The move came after heavy speculation through out morning, with Rawat expected to address a press conference ahead of his meeting the Governor. However, the 60-year-old BJP leader first met Maurya and then proceeded to the media conference. After three days of political upheavel, speculation in the state ended as Rawat submitted his resignation to Maurya after he reached the Raj Bhawan just past 4 p.m. The BJP legislative party will meet Wednesday morning to select the new Chief Minister of the state, a senior party leader said. He said that Rawat submitted his resignation as he was directed by the party central leadership to resign after discontent in the BJP legislative party. "After his meeting with central leadership yesterday in the national capital, it seems that BJP leadership has informed Rawat about possible change of leadership in the Uttarakhand government as there is a lot of resentment against him," he said. Uttarakhand BJP vice president Devendra Bhasin earlier told IANS that the Chief Minister was scheduled to address a press conference and likely make a crucial statement on political speculation going on in the state. Bhasin further stated that he heard that Uttarakhand BJP chief Banshidhar Bhagat has called a meeting of legislative party at 11 a.m. Wednesday. "I am not aware about the agenda of the legislative party but a meeting has been called tomorrow," Bhasin said. "After his meeting with central leadership yesterday in the national capital, it seems that BJP leadership has informed Rawat about possible change of leadership in the Uttarakhand government. Now he might step down from the office," another BJP leader said. On Monday evening, Union Home Minister Amit Shah, BJP chief J.P. Nadda, National General Secretary (Organisation) B.L. Santosh discussed the political development in the hill state. BJP National General Secretary and state in-charge, Dushyant Gautam was part of discussion. Meeting was called after several MLAs questioned Rawat's style of functioning. "Bureaucracy is getting more powerful and voices of elected representatives are unheard," said a party member from Uttarakhand. On Saturday, the BJP leadership sent former Chhattisgarh Chief Minister Raman Singh and Gautam as observers to meet state leaders and get a feedback. "Both the leaders met the members of the core committee and took their opinion. Report was submitted to BJP leadership," said a party insider. It is learnt that the report mentioned that it will be difficult for the party to win the next year state assembly polls with Rawat as the face of BJP. As Dhami takes over less than a year ahead of the next assembly elections, his biggest challenge lies in leading the BJP to another victory and retaining power in Uttarakhand, where the party has been plagued by factionalism. Changing chief ministers twice in a short span has not helped the party's image, with the opposition Congress accusing it of causing "political instability" and betraying the people. "We accept the challenge and we will take forward the party and serve the people," Dhami said when asked whether taking over as CM just months ahead of assembly polls will be an uphill task. Pushkar Singh Dhami to be the new Chief Minister of Uttarakhand replacing Tirath Singh Rawat

China's People's Liberation Army (PLA) is facing "unanticipated consequences" for its misadventure in eastern Ladakh because of the "firm and strong" responses by the Indian armed forces, <keyword id="150671" type="POSITION" weightage="20" keywordseo="chief-of-defence-staff">Chief of Defence Staff</keyword> Gen <keyword id="2496903" type="PERSON" weightage="20" keywordseo="Bipin-Rawat">Bipin Rawat</keyword> said on Friday. In an address at a virtual seminar, Gen Rawat said the situation along the Line of Actual Control (LAC) in eastern Ladakh remained tense and that India's posturing has been "unambiguous". "The situation along the LAC in eastern Ladakh remains tense and the People's Liberation Army is facing unanticipated consequences for its misadventure in Ladakh because of firm and strong responses by Indian forces," Gen Rawat said. "Our posturing is unambiguous. We will not accept any shifting of the Line of Actual Control," he asserted. Talking about the overall security calculus, Gen Rawat said border confrontations, transgressions and unprovoked tactical military actions spiralling into a larger conflict cannot be discounted. The Chief of Defence Staff also touched on the issue of cross border terrorism from Pakistan and the way it has been dealt with by the Indian armed forces. Referring to security challenges, Gen Rawat said the "constant friction" with the two nuclear-armed neighbours (Pakistan and China) poses a danger of regional strategic instability with the potential for escalation. He also suggested that the two countries with whom India had fought wars are increasingly acting in cohesion. The Chief of Defence Staff said the "unabated proxy war" unleashed by Pakistan in Jammu and Kashmir accompanied by "vicious" anti-India rhetoric have taken the ties between the two countries to a new low. "The surgical strikes after the Uri attack and Balakot air strikes have delivered a strong message that Pakistan no longer enjoys the impunity of pushing terrorists across the LoC under the nuclear bogey," Gen Rawat said at the seminar organised by the National Defence College. He said the new Indian template to deal with terrorism has injected ambiguity and uncertainty in Pakistan, adding India will confront terrorism with a firm hand. The Chief of Defence Staff said despite internal problems, failing economy, international isolation and vitiated civil-military relations, Pakistan will continue to "profess" that Kashmir is their "unfinished agenda". "And their Army will continue to raise the bogey of an existential threat from India to justify their disproportionately large strength and need for funds to maintain its war fighting capabilities," said Gen Rawat. Former Uttarakhand Chief Minister Trivendra Singh announces Tirath Singh Rawat as new CM

