Lalu Prasad on Sunday evening fell from the stairs at his home and suffered a fracture in his right shoulder. The family doctors had applied a temporary plaster on his shoulder. Sources said that he complained of uneasiness and breathing problems around 4 a.m. <keyword id="6354578" type="General" weightage="50" keywordseo="tejashwi-yadav" source="Orion">Tejashwi Yadav</keyword>, the younger son of Lalu Prasad immediately took him to the nearby Paras hospital and admitted him. He is currently in the <keyword id="57843" type="General" weightage="50" keywordseo="intensive-care-unit" source="Orion">Intensive Care Unit</keyword> (ICU), and also underwent an MRI. Lalu Prasad is convicted in the fodder scam and is currently on bail after completing more than half of the prison sentence. The RJD leader is suffering from several health diseases, including kidney infection, water accumulation in lung and blood pressure. The 75-year-old veteran socialist leader wants to go to Singapore to consult doctors for his kidney transplant. Recently, the court released his passport as well. A total of 163 ( 68 per cent) out of the 241 winners in the Bihar Assembly polls have declared criminal cases against themselves in the poll affidavits, with <keyword id="42678" type="ORGANIZATION" weightage="20" keywordseo="RJD">RJD</keyword> topping the list with around 73 per cent, Bihar Election Watch and Association for Democratic Reforms (ADR) said. Of the 163 MLA-elects, 123 (51 per cent of total affidavits analysed) have serious criminal cases pending against them, including those related to murder, attempt to murder, kidnapping and crimes against women. In the 2015 Assembly elections, 142 (58 per cent) MLAs had self-declared such cases against them in their affidavits. This time, the ADR had analysed the self-sworn affidavits of 241 of the 243 victorious candidates. The ADR did not say anything on such details of remaining winners. The results of the three-phase elections were declared on Wednesday early morning after counting that went on for over 20 hours. Out of the 123 winners, 19 have murder cases, 31 attempt to murder and eight crimes against women against their names. Among the major parties, 54 (73 per cent) of the 74 winners from Tejashwi Yadav-led <keyword id="123786" type="ORGANIZATION" weightage="20" keywordseo="Rashtriya-Janata-Dal">Rashtriya Janata Dal</keyword> (RJD) have pending criminal cases, followed by 47 (64 per cent) out of 73 from BJP, 20 (47 per cent) out of 43 from Janata Dal-United, 16 (84 per cent) out of 19 from Congress, 10 (83 per cent) out of 12 from Communist Party of India-Marxist Leninist Liberation, and five (100 per cent) out of 5 from Asaduddin Owaisi's All India Majlis-e-Ittehadul Muslimeen. Nearly 70% of Bihar election winners have declared criminal cases against them, mostly from RJD

RJD leader Tejashwi Yadav wins Raghopur by over 38,000 votes in Bihar Election 2020

Out of the 1,463 candidates in the poll fray in the second phase of <keyword id="9317522" type="COMPANY" weightage="20" keywordseo="the-bihar-assembly">the Bihar Assembly</keyword> elections, 502 have criminal cases against them of which 389 are serious, a report claimed on Tuesday. The report was released by <keyword id="10176486" type="COMPANY" weightage="20" keywordseo="the-bihar-election-watch">the Bihar Election Watch</keyword> and the Association for Democratic Reforms (ADR) after analysing the self-sworn affidavits of all the 1,463 candidates contesting in the Bihar Assembly Elections Phase II. The second phase of the polls is scheduled in 94 <keyword id="68073" type="ORGANIZATION" weightage="20" keywordseo="Assembly-constituencies">Assembly constituencies</keyword> in 17 districts on November 3. The report said that out of the 1,463 candidates analyzed, 502, which is 34 per cent, candidates have declared criminal cases against them. "While 389 candidates, which is 27 per cent of 1,463 candidates have declared serious criminal cases against themselves," the report said. The report also claimed that the <keyword id="123786" type="ORGANIZATION" weightage="20" keywordseo="Rashtriya-Janata-Dal">Rashtriya Janata Dal</keyword> (RJD) has the maximum candidates with criminal cases registered against them followed by the BJP. It said, "Out of 56 RJD candidates, 36, which is 64 per cent, candidates have criminal cases against them, followed by the BJP with 29 out of 46 candidates which is 63 per cent." The report pointed out that out of the 24 Congress candidates, 14 have criminal cases against them which is 58 per cent, and out of 52 Lok Jan Shakti Party candidates 28, which is 54 per cent, also have criminal cases. The report pointed out that the ruling Janata Dal- United (JD-U) has the least number of candidates with criminal cases. "Out of 33 candidates in the second phase, 16, which is 49 per cent candidates from the BSP have criminal cases and from the JD-U, 20 out of 43 candidates, which is 47 per cent have declared criminal cases against them in their affidavits," the