Former Finance Secretary Rajeev Kumar assumes charge as Election Commissioner of India

Market regulator <keyword id="35210" type="ORGANIZATION" weightage="100" keywordseo="sebi">Sebi</keyword> has eased curbs on 40 entities against whom it had taken action in two different cases of alleged misuse of stock market platform for tax evasion and suspected money-laundering, according to a news agency. 
 
The entities, which were barred from the securities market, have now been given certain relaxations, including permission to deal in government securities and invest in ETFs (exchange-traded funds). 
 Besides, they can enter delivery-based transactions in the cash segment in <keyword id="372424" type="ORGANIZATION" weightage="20" keywordseo="NSE-Nifty">NSE Nifty</keyword> 500 index as well as <keyword id="30287" type="CITY" weightage="20" keywordseo="SP">S&amp;P</keyword> BSE 500 shares and subscribe to mutual funds. 
 
Among others, these entities can tender shares lying in their demat account in any open offer/delisting under the relevant Sebi regulations. 
 In the case of <keyword id="1655250" type="UNKNOWN" weightage="20" keywordseo="Kailash-Auto-Finance">Kailash Auto Finance</keyword>, the watchdog in March had barred 246 entities after they were found to have indulged in a web of "make-believe" trades to artificially bump up share prices and trap gullible investors. Out of them, 36 have been given the relaxations. 
 
In a separate case involving Dhyana Finstock, Sebi had barred 76 entities in June. Now, relaxations have been extended to five of them. 
 "I deem it appropriate to provide relaxations so as to address the issues of the personal and business exigencies or other liquidity problems," Sebi Whole-time Member <keyword id="1067935" type="PERSON" weightage="20" keywordseo="Rajeev-Kumar-Agarwal">Rajeev Kumar Agarwal</keyword> said in the matter of Kailash Auto. 
 
As per the latest orders, the entities for whom relaxations have been extended can sell the securities lying in their demat accounts as on the date of interim orders. This will exclude shares of the companies which are suspended from trading by the stock exchanges concerned. 
 
Besides, sale proceeds lying in the escrow account can be used for certain purposes. 
 
In two separate orders, Sebi said, "Up to 25 per cent of the value of the portfolio as on the date of the interim order or the amount in excess of the profit made/loss incurred or value of shares purchased to give exit, whichever is higher, may be utilised for business purposes and/or for meeting any other exigencies or addressing liquidity problems etc.

 It has invited applications from interested candidates for the post. According to market rumours, the names doing the rounds are of <keyword id="1067935" type="PERSON" weightage="100" keywordseo="Rajeev-Kumar-Agarwal">Rajeev Kumar Agarwal</keyword>, whole-time member of <a href="http://www.businessinsider.in/RILs-Appeal-Against-Sebi-Dismissed/articleshow/37564470.cms" target="_blank">Sebi</a> and two other senior bureaucrats who are in the race for the post. 
 The advertisement put out by the <keyword id="47209" type="ORGANIZATION" weightage="100" keywordseo="Finance-Ministry">finance ministry</keyword> on August 24 said the chairman would hold office for a five year period or till he reaches 65 years of age,whichever is earlier.He would also be eligible for re-appointment. 

	The appointment would be made based on the recommendation of a search-cum-selection committee,headed by the cabinet secretary. 
 

	"It may however be noted that the search-cum-selection committee is free to identify and recommend any other person also,on the basis of merits who has not applied for the post," the advertisement post on the finance ministry website said. 
 

	The <a href="http://www.businessinsider.in/SEBI-Withdraws-Recognition-To-Delhi-Stock-Exchange/articleshow/45215496.cms">Sebi chairman</a> would have an option to receive either a fixed pay of Rs 80,000 as admissible to a secretary to government of India or a consolidated salary of Rs 450,000 per month.

