New Delhi, Oct 31 (PTI) The 12 Delhi University colleges funded by the city government are facing a fund crunch as their allocated budgets have been slashed, alleged officials of some of these institutions. Due to this, these institutions are also facing difficulties in paying salaries of teachers, they claimed. DU registrar Vikas Gupta said they will take up the issue of non-release of funds with the AAP government. The issue was also raised at the Executive Council meeting of the university held on October 29. A senior faculty member of Majaraja Agrasen College, claimed, "Teachers have not been paid their salaries for five months. The government has slashed the allocated budget by half. Not only salaries, the teachers are not getting their pension and other allowances." Explaining the situation, Subodh Kumar, president of staff association of the Maharaja Agrasen College and coordinator of all the 12 colleges, said teachers want the teaching learning process to continue but the government is not letting it happen. "The government has an issue with the Delhi University. The issue has been going on before the Covid pandemic. There was a tussle over the formation of governing bodies but they were formed. "Then they (govt) alleged corruption in colleges and despite various audits, they did not find anything. After the pandemic, they said they don't have money and slashed the budget. Earlier we (the college) were getting Rs 28 crore which has been brought down to Rs 16 crore," he claimed. Terming it 'inhuman treatment', Kumar said teachers will be forced to protest to resist this arm-twisting by the government. Such is the crisis that teachers have been forced to quit jobs, he said. Hem Chand Jain, principal of Deen Dayal Upadhyaya College, said, "Last year, the government had released 42 crore (to the college) but this year they reduced it to Rs 28 crore. We have received two instalments but looking at the situation, this money will only allow us to pay salaries of six months," he claimed. The dearness allowance and other allowances have increased under the seventh pay commission and 80 teachers have received promotions along with non staffers, he said. Before Covid pandemic, the college had 122 teachers, but now we have 115 teachers, Jain said. "Seven teachers have left the job, including six ad-hoc teachers. One of the ad-hoc teachers is working in a school since she said she would at least get her salary on time," Jain added. Farmer unions on Wednesday called for a <keyword id="6379373" type="ORGANIZATION" weightage="20" keywordseo="bharat-bandh">Bharat bandh</keyword> on March 26, when their protest at Delhi's <keyword id="52790" type="COMPANY" weightage="20" keywordseo="borders">borders</keyword> against the Centre's three <keyword id="10002582" type="UNKNOWN" weightage="20" keywordseo="new-farm-laws">new farm laws</keyword> completes four months. Farmer leader Buta Singh Burjgill said <keyword id="45092" type="COMPANY" weightage="20" keywordseo="farmers">farmers</keyword> along with trade unions will protest the hike in fuel prices and privatisation of <keyword id="6360676" type="UNKNOWN" weightage="20" keywordseo="railways">railways</keyword> on March 15. "Memoranda will be submitted to district magistrates against the rising prices of diesel, petrol and <keyword id="6360114" type="COMPANY" weightage="20" keywordseo="lpg">LPG</keyword>. Protests will be held at railway stations across the country against privatisation," he said. "We will observe a complete Bharat bandh on March 26, when our protest against the three farm laws completes four months. On March 19, the farmers will observe "Mandi Bachao-Kheti Bachao" day, he said. Youths from all parts of the country will join the farmers' protests at Delhi borders on that day, Burjgill added. Farmers leaders also said that copies of the new farm laws will be burnt during 'Holika Dahan' on March 28. They said "Kisan Yatras" will be taken out in Bihar from March 11 and conclude on March 18 on Kisan Kranti Divas. Thousands of farmers, mostly from Punjab, Haryana and western Uttar Pradesh, have been camping at the Delhi border points --- Singhu, Tikri and Ghazipur --- for over four months, demanding the repeal of farm laws and a legal guarantee on the minimum support price (MSP) for their crops. The protesting farmers have expressed apprehension that these laws would pave the way for the dismantling of the MSP system, leaving them at the "mercy" of big corporations. However, the government has maintained that the new laws will bring better opportunities to farmers and introduce new technologies in agriculture. Farmer unions call for Bharat bandh on March 26

The Delhi <keyword id="6355392" type="ORGANIZATION" weightage="20" keywordseo="High-Court">High Court</keyword> Monday declined to lift stay at this stage its order on the decision of the AAP Government asking 12 Delhi University colleges, which are fully funded by it to pay outstanding salaries of staffers from the students' fund. It said it will decide the application seeking vacation of stay only after hearing all the parties and sought replies of 12 colleges.. Justice Jyoti Singh issued notices to the 12 colleges and Delhi University Students Union (DUSU) on the Delhi government's application to vacate the stay order. The court also granted three weeks time to the colleges to file their replies to the petition filed by DUSU, which has challenged the October 16 order of Delhi government asking the institutes to pay the salaries of over 1500 staff-- both teaching and non-teaching-- from the students fund. The high court listed the matter for further hearing on December 15. During the hearing, the counsel appearing for Delhi government urged the high court to vacate the October 23 order by which stay was granted on its decision asking the colleges to pay pending salaries of staffers from the <keyword id="753950" type="ORGANIZATION" weightage="20" keywordseo="Students-Welfare-Fund">Students Welfare Fund</keyword> (SSF). "Delhi government is forced to release funds despite the fact that the colleges are sitting over huge amount of money," he argued. The high court said the October 23 interim stay order will continue till further orders. DUSU, in its plea, has said "Such arbitrary and illegal usage of the money raised by the students for their academic welfare has forced the petitioner who represents the students of the university as a union, to come to this court for quashing of such illegal, unjust and arbitrary order that is unjust and violative of the rights of the students as a whole." Delhi University's counsel had said the varsity is supporting the students' petition