Full text of President Ram Nath Kovind's first address to the Parliament as the 17th Lok Sabha gets underway

<ul><li><keyword id="6354561" type="PERSON" weightage="20" keywordseo="ram-nath-kovind">Ram Nath Kovind</keyword>, the President of India, made a significant announcement as he inaugurated the new Parliament session. </li><li>Government is set to invest ₹25 trillion to enhance agriculture productivity in coming years, ₹900 billion expenditure to be incurred annually in PMKSN. </li><li>The announcement has come just a few days before the upcoming budget. </li></ul>The Indian government is planning to infuse as much as ₹25 trillion into the agriculture sector in the coming years. This was not announced by Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> or anyone from his government. It was President Ram Nath Kovind who took the lead as he inaugurated the proceedings for the new Parliament session. “ Large scale investments have been made to strengthen rural India. In order to enhance agriculture productivity, an investment of Rs. 25 lakh crore will be made in the coming years.”said President Ram Nath Kovind It is also planning to spend ₹900 billion on its flagship scheme Pradhan Mantri Kisan Samman Nidhi (PMKSN), Kovind said on Thursday <a href="http://pib.nic.in/PressReleseDetail.aspx?PRID=1575025">addressing</a> the joint sitting of the parliament. An amount of ₹120 billion <a href="http://pib.nic.in/PressReleseDetail.aspx?PRID=1575025">has already been disbursed</a> to the farmers in three months through the scheme, he added. The country is reeling under a sharp slowdown in the economy as well as a crippling water crisis, and both factors have had a more pronounced impact on the rural economy. The Modi government had set itself a goal to double farmers’ income by 2022 but <a href="https://www.downtoearth.org.in/news/agriculture/half-way-doubling-farmers-income-is-a-distant-dream-62983">reports</a> suggest that the progress has much left to desire. But, the President’s speech today may have be a sign for investors in India for what the upcoming budget on July 5 may have in store. “To double the income of farmers by 2022, several steps have been taken in the last 5 years. Be it the decision to increase the minimum support price (MSP), or approval for 100 percent FDI in food processing; be it completion of the irrigation projects pending for decades or extension of Crop Insurance Scheme; be it the Soil Health Card or 100% Neem coating of urea.”said President Ram Nath Kovind Kovind also prodded the government to set up a separate department for integrated development of fisheries and to create a special fund to usher in, what he called, a ‘Blue Revolution’.

Indian President just took the lead ahead of the budget to announce a ₹25 trillion fund to save rural economy

New Delhi, Jan 31 () President Ram Nath Kovind on Friday said fundamentals of the country's economy are strong and all out efforts are being made to make India a USD 5 trillion economy.
Addressing a joint sitting of the Parliament, the President said that foreign exchange reserves were at a record high and the FDI inflow was on the rise.
 "... government is committed to attaining the goal of making India
a USD 5 trillion economy. Towards this objective, government is
making efforts at all levels of the economy in consultation with all
stakeholders," he said. 
 In spite of global challenges, Kovind said the fundamentals of Indian economy are strong. "Our foreign exchange reserves have reached a historical high of over USD 450 billion," he added.
 Inflow of Foreign Direct Investment (FDI) into the country is also on the rise. Compared to last year, the FDI has increased by USD 3 billion between April and October this year. CS

His supporters were seen singing and dancing to the drumbeats at his residence in Paraunkh near Kanpur. Kovind, who was nominated by the BJP-led <keyword id="105903" type="ORGANIZATION" weightage="20" keywordseo="National-Democratic-Alliance">National Democratic Alliance</keyword>, received 7, 02, 644 votes and scored an easy win over the opposition's candidate Meira Kumar, a former Lok Sabha Speaker. Kovind won by 65.65% votes. Meira Kumar got 34.35% of votes. His successor President Pranab Mukherjee will demit office on July 25. Ram Nath Kovind was born on October 1, 1945 in Kanpur Dehat, UP. Kovind has been a member of <keyword id="48510" type="ORGANIZATION" weightage="20" keywordseo="Rajya-Sabha">Rajya Sabha</keyword> from UP for two terms: 1994-2000 and 2000-2006. He is a Dalit leader and headed BJP's Scheduled Caste Morcha between 1999 and 2002. He has been working on various issues related to Dalit and Scheduled Castes, and has served in many committees.