New Delhi, India will have two to five theatre commands by 2022, Chief of Defence Staff <keyword id="3969981" type="PERSON" weightage="20" keywordseo="General-Bipin-Rawat">General Bipin Rawat</keyword> said on Monday. He pointed that in the southern part of the country, India will have a Peninsula command by integrating existing naval eastern and eastern Naval command centres and the Jammu and Kashmir would come under a single be command theatre. The peninsula command under the Navy that will deal with maritime security should come in earlier as directive for a study is expected to be out by March 31. It would spread from Sir Creek in Arabian Sea to Sunderbans in Bay of Bengal. The study should be completed within three to four months and by the end of next year the command under one naval commander should start functioning, <keyword id="4020982" type="PERSON" weightage="20" keywordseo="general-rawat">General Rawat</keyword> said. He also said that by end of the year a study for theaterisation or joint commands will be in place. By 2022 theatre commands should roll out. The number of theatre commands could vary from two to five, the CDS added. The Chief of Defence Staff is mandated to set up joint commands comprising the Army, Navy and Air Force -- in addition to two existing ones. There are 19 commands as of now and only two of these are tri-service commands. These are the Andaman and <keyword id="579051" type="COMPANY" weightage="20" keywordseo="Nicobar-Command">Nicobar Command</keyword> and the <keyword id="174799" type="COMPANY" weightage="20" keywordseo="Strategic-Forces-Command">Strategic Forces Command</keyword>, which is in charge of nuclear assets. General Rawat added that there is an option of having either one command for China or two separate commands; one East of Nepal and another West of Nepal. Similarly for Pakistan, a separate command for J&amp;K is on the cards, while a separate one for the international border South of Jammu. While the Army and the Air Force have seven commands each, the Navy has three commands. It's felt that reducing the commands and making them function under one umbrella with representation from all three forces -- depending on the region and threat assessment -- will make the military more effective. China and the US function under this model, and there have been suggestions that the Indian military follows a similar tri-service command system. According to some of the recommendations, the commands can be reduced from existing 19 to 9 with a tri-service mix. This will also include the strategic forces command, cyber command and Special Operations Command. The Air Force will be the lead agency for <keyword id="2741154" type="COMPANY" weightage="20" keywordseo="Air-Defence-Command">Air Defence Command</keyword> that has already been announced. General Rawat said that March 31 the study will be completed and the report should be ready by April 10. The implementation order for the air defence command is expected by year end, General Rawat said. He also said joint training, and uniformity in procurement procedures will be a key priority.

