Patna, Former Bihar CM <keyword id="20102182" type="General" weightage="20" keywordseo="rabri-devi" source="keywords">Rabri Devi</keyword> on Monday filed nomination papers for election to the state legislative council, besides three other candidates of her RJD and one of alliance partner CPI(ML) Liberation. Three candidates of the BJP, including former minister and state unit chief Mangal Pandey, also filed their nomination papers. Rabri Devi reached the Vidhan Sabha secretariat along with her husband Lalu Prasad, the RJD president, and sons <keyword id="19916246" type="General" weightage="20" keywordseo="tejashwi-yadav" source="keywords">Tejashwi Yadav</keyword> and <keyword id="20196796" type="General" weightage="20" keywordseo="tej-pratap-yadav" source="keywords">Tej Pratap Yadav</keyword>. The other RJD candidates who filed nomination papers were Abdul Bari Siddiqui, Syed Faisal Ali and Urmila Thakur. CPI(ML) Liberation's Shashi Yadav also filed nomination papers. Tejashwi Yadav, a former Deputy CM and the leader of multi-party <keyword id="19941767" type="General" weightage="20" keywordseo="mahagathbandhan" source="keywords">Mahagathbandhan</keyword>, told reporters, "It is a matter of delight that our coalition has fielded three women." While Yadav's mother is seeking re-election to the upper house for a third consecutive term, Siddiqui, a veteran leader, has had a three-year-long stint in the council in the 1990s, besides having been elected to the assembly several times. The other Mahagathbandhan candidates will be making their debut in the Vidhan Parishad. Yadav, however, declined to take questions on former Lok Janshakti Party president Chirag Paswan, who is in the NDA but has dropped hints that he could switch sides if he got a better deal. CPI(ML) Liberation legislative party leader Mehboob Alam told reporters, "Let Chirag make clear his stand. His late father Ram Vilas Paswan had been our ally. If he, too, decides to junk the BJP, we shall welcome him." Congress legislative party leader Shakil Ahmed Khan, who was also present on the occasion, was asked about some leaders of his party expressing dissatisfaction that "despite having 17 MLAs", it was not fielding a candidate for legislative council polls. Notably, elections are being held for 11 seats, the terms of which are to end in May. Of these, one seat was held by senior Congress leader Prem Chandra Mishra. However, Khan said, "Our party is democratic and all people are allowed to express their opinions. But this is not an issue. We got our candidate elected to the Rajya Sabha recently. We are now helping our alliance partner (CPI-ML)." After the Mahagathbandhan candidates, it was the turn of Mangal Pandey, besides BJP debutantes Anamika Singh Patel and Lal Mohan Gupta to file their nomination papers. They filed their nomination papers in the presence of Samrat Choudhary, Deputy Chief Minister and state BJP president, besides Jitan Ram Manjhi, ex-CM, whose HAM is an NDA partner and whose son Santosh Suman is also seeking re-election to the legislative council. Suman, who is a minister in the <keyword id="19907431" type="General" weightage="20" keywordseo="nitish-kumar" source="keywords">Nitish Kumar</keyword> cabinet, filed his nomination papers last week, along with Chief Minister Nitish Kumar and JD(U) MLC Khalid Anwar. The last date for withdrawal of nomination papers is March 14 and voting, if required, will take place on March 21.

Rabri Devi among 8 candidates to file nomination for legislative council polls on last day

