Counting of votes got under way Tuesday morning for the three-phase Bihar assembly elections that may herald a new era in state politics, with <keyword id="43771" type="PERSON" weightage="20" keywordseo="Exit-polls">exit polls</keyword> predicting a victory for the RJD-led Grand Alliance. Counting started at 8 am at 55 centres spread across 38 districts amid tight security and precautions to avoid the spread of COVID-19 pandemic during the process. Bihar might be on the cusp of a major generational shift in politics as it braced for Tuesday's counting of votes for the assembly election, with most pollsters predicting a landslide for the five-party Grand Alliance led by the young RJD leader Tejashwi Yadav. Counting will be taken up at 55 centres across 38 districts where the outcome will decide the fate of the Nitish Kumar government that has helmed the state for a decade and half. Most exit polls have predicted a rout for the ruling JD(U)-BJP combine and a resounding victory for the Grand Alliance (Mahagathbandhan) led by RJD's 31-year-old chief ministerial candidate Tejashwi Yadav, who has thrown down the gauntlet at redoubtable Nitish Kumar, the battle-scarred veteran more than twice his age. With much of the NDA's election narrative focusing on RJD's association with "jungle raj", an allusion to the alleged collapsed law and order during the 15 years when Lalu-Rabri ruled the state in succession, the fate of "bahubalis", leaders known for strong arm tactics, will also be keenly watched. Two of the most notorious criminal-turned-politicians- Anant Singh (Mokama) and Reetlal Yadav (Danapur)- are contesting on RJD tickets. A win for the RJD-led coalition will bring a redemption of sorts for Tejashwi Yadav whose leadership abilities were called into question after his party failed to win a single seat in the Lok Sabha elections last year. The NDA had won 39 of the 40 seats and one had gone to the Congress, an RJD ally. It may also revive the fortunes of the three Left parties--The CPI, CPI-M and CPI-ML--which were consigned to near oblivion over the past two decades. The five-party 'Mahagathbandhan' also comprises these three Left parties, which were a force to reckon with in the past. Election officials and district administrations face the daunting task of restraining supporters of political parties from crowding the counting centres amid the COVID-19 outbreak. According to Srinivasa, while 19 companies of the central armed police forces will be deployed at strong rooms and the halls where counting will take place, another 59 have been entrusted with maintaining law and order. Each company comprises roughly 100 personnel. Voting in 94 of the total 243 Assembly seats in Bihar will be held on November 3 during the second phase of state elections in which over 2.85 crore voters will decide the fate of 1,463 candidates in fray. As many as 41,362 polling stations have been set up across 17 districts, all of which except Patna, Bhagalpur, and Nalanda are situated north of the Ganges. Maharajganj seat has a maximum of 27 candidates in the electoral battle and Daraula with only four in the second round of Assembly polls. Prominent contestants in the fray include Rashtriya Janata Dal leader and Grand Alliance's chief ministerial candidate Tejashwi Yadav who is recontesting the Raghopur seat and his brother Tej Pratap in the fray in Hassanpur seat in Samastipur district. Other prominent faces in the fray in the second phase are RJD leaders Alok Kumar Mehta from Ujiyarpur and Shailesh Kumar from Bihpur, former parliamentarian Anand Mohan's son Chetan Anand from Sheohar, former parliamentarian Rama Singh's wife Beena Singh from Mahnar, and Congress leader Shatrughan Sinha's son Luv from Bankipur. The RJD has fielded 56 candidates in the second phase of elections, wherein it is in direct contest with the BJP on 27 seats and with the ally turned foe JD-U on 25 seats. The BJP is contesting 46 seats and the JD-U 43 seats. The Congress is contesting 24 seats, CPI and CPM four each, Lok Janshakti Party 52 and RLSP 36 seats. In the 2015 elections, the Rashtriya Janata Dal of Lalu Prasad had bagged 33 of these seats, the JD-U 30 and the Congress seven whereas the NDA had won only 22 seats. However, a lot of water has since flown down the rivers ever since. New political permutations and combinations have come into play in 2020 as compared with the 2015 polls. Five years ago, Nitish Kumar's JD-U fought the elections in alliance with the RJD and the Congress, whereas the NDA had Ram Vilas Paswan's Lok Janshakti Party and Rashtriya Lok Samta Party (RLSP) in its camp. In this poll fray, the JD-U has moved to the NDA camp, the LJP is fighting its own battle and the RLSP is a part of the Grand Democratic Secular Front. Elections for the 243-seat Bihar Assembly are set to be held in three phases, out of which polling in the first phase was conducted on October 28. After the November 3 voting for 94 seats, remaining 78 constituencies will go to polls on November 7. The counting of votes is slated for November 10.

