Market regulator <keyword id="35210" type="ORGANIZATION" weightage="100" keywordseo="sebi">Sebi</keyword> has eased curbs on 40 entities against whom it had taken action in two different cases of alleged misuse of stock market platform for tax evasion and suspected money-laundering, according to a news agency. 
 
The entities, which were barred from the securities market, have now been given certain relaxations, including permission to deal in government securities and invest in ETFs (exchange-traded funds). 
 Besides, they can enter delivery-based transactions in the cash segment in <keyword id="372424" type="ORGANIZATION" weightage="20" keywordseo="NSE-Nifty">NSE Nifty</keyword> 500 index as well as <keyword id="30287" type="CITY" weightage="20" keywordseo="SP">S&amp;P</keyword> BSE 500 shares and subscribe to mutual funds. 
 
Among others, these entities can tender shares lying in their demat account in any open offer/delisting under the relevant Sebi regulations. 
 In the case of <keyword id="1655250" type="UNKNOWN" weightage="20" keywordseo="Kailash-Auto-Finance">Kailash Auto Finance</keyword>, the watchdog in March had barred 246 entities after they were found to have indulged in a web of "make-believe" trades to artificially bump up share prices and trap gullible investors. Out of them, 36 have been given the relaxations. 
 
In a separate case involving Dhyana Finstock, Sebi had barred 76 entities in June. Now, relaxations have been extended to five of them. 
 "I deem it appropriate to provide relaxations so as to address the issues of the personal and business exigencies or other liquidity problems," Sebi Whole-time Member <keyword id="1067935" type="PERSON" weightage="20" keywordseo="Rajeev-Kumar-Agarwal">Rajeev Kumar Agarwal</keyword> said in the matter of Kailash Auto. 
 
As per the latest orders, the entities for whom relaxations have been extended can sell the securities lying in their demat accounts as on the date of interim orders. This will exclude shares of the companies which are suspended from trading by the stock exchanges concerned. 
 
Besides, sale proceeds lying in the escrow account can be used for certain purposes. 
 
In two separate orders, Sebi said, "Up to 25 per cent of the value of the portfolio as on the date of the interim order or the amount in excess of the profit made/loss incurred or value of shares purchased to give exit, whichever is higher, may be utilised for business purposes and/or for meeting any other exigencies or addressing liquidity problems etc.

 It has invited applications from interested candidates for the post. The tenure of the current <keyword id="35210" type="ORGANIZATION" weightage="100" keywordseo="sebi">Sebi</keyword> chief U K Sinha will be coming to an end in February,2016. According to market rumours, the names doing the rounds are of <keyword id="1067935" type="PERSON" weightage="100" keywordseo="Rajeev-Kumar-Agarwal">Rajeev Kumar Agarwal</keyword>, whole-time member of <a href="http://www.businessinsider.in/RILs-Appeal-Against-Sebi-Dismissed/articleshow/37564470.cms" target="_blank">Sebi</a> and two other senior bureaucrats who are in the race for the post. 
 The advertisement put out by the <keyword id="47209" type="ORGANIZATION" weightage="100" keywordseo="Finance-Ministry">finance ministry</keyword> on August 24 said the chairman would hold office for a five year period or till he reaches 65 years of age,whichever is earlier.He would also be eligible for re-appointment. 

	The appointment would be made based on the recommendation of a search-cum-selection committee,headed by the cabinet secretary. 
 

	"It may however be noted that the search-cum-selection committee is free to identify and recommend any other person also,on the basis of merits who has not applied for the post," the advertisement post on the finance ministry website said. 
 

	The <a href="http://www.businessinsider.in/SEBI-Withdraws-Recognition-To-Delhi-Stock-Exchange/articleshow/45215496.cms">Sebi chairman</a> would have an option to receive either a fixed pay of Rs 80,000 as admissible to a secretary to government of India or a consolidated salary of Rs 450,000 per month. 
 

	Sinha,a Bihar cadre IAS officer, was appointed as the chairman of Sebi in February 2011, succeeding C B Bhave.He was initially appointed for a period of three years and later on his term was extended by another two years.