Patna, All eyes were trained on <keyword id="19903647" type="General" weightage="20" keywordseo="bihar" source="keywords">Bihar</keyword> Chief Minister Nitish Kumar on Saturday, with the JD(U) president appearing to be inching towards his second political volte face in less than three years. For Kumar, who has maintained a deafening silence over the turmoil in the 'Mahagathbandhan', ignoring pleas from allies RJD, Congress and the Left to clear the confusion, it was business as usual. The longest-serving CM began the day by flagging off a number of new fire brigade engines at the city's veterinary college ground, which saw him address a mammoth party rally earlier this week. He followed it up with a visit to Buxar, for inauguration of a beautification project of a renowned temple, a project of the tourism department that is held by his deputy <keyword id="19916246" type="General" weightage="20" keywordseo="tejashwi-yadav" source="keywords">Tejashwi Yadav</keyword>, who remained conspicuous by his absence. The attendees included senior BJP leader and Union minister Ashwini Kumar Choubey, who is the local MP. Choubey declined to comment on the ongoing upheaval. BJP state in-charge Vinod Tawde, who is in Patna to attend a meeting, also kept cards close to the chest, but blamed the Congress for the imminent "break up" of Nitish Kumar with the opposition INDIA bloc, of which he was seen as the veritable architect. Meanwhile, <keyword id="19987210" type="General" weightage="20" keywordseo="janata-dal" source="keywords">Janata Dal</keyword> (United)'s political adviser and spokesperson K C Tyagi told reporters in Delhi that the grand alliance government in Bihar is on the verge of collapse, and accused a section of the Congress leadership of repeatedly "insulting" Kumar. "The INDIA bloc is on the verge of collapse. The alliance of INDIA bloc parties is almost over in Punjab, West Bengal and Bihar," he said. Upon Kumar's return to Patna, top leaders of the JD(U) began pouring in at the official residence of the party president, who is expected to put in his papers as chief minister and stake claim for the formation of a new government, armed with the BJP's support. Leaders of the RJD also gathered at the residence of national vice-president and former chief minister <keyword id="20102182" type="General" weightage="20" keywordseo="rabri-devi" source="keywords">Rabri Devi</keyword>, who shares her government bungalow with Tejashwi Yadav, her son, and husband <keyword id="19900762" type="General" weightage="20" keywordseo="lalu-prasad" source="keywords">Lalu Prasad</keyword>, who is the party president. All party leaders were made to deposit their mobile phones outside the gates of 10, Circular Road, the house situated at a stone's throw from the chief minister's residence. Sources claiming to be in the know of things said the deliberations were about the course of action to be followed in the event of Kumar calling off the alliance. While some RJD leaders are said to be in favour of staking claim to form the new government, hoping to cobble-up support of eight MLAs the 'Mahagathbandhan' requires to go past the majority mark, others, including Tejashwi Yadav, appear to be not impressed with the idea since the JD(U) and the BJP together have more than 122 members in the 243-strong assembly.

