Union Minister Rajnath Singh on Tuesday chaired a group of ministers meeting to decide the plan of action by the Centre on COVID-19. The meeting took place at Singh's residence. However, there was no decision taken on whether to end the lockdown on April 14 or extend it, in the meeting, say sources who attended the GOM. The biggest question in front of the government is weighing in two options -- loss of livelihood versus loss of life. However, any decision in this regard will come after PM Modi's meeting wth floor leaders and Chief Ministers where a common ext plan is to be discussed. Discussion on availability and smooth passage of essential supplies and particularly to Corona hotspots were discussed in the meeting as well, say informed sources. The meeting was attended by Home Minister <keyword id="6355521" type="PERSON" weightage="20" keywordseo="amit-shah">Amit shah</keyword>, I&amp;B Minister <keyword id="119642" type="PERSON" weightage="20" keywordseo="Prakash-Javadekar">prakash Javadekar</keyword>, Commerce Minister <keyword id="6355222" type="PERSON" weightage="20" keywordseo="piyush-goyal">Piyush Goyal</keyword>, Finance Minister Nirmala Sitharaman, Consumer affairs minister <keyword id="973" type="PERSON" weightage="20" keywordseo="Ram-Vilas-Paswan">Ram Vilas Paswan</keyword> among others. The GOM welcomed the decision to reduce salaries of the member of parliaments for a year and suspension of MPLADS for a couple of years, in view of the outbreak. Rajnath Singh tweeted saying, "The ministers also shared their insights on how we can overcome the situation and help the people to stay motivated, determined &amp; vigilant in the battle against COVID-19."  Also named as Indian Cyber Crime Coordination Centre (I4C), the lab will be operated by cyber cell of Delhi police. However, the NCFL will also be accessible to other police units across the country. To tap on the growing challenges to curb the problem of fake news and data breaches, a special training and analytics cell will work to monitor social media profiles of those in radar. Addressing the issue, Amulya Patnaik reportedly said that this is the first time a dedicated lab has been formed to counter cyber crime. We are stepping up our efforts to enhance the cybercrime fighting capabilities to obstruct cyber threats. Aimed at threat analysis, the lab has been made well equipped with crypto currency forensics, network forensics, malware forensics, and recovery of damaged hard drives. According to the police officials, the lab can identify cybercrime and analyse proofs quickly. It is an ongoing process, said DCP official.

Will Home Minister’s insurance scheme be a healing touch to the aggrieved farmers? 
 
In the wake of the farmer crisis in the country, the home minister Rajnath Singh is fast-tracking the introduction of the proposed National Crop Income Insurance Scheme, which guarantees income to the farmer during fluctuating prices (he will have to bear loss of 20%). During yield losses due to natural calamities, including drought or unseasonal rain 70-50% of loss would be paid by the government. It also brings all national insurance programmes under its purview and the government wishes to roll it out soon given the present crisis. 
 
Singh had held a meeting on Wednesday with the Minister of State for Agriculture, Sanjiv Balyan, and bureaucrats of the ministry to finalise contours of the proposed insurance scheme for farmers. 
 
An Assocham-SkymWeather study released earlier this month revealed only 19% of farmers have opted for crop insurance while among the rest, 24% said the facility was not available and 11% said they can't afford the premium. There have been five national schemes since 1985, and all have failed with farmers left with no safety net when crops fail. 
 A serious case like farmer suicide, right in the middle of an ongoing political rally motioned at opposing the land acquisition bill has certainly put a big question mark on Modi’s signature land bill. While opposing parties have already started protesting the Land Bill and demanding justice for Gajendra Singh, the whole furore looks like an acid test of the <keyword id="6360789" type="ORGANIZATION" weightage="20" keywordseo="Modi-Government">Modi government</keyword> on the issue of agricultural lands and people dependent on it. In a chain reaction of yesterday’s tragedy, the Congress workers are staging protests in front of Delhi CM’s residence and Delhi Police Commissioner’s residence demanding immediate scrapping of the proposed land bill.

What happens to the Land Bill now?

Indian Home Minister <keyword id="6355121" type="PERSON" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> said all attempts are being made to secure the release of an Indian soldier, who by mistake crossed over to Pakistan. 
 
