Tel Aviv [Israel], May 29 (ANI/TPS): A fire at a displaced persons camp in Rafah following an airstrike was likely caused by <keyword id="21850539" type="General" weightage="20" keywordseo="Hamas-munitions" source="keywords">Hamas munitions</keyword>, according to a preliminary military investigation, the <keyword id="19976425" type="General" weightage="20" keywordseo="Israel-Defense-Forces" source="keywords" meta.keywordsubtype="org" meta.entityname="Israel Defense Forces" meta.hostid="261" meta.entityid="Israel Defense Forces">Israel Defense Forces</keyword> said on Tuesday. The Sunday night airstrike killed <keyword id="20047723" type="General" weightage="20" keywordseo="Hamas-commanders" source="keywords">Hamas commanders</keyword> Yassin Rabia and Khaled Nagar in a compound in the Rafah neighborhood of Tel Sultan. The pair were responsible for coordinating and funding terror attacks in Judea and Samaria. According to the <keyword id="61370" type="General" weightage="20" keywordseo="IDF" source="Orion">IDF</keyword>, the area of the compound had been used for Hamas activities. Just 47 meters away from the site of the strike was a rocket launcher and launching pit. The compound was one kilometer away from the humanitarian zone and the IDF said it used two small munitions to prevent collateral damage in the nearby camp. The IDF stressed that the 17-kilogram warheads used were not powerful enough on their own to trigger the fire. The military believes the fire was likely caused by secondary explosions from Hamas munitions or some other material it was not aware of. "We have a suspicion, following intelligence surveillance and analysis of the videos from the event that were distributed on social networks, that secondary explosions at the site were caused by Hamas ammunition storage. This suspicion is under investigation," the IDF said. The IDF also released a recording of two Rafah residents specifically saying the fire was caused by Hamas explosives. "They say that they [the Hamas commanders killed] sat in a meeting, and that there is [a facility] and in addition, there was ammunition that began to explode. Bags of money scattered in the air," one Palestinian said. Asked if the exploding ammunition "is really ours," the first Palestinian replied, "Yes, it is an ammunition depot. The bombardment by the Jews was not strong. It was a small missile, because it did not create a large hole. The attack also came against the backdrop of a ruling by the International Court of Justice on Friday whose ambiguous wording is unlikely to curtail military activity in Rafah. Rafah sits on the Gaza-Egypt border and is Hamas's last stronghold with an estimated four battalions. <keyword id="6355882" type="General" weightage="100" keywordseo="Israel" source="Orion">Israel</keyword>'s delegation of the ICJ told the judges that of the 700 tunnels located in Rafah by the army, approximately 50 crossed into Egypt. Israel took control of the Palestinian side of the Rafah border crossing on May 7 to prevent Hamas from commandeering humanitarian aid deliveries from Egypt. At least 3,785 Palestinians have been killed since Israel's retaliations began, according to the health ministry in Gaza.A ground war would dramatically increase the death toll.Despite expectations that neighboring Arab nations with deep ties to Palestinians might provide refuge, both Jordan and Egypt have unequivocally stated that they will not accept refugees."There will be no refugees in Jordan and no refugees in Egypt," <a target="_blank" href="https://www.timesofisrael.com/liveblog_entry/jordans-king-abdullah-ii-palestinian-refugees-entering-jordan-or-egypt-is-red-line/#:~:text=October%2017%2C%202023-,Jordan's%20King%20Abdullah%20II%3A%20Palestinian%20refugees%20entering,or%20Egypt%20is%20'red%20line'&amp;text=Jordanian%20King%20Abdullah%20II%20says,it%20a%20%E2%80%9Cred%20line.%E2%80%9D">said Jordanian King Abdullah II</a> this week, declaring it a "red line" that would not be crossed.Egypt's Minister of Foreign Affairs Sameh Shoukry also said on Tuesday that Egypt would not host any more Palestinian refugees, citing the economic "burden" and not wanting to solely bear the "responsibility" of taking them in.Three experts on the region, who spoke to Insider, highlighted the complexity of Egypt and Jordan's positions.