All eyes on Nitish as political storm brews in Bihar

In the first of the six cases levied against him, Lalu was sentenced to five years in jail.</li></ul> <keyword id="18656" type="PERSON" weightage="100" keywordseo="Lalu-Prasad-Yadav">Lalu Prasad Yadav</keyword> the (erstwhile) indomitable leader of the <keyword id="123786" type="ORGANIZATION" weightage="20" keywordseo="Rashtriya-Janata-Dal">Rashtriya Janata Dal</keyword> (RJD) seems to have bitten off more than he can chew with the all-too-famous Fodder Scam. Just last month he was sentenced for the fourth time to <a href="https://timesofindia.indiatimes.com/india/fodder-scam-case-lalu-prasad-sentenced-to-14-yrs-in-prison/articleshow/63440143.cms">14 years in jail and fined </a>₹60,00,000. He has already been serving time in the Birsa Munda Jail in Ranchi since 23 December 2017. The scam that spiralled into a multi-million scandal began with the small-scale falsification of transactions related to syphoning of government funds in the name of buying livestock and supplying fodder. Basically, in the name of non-existent livestock, thousands and thousands of rupees worth of fake bills were made out to be paid to suppliers for fodder, medicines and animal husbandry equipment. What is to be noted that this practice was not exclusively created by Lalu Prasad and his party, but had been at the very core of the functioning of the Animal Husbandry Department (AHD) of Bihar since <a href="https://www.firstpost.com/politics/fodder-scam-all-you-need-to-know-about-the-21-year-old-case-against-lalu-prasad-yadav-3432192.html">20 years past</a>. The scam involved politicians and bureaucrats belonging to previous administrations for decades with Lalu Prasad perpetuating the practice. In 1985, comptroller and auditor general of India, TN Chaturvedi, found something amiss when he noticed that the Bihar treasury inevitably submitted their monthly accounts later than the due date. In January 1996, deputy commissioner of Chaibasa, Amit Khare, launched a raid at the Animal Husbandry Department where they discovered the documents confirming illegal withdrawals and uncovered a nexus between officials and suppliers. In March 1996, the Patna High court gets the CBI to look into the fodder scam and subsequently, the CBI registered an FIR in the Chaibasa (now in Jharkhand) Treasury case. In June-July 1997, a CBI enquiry in the case was launched based on a PIL filed by BJP state unit chief <keyword id="6364740" type="PERSON" weightage="20" keywordseo="sushil-kumar-modi">Sushil Kumar Modi</keyword> in the Patna High Court. Lalu Prasad Yadav and former Bihar Chief Minister Jagannath Mishra were both named in this charge sheet along with 55 other co-accused. This led to Lalu’s relinquishing the Chief Minister seat in July to his wife - a political masterstroke. Lalu then surrendered before CBI court and was subsequently sent to judicial custody. After four months he was released on bail. In April 2001, Lalu Prasad’s wife, <a href="https://www.livemint.com/Politics/IfdjSRYTn0nD6yzYQ4spRO/Fodder-scam-case-A-timeline-of-events.html">Rabri Devi joined the list of accused</a> in the scam but was granted bail. In October 2001, after the bifurcation of Bihar, <a href="http://www.newindianexpress.com/nation/2017/dec/23/a-timeline-of-the-fodder-scam-that-changed-bihar-politics-forever-1735327.html">53 of the total 63 fodder scam cases</a> were moved to the newly created state of Jharkhand by the <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword>. In December 2006, a Patna lower court acquits both Lalu and his wife in a disproportionate assets case filed by CBI. In March 2012, the CBI court frames charges against Lalu Prasad and his predecessor Jagannath Mishra, amongst others. In September 2013, Lalu Prasad, Jagannath Mishra and 45 others convicted in the Chaibasa Treasury case involving the withdrawal of ₹377 million from the Chaibasa treasury. In the first of the six cases levied against him, Lalu is sentenced to five years in jail but gets out in three months on bail. He is disqualified as Lok Sabha member and debarred from contesting elections. In November 2014, the <keyword id="6382425" type="ORGANIZATION" weightage="20" keywordseo="jharkhand-high-court">Jharkhand High Court</keyword> drops four pending criminal conspiracy cases against Lalu on grounds of a convicted person cannot be repeatedly be tried for similar cases based on same witnesses and evidence. In May 2017, the Supreme Court quashes the Jharkhand High Court’s decision and reinstates the charges. Lalu to be tried on each of the five remaining cases against him. In December 2017, CBI court convicts Lalu Prasad Yadav in the second — illegal withdrawal of money from the Deogarh treasury — fodder scam case but acquits Jagannath Mishra. In January 2018, Lalu Prasad sentenced to <a href="https://www.thehindubusinessline.com/news/national/fodder-scam-case-lalu-prasad-sentenced-to-threeandahalf-years-in-jail/article10018142.ece">three and a half years in jail</a> and a 10 lakh rupee fine by the special CBI court. Later that month, in the <a href="http://www.thehindu.com/news/national/other-states/lalu-prasad-jagannath-mishra-convicted-in-third-fodder-scam-case/article22506233.ece">third case</a> pertaining to the fraudulent withdrawal of ₹336.7 million from Chaibasa district treasury, both Lalu Prasad and Jagannath Mishra were awarded an additional five years jail and ₹1 million fine. In March 2018, Lalu Prasad was sentenced in the fourth fodder scam case to 14 years in jail and fined ₹6 million. This is by far the severest sentence doled out to the 69-year-old RJD chief so far.

"Why RSS men themselves carry lathis when they and BJP leaders don't hesitate to term RJD as 'lathi mein tel pilawan party'?" she ranted out while addressing the 9th triennial open session of RJD's national council in Patna. 
 
She also said that it’s a daily practice for RSS men to carry lathis in their daily training camps, however, when the RJD workers were asked to come to a rally with lathis, both RSS and BJP men made fun of the party. 
 
"What type of organization the RSS is in which even senior old people come wearing knickers. Do they not feel shame in coming in public wearing half pants?", asked Rabri in her usual, rural dialect as she managed to bring out some laughter from the audience. 
 
She also referred to the recent controversy that sparked when RJD chief Lalu Prasad issued some instructions to a civil surgeon in Darbhanga. She said that it was his right to inquire about people's problems. "Except BJP and its allies, no other people in Bihar has any problem, if Lalu ji calls an officer. Only BJP wallah have some problems. But how long we should care for BJP's such unfounded reactions?" she asked the people present there.