Formal search for new SEBI chairman initiated by government

The Lucknow Development Authority (LDA) has submitted its initial probe report on the Levana Suites hotel fire, recommending action against 22 engineers and zonal officers for allegedly conniving with the builder and turning a blind eye to illegal construction activity. The building now faces demolition since it was illegally constructed. The fire on Monday left four people dead, while seven others suffered burn injuries. The LDA has also lodged an FIR at the Hazratganj police station against <keyword id="14907942" type="General" weightage="80" keywordseo="mukesh-jasnani" source="Orion">Mukesh Jasnani</keyword> of M/S Bansal Construction and his partners for carrying out commercial activity of running a hotel on a residential plot. LDA Vice-Chairman Indramani Tripathi constituted the probe committee headed by the Authoritiy's Secretary <keyword id="3246340" type="General" weightage="80" keywordseo="pawan-kumar-gangwar" source="Orion">Pawan Kumar Gangwar</keyword> to fix accountability for the incident and the report was submitted late on Monday night. After the initial probe, the committee found engineers posted in 'Zone six' (which includes Hazratganj) since July 2, 2017 responsible for the incident. The 22 engineers/zonal officers indicted by the LDA inquiry team include executive engineers Arun Kumar Singh, O.P. 22 engineers, officers found guilty in Lucknow hotel fire probe

A COVID-19 outbreak hit the Indian cricket team on Wednesday as three main players -- senior opener <keyword id="17805" type="General" weightage="20" keywordseo="shikhar-dhawan" source="Orion">Shikhar Dhawan</keyword>, reserve opener <keyword id="4238575" type="General" weightage="20" keywordseo="ruturaj-gaikwad" source="Orion">Ruturaj Gaikwad</keyword> and middle-order batter <keyword id="982208" type="General" weightage="20" keywordseo="shreyas-iyer" source="Orion">Shreyas Iyer</keyword> -- tested positive for the virus during their mandatory isolation period before the start of West Indies series. Four other persons, including net bowler Navdeep Saini, have also tested positive for COVID-19. Saini is also on standby list. The remaining three who tested positive for the virus are non-playing members -- fielding coach T Dilip, security liaison officer B Lokesh and masseur Rajeev Kumar. "The All-India Senior Selection Committee has added Mayank Agarwal to India's ODI squad after seven members, including three players of Team India (Senior Men) tested positive for COVID-19 following three rounds of RT-PCR testing," BCCI secretary Jay Shah said in a statement. The Indian team assembled in Ahmedabad on January 31 for the upcoming white-ball series against the West Indies and were going through a three-day isolation period post their break from the South Africa series. The series starts in Ahmedabad on February 6 with India's 1000th ODI match but it is now a foregone conclusion that the trio will be missing the series as they will have to undergo a week-long isolation and then return with two negative RT-PCR tests. Shah gave a lowdown of the sequence of positive cases in the India camp. "Opening batsman Shikhar Dhawan and fast bowler Navdeep Saini's (standby player) RT-PCR tests conducted on Monday (January 31st) have returned positive results,' Shah stated in the release. "Fielding Coach T. Dilip and Security Liaison Officer B. Lokesh's RT-PCR tests conducted on Monday (January 31st) have returned positive results. Batsman Ruturaj Gaikwad's RT-PCR test conducted on Tuesday (February 1st) has returned a positive result. He had tested negative during the first round of testing on Monday," the release further stated. "Batsman Shreyas Iyer and Sports Massage Therapist Rajeev Kumar's RT-PCR tests conducted on Wednesday (February 2nd) have returned positive results. Both had tested negative in the first two rounds of testing." The BCCI medical team is handling the positive cases and the infected persons will remain in isolation till complete recovery is attained. "The players are largely asymptomatic and hopefully will be fine by the end of the isolation period. You feel bad for Shikhar as he might have to miss the series and he is not a part of T20 squad," an official said. Even more disappointing is young Ruturaj Gaikwad's case as this is the second time in one and a half years that he has tested positive for COVID-19. "If you remember, Ruturaj had tested positive in UAE during the 2020 IPL and went through hell. He had a 14-day quarantine back then and missed first part of the season in the Emirates. This is the second time he has tested positive," the official added. It is confirmed that captain Rohit Sharma, senior players like Virat Kohli and coach Rahul Dravid have all tested negative as of Wednesday. "They have returned negative as of today." All those who tested negative will complete their mandatory isolation on Thursday. They will enter the bubble, if they test negative again on Thursday. "The testing protocol set by BCCI medical team is for every day RT-PCR as RAT (Rapid Antigen Test) is often not conclusive. Although teams are supplied with RAT kits in case any player shows symptoms and wants to do a self test," the official said. It is expected that M Shahrukh Khan, R Sai Kishore, Rishi Dhawan, who are stand byes for the series, will now get a look-in to be in the squad. As far as Rohit Sharma's opening partner is concerned, Mayank's inclusion makes it clear that team management is not looking at Ishan Kishan or Venkatesh Iyer for the slot. It must be noted that all the players had tested negative in RT-PCR when they embarked on their journey to Ahmedabad from their respective cities. "The members were asked to report in Ahmedabad on 31st January 2022 for the upcoming three-match ODI and T20I series against West Indies. Every member was also asked to undergo an RT-PCR test at home before embarking on their journey to Ahmedabad and the travel was undertaken only after testing negative," the BCCI said. New Delhi, Jan 20 () Finance Minister Nirmala Sitharaman, Minister of State for Finance Anurag Thakur and senior officials of the finance ministry on Monday participated in the symbolic 'Halwa Ceremony' that marks the launch of formal printing of Budget 2020-21 documents.
The second Budget of the Modi 2.0 government will be presented on February 1. 
Finance Secretary Rajeev Kumar, Revenue Secretary Ajay Bhushan Pandey, Economic Affairs Secretary Atanu Chakraborty, DIPAM Secretary Tuhin Kanta Pandey, and Expenditure Secretary T V Somanathan too attended the customary pre-Budget event.
"To maintain the secrecy of Budget, there is a 'lock-in' of the officials involved in making the Budget. Budget Press, situated inside North Block, houses all officials in the period leading up to the presentation of the Union Budget," the finance ministry said in a statement. 
These officers and staff will come in contact with their near and dear ones only after the Budget is presented in Parliament, it said.
Later, the finance minister took a round of the press and acquainted herself about the Budget printing process.
As part of the ritual, 'halwa' is prepared in a big 'kadhai' (large frying pot) and served to the entire staff in the ministry.
The significance of the event is that after the sweet dish is served, a large number of officials and support staff, who are directly associated with the Budget making and printing process, are required to stay in the ministry and remain cut off from their families till the presentation of the Budget in the Lok Sabha.
They are not even allowed to contact their near and dear ones through phone or any other form of communication, like e-mail.