Singh said the government is working on it and will speed up efforts and has taken note of the reports. 
 
"All attempts are being made to secure his release," said Singh. 
 
He further said New Delhi will talk about the issue with Pakistan for his early release. 
 The <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> that one soldier from 37 RR with weapon had inadvertently crossed over to the other side of the Line of Control (<keyword id="6355098" type="ORGANIZATION" weightage="20" keywordseo="LoC">LoC</keyword>). Pakistan has been informed by the DGMO on the hotline. 
It has been confirmed that his crossing over was nowhere related to the surgical strikes. 
 "Such inadvertent crossing by <keyword id="15350" type="ORGANIZATION" weightage="20" keywordseo="Army">Army</keyword> and civilians are not unusual on either side. They are returned through existing mechanisms," they had said. 
 
The Indian Army said that Pakistani media’s reports that eight Indian soldiers were killed and one captured by Pakistani military in retaliatory fire were all false. 
 
Indian Army sources said, "As regard (to the) report of killing of eight Indian Army personnel reported in sections of Pakistan media, the report is completely false and baseless."

Indian Govt assures release of Indian soldier who crossed the LoC

Congress scion <keyword id="5268" type="PERSON" weightage="100" keywordseo="Rahul-Gandhi">Rahul Gandhi</keyword> has again caused a major embarrassment to his party, after he was seen catching a nap during a vital heated debate over recent attacks on Dalits in Gujarat. 
 
As Union Minister Rajnath Singh gave his speech in the Lok Sabha session, one could see Gandhi dozing off in the back. Even though the members of parliaments were shouting and raising their objections, the 46-year old was unperturbed.

Rahul Gandhi caught sleeping in Parliament, yet again

The RSS functionaries also said that Sushma Swaraj had made it clear in her communication that any help rendered by the British authorities to Lalit Modi should be subject to their rules. 
 
According to sources, the meeting chalked out strategy to defend Sushma Swaraj.

​Sushma Swaraj knew what she’s doing and offered resignation a week back

Terrorists wearing army uniforms on Monday attacked a bus, a health centre and a police station, leaving five people, including a policeman, dead and several injured in Punjab’s Gurdaspur district. 
 The <keyword id="6354416" type="ORGANIZATION" weightage="80" keywordseo="Indian-Army">Indian Army</keyword> has launched an operation against the <a href="http://www.businessinsider.in/searchresult.cms?query=militants">militants</a> numbering about five who are holed up in <keyword id="2970347" type="UNKNOWN" weightage="80" keywordseo="Dinanagar-police">Dinanagar police</keyword> station complex. The assailants also targeted a building where the families of police personnel reside and threw grenades, reported news agencies. 
 
The army was called in from Pathankot and the whole area has been cordoned off. 
 
Quick Reaction Teams, <a href="http://www.businessinsider.in/searchresult.cms?query=bomb+squads">bomb squads</a>, heavy police including senior officers have also been deployed in the area which lies close to the Indo-Pakistan border. 
 
Two army helicopters were also pressed into the operation and a gun-battle was on when reports last came in. Though there were reports of a hostage situation, officials were tightlipped. 
 According to police, the attack started at about 5 a.m. when the <keyword id="6389314" type="UNKNOWN" weightage="80" keywordseo="Militants">militants</keyword> first targeted a roadside eatery and took off in a car after killing a person who was sleeping near Dinanagar bypass. 
 
They said that the militants opened fire on a moving bus, in which four passengers were injured. 
 
They also targeted a community health centre adjacent Dinanagar police station, in which a policeman and three civilians including a woman who were present in the premises were killed. 
 
The gunmen later entered the Dinanagar police station and opened fire on policemen there in which five policemen were seriously injured. They then targeted other part of the building where the families of police personnel reside. 
 
Further, five live bombs were found on Amritsar-Pathankot railway track and the train services on the route had been suspended. 
 