If RSS can carry lathis, why can’t RJD, asks Rabri Devi

<img class="gwt-Image" src="/photo/38995960.cms" /> In the run up to the Lok Sabha elections earlier this year, there was a huge controversy when <keyword id="1275069" type="PERSON" weightage="100" keywordseo="Sanjay-Baru">Sanjay Baru</keyword>, the then Prime Minister Manmohan Singh’s media advisor, released a book <keyword id="2193106" type="POSITION" weightage="100" keywordseo="The-Accidental-Prime-Minister">The Accidental Prime Minister</keyword>: The Making and Unmaking of Manmohan Singh. In this book, he alleged that the PM did not exercise full control over the government and was remote-controlled by the UPA chairperson Sonia Gandhi. 
 However, this was not a one-off case in Indian politics. There have many instances of ‘<keyword id="2443943" type="UNKNOWN" weightage="100" keywordseo="Accidental-Chief-Ministers">accidental chief ministers</keyword>’ taking office in various states. The latest example is Bihar’s new <keyword id="5269" type="POSITION" weightage="100" keywordseo="Chief-Minister">Chief Minister</keyword> <keyword id="6385519" type="PERSON" weightage="100" keywordseo="Jitan-Ram-Manjhi">Jitan Ram Manjhi</keyword>. Following the dismal performance of his party, the Janata Dal (United), in the 2014 Lok Sabha elections, <keyword id="6358190" type="PERSON" weightage="80" keywordseo="Nitish-Kumar">Nitish Kumar</keyword> played the tried and tested caste card and anointed Manjhi – who belongs to the Musahar caste (the most backward caste among the Dalits) – as the state’s chief minister. Manjhi is not known for his administrative skills and is widely regarded as Nitish’s ‘puppet.’ BJP’s <keyword id="6364740" type="PERSON" weightage="80" keywordseo="Sushil-Kumar-Modi">Sushil Kumar Modi</keyword>, Bihar’s former deputy chief minister, even dubbed Manjhi as "<keyword id="2443948" type="UNKNOWN" weightage="100" keywordseo="dummy-chief-minister">dummy chief minister</keyword>."

In Bihar itself, on July 25, 1997, the then Chief Minister Lalu Yadav was forced to quit after an arrest warrant was issued against him in connection with the <keyword id="6362256" type="UNKNOWN" weightage="100" keywordseo="Fodder-scam">fodder scam</keyword> case. In order to retain hold on power, he brazenly installed his wife <keyword id="6362315" type="PERSON" weightage="100" keywordseo="Rabri-Devi">Rabri Devi</keyword>, who was not only a political novice but was also illiterate, as chief minister of Bihar. 
 

	Rabri Devi earned the dubious distinction of being the <keyword id="2443949" type="UNKNOWN" weightage="100" keywordseo="first-illiterate-chief-minister">first illiterate chief minister</keyword> of a state. Interestingly, in the press conference following her swearing-in ceremony, Lalu asked reporters not to pose tricky questions to her as she was new to politics and a “seedhi-saadi aurat.”

	 In the neighbouring state of Jharkhand, Madhu Koda, an independent MLA, was propped up as chief minister by Lalu Yadav’s Rashtriya Janata Dal, <keyword id="6362712" type="ORGANIZATION" weightage="80" keywordseo="Jharkhand-Mukti-Morcha">Jharkhand Mukti Morcha</keyword> and the Congress. It was Lalu’s masterstroke to keep the BJP away from power. It was also for the first time that an independent MLA was made the chief minister of a state.<o:p></o:p>
He is known only for the large-scale corruption that marked his rule. Koda allegedly took huge bribes for illegally allotting iron ore and coal mining contracts as the chief minister of the state. According to estimates, Koda and his associates accumulated Rs 4,000 crore in the mining scam. He was also arrested and he is currently out on bail. 
 In Maharashtra, <keyword id="6356262" type="PERSON" weightage="100" keywordseo="Prithviraj-Chavan">Prithviraj Chavan</keyword> was appointed the chief minister after Ashok Chavan had to step down from the chief minister's post after the allegations of his involvement in the Adarsh Housing Society scam. Prithviraj Chavan, who is not a significant political figure, has still not been able to have a firm grip either on the party or the government. He had no experience of the state politics of Maharashtra and was directly paratrooped as the state’s chief minister. Although he has been in politics for almost three decades, he was never a member of the state legislature. 
 <keyword id="172066" type="PERSON" weightage="100" keywordseo="Sadanand-Gowda">Sadanand Gowda</keyword>, who is the current railway minister, was the self-proclaimed ‘accidental chief minister' as he had himself once admitted that he was an accidental CM. He said he had never thought he would become chief minister one day. Gowda said his “politics of love” was the reason behind his accomplishment.

