Panaji, Feb 21 () Liquor traders in Goa on Fridayasked the state government to stop issuing any more licencesfor retail sale of alcohol as the industry has reached"saturation point".All Goa Liquor Traders Association presidentDattaprasad Naik also said if the proposed hike in excise dutyon alcohol mooted in the recent state budget is not withdrawn,the entire industry would collapse.The budget 2020-21, presented in the assembly onFebruary 6, proposed a hike in the excise duty on variousliquor brands, including local brew 'Feni'.Talking to , Naik said 2,000 retail liquor outletsalready exist for a population of 15 lakh which is sufficientto meet the requirements in Goa."There is no space for more outlets in the state. Thestate government should stop giving fresh licences for thenext three years, he said, adding the industry has reached"saturation point".Naik said besides the 2,000 retail outlets, there are8,000-10,000 bars which sell liquor across the state, apopular tourist destination.He claimed the liquor trade industry is slowlyslipping out of the hands of Goans due to "faulty" policies ofthe state government.Pointing out that former chief minister ManoharParrikar had amended the State Excise Act to make it mandatoryfor fresh applicants to have 25-year domicile certificate,Naik said this rule should also be implemented during annualrenewal of licences.When licences are taken up for renewal annually, therule of 25 years of domicile in Goa should be made compulsoryso as to stop increasing take over of the industry by non-Goans, he said.Naik admitted that several local traders haveillegally leased out their premises to non-Goans.This was the trade which was exclusively with Goans,but slowly it is slipping out of their hands. Johannesburg, Apr 12 (AFP) South Africa's police service said it had arrested four of its members for allegedly taking part in illegal liquor trade, undermining a lockdown ban on the sale of alcohol and cigarettes.Several shuttered liquor outlets have been looted since President Cyril Ramaphosa imposed a nation-wide lockdown to halt the spread of coronavirus.Police minister Bheki Cele on Sunday said there had been at 16 reports of raids on liquor stores in South Africa's Western Cape province, home to the southern city of Cape Town, since the lockdown started on March 27.Cele also "noted with concern the alleged involvement of police members in some of the liquor related crimes".Two warrant officers were arrested on Thursday after police received a tip-off and "pounced on the suspects inside the store", Cele said in a statement.They were caught "buying liquor that was allegedly going to be resold illegally elsewhere," he added.Another two members of the South African Police Service (SAPS) were arrested in northern Mpumalanga province on Friday for using state vehicles to escort three pick-up trucks loaded with alcohol."The three vehicles allegedly belong to a tavern owner who was also arrested with two other drivers," the police said.Cele has called for an urgent meeting with liquor retailers to address the growing black market for alcohol. He has also urged local police to crack down on shop looters.To date South Africa has detected 2,028 cases of coronavirus, the highest in Africa. At least 25 people have died from the disease. In the Friday ruling, US District Court Judge Paul Crotty wrote that Lindell had not attached the full article to his lawsuit, but that the Mail had as part of their defense."Dating an actress — secret or not — would not cause 'public hatred,' 'shame,' 'ridicule,' or any similar feeling towards Lindell," Crotty wrote, adding that Lindell's lawsuit "has not identified any statements in the Article that a reasonable person would view as defamatory."In the lawsuit, Lindell claimed that the story caused him "personal harm and emotional distress," largely because the piece alleges that Lindell sent Krakowski alcohol.The article said Lindell had "wooed Krakowski with flowers and champagne," and in his lawsuit, he mentioned the Lindell Recovery Network, a substance abuse recovery platform he created, alleging that the story has hurt his reputation and ability to provide services."As a recovering addict and alcoholic, who frequently writes and speaks about his spiritual triumphs over substance abuse, Mr. Lindell is horrified by the defendants' fabricated and very public accusations," his lawsuit said. New Delhi, May 10 () Sitting on a liquor stockpile of around Rs 3,000 crore, restaurants and hotels across the country are asking state governments to allow them to sell the stock lying with them due to the coronavirus lockdown. "We are truly living in unprecedented times where on one hand we are sitting with expensive liquor