New Delhi, Foreign direct investment (<keyword id="19946824" type="General" weightage="20" keywordseo="fdi" source="keywords">FDI</keyword>) inflows in India declined 13 per cent to USD 32.03 billion in April-December 2023, dragged down by lower infusion in computer hardware and software, telecom, auto, and pharma sectors, according to the latest government data. FDI inflows stood at USD 36.74 billion during the corresponding nine months of the preceding fiscal. Inflows during the October-December quarter of the current fiscal, however, rose by 18 per cent to USD 11.6 billion as against USD 9.83 billion during the same quarter of 2022-23. The total FDI -- which includes equity inflows, reinvested earnings and other capital -- declined by about 7 per cent to USD 51.5 billion during the period under review against USD 55.27 billion in April-December 2022, the data from the Department for Promotion of Industry and Internal Trade (DPIIT) showed. During the nine-month period of this fiscal, FDI equity inflows decreased from major countries, including Singapore, the US, the UK, Cyprus and the UAE. Investments fell significantly from the Cayman Islands and Cyprus to USD 215 million and USD 796 million, respectively, during April-December 2023 as against the two comparative figures of USD 624 million and USD 1.15 billion recorded in the year-ago period. However, inflows increased from <keyword id="19956313" type="General" weightage="20" keywordseo="mauritius" source="keywords">Mauritius</keyword>, the Netherlands, Japan and Germany. Sectorally, inflows contracted in computer software and hardware, trading, services, telecommunication, automobile, pharma and chemicals. In contrast, construction (infrastructure) activities, development and power sectors registered growth in inflows. State-wise, Maharashtra received the highest inflow of USD 12.1 billion during the period. It was USD 10.76 billion in the same period a year ago. Overseas capital inflows in Karnataka plunged to USD 3.6 billion in April-December 2023 from USD 8.77 billion in the same period of previous fiscal year. Other states/Union Territories where FDI dipped during the period under review included Delhi, <keyword id="19896558" type="General" weightage="20" keywordseo="tamil-nadu" source="keywords">Tamil Nadu</keyword>, West Bengal, <keyword id="19898913" type="General" weightage="20" keywordseo="rajasthan" source="keywords">Rajasthan</keyword> and <keyword id="19904807" type="General" weightage="20" keywordseo="haryana" source="keywords">Haryana</keyword>. The inflow, however, recorded a positive growth in Gujarat, Telangana, and Jharkhand. An official has earlier stated that hardening interest rates globally and worsening geopolitical situation impacted FDI inflows. FDI equity inflows into India declined 22 per cent to USD 46 billion in 2022-23.

FDI inflows decline 13% to $32 billion in April-December 2023

The apiarists of Hanumangarh district of Rajasthan are as busy as a <keyword id="6363485" type="General" weightage="80" keywordseo="bee" source="Orion">bee</keyword> itself. Sadly, they are not getting a fair price for the hard work they put in. Over the years, production cost has soared, but honey prices have not increased proportionately, putting around 1,500 beekeepers in the district in a tight spot. Considering the charges incurred on bee boxes, labour, food and accommodation of labourers and transport, the production cost of one kg of honey comes to Rs 125. In contrast, companies buy the produce for Rs 60-70 per kg, which is at least Rs 10 less than the procurement price provided almost two decades ago! The struggle does not end with this wide disparity in input and procurement costs. The drop in honey production also stings beekeepers. "Twenty-five years ago, one colony produced 50 to 60 kg of honey in the mustard growing season (October to March). With the increased use of pesticides and fertilisers, this has come down to 15 kg," said Punjab-based Jaspreet Singh, who supplies bee colonies to apiarists in Hanumangarh. "Bees do not visit flowers of crops sprayed with pesticides, else they will die. This has affected pollination. There is also a new concern that genetically modified plants might have an adverse effect on pollinators," he added. Honey trap Among the many issues, the addition of artificial colours and sugars to honey is a major cause of concern for beekeepers. "The authorities are hand in glove with procuring companies. It keeps