report said. The RJD again topped in the serious crime cases registered against candidates with 50 per cent, followed by the LJP with 46 per cent, the BJP with 44 per cent and the JD-U again at the bottom of the table with 35 per cent. The report said that out of the 50 candidates of the RJD, who were analysed, 28 have serious cases registered against them followed by the LJP with 24 out of 52 candidates, and 20 out of the 46 BJP candidates have serious cases against them. The report said that 14 out of the 33 candidates of the <keyword id="6356515" type="UNKNOWN" weightage="20" keywordseo="bahujan-samaj-party">Bahujan Samaj Party</keyword> (BSP), 10 out of 24 candidates of the Congress and 15 out of 43 candidates of the JD-U have serious criminal cases against them. It said that 49 candidates have declared cases related to crime against women, with four of them facing charges of rape. The report noted that 32 candidates are facing cases related to murder while 143 candidates are facing cases related to attempt to murder. It also said that in the second phase Assembly polls, 84 out of the 94 constituencies are red alert ones, which is a total of 89 per cent. According to the ADR, red alert constituencies are those where three or more contesting candidates have declared criminal cases registered against them. The report said that the directions of the Supreme Court have had no effect on the political parties in the selection of the candidates in Bihar as they have again followed their old practice of giving tickets to around 34 per cent candidates with criminal cases. It said all major parties contesting in Bihar second phase elections have given tickets to 47 per cent to 64 per cent candidates, who have declared criminal cases against them. It said the Supreme Court in its directions dated February 13 had specifically instructed the political parties to give reasons for such selection and why other individuals without criminal antecedents could not be selected as candidates. As per these mandatory guidelines, the candidates have to be selected with reference to qualifications, achievements and merit. Bihar polls: 502 candidates have criminal cases, Lalu Yadav’s RJD tops the list

Battle for Bihar: Congress to discuss seat sharing with allies today

The Rajya Sabha on Friday passed two Bills -- the Indian Medicine Central Council (Amendment) Bill, 2020 and Homoeopathy Central Council (Amendment) Bill, 2020. Replying during the discussion on the Bills, <keyword id="2468968" type="PERSON" weightage="20" keywordseo="Health-Minister-Harsh-Vardhan">Health Minister Harsh Vardhan</keyword> said, "The Ordinance was necessitated as Parliament was not in session." The Minister said that Yoga and Naturopathy will also be promoted in due course, as demanded by <keyword id="123786" type="ORGANIZATION" weightage="20" keywordseo="Rashtriya-Janata-Dal">Rashtriya Janata Dal</keyword> (RJD) MP Manoj Jha. During the discussion, Biju <keyword id="123462" type="COMPANY" weightage="20" keywordseo="Janata-Dal">Janata Dal</keyword> (BJD) MP Prasanna Acharya supported the Bill, but questioned the need for the ordinance. He said only in extraordinary situations the ordinance route should be adopted. Speaking on the Bill, BJP MP Sudhanshu Trivedi said that new things are always opposed first, but during covid times homeopathy medicine was prescribed as an immunity booster. Samajwadi Party (SP) member Ram Gopal Yadav asked the government not to delay the constitution of the commission as homoeopathy is a necessity for the poor as allopathy is costly and in covid times private hospitals are charging more than Rs one lakh per day. The DMK MP T. Siva said, "The government is taking away the powers of the states", and alleged that its diluting the federalism. The Bill brought by the Centre amends <keyword id="9958977" type="COMPANY" weightage="20" keywordseo="the-homoeopathy-central-council-act">the Homoeopathy Central Council Act</keyword>, 1973. After becoming an Act, the Central Council of Homoeopathy will regulate homeopathic education and practice. The Bill replaces the Homoeopathy Central Council (Amendment) Ordinance, 2020 which was promulgated on April 24, 2020. The period for the supersession of the Central Council -- The 1973 Act -- was amended in 2018 to provide for the supersession of the Central Council of Homoeopathy. The Central Council was required to be reconstituted within one year from the date of its supersession. This period was amended in 2019 to require the reconstitution of the Central Council in two years. The central government constituted a Board of Governors to exercise the powers of the Central Council. The Bill amends the Act to increase the period for the supersession of the Central Council from two years to three years. The resolution moved by K. C. Venugopal, E. Kareem and K. K.Ragesh was defeated. But Ragesh raised a point of order for the right to reply as the mover of the resolution and asked about the role of the state governments in this Bill. Rajya Sabha passes Homeopathy Bills