RBL, Zomato launch co-branded credit card offering cash back, loyalty membership benefits

New Delhi, Jul 5 () In a relief for a student who faced repeated denial of doctorate degree by the Indian Institute of Technology-Kharagpur, the authorities have decided to send his revised thesis to an external examiner, according to an official order. The matter relates to Mahesh Shirole, who approached different authorities along with his supervisor Professor Rajeev Kumar, against the denial of PhD to him. Kumar, who has been fighting for justice for his student, in his appeal to the HRD ministry and President of India, claimed that the denial was a result of the institution's "vindictive attitude" towards him. Kumar is now working with the Jawaharlal Nehru University (JNU) following a prolonged legal battle. "Considering the merit of the case the revised thesis with all background will be sent to one new external examiner within India for examination of the thesis," according to the minutes of meeting of the senate of IIT-Kharagpur, held on May 27. An order carrying the senate's directive was sent to head of the computer science and engineering department of the institute on June 24. "Head of the department in consultation with DSC (doctoral scrutiny committee) will forward five (5) fresh names to constitute a panel, and chairman senate is authorised to approve a panel of examiners and accordingly the revised thesis will be sent for evaluation to an identified examiner from the approved panel, citing background of the thesis," the order of the institute said. Shirole had submitted his thesis in 2014 for the award of PhD, which was accepted by an Indian examiner, but rejected by an NRI one, Kumar said. "The original thesis would have been sent to a third examiner. Instead, the IIT kept on directing the student to revise the thesis and send that to the same NRI examiner twice, who rejected the thesis with new comments every time," he said. For past few years, Shirole has been sending appeals to the president, who is the Visitor of IITs, the prime minister and the HRD ministry, among others. "IIT-Kharagpur's denial of PhD to the student is an extension of its vindictive attitude against me. IIT-Kharagpur has been vindictive to me, as I disclosed arbitrariness and irregularities in the IIT's admissions in 2006 onwards, and contributed significantly in reforming IITs admissions and academic processes," Kumar had said in the appeal sent to the president on January 6, 2020. Kumar was hailed as an "unsung hero" by the Supreme Court in 2011 for his efforts to reform the IIT Joint Entrance Examination (JEE), which has since been re-christened as JEE Advanced. The IIT-Kharagpur had in May 2011 suspended Kumar on charges of misconduct. He was accused of damaging its reputation by leveling allegations of irregularities in admissions, purchase of laptops and rampant copying by students in exams. Denial of PhD to whistleblower prof's student: IIT-Kharagpur to send revised thesis for examination