changing norms, which encourages companies to sell adulterated honey instead of buying pure produce from us. Some parameters were unnecessarily diluted, without any explanation,' Prakash Singh <keyword id="6382895" type="General" weightage="80" keywordseo="badal" source="Orion">Badal</keyword>, a resident of Nohar in Hanumangarh and president of the northern Rajasthan unit of the Rashtriya Beekeepers Sangharsh Samiti, told 101Reporters. The Food and Agriculture Organisation of the United Nations has defined honey as a natural sweet substance produced by bees from the pollination of plants or by separating living parts of plants or by insects sucking on living plants. The bee collects, transforms, dehydrates and stores it, ripens and matures it in the hive. For the greed of money, several companies play with the health of unsuspecting consumers by selling honey mixed with maize and rice syrup. An investigation carried out by Delhi-based Centre for Science and Environment (CSE) in 2020 found that 10 out of the 13 major brands sold honey containing sugar syrup. "In 1994, the Food Safety and Standards Authority of India had set the standard for pollen count and plant element in honey at 50,000 per gram, but it was changed to 25,000 per gram in 2018. A year later, it was diluted to 5,000 per gram. The government also did away with the quality control test for honey," Badal explained. At the same time, pollen count is not considered a measure of the quality of honey globally. Consequently, determining adulteration by checking the pollen count has been a matter of controversy. This is exacerbated by the fact that pollen count varies in different types of honey. For example, it can be different in mustard, litchi, or honey obtained from a single flower or different flowers. Banks sting them Rajasthan Khadi and Village Industries Board does not run any special scheme for beekeepers, but gets grants from the Khadi and Village Industries Commission through the state government. While banks give loans to apiarists, the board pitches in by offering subsidies to the loanee using the Central Commission's grant. The subsidy component differs for Scheduled Castes and Tribes, Other Backward Classes and the general category. However, the subsidy upper limit is 35 per cent of the loan amount. Harjeet Singh of Araiyanwali Dhani explained how banks let him down. "My brother Gurmeet Singh and I made a loan application with the Khadi board in 2019. The board sanctioned Rs 8 lakh each in our names and sent the proposal to ICICI Bank, which turned it down after a long-winding process. If the bank had passed our loan, we could have expanded our beekeeping business and taken advantage of the subsidy." Kuldeep Saharan of Ranjitpura had a similar experience. "The board sanctioned Rs 4 lakh in my name, but the State Bank of India did not disburse the money. No bank gives money to beekeepers," he lamented. Confirming the charge, Madan Lal Swami, Divisional Officer, Rajasthan Khadi and Village Industries Board, Bikaner, told 101Reporters that banks were not cooperative. He said they have raised the issue in several meetings and seminars, but the attitude of the banks have remained the same. "From 2018 to date, 58 apiarists have applied for loans. We rejected 21 applications at the departmental level due to various deficiencies, but approved 35 and asked various banks to give loans. Yet, only four beekeepers got the money. The remaining two applications are pending with us." When contacted, <keyword id="103483" type="General" weightage="50" keywordseo="raj-kumar" source="Orion">Raj Kumar</keyword>, lead district manager, Hanumangarh, told 101Reporters that banks do not adopt a negative approach in any matter. "It is quite possible that banks have rejected several applications because they are not confident that the loanee can pay back the amount. They just want to ensure the return of the money. At the same time, there may be cases where the banks have given loans to all applicants. It is purely based on the merit of each case," he said. Rajasthan Horticulture Department also has a provision to arrange a 40 per cent subsidy from the National Horticulture Mission for the supply of bee colonies and bee boxes. In the 2022-23 financial year, the department planned to distribute 2,850 colonies and boxes in Hanumangarh district. Similarly, neighbouring Sri Ganganagar district was to get 7,550 colonies and boxes each. Horticulture Officer <keyword