India’s ongoing elections is a battle for dominance inside the Parliament. The incumbent government led by the Bharatiya Janata Party (BJP) is seen as the strongest outfit, even after five years in power. The party is projecting Prime Minister Narendra Modi as an invincible candidate with solutions for the millions of problems that plague India’s economy and society, much like Thanos. On the other hand, unlike the two-party structure in the US, there is a motley crew of political parties with equally big egos but very diverse ideologies, and varying degrees of charisma. However, individual prospects of success, if they were to take on Modi by themselves, can be called uncertain at best. Therefore, there is a clamour for a grand anti-Modi coalition-- in India they call it ‘<keyword id="2838249" type="PERSON" weightage="20" keywordseo="Mahagathbandhan">Mahagathbandhan</keyword>’-- much like the Avengers. What is missing is the equivalent of a S.H.I.E.L.D that can put together an optimal team. Yet, efforts towards forming a coalition are constantly underway. Some analysis [hyperlink] suggest that it will remain a strong possibility even after the elections. In academic terms, the phenomenon is called ‘index of opposition unity’. In all the Parliamentary elections since 2002, 45% of the seats have been won due to low ‘index of opposition unity’, according to data analysed by veteran psephologists Prannoy Roy and Dorab Sopariwala in their recent book ‘The Verdict’. In other words, the winning party converted low votes into a seat because the rival parties were fragmented. However, it is easier said than done for parties to forge friendships given their troubled past with each other. Most parties have been part of different alliances, led either by BJP or the Congress, at some point or the other. The ideologies have been far more malleable than their egos. The contenders

 There are 12 regional and local parties from 10 states that have come together for now. Leading the coalition from the front is the Bahujan Samajwadi Party and Samajwadi party in Uttar Pradesh. The political landscape changed in the western parts of Uttar Pradesh when <keyword id="6388951" type="COMPANY" weightage="20" keywordseo="Rashtriya-Lok-Dal">Rashtriya Lok Dal</keyword> joined hands [hyperlink] with Samajwadi Party-Bahujan Samaj Party to gear up against the rise of BJP in Uttar Pradesh. The RLD is a former ally of the <keyword id="190679" type="ORGANIZATION" weightage="20" keywordseo="Indian-National-Congress">Indian National Congress</keyword>, the only other national outfit after BJP. Congress itself is not part of this alliance, at least not yet. The Congress itself has stitched together a different clique comprising of other regional satraps like the Dravida Munnetra Kazhagam (DMK) from Tamil Nadu, the <keyword id="54794" type="ORGANIZATION" weightage="20" keywordseo="Nationalist-Congress-Party">Nationalist Congress Party</keyword> (NCP) in Maharashtra, and the <keyword id="123786" type="ORGANIZATION" weightage="20" keywordseo="Rashtriya-Janata-Dal">Rashtriya Janata Dal</keyword> (RJD) in Bihar, among others. While some of the communist outfits are in the Congress clique, the biggest of all the red parties, the Communist Party of India (Marxist), CPI(M) as it’s popularly known, is still largely fighting on its own in different parts of the country. As it stands, CPI(M) cannot form a government on its own, it has to offer its support to one coalition or the other. The party’s state unit in Punjab has already offered its support to the Mahagathbandhan in Uttar Pradesh. The fight between Modi’s challengers is to decide who shall lead the pack and who shall become the Prime Minister. So while the different packs are non-committal to a common cause right now, a post-poll consensus is still very likely after some of the egos are cut to size by the election results. But Modi is not Thanos However much the BJP would like Modi to be all-powerful and invincible like Thanos, he isn’t. Even in the thumping victory of 2014, the BJP and allies, the National Democratic Alliance (NDA) had just 31% of the country’s votes. The parties backing Modi, too, have mostly been fair-weather friends at best. The Janata Dal (United) led by <keyword id="6358190" type="PERSON" weightage="20" keywordseo="Nitish-Kumar">Nitish Kumar</keyword> in Bihar has been in and out of the NDA at will in the past. Bickering is a constant feature between the BJP and the Shiv Sena in Maharashtra, an alliance that has survived 25 years with breaks in between. While the two parties are fighting together this election, the Sena chief Uddhav Thackeray recently called Modi ‘a thief’ just days before sealing the deal with the BJP. Realpolitik, the German word for politics that is more practical than ideological, comes alive every five years, around the Lok Sabha election, in India. As in The Avengers Endgame, the challengers will have to sacrifice ego and embrace realpolitik to stay relevant.