inventory and on the other hand, we are cash starved," National Restaurant Association of India (NRAI) President Anurag Katriar said. The industry sees a ray of hope as many states have permitted sales of retail alcohol. "We request every state government to allow us an opportunity to sell our liquor stocks, preferably through home delivery model. "This will help us deplete our stocks, raise some money to take care of urgent people needs and will still be compliant to social distancing norms. We understand that this may require some amendments to the law but I am sure it can be carried out under the current extraordinary circumstances," Katriar said. In similar vein, The Beer Cafe founder and CEO Rahul Singh said liquor sales in India take place through three licenced verticals -- retail, horeca (hotels, restaurants and catering) and canteen stores department. The total horeca licenced places are around 30,000 in the country and "at any given time, the stock in hand would be for 1 month. Which means that due to lockdown, the total unsold inventory lying at various horeca outlets across India would be around Rs 3,000 crore," he added. While retail sales of liquor are opening, the service industry continues to be in limbo, he said. "What we are asking the state governments is simple. All we are asking is to allow us to sell our stock on a temporary basis. We would like to sell our stock," Singh said. Every country in the world has done this and it is also needed to be done here, he added. "At least allow us to sell this stock that is with us of around Rs 3,000 crore and get liquidity to pay wages and government should make temporary amendments to the rules. It will also ease the queues at the retail outlets," he added. The Supreme Court had on May 8 asked states to consider non-direct contact or online sales and home delivery of liquor during the lockdown period to prevent the spread of coronavirus on account of crowding at the shops. Restaurants, hotels ask state govts to allow them to sell liquor stock

New Delhi, May 7 () Liquor makers have urged the Delhi government to withdraw 70 per cent additional tax imposed on liquor in the city, calling the move 'counterproductive'. The price increase, after the demand surge is over, would lead to decline in sales and also encourage illegal supply from neighbouring states, having lower price, the Confederation of Indian Alcoholic Beverage Companies (CIABC) said in a letter to Delhi government. "In our understanding this decision may perhaps have either or both of two objectives – one to raise more revenues for the government and two, to manage crowd at liquor outlets," CIABC Director General Vinod Giri said. "It is our humble view that this decision may prove to be counterproductive and suboptimal for both objectives as explained below," he added. Once the initial surge of panic purchase is over, this kind of price increase will have strong adverse effect on sales in Delhi, he said. "It will be further compounded by free flow of unlawful liquor from neighbouring states which have much lower prices. Such drastic price increase cannot sustain demand in Delhi, especially with cheaper options available across the border, and will actually be counterproductive," the association said. It asked that the 70 per cent tax be "treated, at best, as a very short term measure". "We, therefore, request you to kindly withdraw 70 per cent cess as early as possible," CIABC said. The Delhi government had imposed a 70 per cent special coronavirus fees on sale of liquor on the maximum retail price from May 5. According to the association, barely 50 of the 800 liquor retail outlets in the city were fully operational on the first two days after sale of liquor was allowed during the lockdown. Besides, all the bars in the cities are shut due to the coronavirus pandemic. CIABC suggested increasing the number of liquor shops immediately by allowing opening of all shops outside containment zones on the basis of self verification and those in malls which have independent entrances. Besides, it has asked to allow bars to sell liquor as they have unsold stock which will help in improving product availability. It has also suggested to allow online sales to keep crowd away from shops and to reduce human contact during the lockdown period. "Chhattisgarh, West Bengal and Punjab have already passed orders for such systems. Based on experiences elsewhere in the world, this can take 15-20 per cent customers away from shops. This is also more robust process where product can be traced from warehouse to the customer electronically," it said. KRH RVK

Bengal liquor shop licensees against home delivery; shut shop in protest

