A glacier broke off at Joshimath in Uttarakhand's Chamoli district on Sunday, leading to a massive <keyword id="6369083" type="UNKNOWN" weightage="20" keywordseo="flood">flood</keyword> in the <keyword id="2553291" type="LOCATION" weightage="20" keywordseo="Dhauli">Dhauli</keyword> Ganga river and causing large-scale devastation in the upper reaches of the ecologically fragile Himalayas. Pant was born in Roorkee, a town in the state's Haridwar district. "Deeply pained by the loss of life in Uttarakhand. Would like to donate my match fee for the rescue efforts and would urge more people to help out," Pant wrote on his Twitter handle. In an earlier post on Sunday, the 23-year-old wicketkeeper expressed his grief over the loss of lives in the natural calamity. "My sincere condolences and prayers for the families of those affected by the Uttarakhand flash floods. I hope that the rescue operations underway are able to help those in trouble," he had written. Pant tweeted soon after making a breathtaking 91 in the ongoing opening Test between India and England at the MA Chidambaram Stadium here. More than 150 labourers working in a power project are missing, officials said. Homes along the way were swept away as the waters rushed down the mountainsides in a raging torrent. There were fears of damage in human settlements downstream. Many villages were evacuated and people taken to safer areas on Sunday. Rishabh Pant to donate match fee towards rescue operations in Uttarakhand

<a href="https://twitter.com/AJEnglish/status/291895642568130560">Reports have suggested that</a> as many as 35 foreign hostages were killed during the Algerian military's rescue operation. The latest report from the Algerian government itself <a href="http://www.huffingtonpost.com/2013/01/18/algeria-hostage-crisis--6_n_2502057.html">suggests at least 32 are unaccounted for</a>.
<keyword id="72588" type="COUNTRY" weightage="60" keywordseo="Algeria">Algeria</keyword> is reported to have turned down assistance from the <a href="http://www.guardian.co.uk/world/middle-east-live/2013/jan/17/algerian-islamists-hostages-standoff-live">U.K.</a> and the <a href="http://www.google.com/hostednews/ap/article/ALeqM5heIjsdiq8YvkSacHwzShBKnGq3pg?docId=4f76ecb19c144108a099a032678178a2">U.S.</a>, and began the operation <a href="http://live.reuters.com/uk/Event/Mali_Conflict/61114696">without informing</a> the Brits. One British security source <a href="http://www.cbsnews.com/8301-202_162-57564419/militants-35-hostages-dead-in-algerian-copter-attack/">told CBS News</a> that "the Algerians were firing from helicopters at anything that moved."
Geoff Porter, founder of North <keyword id="12925" type="ENTERTAINMENT" weightage="60" keywordseo="Africa">Africa</keyword> Risk Consulting, Inc., a political risk firm specializing in North Africa, explains Algeria's policy with<a href="http://www.foreignpolicy.com/articles/2013/01/18/the_eradicateurs_algeria_terrorists_hostages?page=0,1"> terrorists in an article for Foreign Policy</a>. Porter argues that the country's history with Islamist <keyword id="6358165" type="COMPANY" weightage="60" keywordseo="terrorism">terrorism</keyword> has created a policy of responding with overwhelming military force and ignoring outside help:
Algeria's experience with Islamist insurgency during the 1990s defines its response to events today. During that conflict, a debate emerged within the Algerian government about how to deal with the violent Islamists. One side favored a negotiated solution. The other, known as the eradicateurs, said killing the Islamists was the only approach. The eradicateurs won -- and they still remain in the drivers seat in today's Algeria.
Angelique Chrisafis, <a href="http://www.guardian.co.uk/world/2013/jan/18/algeria-hostage-siege-analysis">writing in the Guardian</a>, backs up Porter's analysis:
Faced with the return of major terrorist operations on its home turf, Algiers seemed likely to want to send a stark message to its own population, that dramatic hostage-taking would be met with a dramatic response.
The fact that the attack took aim at Algeria's oil industry — vital for the country's economic future — is also a huge factor — Algeria's "eradicateurs" wanted a response that showed they would not back down.
"If this attack was intended as a game changer," <a href="http://www.foreignpolicy.com/articles/2013/01/18/the_eradicateurs_algeria_terrorists_hostages?page=0,1">Porter writes</a>, "if it was intended to be a harbinger of future attacks, then Algeria had to send a clear signal that the new tactic would not succeed."

Why Algeria's Hostage Rescue Operation Was So Extreme

It's raining cats and dogs in Chennai. Three days on, schools remain shut, train and air services halted, telephone connectivity majorly hit as one of the worst rain havocs has left Chennai submerged bringing it to a complete standstill. IAF, Air Force, NDRF, Coast Guard are all on the ground here braving the most horrifying torrential <keyword id="13672" type="UNKNOWN" weightage="100" keywordseo="Rains">rains</keyword> the city has seen in the last 10 years, to steer people out of danger, yet thousands of residents lay trapped in their homes without essentials like food and water to survive. 
 