In the first of the six cases levied against him, Lalu was sentenced to five years in jail.</li></ul> <keyword id="18656" type="PERSON" weightage="100" keywordseo="Lalu-Prasad-Yadav">Lalu Prasad Yadav</keyword> the (erstwhile) indomitable leader of the <keyword id="123786" type="ORGANIZATION" weightage="20" keywordseo="Rashtriya-Janata-Dal">Rashtriya Janata Dal</keyword> (RJD) seems to have bitten off more than he can chew with the all-too-famous Fodder Scam. Just last month he was sentenced for the fourth time to <a href="https://timesofindia.indiatimes.com/india/fodder-scam-case-lalu-prasad-sentenced-to-14-yrs-in-prison/articleshow/63440143.cms">14 years in jail and fined </a>₹60,00,000. He has already been serving time in the Birsa Munda Jail in Ranchi since 23 December 2017. The scam that spiralled into a multi-million scandal began with the small-scale falsification of transactions related to syphoning of government funds in the name of buying livestock and supplying fodder. Basically, in the name of non-existent livestock, thousands and thousands of rupees worth of fake bills were made out to be paid to suppliers for fodder, medicines and animal husbandry equipment. What is to be noted that this practice was not exclusively created by Lalu Prasad and his party, but had been at the very core of the functioning of the Animal Husbandry Department (AHD) of Bihar since <a href="https://www.firstpost.com/politics/fodder-scam-all-you-need-to-know-about-the-21-year-old-case-against-lalu-prasad-yadav-3432192.html">20 years past</a>. The scam involved politicians and bureaucrats belonging to previous administrations for decades with Lalu Prasad perpetuating the practice. In 1985, comptroller and auditor general of India, TN Chaturvedi, found something amiss when he noticed that the Bihar treasury inevitably submitted their monthly accounts later than the due date. In January 1996, deputy commissioner of Chaibasa, Amit Khare, launched a raid at the Animal Husbandry Department where they discovered the documents confirming illegal withdrawals and uncovered a nexus between officials and suppliers. In March 1996, the Patna High court gets the CBI to look into the fodder scam and subsequently, the CBI registered an FIR in the Chaibasa (now in Jharkhand) Treasury case. In June-July 1997, a CBI enquiry in the case was launched based on a PIL filed by BJP state unit chief <keyword id="6364740" type="PERSON" weightage="20" keywordseo="sushil-kumar-modi">Sushil Kumar Modi</keyword> in the Patna High Court. Lalu Prasad Yadav and former Bihar Chief Minister Jagannath Mishra were both named in this charge sheet along with 55 other co-accused. This led to Lalu’s relinquishing the Chief Minister seat in July to his wife - a political masterstroke. Lalu then surrendered before CBI court and was subsequently sent to judicial custody. After four months he was released on bail. In April 2001, Lalu Prasad’s wife, <a href="https://www.livemint.com/Politics/IfdjSRYTn0nD6yzYQ4spRO/Fodder-scam-case-A-timeline-of-events.html">Rabri Devi joined the list of accused</a> in the scam but was granted bail. In October 2001, after the bifurcation of Bihar, <a href="http://www.newindianexpress.com/nation/2017/dec/23/a-timeline-of-the-fodder-scam-that-changed-bihar-politics-forever-1735327.html">53 of the total 63 fodder scam cases</a> were moved to the newly created state of Jharkhand by the <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword>. In December 2006, a Patna lower court acquits both Lalu and his wife in a disproportionate assets case filed by CBI. In March 2012, the CBI court frames charges against Lalu Prasad and his predecessor Jagannath Mishra, amongst others. In September 2013, Lalu Prasad, Jagannath Mishra and 45 others convicted in the Chaibasa Treasury case involving the withdrawal of ₹377 million from the Chaibasa treasury. In the first of the six cases levied against him, Lalu is sentenced to five years in jail but gets out in three months on bail. He is disqualified as Lok Sabha member and debarred from contesting elections. In November 2014, the <keyword