Though the Chief of the Defence Staff of <keyword id="9455912" type="COMPANY" weightage="20" keywordseo="the-indian-armed-forces">the Indian Armed Forces</keyword> did not mention India's ongoing standoff with China along the Line of Actual Control in Ladakh for the last seven months, he alluded to the Asian neighbor in several references to the Indo-Pacific region. For nations like India, General Rawat said, the security of land and borders remains a primary concern. "Therefore, there is a need to develop integrated structures to ensure modernization programs to be undertaken by our armed forces based on the correct assessment of the nature of threats and challenges. In addition, we are also partnering with like-minded nations to ensure peace and stability in our region." "Our approach to security needs to shift from a unilateral mode to multilateral mode, which mandates increasing training, engagements with partner nations so as to fructify joint response in the future," he added. The US, he said, recognizes Indo-Pacific as consequential for its future, adding that similarly, Japan, Australia, France, the UK, Indonesia, and Germany also find the region of strategic importance to them. However, China's rise as a military and economic power has made the region highly contestable. Based on the challenges India faces as a rising regional power, he said, "We require structured a long time planning for capacity building and development of our defense forces. In a quest to building a stronger India, we need a peaceful and stable security environment." "We need to maintain strategic autonomy and cooperative relations with extra-regional powers, regional linkages. We need to build bilateral, trilateral and multilateral mechanisms like Japan, Australia and India (JAI), India-Asean and similar existing mechanisms to have the right balance in our strategic autonomy." Technology, he said, will play an important role in any nation's quest for supremacy, be it in the military or any other sphere of activity. Therefore, investment in research and development will determine the future course of action for any enterprise, he said. However, he warned, "Quest to acquire proprietary rights on technology must not deny benefits of development to the global community at large. It must, in fact, create linkages between the haves and have nots. Humanity must not be guided by profiteering alone but must consider an equal opportunity for growth for all." In the military, he said, technology must become the means of deterrence and not a source of destruction. "Technology must benefit mankind and not be used for destroying existing systems." General Rawat ended his address on a positive note saying that this is India's century. "Many across the world are bullish about India. It has the talent, demographic dividend, and vibrancy of culture," he asserted. Bipin Rawat, and his wife were among 13 people killed in a <keyword id="12000449" type="UNKNOWN" weightage="60" keywordseo="helicopter" source="Orion">helicopter</keyword> <keyword id="12129639" type="UNKNOWN" weightage="60" keywordseo="crash" source="Orion">crash</keyword> on Wednesday. </li><li>Eyewitnesses told <a href="https://www.usnews.com/news/world/articles/2021-12-09/before-fatal-crash-indian-defence-chiefs-chopper-flew-low-though-fog">Reuters</a> the helicopter appeared to fly unusually low and through heavy fog before crashing into a hillside. </li></ul>India's top military official died on Wednesday when a helicopter carrying him, his wife and 12 other passengers crashed in Southern India. General Bipin Rawat and his wife, Madhulika Rawat, were en route to Defense Staff College in the town of Wellington in Tamil Nandu state with 12 other service personnel when the Indian Air Force helicopter crashed near Coonoor in Tamil Nadu. The IAF confirmed one person survived the crash, Capt. Varun Singh, and is being treated for injuries at the Military Hospital in Wellington. Two eyewitnesses to the crash told <a href="https://www.reuters.com/world/india/before-fatal-crash-indian-defence-chiefs-chopper-flew-low-though-fog-2021-12-09/">Reuters</a> that the helicopter seemed to be flying unusually low and under heavy fog before it crashed into the hillside. A construction worker who lives near the crash told Reuters that he sees military helicopters fly through the area often, but, on Wednesday, the aircraft seemed "louder and closer." The bodies of those who died were brought to New Dehli on Thursday, where the general will be laid to rest with full military honors, according to India's Defense Minister, Rajnath Singh. India's Prime Minister Narendra Modi said Rawat was an "outstanding soldier" and a "true patriot.""He greatly contributed to modernizing our armed forces and security apparatus," Modi said in a tweet. "His insights and perspectives on strategic matters were exceptional. His passing away has saddened me deeply."Rawat was appointed to serve as India's first chief of defense staff in 2019. He previously served as chief of army staff and had served in India's military for more than 40 years.

As the video spread like wild fire and ministers had to intervene, <a href="http://www.businessinsider.in/searchresult.cms?query=indian+army&amp;sortorder=effectivedate">Army chief</a> general <keyword id="2496903" type="PERSON" weightage="20" keywordseo="Bipin-Rawat">Bipin Rawat</keyword> said if <keyword id="15350" type="ORGANIZATION" weightage="20" keywordseo="Army">army</keyword> personnel don't use "proper, specified channels" to air their grievances they will be liable to be punished.II 
 "Proper channels are in place for jawans to put across their grievances...if they aren't satisfied with action taken, they can contact me directly," General <keyword id="6381658" type="PERSON" weightage="20" keywordseo="Rawat">Rawat</keyword> during an address on Army Day today. 
 
"You will be found guilty for any action you take outside these channels and will also be liable for punishment," the General said. General Rawat first talked about the grievances issue on Friday, after a jawan, <keyword id="4058398" type="UNKNOWN" weightage="20" keywordseo="Lance-Naik-Yagya-Pratap-Singh">Lance Naik Yagya Pratap Singh</keyword>, posted a video on social media criticising the use of soldiers as 'sahayaks' or 'buddy'. 
 "I had written an application to the PM in which I said that soldiers, who act as sahayaks, should not be made to polish shoes of officers," said <keyword id="6361419" type="PERSON" weightage="20" keywordseo="Singh">Singh</keyword>, who's with the 42 Infantry <keyword id="50460" type="COMPANY" weightage="20" keywordseo="Brigade">Brigade</keyword> in <keyword id="45016" type="COMPANY" weightage="20" keywordseo="Dehradun">Dehradun</keyword>. He alleged harassment by superiors for writing to Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> about these problems. 
 Today, <keyword id="329590" type="COMPANY" weightage="20" keywordseo="The-Army">the Army</keyword> chief said the use of social media to highlight an issue could have deleterious effect on "brave soldiers guarding India's borders." 
 
The Army says officers get '<a href="http://www.businessinsider.in/searchresult.cms?query=indian+army&amp;sortorder=effectivedate">sahayak</a>s' for upkeep of their uniforms and weapons, as well as to act as their radio operators and "buddies" during combat operations. But parliamentary committees and other critics have slammed the 'sahayak' system as a vestige of the colonial era. They say officers blatantly misuse their 'sahayaks', getting them to do household work, walk the dogs and take kids to school. 
 The Army, on its part, has already asked the government to examine whether "non-combatants" should replace soldiers as 'sahayaks' in peace-time locations, while pressing for the system to continue in field and forward areas, said <keyword id="3970926" type="UNKNOWN" weightage="20" keywordseo="gen-rawat">Gen Rawat</keyword> late last week. 
 