<h2>The economic repercussions of an influx of refugees</h2>Last week, Israel's military gave <a target="_blank" href="https://www.theguardian.com/world/2023/oct/13/israel-hamas-war-latest-gaza-residents-told-move-ground-assault">an evacuation order</a> to hundreds of thousands of Palestinians in Gaza City to flee further south into the Gaza Strip.Now, there is an increased concentration of Palestinians in southern Gaza, close to the currently closed Rafah border crossing into Egypt's Sinai Peninsula.This situation could lead to an influx of refugees into Egypt, as Palestinians seek safety in the neighboring country amid the ongoing conflict, said Hasan Al Momani, a professor at the University of Jordan who specializes in conflict management, in a conversation with Insider.Similarly, there are concerns that an escalation in the conflict could lead to an expansion involving the West Bank, potentially prompting Palestinians to move eastward toward Jordan, Al Momani said.He explained that Jordanian decision-makers will likely have made an assessment that there could be "hundreds of thousands of people moving to Jordan" — a country that already has a huge refugee population.Jordan hosts the second-largest number of refugees per capita worldwide, many of whom live in camps, <a target="_blank" href="https://www.unhcr.org/uk/countries/jordan">according to the United Nations High Commissioner for Refugees.</a>It is also the country that hosts the largest number of Palestinian refugees, <a target="_blank" href="https://nakba.amnesty.org/en/chapters/jordan/">according to Amnesty International.</a>"No way does Jordan want to be landed with more refugees," said Al Momani. "They simply don't believe they can afford it. They also can't afford it politically."In Egypt, where the Minister of Foreign Affairs said the country would struggle with the economic burden of an influx of refugees, there is talk of some<a target="_blank" href="https://x.com/glcarlstrom/status/1713437288594554913?s=20"> sort of financial deal</a> to soften the blow.Chris Doyle, the director of the Council for Arab-British Understanding, told Insider that it would have to be a pretty compelling offer for Egypt to agree."The aid money from the United States and others may come in the first year or two," he said. "But, as we've seen with Syrian refugees, donor programs there, before long it all gets underfunded."But money isn't everything, Doyle said, there's also another major consideration for Egyptian and Jordanian politicians: not being seen as aiding the displacement of Palestinian people.<h2>Not being seen as complicit in Palestinian displacement</h2>"Palestinians themselves, of course, are very wary about fleeing to Egypt, because <a target="_blank" href="https://www.ochaopt.org/sites/default/files/gaza_thematic_6_0.pdf">70% of the population of Gaza</a> are refugees," said Doyle.He added that many have a "bitter historical experience" of not being allowed to return to their homes.This has created a situation where many fear that if they leave their homes they may become permanent refugees abroad, Doyle said.This fear of being displaced is a significant "feature of the Palestinian condition," Lex Takkenberg, who worked with the UN on Palestinian refugees for three decades and is now a senior advisor for the Jordan-based <a target="_blank" href="https://ardd-jo.org/">Arab Renaissance for Democracy and Development</a>, told Insider.Many of the Palestinians who live in Jordan, Egypt, and elsewhere in the region first arrived there after being displaced in 1948, or following the Six-Day War in 1967."If you look at it purely from a humanitarian angle, you know a temporary displacement into Sinai would make the delivery of humanitarian assistance much, much easier," said Takkenberg. <div class="KonaFilter image-container display-table float_right"><div><div class="image"></div></div></div>After weeks of brutal and deadly fighting in Gaza, Egypt wants an end.
Saturday the country called on Israel and Palestinians to accept an indefinite ceasefire. They also want to open up talks once again in Cairo to end the battle in Gaza altogether.
Palestinian President Mahmoud Abbas also called for peace talks to resume Saturday. 
In the latest violence five people, including two children, were killed in an Israeli strike on a house in central Gaza. Other strikes killed three more Palestinians.
The Israeli military said it bombed about 20 targets across the Hamas-dominated strip, including rocket launchers and weapon caches. It said Gaza militants had fired more than 20 rockets at Israel and no Israeli casualties were reported.
Indirect talks between the sides, brokered by Egypt, collapsed on Tuesday after rockets were fired from Gazaduring a ceasefire and Israel responded with air strikes.
The Israeli military said Palestinian gunmen had fired almost 500 rockets at Israel since the talks broke down and Gaza health officials said 65 Palestinians had been killed in Israeli air strikes since then.
Abbas called on Saturday for both parties to return to the negotiations which aim to end the six-week-old conflict and seal a deal that would open the way for reconstruction aid to flow into the Gaza territory of 1.8 million people where thousands of homes have been destroyed.
"My main goal is for the truce talks to resume in Egypt as soon as possible to avoid more casualties," he told a news conference after meeting Egyptian President Abdel Fattah al-Sisi.