id="6382425" type="ORGANIZATION" weightage="20" keywordseo="jharkhand-high-court">Jharkhand High Court</keyword> drops four pending criminal conspiracy cases against Lalu on grounds of a convicted person cannot be repeatedly be tried for similar cases based on same witnesses and evidence. In May 2017, the Supreme Court quashes the Jharkhand High Court’s decision and reinstates the charges. Lalu to be tried on each of the five remaining cases against him. In December 2017, CBI court convicts Lalu Prasad Yadav in the second — illegal withdrawal of money from the Deogarh treasury — fodder scam case but acquits Jagannath Mishra. In January 2018, Lalu Prasad sentenced to <a href="https://www.thehindubusinessline.com/news/national/fodder-scam-case-lalu-prasad-sentenced-to-threeandahalf-years-in-jail/article10018142.ece">three and a half years in jail</a> and a 10 lakh rupee fine by the special CBI court. Later that month, in the <a href="http://www.thehindu.com/news/national/other-states/lalu-prasad-jagannath-mishra-convicted-in-third-fodder-scam-case/article22506233.ece">third case</a> pertaining to the fraudulent withdrawal of ₹336.7 million from Chaibasa district treasury, both Lalu Prasad and Jagannath Mishra were awarded an additional five years jail and ₹1 million fine. In March 2018, Lalu Prasad was sentenced in the fourth fodder scam case to 14 years in jail and fined ₹6 million. This is by far the severest sentence doled out to the 69-year-old RJD chief so far.

According to a release issued by RJD state president Jagdanand Singh late on Tuesday, Acharya will contest from Saran, a seat her father had won many times. Prasad represented the seat until his disqualification in 2013 when he was convicted in a fodder scam. Bharti, his eldest daughter who is enjoying her second term in the Rajya Sabha, will try her luck in the Patliputra Lok Sabha constituency. A party functionary said a candidate is yet to be announced for Siwan, where the RJD had for years been fielding the late Mohd Shahubuddin. As per the seat-sharing arrangement among partners of the 'Mahagathbandhan', the RJD has kept 26 of Bihar's 40 Lok Sabha seats, leaving nine for Congress and five for the Left parties. The RJD, last week, struck a deal with former Bihar minister Mukesh Sahni, whose Vikashsheel Insaan Party has been given three seats from its quota. Sudhakar Singh got the RJD ticket from the Buxar Lok Sabha seat, while Ali Asharaf Fatmi will contest from Madhubani and Surendra Prasad from Jehanabad. "The way Delhi's Chief Minister Arvind Kejriwal was arrested today clearly shows that the BJP is completely scared and wants to fight elections with the help of government investigation agencies and other constitutional institutions. We, the people of the INDIA Alliance, stand firmly with the Delhi government. We are not the ones who get scared, we are the ones who fight and win," he said in a post on X. A team from the Enforcement Directorate arrived at Kejriwal's residence on Thursday to interrogate him regarding the liquor policy case. During a search operation conducted at his residence, Kejriwal was arrested amidst dramatic circumstances, as the AAP convener failed to obtain interim protection from arrest in the liquor policy case from the Delhi High Court. The Enforcement Directorate took him to the agency's headquarters later. A medical team also arrived at the ED office. AAP workers and leaders rallied behind Kejriwal following his arrest while leaders of the INDIA bloc also extended their support for the AAP leader. BJP leaders extended their support to the ED's actions against the Delhi Chief Minister, emphasizing "truth had to prevail". Pointing to the arrests of two opposition chief ministers and the freezing of a bank account of the Congress party, Delhi Minister and Aam Aadmi Party leader Atishi on Thursday asked the BJP to stop doing politics behind the Enforcement Directorate. She accused the BJP of attempting to win elections through undemocratic means and urged them to engage in fair political competition rather than using the ED as a tool or weapon for their political agenda.