Bhubaneswar, Jun 20 () Manufacturers of alcoholic beverages have urged the Odisha government to reduce the 'special COVID-19 fee' imposed on liquor from 50 per cent to a reasonable rate and allow retailers in the state to sell such products from outlets, an official said on Saturday. In a representation to Chief Minister Naveen Patnaik, the Confederation of Indian Alcoholic Beverage Companies (CIABC) said the imposed cess has increased consumer prices by 50 per cent, leading to a drastic fall in liquor sales and a decrease in tax collection. "We have submitted a representation to the chief minister and said that as a responsible industry body, we also work towards collective interests of other important stakeholders, including the government, traders, society and the consumers," CIABC director general Vinod Giri told . The government's tax collection could be hit with declining sales, the body of liquor makers said. The state government had only permitted home delivery of liquor with the 50 per cent 'special COVID-19 fee' and no excise licensee was allowed to sell alcoholic beverages from outlets. Giri said this is preventing a large number of consumers from buying liquor as they are not familiar with technology for online ordering. "Besides bringing down sales and the government's tax revenues, it is also pushing some consumers towards illicit and unlawful alcohol which poses serious health risks. "Shut down of retail shops is also threatening the livelihood of around 50,000 people who are associated with the distribution and sales of liquor through retail outlets," the association said in its representation. Liquor sales in May have declined by 87 per cent as compared to that in the year-ago month, Giri said. He said the CIABC has urged the Odisha government to reduce the 'special COVID-19 fee' to a level that the consumer prices do not go up by more than 10 to 15 per cent. "We presented an analysis showing how the imposition of high corona taxes by Delhi and Andhra Pradesh had severely brought down liquor sales and by implication, government tax revenues," he said. He claimed that the Delhi government, after weighing the data presented by the association, decided to withdraw the 70 per cent cess and replaced it with a five per cent increase in VAT. However, it now looks like that since the ban, citizens of Bihar are living a much healthier and a fancier lifestyle. To ascertain what sort of impact the ban has had, the Bihar government commissioned two studies by think-tank <keyword id="6403783" type="COMPANY" weightage="20" keywordseo="asian-development-research-institute">Asian Development Research Institute</keyword> (ADRI) and knowledge institute Development Management Institute (DMI). The results from both studies as reported by news agency <a href="http://ptinews.com/news/9807696_Studies-show-India--s-Bihar-turning-to-expensive-clothes--honey-cheese-after-liquor-ban">PTI</a> have undeniably been reassuring. The study by ADRI revealed that there has been a staggering 380% increase in the purchase of honey, 200% increase in the purchase of cheese, 1,751% increase in the purchase of expensive sarees and a 910% increase in the purchase of expensive dress material since the ban was implemented. This study evaluated the consumer purchasing behaviour at retail outlets of COMFED (Bihar State Milk Co-operative Federation) that markets its products under the label "Sudha Dairy" and sales tax revenues of various industries. The study conducted by DMI was based on primary data collected from 2,368 households in five districts - Nawada, Purnea, Samastipur, West Champaran and Kaimur. According to this study, families reported a weekly increase of 32% in household expenditure and 19% of households reported acquiring a new asset. Women too have gained from this ban that was implemented “mainly as a response to demands of rural women who suffered because of the widespread practice of drinking alcohol”. According to the DMI report, women, in general, found themselves in an elevated position after the ban. In fact, 58% of women said that they felt more respected and 22% said that their opinion was taken into account not only in household matters but in key village matters as well. There also seems to be a dip in crime. According to the ADRI report, there was a 66.6% reduction in cases of kidnapping for ransom, followed by 28.3% reduction in murder cases and 2.3% in dacoity. The ADRI report also postulated that at least ₹4,400 million was saved every month, which translates to ₹52,800 million every year. This assumption was based on the figures of 2011 that suggested there were around 4.4 million alcoholics in Bihar when the ban was enforced and assuming that each of these people spent at least ₹1,000 per month on alcohol.