Palestinian health officials say 2,079 people, most of them civilians, have been killed in the small, densely populated coastal enclave since July 8, when Israel launched an offensive with the declared aim of ending rocket fire into its territory.
Saturday's violence came a day after a four-year-old Israeli boy was killed by a mortar attack from Gaza, leading Israeli Prime Minister Benjamin Netanyahu to threaten to escalate the fight against Hamas, vowing the group would "pay a heavy price".
The boy was the first Israeli child to have died in the conflict, bringing to four the number of civilians killed inIsrael. Sixty-four Israeli soldiers have also been killed.
The Israeli military had said on Friday the mortar was fired from a school serving as a U.N. shelter, but later retracted that statement, saying the shelter was run by Hamas.
<h3>EXECUTIONS</h3>
On Friday Hamas-led gunmen in Gaza executed 18 Palestinians accused of collaborating with Israel. TheIndependent Commission for Human Rights, a Palestinian rights group, said there were two women among those killed.
Masked militants dressed in black executed seven suspected collaborators, shooting the hooded and bound victims in a busy square outside a mosque. The deaths followed the killing of 11 alleged informers at an abandoned police station.
The crackdown on suspected collaborators followed the killing of three of Hamas's most senior military commanders in an Israeli air strike on Thursday, an attack that required precise on-the-ground intelligence on their whereabouts.
On Friday, Israel's military spokesman Brig. Gen. Motti Almoz warned Palestinians near weapons stockpiles inGaza to leave their homes. "We are intensifying our attacks," he said, adding that Israel was "preparing for possible ground action".
Israel pulled ground forces out of Gaza more than two weeks ago after saying it had destroyed a network ofHamas tunnels used for cross-border ambushes. But Netanyahu last week granted provisional approval for the call-up of 10,000 army reservists, signalling the possibility of heightened military action.
Israeli attacks have devastated many areas in the impoverished Gaza Strip. The United Nations says about 400,000 Gazans have been displaced and more than 400 children killed in the longest and deadliest violence between Israel and the Palestinians since the second Intifada, or Palestinian uprising, a decade ago.

Egypt: End This Fight Now

Israeli soldiers killed a Palestinian 14-year-old in the occupied West Bank Friday as they pressed a crackdown on the Islamist Hamas movement in their search for three missing teenagers.
Troops also wounded two Palestinians in a refugee camp just outside Jerusalem as clashes flared in the face of the massive military operation in which they have detained 330 Palestinians over the past week, medical sources said.
Israel accuses Hamas of last week's abduction of the two 16-year-olds and a 19-year-old from a hitch-hiking stop in the West Bank, an allegation the Islamist group has dismissed as "stupid".
But Israel has seized on the opportunity to drive a wedge between Hamas and the Palestinian leadership, who formed a merged administration for the West Bank and Gaza Strip just this month for the first time in seven years.
Palestinian security and medical sources said 14-year-old Mohammed Dudin was shot in the chest in a clash that erupted after Israeli soldiers arrived to conduct arrests in the village of Dura, south of the West Bank city of Hebron.
Dudin was taken to the Alia hospital in Hebron, where his death was pronounced.
The Israeli army said villagers had thrown stones and Molotov cocktails at troops on an arrest mission in Dura, who had responded with live fire.
A spokeswoman told AFP the army was examining the reports of Dudin's death.
In Qalandia refugee camp just north of Jerusalem, troops shot and wounded two young Palestinians, medics said.
Mustafa Aslan, 20, was in critical condition at the Hadassah hospital in Jerusalem.
Mohammed Shehada, 21, was being treated in the West Bank city of Ramallah.
Palestinian prime minister Rami Hamdallah -- the head of the new unity government formed earlier this month -- was to attend the main weekly Muslim prayers in Hebron later Friday, which were to coincide with Dudin's burial in Dura.
Hamas has lashed out at the Palestinian leadership for its decision to maintain security coordination with Israel despite the massive wave of searches and arrests.
<h3>Tense prayers</h3>

In east Jerusalem, Israeli police restricted access to the flash-point Al-Aqsa mosque compound for Friday prayers.
Men under 50, and residents from elsewhere in the West Bank, were being kept away, police spokesman Micky Rosenfeld told AFP.
Rosenfeld said police had received "indications of the possibility of disturbances in and around the Old City" of Jerusalem after the prayers.