Formal search for new SEBI chairman initiated by government

<ul><li>India accounts for only 0.25% of the 4,000 highly-cited scientists across the globe, according to <keyword id="4393714" type="PERSON" weightage="20" keywordseo="clarivate-analytics">Clarivate Analytics</keyword>. </li><li>The number has doubled since 2017 but that’s only because the company added an additional category to include ‘cross field’ researchers. </li><li>India’s neighboring country, <keyword id="1334" type="LOCATION" weightage="20" keywordseo="China">China</keyword>, stands at the third position with nearly 482 scientists.</li></ul>With only 10 Indian scientists featuring in the list of 4,000 highly-cited researchers across the globe, the country lags far behind China in new contributions towards science and innovation,<a href="https://clarivate.com/blog/news/global-highly-cited-researchers-2018-list-reveals-influential-scientific-researchers-and-their-institutions/"> said a recent report by</a> Clarivate Analytics — a company that names people with multiple papers ranking in the top 1% by citations for their field and year. Interestingly, most of the science experts listed do not come from highly ranked institutes in India that are always creating buzz for their scientific innovation. However, a professor from each IIT-Kanpur, IIT Madras, JNU, and NIT-Bhopal are on the global list. Meanwhile, China is among the top three countries with 482 science experts. India couldn’t even make it up to the top 10 countries. <keyword id="23050" type="LOCATION" weightage="20" keywordseo="Sweden">Sweden</keyword> (53%), Austria (53%), Singapore (47%), Denmark (47%), China (43%) and South Korea (42%) are among the nations that have 40% of their Highly Cited Researchers selected in the cross-field category. India and China used to be on the same page in terms of contribution about 15 years ago but now China accounts for nearly 16% This could be considered a victory for India since the number of scientists on the list has doubled since 2017. But Dinesh Mohan, one of the scientists on the list, says that’s only because the report includes an additional category of ‘cross field’ researchers. The list highlights the need to improve the research ecosystem in India and deal with <a href="https://www.nature.com/articles/d41586-018-06048-2">problems </a>like predatory journals. According to experts, Indian academicians lack focus on quality research. Ashok Pandey, a researcher featured on the list, claims that poor representation in science is a matter of national concern and need to be addressed by lawmakers, government and other respective stakeholders. Analysts add that India has a negligible representation in the world’s highly cited researchers primarily because the nature of research is theoretical. Only 10 scientists from India featured in the world’s ‘highly-cited’ researchers list compared to 482 from China

<keyword id="6355630" type="ORGANIZATION" weightage="100" keywordseo="Securities-and-Exchange-Board-of-India">Securities and Exchange Board of India</keyword> (<keyword id="35210" type="ORGANIZATION" weightage="100" keywordseo="sebi">SEBI</keyword>) has been in the news for the alleged race for its chairmanship. On Saturday, a special meeting was held for this matter, the outcome of which was a serious consideration of <keyword id="47209" type="ORGANIZATION" weightage="100" keywordseo="Finance-Ministry">finance ministry</keyword>’s proposal to reappoint the current chairman, <keyword id="44860" type="ORGANIZATION" weightage="100" keywordseo="uk-sinha">UK Sinha</keyword>, for another year. 
 This has happened because of one contender, <keyword id="254331" type="PERSON" weightage="100" keywordseo="Ramesh-Abhishek">Ramesh Abhishek</keyword>, having been selected as the secretary at the Department of Industrial Policy &amp; Promotion and chances of another one, <keyword id="197242" type="PERSON" weightage="100" keywordseo="Thomas-Mathew">Thomas Mathew</keyword>, being high to be the head of the National Investment and Infrastructure Fund (NIIF). These two were the most probable candidates for the post as they had got the highest grades during the selection process. 
 Other than Abhishek and Mathew, SBI chairman <keyword id="6379603" type="PERSON" weightage="100" keywordseo="Arundhati-Bhattacharya">Arundhati Bhattacharya</keyword> and whole-time SEBI member Rajeev Agarwal were short-listed for the post. Even though reappointment of Sinha was not a suggestion of the committee, the finance ministry proposed to do the same, which has come as a surprise because it was the ministry itself that had constituted the selection panel for Sinha’s replacement. 
 
Talking of the search cum selection panel, it is headed by cabinet secretary PK Sinha, while other members are additional principal secretary to Prime Minister PK Mishra, DEA secretary Shaktikanda Das, Institute of Economic Growth director Professor Manoj Panda, Gujarat National Law University director Dr Bimal N Patel, and Centre for Policy Research senior fellow Professor Rajiv Kumar. 
 
If Sinha is to be reappointed, it may require some change in rules because the current rules don’t allow the chairman's tenure to exceed five years, which Sinha will complete on February 17. This may also mean that vigilance clearance will have to be obtained afresh as per the current SEBI rules. 
 
"Whenever rules are changed, it cannot be a one-time affair to suit a particular contingency," a securities law expert told ET. "It has to be there to apply to all and for all times to come." 
 As of now, DR Mehta is the only person to have held the post of <keyword id="83833" type="POSITION" weightage="100" keywordseo="SEBI-Chairman">SEBI chairman</keyword> for more than five years, but that happened in exceptional circumstances as the joint parliamentary committee was enquiring into the Ketan Parekh scam. The then government had to defend itself against a challenge to that extension in the Delhi High Court.