But using social media to air grievances isn't ideal, Rawat said. It can be a "<a href="http://www.businessinsider.in/searchresult.cms?query=indian+army&amp;sortorder=effectivedate">two-sided" weapon</a> which can be used favourably but also has "a detrimental effect", he said. The Army already has an "excellent" grievances redressal system that will now be topped by his "suggestions-cum-grievances" boxes, said the new Army chief. 
 
The Army chief said anyone, irrespective of rank or service, can use this mechanism to write directly to him. Assuring full confidentiality, he said the name of the soldier concerned will be deleted before any action is taken.

<ul><li>In September 2018, India’s Supreme Court struck down <keyword id="6362797" type="UNKNOWN" weightage="20" keywordseo="section-377">Section 377</keyword> and Section 497 of the Indian Penal Code, two colonial era law that had criminalised homosexuality and adultery. </li><li>At an annual press conference today, India’s <keyword id="15350" type="ORGANIZATION" weightage="20" keywordseo="Army">Army</keyword> Chief, <keyword id="2496903" type="PERSON" weightage="20" keywordseo="Bipin-Rawat">Bipin Rawat</keyword>, said that the rulings would not apply to the country’s soldiers, citing the conservative nature of the <keyword id="6359526" type="UNKNOWN" weightage="20" keywordseo="military">military</keyword> establishment. </li><li>He further explained that once a person joins the Indian army, they aren’t necessarily subject to the same rights and privileges, saying “Some things are different for us.”</li></ul> In September 2018, a five-bench judge of India’s Supreme Court <a href="https://www.businessinsider.in/section-377-verdict-indias-top-court-decriminalises-homosexuality-in-landmark-verdict/articleshow/65697010.cms">struck down Section 377</a> of the Indian Penal Code, a colonial era law from 1861 that had criminalised homosexuality and called it “unnatural.” In the same month, the apex court also scrapped Section 497 of the IPC, which banned adultery between consenting partners. At an annual press conference today, India’s Army Chief, Bipin Rawat, didn’t mince any words about how the ruling applied to the country’s soldiers. “We will not allow this to happen in the Army," Rawat <a href="https://www.ndtv.com/india-news/wont-allow-gay-sex-in-the-army-says-chief-general-rawat-1975706">clarified</a>, citing the conservative nature of the military establishment. However, he risks undermining a law that stands to revolutionise the country’s approach to individual freedom. On the other hand, a <a href="https://www.npr.org/2010/12/07/131857684/how-gay-soldiers-serve-openly-around-the-world">number of countries</a> around the world allow openly gay people to serve in the military such as the UK, Israel, Australia, Canada, South Africa, Chile, Brazil and the US, which lifted the ban <a href="https://www.theguardian.com/world/2011/sep/20/us-military-lifts-ban-gay-troops">as recently as 2011</a>. While it is obvious that Rawat did not want to shake up the ethos and belief structure of a 114-year old institution, one can’t help thinking that his views seem a bit antiquated.

This was revealed in an Economic Times report. 
 D S <keyword id="6381658" type="PERSON" weightage="20" keywordseo="Rawat">Rawat</keyword>, secretary general of <keyword id="6355988" type="CITY" weightage="20" keywordseo="Assocham">ASSOCHAM</keyword>, who met Akhilesh Yadav on Tuesday, told the financial daily that Chinese companies have expressed interest in investing in Uttar Pradesh which could expect pumping in of at least Rs one lakh crore. 
 
Nearly 50 Chinese companies were in touch with this industry body for setting up of an exclusive manufacturing hub in the state. Rawat told ET, "They want to invest by creating a 'Chinese manufacturing zone' in India and UP suits their needs the best." 
 
Rawat further asserted that Akhilesh Yadav is "very excited" about the prospects and talked about providing land and other facilities for the manufacturing zone in Mathura. "The chief minister was told about Chinese companies' willingness to invest in UP and he was excited. He said that he was ready to welcome them and will not let this opportunity slip," he added. 
 
ASSOCHAM, which is one of the apex trade associations of India, was preparing a project report regarding proposal of the Chinese companies. 
 
The chief minister also said that senior officials would be sent to hold meeting with the representatives of Chinese companies, said the secretary general of ASSOCHAM. 
 
"We told the CM that if his government provides land and gives some rebate to willing Chinese companies, they will create their own zone. They want to bring 100 other companies with them. If this project succeeds then it will change the industrial map and fate of the state. The state will get atleast Rs one lakh crore investment from Chinese companies. Besides, other countries will get ready to invest in UP," Rawat told ET. 
 
If this project turn into a reality, Chinese companies would provide direct employment to 30,000 people and indirect employment to three lakh people.