id="6110560" type="General" weightage="50" keywordseo="rajendra-nain" source="Orion">Rajendra Nain</keyword> told 101Reporters that a tender invite was issued last year, but the contract was not inked with any of the bidders. Two months ago, a new tender invitation was made. Bogged down by several issues, the apiarists of Hanumangarh district held a protest outside the Collectorate in February and submitted a memorandum of demands, which included announcing a Minimum Support Price of Rs 150 per kg for honey. They sought recognition of honey bees as inputs to agriculture and landless beekeepers as farmers, as recommended by Bibek Debroy-led Beekeeping Development Committee under the Economic Advisory Council to the Prime Minister. "The Debroy committee had recommended plantation of bee-friendly flora at appropriate places and employment of women self-help groups for its upkeep," said Badal. The committee report released on June 26, 2019, had discussed the state government's role in training beekeepers, besides promoting infrastructure at the national and regional levels for the collection, processing, marketing and promotion of honey and related products. There were suggestions to simplify the procedures and specify clear standards to ease exports. "We would have benefitted if the committee's recommendations were implemented, but it has been shelved for almost four years," he added. The beekeepers also sought the setting up of a laboratory that met international standards to check the purity of honey and curb adulteration. They want the administration to ban genetically modified crops and the indiscriminate use of pesticides in agriculture. They believe that farmers will benefit if honey is included in the mid-day meal scheme, and made available at government stores. Rajasthan's beekeepers in the honey trap of high costs and low prices

While Delhi and many other states including Uttar Pradesh and West Bengal have seen a sudden spurt in <keyword id="64895" type="General" weightage="20" keywordseo="dengue-cases" source="Orion">dengue cases</keyword> in the last couple of days, government data showed that the number of <keyword id="6360092" type="General" weightage="20" keywordseo="dengue" source="Orion">dengue</keyword> cases has recorded a significant rise in the last few years. Moreover, states like Uttar Pradesh, Punjab and Rajasthan witnessed the maximum number of cases of dengue during 2021 among all the states. Uttar Pradesh, Punjab and Rajasthan recorded 29750, 23389 and 20749 dengue cases respectively during 2021. Delhi also recorded a significantly higher number of cases at 13089 during the same year. A total of 1.93 lakh cases were reported from all across the country in 2021. Government data revealed that 2020 had witnessed a remarkably lower number of 44,585 cases probably due to the Covid related restrictions in most parts of India as against 1.57 lakh cases in 2019. This year, a considerable number of dengue cases have been reported from Delhi and many cities of Uttar Pradesh. As per reports, UP has so far registered over 2,200 dengue cases, with the state capital Lucknow reporting over 300 cases. Similarly, Delhi has also recorded nearly 1000 cases. Officials said that October can be the most vulnerable period for the spread of dengue in Delhi and recent spells of rain have only added to the woes. Recently, the Delhi government asked hospitals to reserve 10-15 per cent beds for patients of vector-borne diseases. Government data showed that 346 deaths were reported across the country due to dengue in 2021 as against 56 deaths in 2020 and 166 deaths in 2019. The central government intervenes whenever there is a sudden rise in dengue cases. Reports said that a six-member team has been sent to Uttar Pradesh very recently by the <keyword id="83655" type="General" weightage="20" keywordseo="Union-Health-Ministry" source="Orion">Union Health Ministry</keyword> to collaborate with the state authorities in taking public health measures for dengue management in the districts of Firozabad, Agra and Etawah. The National Centre for Vector Borne Diseases Control (NCVBDC) is the nodal agency under the umbrella of the National Health Mission for Vector Borne Diseases (including dengue) prevention and control in the country. The NCVBDC has issued multiple advisories to the States/UTs for detection and control of outbreaks, preparedness and capacity building to take effective measures for vector control, involvement of the non-health sector, ensuring availability of drugs, diagnostics, insecticides, equipment and to fill up the vacant positions of entomologists. Moreover, training has been imparted to doctors on case management and to entomologists on integrated vector control at the central and state level. As per a parliament reply on August 2, 2022, free diagnostic facilities through 769 Sentinel Surveillance Hospitals and 17 Apex Referral Laboratories have been made functional. 