In her Budget speech in the Lok Sabha, she said the Budget provides special attention to micro, small &amp; medium enterprises (MSMEs) and manufacturing, particularly labour-intensive units. "We have formulated a package, covering financing, <keyword id="20961204" type="General" weightage="20" keywordseo="regulatory-changes" source="keywords">regulatory changes</keyword> and technology support for MSMEs to help them grow and also compete globally, as mentioned in the interim budget," she said. The credit guarantee scheme for MSMEs in manufacturing will operate on the pooling of credit risks of such entities. "A separately constituted self-financing guarantee fund will provide, to each applicant, guarantee cover up to Rs 100 crore, while the loan amount may be larger," the minister announced in the Budget. The borrower will have to provide an upfront guarantee fee and an annual guarantee fee on the reduced loan balance. She also announced a new mechanism for facilitating the continuation of bank credit to MSMEs during their stress period. Sitharaman said that while being in the 'special mention account' (SMA) stage for reasons beyond their control, MSMEs need credit to continue their business and avoid getting into the NPA stage. "Credit availability will be supported through a guarantee from a government-promoted fund," she added. In another move to help MSMEs, the minister announced a new assessment model for credit to the sector. She said public sector banks will build their in-house capability to assess MSMEs for credit, instead of relying on external assessment. "They will also take a lead in developing or getting developed a new credit assessment model, based on the scoring of digital footprints of MSMEs in the economy," she added. The new assessment model, she said, is expected to be a significant improvement over the traditional assessment of credit eligibility based only on asset or turnover criteria. It will also cover MSMEs without a formal accounting system. Mohammad Athar (Saif), partner and leader capital projects and infrastructure development, PwC India, said the credit guarantee scheme and <keyword id="22514802" type="General" weightage="20" keywordseo="e-commerce-export-hubs" source="keywords">e-commerce export hubs</keyword> for MSMEs will enable demand creation and boost India's aspiration of achieving USD 1 trillion in exports by 2030, driven by MSMEs. Sitharaman also announced that to enable MSMEs and traditional artisans to sell their products in international markets, e-commerce export hubs will be set up in public-private-partnership (PPP) mode. These hubs, under a seamless regulatory and logistic framework, will facilitate trade and export-related services under one roof. Mumbai, The <keyword id="19899808" type="General" weightage="20" keywordseo="rbi" source="keywords">RBI</keyword> on Monday released a 'draft framework for recognising <keyword id="20198317" type="General" weightage="20" keywordseo="self-regulatory-organisations" source="keywords">Self-Regulatory Organisations</keyword> (SRO) for <keyword id="19942953" type="General" weightage="20" keywordseo="fintech-sector" source="keywords">FinTech Sector</keyword>', laying down the characteristics of a <keyword id="19945816" type="General" weightage="20" keywordseo="fintech" source="keywords">FinTech</keyword> SRO, and includes the required functions and governance standards. FinTechs are significantly reshaping the landscape of financial services by streamlining processes, improving accessibility, and reducing costs. Achieving a healthy balance between facilitating innovation by the industry on the one hand, and meeting regulatory priorities in a manner that protects consumers and contains risk, on the other, is crucial to optimising the contribution of the FinTech sector, the RBI said. "Self-regulation within the FinTech sector is a preferred approach for achieving the desired balance," the central bank stated. According to the RBI draft framework, the SRO-FT would derive its strength from its membership, ensuring that it is truly representative of the FinTech sector. Through comprehensive membership agreements that encompass a broad spectrum of industry players, the SRO-FT should gain the legitimacy and credibility to not only frame baseline standards and rules of conduct codes, but also to effectively monitor and enforce them. The SRO-FT must be looked up to and accepted by the industry as the key body for setting market standards, defining rules of conduct and ensuring voluntary adoption of the common framework by its members, the RBI said. The framework also states that the SRO-FT should be development-oriented, actively contributing to the growth and evolution of the industry. This involves providing specialised knowledge and expertise, offering guidance, and contributing to capacity building through training programs, and prescribing minimum eligibility criteria for its members. Also, members should perceive the SRO-FT as a legitimate arbiter of disputes. This would require a transparent and fair resolution mechanism for disputes arising among members that instils confidence in the FinTech industry. By efficiently handling conflicts and grievances, the SRO-FT would contribute to a more stable and harmonious FinTech environment. A proactive <keyword id="20198316" type="General" weightage="20" keywordseo="sroft" source="keywords">SROFT</keyword> should be capable of motivating its members to align with regulatory priorities. This would involve facilitating communication between industry players and regulatory bodies, advocating for necessary changes, and promoting a culture of compliance. The SROFT, as its duty towards ensuring compliance, should be empowered to investigate and take disciplinary action against its members for non-adherence to codes/standards/rules. The RBI said comments from stakeholders and members of the public on the draft framework may be sent by end February 2024, through e-mail. The final framework will be issued taking into account stakeholder and public responses.

