Once all the information is collected, the papers are stored at the government’s storehouse in Delhi. The officials earlier had to scan through the pages to obtain and publish relevant statistical information on population, language and occupation. These amounted to millions of pages and took up a lot of space in the office. The information could not be easily accessed and had chances of being lost if the papers got damaged. The data is used to publish the tables on the <a href="http://censusindia.gov.in/">Census website</a> and the papers had to be destroyed after 10 years in order to free up space for the next census. However, the information can now be stored forever electronically and will be easily accessible. The government is all set to carry out two mega exercises -- the Census and the update of the <keyword id="101292" type="ORGANIZATION" weightage="20" keywordseo="National-Population-Register">National Population Register</keyword> (NPR) across the country involving every resident next year. Below are the objectives, characteristics and differences between the NPR and the Census. The National Population Register (NPR):
 The NPR is a register of usual residents of the country. It is being prepared at the local (village/sub-town), subdistrict, district, state and national level under provisions of the Citizenship Act, 1955 and the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003.
 A usual resident is defined, for the purposes of the NPR, as a person who has resided in a local area for the past six months or more, or a person who intends to reside in that area for the next six months. The law compulsorily seeks to register every citizen of India and issue a national identity card.
 The NPR exercise will be carried out between April and September 2020 in all states and UTs, except Assam, along with the house listing phase of the census exercise.
 Assam has been excluded because the National Register of Citizens (NRC) exercise has already been conducted in the state.
 The objective of the NPR, being carried out under the aegis of the Registrar General and ex-Officio Census Commissioner, India, is to create a comprehensive identity database of every usual resident in the country. The database would contain demographic as well as biometric particulars.
 The demographic details of every individual are required for every usual resident: name, relationship to head of household, father's name, mother's name, spouse's name (if married), sex, date of birth, marital status, place of birth, nationality (as declared), present address of usual residence, duration of stay at present address, permanent residential address, occupation, educational qualification.
 The data for NPR was last collected in 2010 along with the house listing phase of the Census 2011. Updating of this data was done during 2015 by conducting door to door survey.
 A gazette notification for the forthcoming NPR has been published by the central government in August.
 On Tuesday, the Union Cabinet approved funds to the tune of over Rs 8,500 crore for the NPR exercise. 
 The Census:
 The decennial census is the largest single source of a variety of statistical information on different characteristics of the people of India conducted on the basis of the Census Act enacted in 1948.
 The census, 2021 will be done in two phases. In the first phase, the work of house-listing or housing census will be conducted from April to September, 2020. In the second phase, the enumeration of population will be done from February 9 to February 28, 2021 with reference moment as 00:00 hours of March 1, 2021.
 For snow-bound areas in Jammu and Kashmir, Himachal Pradesh and Uttarakhand, the reference date will be October 1, 2020.
 The census is the basis for reviewing the country's progress in the past decade, monitoring the ongoing schemes of the government and plan for the future.
 The census provides detailed and authentic information on demography, economic activity, literacy and education, housing and household amenities, urbanisation, fertility and mortality, scheduled castes and scheduled tribes, language, religion, migration, disability besides others.
 The enumerators also collect data related to cultivators and agricultural labourers, their sex, occupational classification of workers in non-households industry, trade, business, profession or service by class of worker and sex.
 There will be detailed survey on gender and literacy rate, number of towns, slum households and their population.
 Information is also collected on sources of potable water, energy, irrigation, method of farming, whether a house is concrete, thatched or others.
 With a history of more than 130 years, this reliable, time tested exercise has been bringing out a veritable wealth of statistics every 10 years, beginning from 1872 when the first census was conducted in India non-synchronously in different parts.
 The government of India decided in May 1949 to initiate steps for developing systematic collection of statistics on the size of population, its growth, etc., and established an organisation in the Ministry of Home Affairs under Registrar General and ex-Officio Census Commissioner, India.