1.92 lakh IgM tests have been provided by the Centre. It said that the NCVBDC provides technical guidelines for prevention, control, and management of dengue cases in States/UTs. Dengue cases show a spike, October is the most vulnerable month

During the <keyword id="188" type="General" weightage="20" keywordseo="diwali" source="Orion">Diwali</keyword> festival on October 25, there will be a partial solar eclipse which will be visible from the city as well as from most parts of the country, astrophysicist Debi Prasad Duari said. The eastern metropolis, however, will be able to witness the partial solar eclipse, the second in 2022, for a very small duration, the celestial phenomenon will be better observed in the northern and western regions of the country, he said. The eclipse will not be observed from northeastern <keyword id="3658" type="General" weightage="100" keywordseo="india" source="Orion">India</keyword> as the celestial phenomenon will be occurring after sunset in those regions, Duari said. Apart from India, the October 25 partial cosmic affair will be visible from most parts of Europe, northern Africa, the Middle East, and parts of Asia, Duari elaborated. "The partial solar eclipse will begin in Iceland at around 14:29 hours IST and will be seen at its maximum from Russia at 16:30 hours (IST). It will end at around 18:32 hours (IST) over the Arabian Sea," he told PTI while sharing information on the celestial event. "The eastern part of the country will see the partial eclipse only marginally, that also during the sunset. The northern and western parts of the country are better locations to observe the partial eclipse with a better view and for a longer period of time." "During the new <keyword id="42440" type="General" weightage="80" keywordseo="moon" source="Orion">moon</keyword> (Amavasya) the <keyword id="24879" type="General" weightage="80" keywordseo="sun" source="Orion">Sun</keyword>, Moon and Earth almost come in a linear configuration, whereby from earth we can see the moon without any sunlight falling on it. But at times, as on October 25, the Sun, Moon and Earth will almost be on the same plane resulting in the moon appearing to cover the Sun partially for a period of time causing a partial Solar Eclipse," he explained. In and around the metropolis, the partial eclipse will begin at around 16:52 hours, the maximum occurring at 17:01 hours, and will cease to be seen at 17:03 hours at the sunset, Duari said. "Even at the maximum eclipse, only 4 per cent of the lighted disc of the setting Sun will be covered by the Moon," he said. In the north Bengal town of Siliguri, the celestial phenomenon will be occurring between 16:41 and 16:59 hours and during the maximum eclipse (at around 16:56 hours) about 8.91 per cent of the Sun will be covered by the Moon's disc, Duari stated. "In New Delhi, it will commence at around 16:29 hours and end with the sunset at 18:09 hours with the maximum eclipse to occur at 17:42 hours when the Sun will be obscured by the Moon by an amount of only 24.5 per cent," Duari said. Jaisalmer in Rajasthan will experience the eclipse from 16:26 hours to 18:09 hours with the maximum at around 17:30 hours. when the disc of the Sun will be obscured by 42.5 per cent. "In Mumbai, the eclipse will begin at 16:49 hours with the maximum occurring at around 17:42 hours. It will end at 18:09 hours when the Sun appears to go down the Arabian Sea at sunset. Here, the Sun's disc will be covered by about 24.5 per cent," he added. In southern and central India, the eclipse will be again observed just before sunset with Nagpur experiencing the eclipse from 16:49 to 17:42 hours. In Bengaluru, the eclipse will begin at 17:12 hours, reaching its maximum at 17:49 hours and ending at 17:55 hours during sunset. Chennai will have the eclipse from 17:14 to 17:44 hours, the astrophysicist said. The next major solar eclipse to be visible from India will be an annular eclipse on May 21, 2031, when the annularity can be observed from a