The session will be held in two parts -- from January 29 to February 15 and March 8 to April 8. The 5th session of the 17th Lok Sabha will have 35 sittings -- 11 in the first part and 24 in the second part. President Ram Nath Kovind will address both Houses of Parliament -- the Rajya Sabha and the Lok Sabha -- at 11 am on January 29. Sitharaman will present the Union Budget at 11 am on February 1. Parliament will adjourn on February 15 to enable various Standing Committees to consider the Demands for Grants of Ministries/Departments and prepare their reports, and reconvene on March 8.

On the top of government’s agenda are Union Budget, along with clearing a pending bill on abolishing triple talaq amongst other key legislations. The Union Budget will be presented on July 5, at 11:00 am, by the new Finance Minister Nirmala Sitharaman, Union Minister Prakash Javadekar <a href="https://www.livemint.com/politics/news/next-parliament-session-from-17-june-26-july-ls-speaker-to-be-elected-19-june-1559311708760.html">confirmed</a> at a press briefing on June 14. The Economic Survey, which summarises the annual economic development in the country, will be presented on July 4. The govt has promulgated as many as 10 ordinances for the session. Along with triple talaq,<a href="https://www.news18.com/news/india/in-its-first-lok-sabha-session-modi-govt-2-0-plans-to-convert-10-ordinances-into-law-2175295.html"> key ordinances</a> lined up are an amendment of the Indian Medical Council (Amendment) Ordinance, the Companies (Amendment) Ordinance, and the Banning of Unregulated Deposit Schemes Ordinance. Also on the list are Jammu and Kashmir Reservation (Amendment) Ordinance, the Aadhar and other laws (Amendment) Ordinance, the New Delhi International Arbitration Centre Ordinance, the Homeopathy Central Council (Amendment) Ordinance, the Special Economic Zone (Amendment) Ordinance and the Central Educational Institutions (Reservation in Teacher’s Cadre) Ordinance. The Indian Medical Council (Amendment) Ordinance will hope to allow a committee run the scam-infected Medical Council of India (MCI). The Banning of Unregulated Deposit Scheme <a href="https://www.news18.com/news/india/in-its-first-lok-sabha-session-modi-govt-2-0-plans-to-convert-10-ordinances-into-law-2175295.html">Ordinance</a> seeks to curb the menace of false schemes and set punishment for unregulated deposit schemes. This will help set-up a checking system on illicit deposit activities such as Shradha scam and Rose Valley chit fund scam. The Muslim Women (Protection of Rights on Marriage) Bill, 2019, popularly known as the<a href="https://www.livemint.com/news/india/triple-talaq-bill-to-be-reintroduced-in-parliament-1560348286816.html"> Triple Talaq Bill</a>, one of the signature legislative initiatives of the previous NDA government, was stuck in Rajya Sabha by the opposition over demand for closer scrutiny by a select committee. This will also to be re-presented to make it a law. Issued in February-March 2019, the previous government could not turn them into Acts in the last Parliament session. These ordinances will have to be converted into laws within 45 days once the 17th Lok Sabha begins, else they will lapse. On the first day, President Ram Nath Kovind will address the joint sitting of the two houses of Parliament. A pro-tem Speaker, who performs the duties of the Speaker from the day the session starts till the election, is also likely to be appointed the same day. Virendra Kumar is expected to be appointed as the protem speaker. He will be assisted by a panel of senior members. The first two days of the session will be devoted to oath-taking by 542 members of the lower houses of the Parliament. Two MPs will be nominated by the President from the Anglo Indian community. The Speaker of Lok Sabha will be elected on Wednesday. Both houses will also take up the Motion of Thanks on which PM Modi will give his response.

Pune, Feb 12 () President Ram Nath Kovind on Wednesday said the Reserve Bank's enhanced regulatory role will deter malpractices and make the nation's financial system more credible. "Regulatory oversight of the RBI has also brought greater stability of banking operations," the president said in his address at the golden jubilee celebration of the National Institute of Bank Management (NIBM) here. He said recently the role of RBI as regulator has been enhanced, and "We trust that this will deter malpractices and make our financial system more credible". Banks are fulcrum of the country's economic ecosystem, and have played a sterling role in fuelling India's growth over the years, he stated. Through financial inclusion, we have taken rapid strides to cover the un-banked population, and the increase of deposit insurance from Rs 1 lakh to Rs 5 lakh is a positive step in assuring our savers, he added.