and added that the students fund cannot be used for paying teachers salaries and it will amount to cheating the students. The college staff are not paid for the last three months. The plea said the Directorate of Higher Education has directed the 12 colleges, which are 100 per cent funded by the Delhi government, to exhaust and utilise the funds gathered by the students with respect to the <keyword id="10247085" type="UNKNOWN" weightage="20" keywordseo="students-society-fund">Students Society Fund</keyword> (SSF) maintained by the respective colleges for and by the students. "...the impugned actions are bad in law and violate the rights of each and every student that has contributed to such SSF and usage of the such Funds for the payment of salaries will be highly objectionable as their lies no reason or precedent for the usage of such student funds for payment of salaries from colleges which are 100 per cent funded by the respondent no.3 (Delhi government)," it said. The government order has said, "Having taken notice that salaries of teaching and non-teaching staff of colleges, affiliated to Delhi University and fully funded by the GNCT of Delhi, are outstanding/not being paid due to ongoing Special Audit/non-release of Grant-in-Aid, the Hon'ble Dy CM has ordered/permitted : outstanding salaries to the Teaching and Non-Teaching staff be released immediately from the SSF as has been done in the past, till the process of Special Audit is completed/further installments of GIA (under the Salary Head) are released." For the purpose, requisite permission for utilising the Students Society Fund(SSF) for payment of salaries to the teaching and non-teaching staff is hereby accorded, the order has said. "If any salaries remain unpaid after the SSF has been exhausted, the remaining amount will be paid by the Directorate of Higher Education after receipt of formal request from the concerned college(s)," it added. Delhi University vs Aam Aadmi Party — High Court declines to lift stay on payment of salaries

Chandigarh, May 4 () With the Haryana government easing some restrictions in the third phase of the coronavirus-forced lockdown, people rushed to the markets on Monday posing a challenge for the authorities to maintain social distancing.Barring in containment zones, many shops have been allowed to open in green and orange zones during the day in pursuance of the Union Home Ministry guidelines. However, the state government is yet to decide on allowing the opening of liquor vends in the state.Those with high load of COVID-19 cases or which have a high growth rate of the disease are marked as hotspots or red zones, while those with considerably fewer cases of the respiratory infection fall in orange zone or non-hotspots. Districts with no COVID-19 cases are categorised as green zones.According to officials, the government has directed deputy commissioners to take a decision on whether to allow opening shops according to odd-even formula or on alternate days to avoid large gathering of people. In Hisar, shops in main markets such as Rajguru Market, Nagori Gate, Moti Bazar, Talaki Gate, Bazar Vakila were open. Many people wore masks while others covered their face with a cloth.Bhiwani's Circular Road witnessed a long queue outside a bank. An elderly man in the queue complained that social distancing was not being maintained."Maintaining social distancing is not something which has to be enforced by authorities. We should now make it a habit and part of our routine, at least till the time there is a definite cure to coronavirus," he said.In Kaithal, it was decided that odd-even formula would be followed to avoid crowding in market places On Monday, shops with odd numbers were open. At some places, saloons, shops selling stationery items and clothes were also open. Police were deployed in large numbers to ensure crowding does not occur.On relaxations for different zones and reports of rush in markets at some places, Haryana Health Minister Anil Vij said, "People should maintain social distancing and wear masks. They should not wait for policeman to enforce social distancing."Vij, who is also the state Home Minister, said inter-state borders will continue to remain sealed."In every district, Deputy Commissioners are holding meetings with traders associations on how shops in markets can remain open while following lockdown," he said.Industrial activity is also being allowed in all three zones with conditions. However, hotels, cinema halls, gyms, swimming pools, shopping malls, bars, auditoriums, banquet halls, schools, colleges, universities, all educational institutions and coaching institutes continue to remain closed.In Chandigarh, the city administration announced opening of shops in internal sector markets in non-containment zones from 10 am till 6 pm following odd-even formula. The administration lifted the curfew from May 3 midnight but the lockdown remains in force till May 17.Many city residents queued up outside stationery shops to buy books for their children. A tyre-shop owner welcomed the Chandigarh administration's decision to allow the opening of shops.The administration has identified six containment zone pockets – Kachi colony, Dhanas, part of sector 30-B, part of Bapu Dham colony, part of sector 38, part of sector 52 and part of Shastri Nagar, Manimajra.It asked people above 65 years of age, those with co-morbidities, pregnant women and children below 10 years, to stay at home. Movement of individuals for all non-essential activities shall remain strictly prohibited between 7 pm to 7 am, according to an order of the city administration.Government offices have been allowed to open in Chandigarh and staff need to follow social distancing strictly. There would be no public dealing till May 11.The Shiromani Akali Dal (SAD) welcomed the Chandigarh administration's decision to lift the curfew in the Union Territory, saying it was much needed and would go a long way in restoring normalcy."Due balance has been maintained in restarting economic activity and ensuring health. Citizens should also extend their cooperation by following health protocols religiously," SAD spokesperson Daljit Singh Cheema said in a statement here. <keyword id="52406" type="PERSON" weightage="20" keywordseo="Bhagat-Singh">Bhagat Singh</keyword>, Rajguru and Sukhdev were hanged on 23rd March, 1931 for their rebellious movement against the British. Eighty-five years later Indian government recognised their sacrifice by declaring it as India’s Martyrs’ Day. He became a national name when he went on a 116 day hunger strike to protest against the discrimination between Indian and European prisoners.