narrow patch of land in south India, he said. Three years later, on March 20, 2034, the next total solar eclipse will be visible from India and the totality will be observed from the northernmost part of Kashmir. On both occasions, the whole country will observe a partial eclipse of varying magnitude depending upon its geographical location, Duari said. Another partial eclipse can be seen from the northern part of India on June 1, 2030. Referring to the harm caused to the eyes by Sun's rays during an eclipse, Duari cautioned the sky enthusiasts to take "extreme precaution" while observing it. "Even if the degree of the partial eclipse is not appreciable in most of the country, extreme precaution has to be taken by everybody who wants to observe this cosmic event. The Sun's rays can be very harmful to the eyes and can become critical," he said. States which failed to submit their options before the <keyword id="3680839" type="PERSON" weightage="20" keywordseo="gst-council-meeting">GST Council meeting</keyword> in October will have to wait for at least two years to get compensation on Goods and Services Tax collection shortfall expected during the transition period, Finance Ministry sources said on Monday. The sources said that such states will have to wait till June 2022 to get compensation dues, subject to the condition that the GST Council extends the cess collection period beyond 2022. This is so because the Council is expected to adopt one of the two options given by the Centre to meet the <keyword id="2600993" type="PERSON" weightage="20" keywordseo="GST-compensation">GST compensation</keyword> needs of the states this year. The states which decide against operationalisation of the new <keyword id="9971535" type="UNKNOWN" weightage="20" keywordseo="gst-compensation-formula">GST compensation formula</keyword> will get their dues only to the extent of compensation cess collected in FY21 and distributed in proportion among all states and union territories. The balance shortfall will only be met from the collection of GST compensation cess beyond the five-year transition period that ends in June 2022. This will be subject to GST Council approval to the extension of compensation cess. The GST Council, in its 41st meeting on August 27, 2020, had decided to give its member-states two borrowing options to meet their compensation shortfall and a response time of 7 working days from the formal receipt of the detailed proposal on the options by email. Almost 15 states had submitted their options by September 15 and more have joined since. Option-1 on GST compensation brought before the Council last month allows states to borrow, under a special dispensation from the Reserve Bank of India, a sum of about Rs 97,000 crore shortfall calculated by the Centre that is directly on account of GST implementation. Option-2 allows states to borrow the entire projected GST compensation shortfall of Rs 2,35,000 crore (total shortfall of Rs 3 lakh crore minus Rs 65,000 crore collected as GST compensation cess) for FY21. So far, 21 states/UTs have expressed preference for Borrowing Option-1 proposed by the Centre. With GST Act requiring voting for any resolution regarding an option by at least 20 states, the move is expected to be adopted by the GST Council at its meeting next month. If this option is indeed adopted, all states would be able to move ahead and borrow under the scheme suggested by the Centre to meet their shortfall arising due to GST switchover. If states still opt out, they will have to wait to get full compensation. Among the 21 states/UTs which support the first option on GST compensation are Andhra Pradesh, Arunachal Pradesh, Assam, Bihar, Goa, Gujarat, Haryana, Himachal Pradesh, Jammu and Kashmir, Karnataka, Madhya Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Puducherry, Sikkim, Tripura, Uttarakhand, and Uttar Pradesh. Manipur, the only state which had earlier opted for Option-2, later preferred to change it to Option-1. A few more states are, also, to give their borrowing option in a day or two. However, some of them like Jharkhand, Kerala, Maharashtra, NCT of Delhi, Punjab, Rajasthan, Tamil Nadu, Telangana, and West Bengal are yet to respond to the GST Council proposal to decide their options. Under the existing GST Act, compensation for shortfall in GST collections over an agreed formula is payable by the Centre for the first five years of the operation of the new tax system from July 2017 to June 2022.
