including Amazon and domestic rivals Flipkart and Snapdeal, claim that they operate on a marketplace model, only offering platforms for Indian retailers to trade. 
 
Indian retailers, however, opine that such claims hold no value if these companies offer such gifts. "Giving customers Rs 200 is what, if not retail?" an unnamed senior retail executive asked ET.

New Delhi, Mar 19 () Retailers have urged the government to provide a three-month grace period for depositing statutory dues like GST, advance tax, income tax and provident fund as stores and malls are closed in several cities due to the Covid-19 outbreak. The Retailer Association of India (RAI) has asked the government to help the industry cope with the detrimental effects on their business amid the virus pandemic. "Allow us 90 days of grace period for depositing all statutory dues, like Income Tax, Advance Tax, GST, ESIC, PF etc. for payments falling due between March 1 and June 30, 2020," RAI said in its representation to the government. It has also sought moratorium of 120 days from banks on installments and interest payments on term loans and credit lines. "Currently, the Retail Industry is under lock-down. With no revenue flow, the impact is significant... The entire consumption value chain will feel the impact of store closures," said RAI. "There is urgent need for immediate economic stimulus to ensure continuity of retail stores and consumption in India," it added. Meanwhile, the Shopping Centres Association of India (SCAI) has asked for GST rebates to offset the losses on account of lock-downs. "The implementation of these measures can immensely help the shopping centres and industries... which are already stressed due to the prevailing financial conditions, in mitigating the effects of this unforeseen and presently untreatable pandemic," SCAI Founder Chairman Amitabh Taneja said. Sales are already down anywhere between 25 to 50 per cent for retailers and cinema, entertainment and restaurant businesses are bleeding, he said. "Once the country is free from the virus, malls that have emerged as the most vibrant social spaces for Indians to celebrate their leisure time will play a critical role to bring back life and uplift sentiments of the masses.