 This organisation was made responsible for generating data on population statistics including vital statistics and census. Later, this office was also entrusted with the responsibility of implementation of Registration of Births and Deaths Act, 1969 in the country. New Delhi, Feb 5 () The government aims to complete merger of three state-owned general insurance companies -- National Insurance Co Ltd, United India Insurance Co Ltd, and Oriental Insurance Co Ltd -- by the end of March, Finance Secretary Rajiv Kumar said. Respective boards of the three companies have already given their in-principal approvals for the merger. "Merger of PSU general insurers is at an advanced stage. We can see that happening quite soon. It is already before the Cabinet," Kumar told in an interview. Though the merger process was in the works, the government would take a call on listing the merged entity after the merger, he said. To facilitate the merger, the Budget has announced a capital infusion of Rs 6,950 crore into the three public sector general insurance companies (PSGICs) in the next financial year. This will help achieve requisite minimum solvency ratio by each of the three PSGICs, according to Budget documents. "A partial budgetary support has been made in RE 2019-20 through first batch of supplementary demands for grants and provision for further capital infusion is included. The provision is met from the National Investment Fund," it said. The government infused Rs 2,500 crore into the three insurers through first supplementary demands for grants for 2019-20 in December. In his Budget Speech 2018-19, then finance minister Arun Jaitley had announced that the three companies would be merged into a single insurance entity. However, the merger process could not be completed due to various reasons, including poor financial health of these companies. As on March 31, 2017, the three companies together had more than 200 insurance products with a total premium of Rs 41,461 crore and a market share of around 35 per cent. Their combined net worth was Rs 9,243 crore, with total employee strength of around 44,000 spread over 6,000 offices. In 2017, state-owned New India Assurance Company and General Insurance Corporation of India were listed on the bourses. The government had raised nearly 17,500 crore through initial public offerings in New India Assurance Co Ltd and General Insurance Corp of India Ltd, the only listed state-owned non-life insurance companies. With an aim to protect interest of depositors of cooperative banks, he said the government would amend the Banking Regulation Act to avoid repeat of PMC Bank type of fraud. "These cooperatives also play an important role in last-mile agriculture credit. So, while we need to allow them to continue to work, at the same time, if you are in the business of banking, if you are taking depositors' money, you need to follow the same rigour and robustness of the banking system," he said. Under the Banking Regulation Act, the Reserve Bank of India (RBI) regulates and supervises the banking functions of urban co-operative banks, but their administrative control is with the Registrar of Co-operative Societies. <ul><li>Around 95% of India’s <keyword id="6354553" type="COMPANY" weightage="20" keywordseo="real-estate">real estate</keyword> builders and agents have never shared filed <keyword id="6354751" type="UNKNOWN" weightage="20" keywordseo="income-tax">income tax</keyword> returns or shared their tax details with the Registrar of Companies (RoC). </li><li>In addition, out of a sample of 840 companies that did have their PAN details listed, a mere 19% were regularly filing their tax returns. </li><li>The report further stated that owing to a number of assessment errors by in companies’ tax returns, nearly ₹61 billion worth of taxes had been forfeited by the government. </li></ul>India’s taxman can be a raider when he has targets to meet and has little time.The tax department infamously froze bank accounts of <a href="https://www.vccircle.com/angel-tax-govt-freezes-accounts-of-sheroes-owned-babygogo-vc-backed-travelkhana/">two startups</a> last week to collect the controversial ‘<keyword id="6406536" type="UNKNOWN" weightage="20" keywordseo="Angel-Tax">angel tax</keyword>’, which is still being debated over between the government and the industry. The finance minister <a href="https://www.business-standard.com/article/economy-policy/in-talks-with-finmin-to-solve-angel-tax-problem-prabhu-assures-start-ups-119010401022_1.html">promised </a>that no coercive action will be taken till the debate is settled. But the taxman has other priorities. Similarly, the average Joe in India is likely to get a tax notice for ridiculously small amounts, and get a rap for not linking the tax account, what is called the <keyword id="134255" type="COMPANY" weightage="20" keywordseo="permanent-account-number">Permanent Account Number</keyword> (PAN), with his unique biometric identity, the Aadhaar. Meanwhile, 95% of India’s real estate builders and agents have never shared filed income tax returns or shared their tax details with the Registrar of Companies (RoC), according to a report released in Parliament by the Comptroller and Auditor General - India’s federal auditing authority. The report said that 51,760 firms that were assessed as part of an audit by the RoC were yet to furnish their PAN account details. A number of states like Bihar, Rajasthan and Gujarat did not have the details of a single real estate firm. In addition, out of a sample of 840 companies that did have their PAN details listed, a mere 19% were regularly filing their tax returns. In order pay taxes, all companies and entities are required to have a Permanent Account Number (PAN). If their details are missing, it is likely that they could be skimping on tax payments. A cross verification with India’s tax authorities was not able to ascertain whether these companies were paying taxes or not. The problems don’t end there. The report further stated that owing to a number of assessment errors by in companies’ tax returns, nearly ₹61 billion worth of taxes had been forfeited by the government. The report concluded that there was a lack of coordination between the Income Tax (IT) Department and the RoC in this regard, suggesting that when a company applies for or has its PAN updated by the IT Dept, there should me a mechanism in place for the changes to reflect in the RoC. In this regard, the Central Board of Direct Taxation is <a href="https://economictimes.indiatimes.com/news/economy/finance/95-real-estate-companies-outside-the-income-tax-net-finds-cag/articleshow/67959548.cms">said</a> to be working on a scheme to sync the operations of the RoC and the IT Department. The real estate sector is no stranger to tax evasion and fraud. The surprising fact is that the tax department that keeps a tight leash on every other sector except the one that is is infamous as a haven for ill-gotten wealth in the country. The <a href="http://up-rera.in/pdf/reraact.pdf">Real Estate Regulation Act</a> introduced in 2017 was supposed to bring in transparency in the sector and chase out the fly-by-night operators whose only intent was to launder money. Nearly two years since, there are a number of collective action cases pending in India’s courts by disgruntled home-buyers who are yet to have their properties handed over to them by developers. Last year, <a href="https://www.livemint.com/Companies/QtJ3FPnUuluUUuPlPjYatJ/Plea-in-SC-seeks-modification-of-order-remanding-Jaypee-inso.html">Jaypee Infratech</a>, a large builder, commenced insolvency proceedings after a subsidiary failed to deliver over 20,000 units to customers. Barbeque Nation in a pre-IPO round had raised ₹150 crore from Xponentia Capital, founded by private equity veteran Ajay Relan, and Jubilant Foodworks, the parent company of Domino’s Pizza in India.
