<ul><li>India's top court announced its verdict on the University Grants Commission (<keyword id="44171" type="CITY" weightage="20" keywordseo="UGC">UGC</keyword>) cases ruling that it's mandatory for states to conduct final year examinations. </li><li>It said no students will be promoted without having sat in their respective final semester exams.</li><li>The Supreme Court has given states the option to appeal to the UGC for an extension beyond the September 30 deadline.</li></ul>Coronavirus or not, the Supreme Court has ruled that states have no choice but to conduct final year exams in order to promote students upholding the circular put out by the University Grants Commission (UGC). The states will have the choice to appeal for extending the deadline to the UGC beyond September 30. According to the court, any decision by State Disaster Management Authority (SDMA) to postpone the exams, as in the case of Maharashtra, will prevail over the <keyword id="427299" type="ORGANIZATION" weightage="20" keywordseo="UGC-guidelines">UGC guidelines</keyword>. All eyes were on the Supreme Court today as students and institutions awaited the verdict on the UGC case and whether or not final year examinations are mandatory amid the COVID-19 pandemic. At the last hearing on August 18, the apex court had reserved its order and asked for parties to respond and present written submissions on their final arguments within three days. What happened in the previous hearing? In the last hearing, on August 18, the Supreme Court asked the University Grants Commission (UGC) if the latter could override a state government decision in certain situations and take a position on the conduct of examinations. During the marathon hearing that lasted close to four hours, the apex court heard arguments from a battery of Senior Advocates appearing for various stakeholders -- Arvind P Datar (for Maharashtra government), Jaideep Gupta (for teachers from West Bengal), KV Viswanathan (Delhi government) and Advocate Generals of Odisha and West Bengal. Solicitor General Tushar Mehta appeared for the UGC. The court was hearing a batch of PILs, along with those from the states of Maharashtra, West Bengal, Odisha, and Delhi, that questioned the UGC directions to universities to conduct final-year exams before September 30. The state governments argued that they have the power to promote students without exams due to the ongoing Covid-19 pandemic. The bench asked Mehta: "Can the UGC override a state government's decision, where a certain situation like Covid-19 exists?" In response, Mehta submitted that Covid-19 pandemic is a 'national disaster' and it is for the Centre to decide and that the "state authorities cannot override the UGC". The bench said that this exactly is the question, as the disaster management authority of the state has authority in healthcare. But can the UGC override the state and ask it to conduct exams? "Maybe the UGC can say no degree without an exam. But can they say hold an exam on this date?" Mehta contended that the deadline was given for the benefit of the students. "It is not a diktat. All universities must start admissions to postgraduate courses. The country is working," Mehta submitted. Advocate Alok Srivastava, appearing for a group of students, contended that the July 6 guidelines making it mandatory to hold exams by September 30 cannot be implemented across the country, as there was no proper consultation. Mehta contended that the universities can seek an extension in the deadline under the UGC guidelines, but they cannot take a decision to confer degree without holding exams. The Solicitor General also cited 'Maharashtra's political somersault', wherein it first decided to conduct the exams but later opposed it. Mehta insisted that the UGC and other regulators exist for the protection of the interests of stakeholders. "Here, the students are the main stakeholders," he added. Reserving the judgment, the top court asked all the parties to submit their written submissions. Jaipur, Jul 8 () An elderly man admitted to a hospital here with symptoms of coronavirus allegedly committed suicide by jumping from second floor of the medical institute on Wednesday, police said. He was admitted to Rajasthan University of Health Sciences (RUHS) in Pratap Nagar, they said. His COVID-19 test report came negative, minutes before he took the extreme step, police said, adding he was not aware of the test result. Kailash Chand Sharma (78) was admitted to a semi ICU on the second floor of RUHS, they said. "His sample for COVID-19 test was collected yesterday and the report came negative today. The reason behind the extreme step is not clear yet and the matter is being probed," a police official said. "The hospital received the test report (negative) just five minutes before he jumped to his death. He was not aware that he was COVID-19 negative," DCP (East) Rahul Jain said. Sharma was earlier admitted to Kanwatia hospital, Shastri Nagar for two to three days due to breathing problem. He was referred to RUHS on Tuesday after his condition worsened. SDA SRY

(Eds: Adds more input) Jaipur, Apr 21 () A five-member team from the Centre on Tuesday visited Jaipur and took stock of the Rajasthan's anti-Covid fight, said officials. The central team, led by Additional Secretary Sanjeev Kaushik of Financial Services Department, visited various places in the city, including Ramganj, in the a walled city area, which has emerged as a major COVID-19 hotspot with majority of 648 cases in Jaipur reported from here, they said. "The central team visited Ramganj and nearby areas and reviewed the arrangements. They assessed law and order situation, compliance of curfew and lockdown, food and ration distribution arrangements among others," said Jaipur's Chief Medical and Health Officer, Dr Narottam Sharma. The committee also held a video conference with Chief Minister Ashok Gehlot and state officials and discussed the efforts being made to contain the spread of coronavirus. During the video conference, the chief minister insisted on a centralised procedure for the procurement of testing kits, ventilators and other medical equipments by the Central government. He said the Centre should procure these equipment centrally and make them available to states so as to avoid competitions among states. Gehlot also broached up the issue of China-maderapid testing kits for corona infection yielding inaccurate results and said it was a matter of concern. He said a research team of SMS Medical College and Rajasthan University of Health Sciences was examining it. The CM said that further course of action in context of the rapid testing kits will be taken after the response from the Indian council of medical research and report of the research team. He also raised the issues of migrant labours, demanded a relief package from the Central government to all the states, besides packages for reviving business and ensuring social security of people. He said the central government should announce a relief package for states without any further delay. Gehlot said the state government was working on a plan to utilise MLAs' local area development fund for the next two years to supplement in improvement on healthcare services to fight corona. "We are taking all possible steps for every sections but the central government should help states in restoring the economy," he said. Apart from the members of the central team, state Health Minister Raghu Sharma, Chief Secretary D B Gupta, Additional Chief Secretary (Home) Rajeeva Swarup, ACS (Medical &amp; Health) Rohit Kumar Singh and other officers were also present in the video conferencing. Gehlot later told reporters through a video conference that the team has expressed satisfaction on the state government's efforts. Later, the central team visited Ramganj. The team will be staying for a couple of days in Jaipur. Jaipur accounts for 39 per cent cent of cases reported in Rajasthan. Govt sets up national monitoring dashboard on COVID-19 grievances The government has set up a National Monitoring Dashboard where novel coronavirus or COVID-19 related grievances received in Centralized Public Grievance Redress and Monitoring System with all ministries, departments, states and Union Territories are monitored on priority basis by a technical team. It aims to ensure timely redress of COVID-19 grievances. Directions have been issued to all ministries and departments to prioritize these grievances and provide redress in three days. The grievances monitored by a technical team of Department of Administrative Reforms and Public Grievances (DARPG) which developed the dashboard and implemented it at https://darpg.gov.in. In a statement issued on Wednesday, the state government said that 688,473 individuals were surveyed till March 31 under the plan to prevent the spread of coronavirus. Under the plan, seven km radius from the residence of a corona positive person would be marked and officials check each house within the area to ascertain whether anyone else shows signs of coronavirus infection.