New Delhi, Dec 19 () Trade unions urged the government to provide minimum wage of Rs 21,000, minimum pension of Rs 6,000 under Employees' Pension Scheme and tax exemption on annual income of up to Rs 10 lakh in a pre-budget meeting with Finance Minister Nirmala Sitharaman on Thursday.
The unions have also raised concerns over rising unemployment in the country, saying "employment generation has nose-dived in recent period".
During the meeting, they suggested that massive public investment in infrastructure, social sectors and agriculture would generate employment and the Union Budget should give it a priority and allocate necessary funds for this.
They demanded that all vacant sanctioned posts in various government departments, including railways, PSUs and autonomous institutions, should be filled through fresh recruitment.
They also suggested the finance minister that ban on creation of new positions and mandatory reduction of government posts should be lifted.
They noted that denial of level playing field to many PSUs ( BSNL, MTNL, ITI etc) had put thousands of jobs in jeopardy.
The unions also pointed out that the merger of BSNL-MTNL and voluntary retirement (which is actually forced retirement) of almost 79,000 workers is just opposed to the idea of job creation.
Lodging their protest against fixed term employment (FTE), the unions said the provision of FTE should be done away with, and concerned notification should be rescinded forthwith.
They also raised the issue of prise rise saying that the government should ban speculative forward trading in essential commodities and take steps to curtail hoardings along with strengthening public distribution system. 
On disinvestments and strategic sale of public sector units, they said that budgetary support should be provided for the revival of potentially viable sick PSUs.
It also suggested that the finance minister to refrain from strategic sale of viable PSUs in core sectors like steel, coal, mining, heavy engineering, pharmaceuticals, dredging, civil aviation, financial institution, among others.
Under the strategic sale, the government becomes minority stakeholder by reducing its share below 50 per cent of total equity.
The union have asked to extend the rural employment guarantee scheme MGNREGA to urban areas also and enhance minimum employment guarantee to 200 days in a year.
They also lodged protest against foreign direct investment in crucial sectors, saying FDI should not be allowed in railways, defence production, financial sector, retail trade etc.
Trade unions also suggested to stop the labour law amendments that curtail the basic and trade union rights of workers and provide unhindered 'hire &amp; fire' facilities to employers.
They also demanded that the threshold limit for coverage of establishments under the retirement fund body EPFO should be reduced to 10 workers from 20 at present.
Gratuity should be calculated on 30 days wages instead of 15 days of wages per completed year of service without any ceiling, they said.
The government should not make Aadhaar linking mandatory, the unions added.
On the income tax exemption, they urged that the ceiling for income tax for salaried persons and pensioners should be raised to Rs 10 lakh per year.
Besides, they also demanded that income tax ceiling for senior citizens should be raised to Rs 8 lakh.
All perks and fringe benefits like housing, medical and education facilities and running allowances in railways should be exempted from income tax net totally, they said.
"During the course of meeting, representatives of Trade Unions and Labour Organisations shared their views and suggestions regarding labour and employment issues. Discussions were held on skilling, re-skilling and up-skilling of existing labour force. Quality of job creation and ensuring minimum wages of workers were discussed," a finance ministry statement said.