On Thursday, police announced they had shut down two Hamas institutions in east Jerusalem, one a social centre operating from a mosque in Beit Safafa village, the other a charity office in the Sur Baher district.
Israeli troops also carried out search and arrest operations overnight in the Dheisheh refugee camp, near Bethlehem, and in Arura, north of Ramallah, "detaining ?some 25 suspects and searching approximately 200 locations," the army said.
Troops were faced with "sporadic confrontations" in the form of "rocks, explosives and flammable devices" and responded to "the life-endangering threat with live fire," it added.
Since the start of the operation last week, troops have "scanned about 1150 locations in search for the abducted boys and for terror elements."
"Approximately 330 suspects were detained, out of which 240 terrorists associated with Hamas," the army said.
Overnight, the Israeli military also carried out a series of air strikes in the Gaza Strip in retaliation for rocket fire against southern Israel late Thursday.
The Israeli army said it targeted "three concealed rocket launchers in the northern Gaza Strip, a terror site in the central Gaza strip and a weapon storage facility in the southern Gaza Strip."
A spokesman for Gaza's health services, Ashraf al-Qudra, said the strikes targeted Islamic Jihad and Hamas military sites in Khan Yunis, Rafah and Gaza City.
Six people were wounded, four of them children.
The missing teenagers are Gilad Shaer, 16, from Talmon settlement near Ramallah, Naftali Frenkel, 16, from Nof Ayalon, and Eyal Ifrach, 19, from Elad, both in central Israel.

Israeli Troops Killed A 14-Year-Old Palestinian While Searching For The Three Kidnapped Teenagers

TWO weeks into the Israeli campaign against Hamas in Gaza, more than 1,000 Palestinians have been killed, at least 5,000 injured and 150,000 displaced.
The Israelis have lost at least <a href="http://www.timesofisrael.com/day-19-after-israel-rejects-his-ceasefire-deal-kerry-says-pm-okays-12-hour-time-out-idf-death-toll-35/">42</a> soldiers and three civilians. Ban Ki-moon, the UN secretary-general, who has been trying in vain to mediate, said that this round of war has been worse than the Israelis' previous biggest effort to knock out Hamas, in 2008-09, because Palestinian civilians this time have "no way out".
Gazan schools run by the UN's refugee agency, where at least 140,000 Palestinians have sought shelter, have been hit.
The Israelis say it is inevitable that civilians will be hurt, because Hamas uses them as human shields, by putting rocket-launchers and other military facilities in areas and buildings crammed with civilians.
The United States and the European Union have defended Israel's "right to self-defence" in the face of Hamas's rockets. But a growing chorus of <keyword id="6356001" type="COMPANY" weightage="60" keywordseo="international">international</keyword> human-rights organisations are accusing Israel of committing war crimes.
Since Israel intensified its assault by sending in troops on the ground on July 17th, its forces have pushed deep into the densely populated strip, where 1.8m people are stuck within a coastal enclave 41km (25 miles) long and 6-10km wide.
The Israelis say their troops, having cleared a buffer zone on the strip's eastern side, now control nearly half the territory. Many residential areas have been struck, particularly the Shujaiya suburb of Gaza City. In one Israeli attack, a family of 25 was wiped out. Bodies lay strewn across streets reduced to rubble. Several hospitals have been hit.
<div class="KonaFilter image-container display-table float_right"><div><div class="image">The Economist</div></div></div>Israelis, in rather different ways, also feel isolated. Hamas's rockets, whose range and sophistication have increased in recent years, have sent Israelis rushing to shelters. One missile on July 22nd landed within two kilometres of Tel Aviv's Ben Gurion airport, the gateway for 90% of Israelis who travel abroad.
An array of international airlines then suspended flights to Israel; some incoming aircraft turned around. Business and tourism have plummeted. Funerals of dead Israelis in the largest toll in war since Israel's campaign in Lebanon in 2006 have cast the country into mourning. The mood is of anger and trepidation rather than triumph.
Israeli generals say they can yet beat Hamas into submission. Indeed, the rate of rocket fire has begun to fall, as Gaza's fighters husband their remaining stockpile.
The Israelis say they have uncovered at least 23 tunnels into Israel, through which Hamas intended to send guerrillas on missions to capture Israelis and hold them as hostages in exchange for Palestinian prisoners; in this way 1,000-plus of them were swapped for Gilad Shalit, an Israeli soldier nabbed in 2006 and held by Hamas for five years.