Union Home Minister <a href="http://www.businessinsider.in/searchresult.cms?query=Rajnath+Singh+">Rajnath Singh</a> spoke to Punjab Chief Minister <keyword id="55130" type="PERSON" weightage="100" keywordseo="Parkash-Singh-Badal">Parkash Singh Badal</keyword> and <keyword id="43858" type="POSITION" weightage="100" keywordseo="National-Security-Advisor">National Security Advisor</keyword> Ajit Doval about the situation. 
 Singh assured Badal of full assistance to tackle the situation. The <keyword id="6359327" type="ORGANIZATION" weightage="60" keywordseo="Home-Ministry">Home Ministry</keyword> has also asked <a href="http://www.businessinsider.in/searchresult.cms?query=Border+Security+Force+">Border Security Force</a> to enhance vigil along the entire international border with <a href="http://www.businessinsider.in/searchresult.cms?query=Indo-pakistan">Pakistan</a>. 
 
"I have spoken to the Punjab CM, who apprised me of the developing situation in Gurdaspur. Security forces have rushed to the spot," said Singh, who is on his way to Madhya Pradesh. 
 
Parkash Singh Badal summoned an emergency meeting in view of the incident. 
The attackers entered the Dinanagar Police Station and opened fire at the police personnel. Among the injured was Dinanagar SHO Mukhtiar Singh, SSP Gurdaspur Gurpreet, Singh said. 
 
The two sides were locked in a heavy exchange of fire, several hours after the incident, he added.

KAI is looking to the Indian Air Force Korea Aerospace Industries (KAI) is also looking to bag some new deals at the DefExpo 2020. It plans on putting its KT-1 basic training aircraft center stage in hopes of wooing the Indian Air Force. "Currently, the Indian air force is changing its basic trainers and we want to supply our planes there," a KAI official told <a href="http://www.koreatimes.co.kr/www/tech/2020/01/693_281858.html">Korea Times</a>. "We will showcase the FA-05, a light attack aircraft, and Korean Utility Helicopter named Surion too, but the KT-1 will be our main item at DefExpo 2020," he added. South Korean companies won't be the only ones competing for attention from the Armed Forces. The exhibition will feature international majors like Airbus, Dassault Aviation, Lockheed Martin and Thales. This will also be the first DefExpo to host an India-Africa Summit. Overall, there will be over 1.000 defence firms from over 40 countries present at the DefExpo 2020. Nepal Earthquake: This is how
the who’s who of Twitteratti reacted to the Nepal Earthquake today

Defence Minister Rajnath Singh will fly a sortie in a Rafale fighter jet on October 8 from a French airbase in Paris to gain first-hand experience of the aircraft, official sources said on Thursday. Singh is scheduled to travel to Paris on October 7 on a three-day visit, primarily to receive the first of 36 Rafale fighter jets. The ceremony to hand over the first Rafale jet will take place on October 8, the foundation day of the Indian Air Force, the sources said. After receiving the aircraft, the defence minister will take a sortie in the aircraft, they said. Top military brass of France as well as senior officials of Dassault Aviation, the makers of Rafale, will also be present at the handing over ceremony. In July 2017, the then IAF Chief Air Chief Marshal B S Dhanoa, flew a Rafale jet at the Saint-Dizier airbase during his visit to France. On October 9, Singh is scheduled to hold extensive talks with top defence brass of the French government on ways to further deepen defence and security cooperation between the two countries. Prime Minister Narendra Modi visited France in August during which both the sides resolved to further enhance the already close defence ties between the two countries. Sources said a high-level team of the Indian Air Force is already in Paris to coordinate with French officials on the handing over ceremony. India had signed an inter-governmental agreement with France in September 2016 for procurement of 36 Rafale fighter jets at a cost of around Rs 58,000 crore. The aircraft is capable of carrying a range of potent weapons and missiles. The IAF has already completed preparations, including readying required infrastructure and training of pilots, to welcome the fighter aircraft. The sources said the first squadron of the aircraft will be deployed at Ambala air force station, considered one of the most strategically located bases of the IAF. The Indo-Pak border is around 220 km from there. The second squadron of Rafale will be stationed at Hasimara base in West Bengal. A number of IAF teams have already visited France to help Dassault Aviation, the manufacturer of Rafale, incorporate India-specific enhancements on-board the fighter aircraft. The Rafale jets will come with various India-specific modifications, including Israeli helmet-mounted displays, radar warning receivers, low band jammers, 10-hour flight data recording, infra-red search and tracking systems among others. The Congress raised several questions about the deal, including on rates of the aircraft, and alleged corruption but the government has rejected the charges. The IAF spent around Rs 400 crore to develop required infrastructure like shelters, hangers and maintenance facilities at the two bases. According to the deal, the delivery of the jets was to be completed in 67 months from the date the contract was signed.