Chennai Corporation which had claimed to be ready to face such a situation after MeT’s pre warning in Sept, tried to clear water in over 300 localities all across the city, but it hardly helped. Following an increase in water levels, the civic body rescued 1,900 people on Sunday, housing them in shelters in safer locations. Food packets for residents were supplied through 81 Amma Canteens, seven community kitchens and five community halls, however, all of them have been hit hard by floods forcing them to stop the supply. 
 
With life coming to a grinding halt, the death toll rising, people carrying their essentials and walking in neck-deep water all on their own in remote areas to reach safer locations, and the agencies finding it difficult to contain the damage from floods, this is the worst Chennai has seen in a long time. It recorded 246.5 mm rainfall in the last 24 hours which breaks the record of November 2005 of 142.4 mm. 
 The heavy downpour is giving the disaster relief teams a very tough time in carrying out <keyword id="6388465" type="UNKNOWN" weightage="100" keywordseo="Rescue-operations">rescue operations</keyword>. Only “22 people, including 12 infants, were airlifted by the IAF from affected areas yesterday because due to constant rains, only six sorties were carried out," an IAF statement said. This is not to say that ample efforts are not being made. Air Force choppers are being used to air-drop food and drinking water in worst-hit areas. The army is using boats to rescue stranded people in many flooded areas. Even <keyword id="6354720" type="PERSON" weightage="100" keywordseo="Ola">Ola</keyword> is using boats to ferry people from submerged areas to safe locations. National Disaster Response Force teams are extending help to state officials in evacuations. People are also being evacuated from Kotturpuram in central Chennai as release of water from the Sembarambakkam reservoir is expected to cause more flooding in the area. But despite a pre alarm and on ground operations, 71 people have already died and several remain trapped. 
 
Notably, unlike the north-east monsoons in the previous years, what makes this year’s rains different is that it was neither a depression nor a cyclone, but a low pressure that played havoc with people’s lives. This low pressure system formed near Sri Lanka right over the Bay of Bengal crossed near the Tamil Nadu-Puducherry coast resulting in heavy rain and consequent flood in many parts of the state. Cuddalore and Tambaram districts are the worst hit, where many streets are completely submerged and nearly 2000 residents are trapped in their homes. 
 
Meanwhile, even as the heavy downpour has eased a bit and is now showing signs of receding, the horror is not over yet. The MeT has warned of heavy to very rainfall in Tiruvallur districts even as moderate rains are expected to continue for another three days in other areas. It means the death toll is likely to rise further as the killer rains now head towards Andhra Pradesh.

As IAF choppers airlift stranded people, here’s why Chennai will never forget its worst rain havoc in the last 10 years