UK Sinha could be reappointed as the chairman of SEBI

A COVID-19 outbreak hit the Indian cricket team on Wednesday as three main players -- senior opener <keyword id="17805" type="General" weightage="20" keywordseo="shikhar-dhawan" source="Orion">Shikhar Dhawan</keyword>, reserve opener <keyword id="4238575" type="General" weightage="20" keywordseo="ruturaj-gaikwad" source="Orion">Ruturaj Gaikwad</keyword> and middle-order batter <keyword id="982208" type="General" weightage="20" keywordseo="shreyas-iyer" source="Orion">Shreyas Iyer</keyword> -- tested positive for the virus during their mandatory isolation period before the start of West Indies series. Four other persons, including net bowler Navdeep Saini, have also tested positive for COVID-19. Saini is also on standby list. The remaining three who tested positive for the virus are non-playing members -- fielding coach T Dilip, security liaison officer B Lokesh and masseur Rajeev Kumar. "The All-India Senior Selection Committee has added Mayank Agarwal to India's ODI squad after seven members, including three players of Team India (Senior Men) tested positive for COVID-19 following three rounds of RT-PCR testing," BCCI secretary Jay Shah said in a statement. The Indian team assembled in Ahmedabad on January 31 for the upcoming white-ball series against the West Indies and were going through a three-day isolation period post their break from the South Africa series. The series starts in Ahmedabad on February 6 with India's 1000th ODI match but it is now a foregone conclusion that the trio will be missing the series as they will have to undergo a week-long isolation and then return with two negative RT-PCR tests. Shah gave a lowdown of the sequence of positive cases in the India camp. "Opening batsman Shikhar Dhawan and fast bowler Navdeep Saini's (standby player) RT-PCR tests conducted on Monday (January 31st) have returned positive results,' Shah stated in the release. "Fielding Coach T. Dilip and Security Liaison Officer B. Lokesh's RT-PCR tests conducted on Monday (January 31st) have returned positive results. Batsman Ruturaj Gaikwad's RT-PCR test conducted on Tuesday (February 1st) has returned a positive result. He had tested negative during the first round of testing on Monday," the release further stated. "Batsman Shreyas Iyer and Sports Massage Therapist Rajeev Kumar's RT-PCR tests conducted on Wednesday (February 2nd) have returned positive results. Both had tested negative in the first two rounds of testing." The BCCI medical team is handling the positive cases and the infected persons will remain in isolation till complete recovery is attained. "The players are largely asymptomatic and hopefully will be fine by the end of the isolation period. You feel bad for Shikhar as he might have to miss the series and he is not a part of T20 squad," an official said. Even more disappointing is young Ruturaj Gaikwad's case as this is the second time in one and a half years that he has tested positive for COVID-19. "If you remember, Ruturaj had tested positive in UAE during the 2020 IPL and went through hell. He had a 14-day quarantine back then and missed first part of the season in the Emirates. This is the second time he has tested positive," the official added. It is confirmed that captain Rohit Sharma, senior players like Virat Kohli and coach Rahul Dravid have all tested negative as of Wednesday. "They have returned negative as of today." All those who tested negative will complete their mandatory isolation on Thursday. They will enter the bubble, if they test negative again on Thursday. "The testing protocol set by BCCI medical team is for every day RT-PCR as RAT (Rapid Antigen Test) is often not conclusive. Although teams are supplied with RAT kits in case any player shows symptoms and wants to do a self test," the official said. It is expected that M Shahrukh Khan, R Sai Kishore, Rishi Dhawan, who are stand byes for the series, will now get a look-in to be in the squad. As far as Rohit Sharma's opening partner is concerned, Mayank's inclusion makes it clear that team management is not looking at Ishan Kishan or Venkatesh Iyer for the slot. It must be noted that all the players had tested negative in RT-PCR when they embarked on their journey to Ahmedabad from their respective cities. "The members were asked to report in Ahmedabad on 31st January 2022 for the upcoming three-match ODI and T20I series against West Indies. Every member was also asked to undergo an RT-PCR test at home before embarking on their journey to Ahmedabad and the travel was undertaken only after testing negative," the BCCI said. (Eds: With more inputs) New Delhi, Feb 13 () Senior IAS officer Debasish Panda was on Thursday appointed as the new finance secretary as part of a top level bureaucratic reshuffle effected by the Centre. Panda, a 1987-batch IAS officer of the Uttar Pradesh cadre, is at present special secretary, department of financial services. The Appointments Committee of the Cabinet (ACC) has approved his appointment as secretary, department of financial services, in place of Rajiv Kumar, who superannuates this month-end, a personnel ministry order said. Besides him, Pawan Kumar Agarwal, chief executive officer, Food Safety and Standards Authority of India (FSSAI), has been appointed secretary, department of consumer affairs. Saraswati Prasad, a 1985-batch IAS officer of Assam-Meghalaya cadre, will be secretary, National Commission for Scheduled Tribes. He is at present special secretary and financial adviser, ministry of steel. Usha Sharma, Director General, Archaeological Survey of India, has been appointed secretary, department of youth affairs. Senior civil servant Raj Kumar will be secretary, department of defence production. Kumar, a 1987-batch IAS officer of Gujarat cadre, is currently Director General, Employees' State Insurance Corporation. Rajeev Ranjan has been appointed as secretary, department of fisheries. Ranjan is currently special secretary, GST council secretariat. He has been appointed as the fisheries secretary in place of Rajni Sekhri Sibal, who retires on February 29. The tenure of Parameswaran Iyer, secretary, department of drinking water and sanitation, has been extended by one more year.