The IAMAI argued that the TRAI's proposal to make it mandatory for telcos to enable Calling Name Presentation (CNAP) presents a material risk to the privacy of Indian citizens. It may also endanger individuals preferring not to be identified to the caller and open up individuals from vulnerable populations to targeted harassment, argued the industry body. According to TRAI data, there are approximately 1145.5 million wireless subscribers and 26.5 million wireline subscribers in India (as of September 2022). "The implementation of CNAP for such a massive quantum of users would require telecom providers to put in place a secure, synchronised, and robust system capable of supporting billions of calls daily. This will require a significant overhaul of the current telecom infrastructure, resulting in carriers incurring huge costs," said the IAMAI. Moreover, it will create a large privacy risk to users. In light of these issues, the IAMAI has recommended that TRAI consider providing citizens with an 'opt-in' approach as an alternative. "Giving citizens a choice to voluntarily opt in and out of CNAP services will ensure that citizens' choices and preferences are put at the forefront while ensuring that their right to privacy is protected," said the industry body. The TRAI has called a meeting with mobile phone operators on February 17 to discuss the quality of wireline and wireless services, especially around the 5G rollout.

London, Replacement heart valves that grow inside the body may be a step closer to reality. Researchers at the <keyword id="20475626" type="General" weightage="20" keywordseo="imperial-college-london" source="keywords">Imperial College London</keyword> and <keyword id="20475627" type="General" weightage="20" keywordseo="harefield-hospital" source="keywords">Harefield Hospital</keyword> in the UK have developed a novel treatment that harnesses body's natural repair mechanisms to build a living heart valve. The results are published in the journal Communications Biology. "The aim of the concept we've developed is to produce a living valve in the body, which would be able to grow with the patient," said Dr. Yuan-Tsan <keyword id="20475624" type="General" weightage="20" keywordseo="tseng" source="keywords">Tseng</keyword>, a biomaterials scientist working at the Imperial's National Heart and <keyword id="20475625" type="General" weightage="20" keywordseo="lung-institute" source="keywords">Lung Institute</keyword> and the <keyword id="20475628" type="General" weightage="20" keywordseo="harefield-heart-science-center" source="keywords">Harefield Heart Science Center</keyword>. Heart valve replacement is a life-saving treatment, but it is rarely a long-term solution. Both mechanical and biological valves have their own drawbacks. Patients with mechanical valves must take drugs for the rest of their lives to prevent blood clotting. Biological valves, on the other hand, only last between 10 to 15 years. The treatment is particularly challenging for children with congenital heart defects, as the valves do not grow along with their bodies and must be replaced several times before they reach adulthood. The new procedure begins with a nanofibrous polymeric valve, but made from a biodegradable polymer scaffold rather than a durable plastic. "Once this is inside the body, the scaffold recruits cells and instructs their development, so that the body works as a bioreactor to grow new tissue," Dr. Tseng explained. "The scaffold gradually degrades and is replaced by our body's own tissues." The scaffold material used to make the valve is the key innovation. "It has the capability to attract, house, and instruct appropriate cells from the patient's own body, thereby facilitating tissue generation and maintaining valve function." The team transplanted the valve into sheep and monitored for up to six months. "The valves performed very well," Dr. Tseng said. "They continued to function for the six months of the trial, and also showed good cellular regeneration." In particular, the study shows that the scaffold was able to attract cells from the blood stream which then developed into functional tissues, a process known as endothelial-to-mesenchymal transformation (EndMT). "We've also seen nerves and fatty tissues growing in the scaffold, as we might expect in a normal valve." Meanwhile, the polymer could be seen degrading to make way for the new tissue. "If there was no regeneration, the valve would fall apart as the polymer degrades. But what we see is continuing functionality, and that means cell regeneration is taking place over time. That proves that our idea of in-vivo regeneration is working." More work is required to determine exactly which processes are causing the polymer to degenerate and how closely it is linked to tissue regeneration. "But the tissue regeneration is definitely sufficient to cover the structural integrity and functionality of the valve," Dr. Tseng said. The DPCGC will have an OCCP Council composed of publishers of OCC as members and an independent Grievance Redressal Board [GRB] -- consisting of a chairperson and six members. The GRB will be chaired by a retired Supreme Court/High Court judge and the members would comprise eminent persons from the media and entertainment industry, experts from various fields including child rights, minority rights, and media law. The GRB will oversee and ensure the alignment and adherence to the Code of Ethics by the OCCP Council members, provide guidance to entities on Code of Ethics, address grievances that have not been resolved by the publisher within 15 days and hear grievances/appeals filed by the complainant(s). Vaghela told PTI that in view of the huge market potential of 5G, he is confident that the telecom industry will actively take part in the auction. The chairman expressed hope that the recommended reserve prices will attract bidders in the forthcoming auction. He also said that the ease of doing business, extensive stakeholder inputs, and facilitating the proliferation of 5G in the country have been the most important drivers for Trai's latest stance. Setting the stage for the rollout of 5G services, telecom regulator Trai on Monday recommended a mega auction plan valued at over Rs 7.5 lakh crore at the base