<ul class="summary-list"><li>The search for the Titan submersible, led by the US Coast Guard, may have cost millions.</li><li>The Coast Guard does not charge for its search and rescue efforts, even for wealthy individuals.</li></ul>During the multi-day search effort for the <a href="https://www.insider.com/passengers-titan-submersible-dead-oceangate-titanic-2023-6">Titan submersible</a> that likely <a href="https://www.insider.com/titanic-sub-rescue-may-cost-millions-oceangate-unlikely-pay-2023-6">cost millions of dollars</a>, many wondered who exactly would be footing the bill, especially given the $250,000 price tag OceanGate Expeditions charged its <a href="https://www.insider.com/titanic-sub-passengers-missing-passengers-whos-on-board-oceangate-submersible-2023-6">wealthy passengers</a> for the voyage.But when it comes to the US Coast Guard, the agency that was leading the search, they don't charge for <a href="https://www.insider.com/missing-titanic-tourist-sub-everything-we-know-so-far-2023-6">search and rescue operations</a> regardless of who needs saving. Doing so could cause some people to avoid or delay calling for a rescue when they actually need one out of fear they won't be able to afford it."At the end of the day, the Coast Guard does not charge people who are in distress for the search and rescue costs," Peter Boynton, a retired Coast Guard officer and affiliated faculty with the Global Resilience Institute, told Insider.Boynton served in the <a href="https://www.insider.com/titan-sub-likely-used-96-hours-oxygen-prospects-bleak-2023-6">Coast Guard</a> for decades and led or participated in many search and rescue operations. He said the Coast Guard is frugal in how it spends the taxpayers' dollars and that cost-effectiveness is part of the agency's mindset, but that in a life-or-death situation, they do not want to deal with questions of who's paying."They won't tolerate a response to distress being delayed or limited while trying to sort out who's going to pay," he said.He noted the <a href="https://www.insider.com/what-happens-when-submersible-submarine-implodes-2023-6">dangers</a> that can come with being at sea, including to the rescuers, and said that "artificial delays" caused by figuring out payment could cause a rescue effort to become riskier and "less effective."<h2>Search and Rescue is part of the Coast Guard's DNA</h2>Search and rescue is also just a major part of what the Coast Guard does."Search and Rescue (SAR) is one of the Coast Guard's oldest missions," the <a href="https://www.dco.uscg.mil/Our-Organization/Assistant-Commandant-for-Response-Policy-CG-5R/Office-of-Incident-Management-Preparedness-CG-5RI/US-Coast-Guard-Office-of-Search-and-Rescue-CG-SAR/" target="_blank" rel="noopener">Coast Guard</a> says on its website. "Minimizing the loss of life, injury, property damage or loss by rendering aid to persons in distress and property in the maritime environment has always been a Coast Guard priority."Boynton said that mission is what attracts many people to the Coast Guard."It's part of the DNA. That's why you go into the Coast Guard," he said. "You only have to pull one person out of the water who would've died, and you never forget that."SAR missions are also built into the operating budget of the Coast Guard, and sometimes that includes extremely costly operations, such as the Titan mission.Boynton said that the Coast Guard has gotten very effective over the years at collaborating with other agencies, including state and sometimes local, as well as international partners and private entities, but does not reimburse them for joining a search effort."Everyone knows if you join the effort, the Coast Guard is not going to reimburse you," he said, noting that those groups will join a search anyways.Prior to about 30 years ago, the Coast Guard would often respond to even small calls for rescues, such as a boat that's run of out gas or had fishing net caught in its gear, Boynton said. But in the late 80s and 90s, the Coast Guard stopped responding to simple requests like that close to shore. The thinking was that not only was the Coast Guard not needed in those scenarios, but they were also unfairly competing with commercial operations.As a result of that change in protocol, the Coast Guard was able to focus its time and money on SAR situations in which the agency's resources were actually needed, and private towing services were able to step in for the rest.As for situations in which the party that needs rescuing has acted extremely recklessly, it may be possible for the Coast Guard to bill them the costs of the operation, but Boynton said he could not think of an example of that happening in his 28 years of service.One exception would be in the case where a person is found to have made a false distress call for a rescue, in which case they could potentially be criminally charged, sentenced to prison time, fined a quarter of a million dollars, and billed for the SAR operation. As for why wealthy individuals are not treated any differently when it comes to billing, Boynton pointed to a more familiar example. If a fire department puts out a fire in a wealthy neighborhood, the rich family is not expected to pay for their services.Boynton emphasized that for the Coast Guard, it comes down to their priority of safety of life at sea.<h2>It's becoming more common for states to charge for land-based rescues</h2>Other than the Coast Guard, in most places hikers or climbers who need to be rescued outdoors are also not responsible for the costs. The <a href="https://www.nytimes.com/2023/06/22/us/titanic-submersible-search-rescue-costs.html" target="_blank" rel="noopener">National Park Service</a>, for instance, does not charge visitors who need to be rescued.However, several states have passed legislation that allows them to bill the subjects of search and rescue operations in some cases.In New Hampshire, hikers who call in a rescue and are found to have acted recklessly can be charged with the bill. One family who called for help after setting out on a 7-mile hike with two children at 11 p.m. were billed by the state, according to <a href="https://www.nytimes.com/2021/10/06/us/rescue-hikers-cost.html" target="_blank" rel="noopener">The New York Times</a>.Similar laws are on the books in Hawaii, Idaho, Maine, Oregon, and Vermont, all with the intention of discouraging careless behavior in the outdoors.

Phoenix, Arizona is known for sunny weather and desert heat, not an abundance of rain. But when rain does hit, the smallest amount of precipitation can quickly result in flooding as happened early Tuesday.
Heavy rainfall swamped the area, with some places in North Phoenix <a href="http://www.nbcnews.com/news/weather/flash-floods-phoenix-strand-residents-knock-out-power-n184066">reporting two inches of rain</a> in one hour, according to NBC News.&#xa0;
While two inches of rain may not seem that alarming&#xa0;in most places, this photo shows you how quickly things can get out of hand in a place not used to dealing with significant amounts of rainfall:

Officers with the Maricopa County Sheriff's rescue unit were able to save the woman from being buried beneath the floodwaters before noon, according to KNXV Phoenix.
The rain continued to cause problems throughout the area. Another video from around the same time as the previous video, documented the rescue of two area women and a dog from a home as responders used a helicopter to lower themselves on the woman's roof and evacuate the residents.

However, as quickly as flash flooding accumulates in the desert, the hot summer weather beings clearing out the water. Interstate 17 (shown above) <a href="http://www.weather.com/news/commuter-forecast/phoenix-flood-arizona-monsoon-heavy-rain-20140819">had already been reopened</a> shortly after 12 p.m. local time, according to The Weather Channel.