(Eds: With fresh inputs) Patna, Apr 17 () A 35-year-old COVID-19 patient man, also suffering from multiple ailments, died here on Friday raising the coronavirus pandemic death toll in Bihar to two. Following the death of the adjacent Viashali district's man here in AIIMS, Patna, the adjoining district administration said the deceased had no travel history and feared that his testing positive could be indicative of community transmission of the virus. The death marks the second COVID-19 casualty in Bihar. A 38-year-old from Munger had died onMarch 21, a day before his test reports confirmed him to be coronavirus-infected. The Vaishali man, who died in AIIMS here, was also suffering from numerous complications besides having tested positive for COVID 19, Patna AIIMS Director Prabhat Kumar Singh told -Bhasha. According to sources in the health department, the deceased belonged to Raghopur panchayat falling under Vaishali district and suffered from tuberculosis, typhoid, brain fever and several other illnesses. Before being referred to AIIMS, Patna he was admitted to a private hospital here, which has been sealed, and its occupants quarantined, after he tested positive two days ago. Vaishali District Magistrate Udita Singh said, the deceased had no travel history. After falling ill, he had visited Samastipur and, later, Patna for treatment. Given the circumstances, his testing positive raises the probability of community transmission. Accordingly, instructions have been issued to strictly enforce lockdown in the district. The area within a radius of three kilometers from the village of the deceased has been made a containment zone wherein entry and egress has been banned and all essential supplies were being made by the administration, which was also carrying out sanitization of the zone, she added. More than 60 samples, of people who may have come in contact with the deceased, have been sent for testing. None has reported positive so far, she said. The deceased happened to be the lone case reported from Vaishali district, which is among the 13 out of 38 in Bihar where people have tested COVID-19 positive. Siwan and Munger districts have reported maximum cases of infection. At least 83 people have tested positive for the dreaded coronavirus in the state so far. Of these, 37 have recovered. Bihar reports its second COVID-19 death; admin fears community transmission

(Eds: Updating) Patna, May 23 () As many as 228 people tested positive for COVID-19 in Bihar on Saturday, taking the total number of cases in the state to 2,394, the health department said here. Sasaram, the headquarters of Rohtas district, reported the maximum number of fresh cases at 33, including five females -- two of them aged five and eight. The number of cases in Vaishali almost doubled to 48 as the district reported 25 fresh cases -- all of them males in the age group of 20-45. Most cases have been reported from Raghopur block. Significant numbers of cases were also reported from Madhepura, Darbhanga, Sitamarhi, Madhubani, Khagaria, Katihar, Begusarai, Aurangabad, Banka and Begusarai districts. With a few cases recorded in Patna's rural areas, the number of COVID-19 cases in the district remained the highest in the state at 195. Patna also has the highest number of active cases at 141. While 52 people in the district have recovered, two have died. Other districts which have reported a high number of cases are Rohtas (154), Munger (140), Madhubani (133), Begusarai (130), Khagaria (116), Buxar (114) and Jehanabad (106). The contagion has spread to all 38 districts of the state. With six cases, Sheohar is the only district with a single digit tally. Bihar has recorded 11 COVID-19 deaths. While Patna, Vaishali and Khagaria have reported two deaths each, East Champaran, Munger, Sitamarhi, Rohtas and Begusarai have reported one each. Altogether, 653 people have been discharged from hospitals after recovering from the respiratory disease. Bihar has witnessed a surge in the number of coronavirus cases since May 03, when it breached the 500-mark and migrant workers began to pour in on special trains and via other modes of