The tunnels are being blown up, the stockpiles methodically destroyed. Israeli generals say they need time to finish the job.
Some Israelis, however, are sceptical. "To neutralise Hamas militarily, Israel would have to go into and under every house in Gaza," says Martin van Creveld, a leading Israeli military historian. "And even then, it wouldn't work." Since previous wars in Gaza, Hamas fighters have improved in both offensive and defensive terms.
On occasions they have seized the initiative, for instance by launching amphibious landings on the Israeli coast. They have popped up to attack from their warren of tunnels. This week they managed to capture another Israeli soldier, though it is unclear whether he has survived. "Better that he's dead," muttered a retired officer, fearful that Israel will eventually have to negotiate another one-sided prisoner exchange.
Some analysts say Hamas's capability has begun to approach that of Hizbullah, the Shia militia in Lebanon, which killed more than 130 Israeli soldiers and 30 civilians in a month-long war there in 2006. "Chutzpah used to be Israel's military trademark," says a Palestinian musician, admiring his compatriots' latest military performance. "Now it's Hamas's."
Even if Hamas could be smashed, says Mr Van Creveld, the Islamist movement might splinter into a web of factions, some claiming allegiance to the region's jihadist groups, each competing to be more extreme than the other. In the Palestinian diaspora, including refugee camps in the region, jihadist sentiment is growing, making Hamas look mild in comparison. Israel could end up being no safer than before.
Some prominent Israelis from the military and intelligence world think Israel should offer an olive branch as well as its iron fist. Yuval Diskin, a former head of the Shabak, Israel's internal security service, has written that a military takeover of Gaza would "not generate real winners"; a diplomatic push should accompany the military one.
The warring parties should agree to a long-term ceasefire in exchange for "fully lifting the economic, land and naval blockade" of Gaza, including the opening of its borders, airport and seaport, to be overseen by international monitors.
The Economic Co-operation Foundation, an Israeli think-tank, has penned a similar plan. It calls for Gaza to be rebuilt under a government headed by Mahmoud Abbas, head of the Palestinians' moderate mainstream authority, who is based in the West Bank, the larger bit of a would-be Palestinian state. This should be followed by a resumption of serious Israeli-Palestinian peace talks.
There are signs that some senior Israeli ministers, mindful of such advice, may be changing their minds. Moshe Yaalon, the defence minister, has spoken in favour of Mr Abbas returning to stabilise Gaza at the head of the reconciliation government, similar to the one denounced by the prime minister, Binyamin Netanyahu, when it was formed with Hamas's endorsement after the failure of Israeli-Palestinian talks in April.
Some Israeli officials now say they never really opposed the Palestinian unity government. That is a sign, says a former senior Israeli official, that Israeli ministers may be considering a volte face, dropping their previous policy of sowing division between the Palestinian leaderships of Gaza and the West Bank.
Some Hamas cadres are also, unusually, speaking in favour of Mr Abbas resuming authority in Gaza. Many were buoyed by his decision, after he vacillated during the first days of the latest war, to endorse Hamas's insistence that the blockade of Gaza should be lifted and that prisoners should be released as part of a ceasefire accord.
He also seemed to abandon shuttle diplomacy in the region, whose Arab leaders have mostly been notably loth to speak up for Hamas. "Finally he realised that angry Saudis are less important than angry Palestinians," says a Hamas official in Gaza, surmising that Mr Abbas now has a better chance of rallying a solid majority of Palestinians in both territories behind him.
But even if Israel's leaders begin to see the merit of negotiating with the Palestinians, it is hard to see how they could persuade Israeli voters that the latest war was worth the lifting of the siege of Gaza and the freeing of Hamas prisoners.
Besides, Egypt's new regime and Hamas are virulently at odds. Qatar and Turkey, whose governments are close to Hamas, are distrusted by Israel. The European Union (EU) still refuses to talk to Hamas. It is an uphill struggle to find effective mediators.
Egypt has to be involved if Gaza's border at Rafah is to be opened. An international monitoring mechanism would have to be set up, perhaps overseen by an American-led "contact group" including Egypt and the EU.
Whatever the outcome of the present war, it seems certain that America, despite its recent failure to make peace, will be dragged back into the diplomatic fray. Its secretary of state, John Kerry, is shuttling around the region--but so far in vain.