Rajnath Singh to fly Rafale sortie on October 8 in Paris

Moscow, Jun 23 () Russia on Tuesday ruled out mediating between India and China following the violent clashes in the Galwan Valley, saying the two nations do not need any kind of assistance to resolve their disputes. Russian Foreign Minister Sergey Lavrov's remarks came after a virtual conference of the foreign ministers of Russia, India and China. External Affairs Minister S Jaishankar and Chinese Foreign Minister Wang Yi also attended the conference. The conference was held amid escalating tension between India and China following the violent clashes in Galwan Valley on June 15 that left 20 Indian Army personnel dead, significantly escalating the already volatile situation in the region. "I do not think that India and China need any help, any kind of assistance specifically aimed at helping them to resolve disputes," Lavrov said. "As soon as the border incidents took place, meetings were held and contact was established between the military command on the ground and the foreign ministers," Sputnik News quoted Lavrov as saying. "As I understand, these contacts are ongoing, and neither party has made any statement indicating a lack of willingness to negotiate based on generally acceptable approaches. We naturally expect it to continue that way," Lavrov said. India and China have rejected any role for other parties in finding a peaceful resolution to their boundary issue. Russia has maintained close ties with both China and India. Russia last week expressed concern over the clashes but hoped that both of its close allies can resolve the conflict themselves. Campaigning for the third and final phase of Bihar assembly elections in which 2.35 crore voters will decide the electoral fate of more than 1,200 candidates, including the Speaker and some members of the state cabinet, ended on Thursday evening. The final phase of polling on Saturday will cover 78 constituencies spread across 19 north Bihar districts. Leading from the front, Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> addressed rallies in remote districts of Araria and Saharsa for this phase of elections, exhorting the masses to retain their trust in the NDA. He asserted that the coalition headed in the state by Chief Minister and JD(U) president Nitish Kumar was looking forward to meet the "aspirations" of people in the decade to follow, having fulfilled their "needs" in the preceding one. Altogether 12 rallies were addressed by the Prime Minister, on whom the NDA banks for performing well in the 243 assembly constituencies across the state. Former Congress president Rahul Gandhi also addressed election meetings at Madhepura and Araria where he raised suspicions of poll rigging dubbing the EVMs as MVMs (Modi voting machines), drawing jeers from the BJP which claimed the opposition leader had lost his nerves in the face of an impending defeat. The BJP roped in many of its heavyweights for the assembly election campaign. People also attended, in heavy numbers, rallies and road shows of LJP president <keyword id="5332" type="PERSON" weightage="20" keywordseo="Chirag-paswan">Chirag Paswan</keyword> who has created a buzz by virtue of his strident criticism of Chief Minister Nitish Kumar and the gumption to go solo despite repeated claims of loyalty towards the BJP. The final phase covers the Seemanchal area of the state, densely populated and having a heavy concentration of Muslims. AIMIM chief Asaduddin Owaisi, who has joined a six- party coalition headed by RLSP president Upendra Kushwaha and including Mayawatis BSP, urged the minorities to shun the Congress-RJD combine, blaming these parties for the meteoric rise of the BJP and Modi. Prominent among those who would be seeking to retain their seats in the final phase are Speaker Vijay Kumar Chaudhary and state cabinet ministers Suresh Sharma and Pramod Kumar. Another candidate who has piqued curiosity is Subhashini Yadav, the Congress candidate from Bihariganj in Kishanganj district, better known as the daughter of veteran socialist leader and former Union minister Sharad Yadav. Armed with an MBA degree in marketing, the 30-year-old has made a sudden plunge into politics. Her assembly segment falls under Madhepura Lok Sabha seat which her father has won a number of times but lost in 2014 and failed to wrest back last year. Sharad Yadav had been the JD(U)s national president for long and served as the national convenor of the NDA until Nitish Kumar, the partys de facto leader, chose to snap ties with the BJP in 2013. He was stripped of the post a few years later when Kumar became the party president as well, and revolted when the latter did a volte face and returned to the NDA.