price across multiple bands for radiowaves allocated over 30 years. Industry body COAI, however, has expressed deep disappointment over Trai's 5G recommendations, and termed the spectrum pricing suggested by the regulator as "too high". Given the recent reforms for the telecom sector announced by the government, these recommendations are "one step backwards than forward" towards building a digitally connected India, COAI claimed. COAI argued that the industry had recommended 90 per cent lower prices, and to see only about 35-40 per cent reduction recommended in prices "is deeply disappointing". Asked about the industry's views on less than expected price cuts, Vaghela in an interview said the regulator's recommendations of a 39 per cent drop in spectrum prices are backed by "scientific calculations". "Trai takes the business of calculation of valuation seriously, and on that basis, we have arrived at rational reserve prices. The prices we have given have been set at 70 per cent of valuation," he said. Taking off from the telecom department's reference seeking auction-related recommendations, Trai considered various aspects like ease of doing business, stakeholder inputs and most importantly, the proliferation of 5G and use cases in the country to ensure that economic benefits of technology are derived by all sections of society, he said. "If you see our recommendations on surrender fee, easy and flexible payment options, and leasing of spectrum for private networks, these are all aimed at ease of doing business and attracting investment into the telecom sector," Vaghela said. While auctions and network rollout are important considerations, "as a country, we need to facilitate penetration of 5G based technologies and use cases", Vaghela said. "A complete ecosystem needs to be created towards this objective," he said. "So, we have recommended action plans for vertical sectors, i.e., industry sectors and social sectors ...that they should be actively preparing plans for adopting 5G applications. Stakeholders like farmers, fishermen, students, MSMEs etc need to be further empowered to be part of the digital economy," Vaghela added. 5G technology once implemented should create demand for telecom products, thereby improving revenue streams for telecom service providers, and should also help consumers and the public at large to become a part of the mainstream digital economy, he noted. "India should reap the benefits of technologies and applications, which are based on 5G," the Trai chief said. On whether the industry has the paying capacity, given that over one lakh <keyword id="13265908" type="General" weightage="80" keywordseo="megahertz" source="Orion">megahertz</keyword> of spectrum worth over Rs 5 lakh crore at reserve price will be on the block (for 20-year allocation), Vaghela said, "With the attractive reserve prices recommended, flexible payment options offered, easy spectrum surrender conditions, recommendations on leasing etc., the forthcoming auction will surely be attractive for the investors". The Indian economy is growing, technology adoption is being ramped up by different vertical sectors and the market for telecom products is expanding at a rapid pace, he noted. "In view of the huge market potential of 5G, I am sure that the telecom industry will actively take part in the auction," he said. After the Internet and Mobile Association of India (<keyword id="149966" type="General" weightage="80" keywordseo="iamai" source="Orion">IAMAI</keyword>) slammed it for raising the 'revenue sharing' demand for telecom service providers (TSPs), the Cellular Operators Association of India (<keyword id="6373028" type="General" weightage="100" keywordseo="coai" source="Orion">COAI</keyword>) on Monday said the telcos' demand for reasonable 'usage charge' from OTT providers is fair and rational. The COAI reiterated its position that the demand of telecom operators for a reasonable 'usage fee' from OTT communication service providers for leveraging their networks to provide profitable services would aid in developing the country's digital infrastructure while contributing to the economy. "Certain entities with vested interests are misdirecting the issue of the need for a regulatory framework for the communication OTTs and the need of usage charge to be paid by OTTs to the TSPs, by bringing in the aspect of net neutrality in a misleading manner, to make it a populist issue," said <keyword id="164571" type="General" weightage="50" keywordseo="lt-gen" source="Orion">Lt Gen</keyword> Dr <keyword id="3200319" type="General" weightage="50" keywordseo="sp-kochhar" source="Orion">SP Kochhar</keyword>, Director General, COAI, without naming the IAMAI. The COAI said that there seems to be a lack of appreciation of the fact that net neutrality pertains to the non-discriminatory treatment of content which has no nexus to the usage fee issue. "Telecom service providers are committed to following the net neutrality principles, as per their license conditions, as also all other regulatory and security compliances which the TSPs undertake to safeguard consumer interest and security -- which OTTs presently do not," it argued. The COAI has been advocating for a model where the sending party network pays (SPNP) model would allow telecom service providers to exploit internet businesses by formalising rent-seeking. "The SPNP model would be a death knell for the digital economy and the creative ecosystem which it sustains," IAMAI had said last week. Calls for an SPNP mechanism have re-emerged even though the demand for telecom services is entirely dependent on the ability of OTT services to attract users. The COAI said that OTT platforms take a free ride on TSP-funded networks "without contributing to the setting up, operating and maintenance costs either directly or indirectly or for the expansion of networks". In fact, many OTT communication players are contemplating/already charging subscribers a significant fee for verified accounts, adding further leads to their revenues. "It is ironic that representatives of entities profiting themselves by levying charges on subscribers while riding free on the telcos' network are stating that paying for usage would effectively raise costs for users," commented Kochhar.