The show centers on a Sikh cop in the Mumbai police force named Sartaj Singh (played by the Bollywood star Saif Ali Khan), and a mysterious Mumbai criminal, Ganesh Gaitonde (Nawazuddin Siddiqui). At the start of the series, Gaitonde calls Singh to tell him of an attack on the city set to take place in 25 days. The series has been <a href="http://www.businessinsider.com/sacred-games-first-netflix-original-from-india-reviews-rotten-tomatoes-2018-7" target="_blank" rel="noopener">praised by critics</a> since its release on July 6 and has an 88% critic score on Rotten Tomatoes.But the show has also been the <a href="http://time.com/5339495/sacred-games-netflix-india-court/" target="_blank" rel="noopener">subject of controversy</a> surrounding scenes referencing former Indian Prime Minister, Rajiv Gandhi, who was assassinated in 1991. (Gandhi's son, Rahul Gandhi, is the current leader of India's Congress political party.) Because the show streams online, it is not censored by India's Censor Board.In one scene in the show, Siddiqui's character calls Gandhi "fattu," which is translated in subtitles as "p----."According to Time, Netflix is in the process of replacing the word "p----" with "wimp" in the subtitles after a member of the Congress party's legal team filed a petition in the Delhi High Court for Netflix to delete any scenes that reference Rajiv Gandhi. A Congress party member, Rajeev Kumar Sinha, had previously <a href="https://www.ndtv.com/india-news/complaint-against-nawazuddin-for-abusing-rajiv-gandhi-on-netflix-show-sacred-games-1880837" target="_blank" rel="noopener">filed a police complaint</a> July 10 against Siddiqui and Netflix for insulting the former Prime Minister and "misrepresenting facts during his regime." "The use of abusive language is not justified," Sinha told <a href="http://time.com/5339495/sacred-games-netflix-india-court/" target="_blank" rel="noopener">Time</a>. "I don't think we can go back into history and abuse people this way."But after Rahul Gandhi released a statement about the show, CNN-News18, an Indian news outlet, reported that Sinha <a href="https://youtu.be/cPYGJksJlBk" target="_blank" rel="noopener">withdrew his complaint</a> about "Sacred Games." My father lived and died in the service of India. 'Sacred Games,' Netflix's first original TV series from India, faces legal heat for unflattering reference to assassinated Prime Minister

After closing six overseas branches since 2016, the <keyword id="6354731" type="UNKNOWN" weightage="20" keywordseo="state-bank-of-india">State Bank of India</keyword> (<keyword id="13222" type="CITY" weightage="20" keywordseo="SBI">SBI</keyword>), India’s largest bank by assets, is set to shut an additional nine foreign branches. The move is part of the what the bank’s managing director, Pravin Gupta, terms “the rationalisation of overseas operations” - a euphemism for saving money. The need for <keyword id="44572" type="PERSON" weightage="20" keywordseo="cost-cutting">cost cutting</keyword> is obvious. India’s bad loan problem is getting worse, and public-sector banks are bearing the brunt of it. In addition, the rupee is hovering around an all-time low and foreign portfolio investors are losing confidence in India. However, instead of exiting countries completely, SBI will mostly cull branches in countries where it operates more than one branch, like South Africa or Bangladesh. It will merge the operations of the defunct branch with the remaining branches to ensure continuity. A sector-wide move The plan has been in the works for a while. In November 2017, shortly after announcing a $32 billion recapitalisation plan for the sector, the government instructed all of India’s state-owned banks to assess the feasibility of their international operations. India’s state-owned banks collectively have 216 branches and offices in operation overseas, a bulk of which belong to State Bank of India. Some of these outlets act as full-fledged branches while some act as representative offices, which have lesser regulations to comply with. The branch-cutting exercise has gained momentum in the wake of the Nirav Modi scam. Modi and his associates used fraudulent credit guarantees from Punjab National Bank to obtain loans from the overseas branches of state-owned banks like State Bank of India, Allahabad Bank and Canara Bank. In March 2018, Rajiv Kumar, the Secretary of the Department of Financial Services, said that 35 overseas branches of state-owned banks were in the process of being closed, while the feasibility of an additional 69 were being assessed.

 The branches in question, are mostly unprofitable or in markets where business is difficult to come by. In doing so, the government hopes that this will free up capital for state-owned banks to do two things- to extend loans to business clients and provision for any further <keyword id="142154" type="PERSON" weightage="20" keywordseo="bad-loans">bad loans</keyword>.