transport. Of the nearly 1,900 COVID-19 cases reported since May 03, a staggering 1,409 are linked to migrants who returned to the state from other parts of the country like Delhi (363), Maharashtra (326), Gujarat (236), Haryana (115), West Bengal (67), Uttar Pradesh (66), Telangana (62) and Rajasthan (61). Over a million migrants, including 8.25 lakh on 580 special trains, are said to have returned to Bihar from other states since the beginning of the month, according to government data. They are lodged at quarantine centres set up at district, block and panchayat levels for two weeks. Samples of those who show symptoms of COVID-19 during thermal screening are sent for testing. They are moved to isolation wards if their reports come back positive. According to Secretary for Information and Public Relations Department Anupam Kumar, 9.68 lakh people are currently lodged at nearly 20,000 quarantine centres across the state. A total of 61,220 samples have been tested till date and roughly 3,000 tests are being conducted daily for the past few days. Efforts are on to raise the testing capacity to 10,000 per day. (Eds: Adding fresh cases, more inputs) Patna, Apr 16 () Bihar saw a spurt in fresh cases of COVID-19 on Thursday with 10 people including a two-year-old girl testing positive for the dreaded novel coronavirus, taking the total count of positive cases to 80 in the state, a top official said.The child was among six persons from Munger district's Jamalpur sub division who tested positive. All of them were related to a 60-year-old patient, health department's principal secretary Sanjay Kumar said.In addition to the girl, the Munger cases include three women aged between 20 and 55 years and two men, aged 38 and 40 years, he added.With a total of 14 cases, including six recoveries and a death, Munger is now the second worst-affected district of the state after Siwan where 29 people have tested positive so far.Two men, aged 35 and 67 years, and hailing from Buxar district, have also tested positive, the principal secretary said.Buxar district magistrate Aman Samir said, "The two had on March 30 returned home after taking part in a Tablighi Jamaat congregation at Asansol, West Bengal where they are believed to have picked up the contagion from infecteddelegates".Notably, the Islamic organisation, which has its headquarters at Nizamuddin in Delhi, has been blamed for a large number of coronavirus cases across the country.The Jamaat had held a congregation at its headquarters in the first half of March, which was attended by hundreds of participants from abroad and some of them were suspected to have carried the infection.Besides, a 60-year-old man in Patna, who came in touch with a COVID-19 patient with travel history to Dubai, and a 35-year-old man from Vaishali district had tested positive late on Wednesday night.The Vaishali patient has no travel history and is admitted to AIIMS, Patna for multiple illnesses. His samples were sent for testing when he developed respiratory distress, the official said.After he tested positive, his village in Raghopur block of Vaishali and a private hospital in the state capital where he underwent treatment before being taken to AIIMS have been sealed by the respective district administrations.Those with whom he has been known to come in contact have been kept in isolation wards, the official added.Meanwhile, the state government embarked on an extensive door-to-door screening programme on the lines of the pulse polio campaign of the 1980s.The screening programme was reviewed on its inaugural day at a high-level meeting chaired here by Chief Minister Nitish Kumar.Out of 38 districts in the state, 13 have reported COVID-19 cases. Gopalganj, which had reported three cases and Lakhisarai, Bhagalpur and Saran accounting for one case each are now left with no active case.The health department's principal secretary said Bihar's recovery rate was better than all states except Kerala and Chhattisgarh and its mortality rate was significantly lower than the national average.He also underscored "every day, on an average, 1,900 people die in Bihar in natural course.