Patna, Feb 2 () Tejashwi Yadav, the Leader of Opposition in Bihar, Thursday sought to dispel the perception among a section of the people that the state's budget size increased eight times only under the NDA government and claimed that it had increased as many times during the 15-year regime of RJD, his party. Participating in a debate in the assembly on the 2021-22 Bihar budget in the assembly, Yadav said its size was Rs 3000 crore in 1990 which increased to Rs 24,000 crore, a growth of eight times, in 2005 when RJD was in power. Similarly the budget size increased from Rs 24000 crore in 2005-06 to Rs 2.11 lakh crore in 2019-20, again a eight fold growth under NDA rule in the the state, he said. RJD supremo Lalu Prasad, Yadav's father, was the state chief minister in 1990. Rabri Devi, his mother later donned the mantle till Nitish Kumar assumed power in the state in November 2005. "Thus, it is established from the data that the state's budget size increased by eight fold during 15 year regimes of both RJD and NDA," he said. The growth was also the same for the union budget during the 2005-20 period, he said. It increased from Rs 4.53 lakh crore in 2005-06 to Rs 35 lakh crore in 2021-22. This fact nullifies the propaganda and perception that have been created that the RJD regime under Lalu Prasad and Rabri Devi was 'Jungle Raj' and had nothing to do with development of the state, Yadav said. Claiming that the NDA government in thes state has been indulging in "jugglery of figures", the RJD leader said that Bihar had in fact witnessed decline of two per cent in revenue collection during 2005-06 to 2021-22. The state government could barely spend Rs 70,000 crore out of the Rs 2.11 lakh crore of the sanctioned budget expenditure for 2020-21, he said and wondered whether the Nitish Kumar government will be able to spend Rs 1.43 lakh crore in the remaining one month of the current fiscal. "This will lead to March loot," he alleged. Citing Transparency India International (TII) data, Yadav said Bihar ranks second in the list of most corrupt states of the country. As per the TII 75 per cent of work is done only after paying bribes to government departments. On the human development index front, the state ranked 32 during the Rabri Devi regime, but now is in the 36th position, Yadav, a former deputy chief minister said. Hitting out at the NDA government of Nitish Kumar, he said it per the 2021-2022 budget that it will provide 20 lakh employment opportunities but it has not explained how it will be done. THe NDA had also promised this during its election campaign for the 2020 state poll. "Chief Minister (Kumar) says that he will never compromise on three Cs (crime, corruption and communalism). But he has reduced his party (JD-U) to a C grade party by compromising on his three Cs," he said. Continuing his criticism, the RJD leader said the state's finance minister Tarkishore Prasad's budget speech was "nothing but a bunch of lies" and there is no governance in Bihar. AR KK KK KK

Bihar saw 8-fold growth in budget size during both RJD and NDA regimes : Tejashwi

RJD leader Tejashwi Yadav wins Raghopur by over 38,000 votes in Bihar Election 2020

Counting of votes got under way Tuesday morning for the three-phase Bihar assembly elections that may herald a new era in state politics, with <keyword id="43771" type="PERSON" weightage="20" keywordseo="Exit-polls">exit polls</keyword> predicting a victory for the RJD-led Grand Alliance. The exercise will decide the electoral fate of over 3,700 candidates who are in the race to win the 243 seats of <keyword id="9334401" type="COMPANY" weightage="20" keywordseo="the-state-assembly">the state assembly</keyword>. Counting started at 8 am at 55 centres spread across 38 districts amid tight security and precautions to avoid the spread of COVID-19 pandemic during the process. Over 57 per cent of about 7.30 crore electors have exercised their franchise in what is the first major election in the country since the onset of the pandemic. Votes are also being simultaneously counted for the Valmiki Nagar Lok Sabha by-poll, which was necessitated by the death of JD(U) MP Baidyanath Mahto. Bihar Election Results 2020: Counting of votes begins for 243-member assembly; results may be delayed due to additional poll stations

Patna, Jun 9 () The ruling NDA in Bihar on Tuesday hit the roof over barbs hurled by the RJD at Chief Minister Nitish Kumar for functioning from his official residence, without stepping out, for close to three months amid the coronavirus pandemic. The tone was set by his arch rival Lalu Prasad, the RJD's jailed founding president, who tweeted on Monday, "This Chief Minister has run away, leaving his people in the lurch in the midst of the corona pandemic. In the coming elections, take this 'deserter' to task." Prasad is lodged in a Ranchi hospital due to multiple Ailments. Opposition leader Rabri Devi, MLA Shiv Chandra Ram, former MP Bulo Mandal and veteran leader Tanweer Hassan took to social media to criticise the chief minister. Tejashwi Yadav, who had served as Nitish Kumar's deputy for the nearly two-year-long period during which the JD(U) and the RJD had shared power, sought to remind his former boss that he was "the only CM to have not stepped out of his house for 84 days" which was essential "to take stock of the ground situation and instill confidence among the people". "If you are scared of something, I am willing to accompany you. But, at least now, please step out," the 30- year-old RJD leader said. "The people of the country are saying that the Bihar CM is a man stricken by fear. You abuse the state machinery by spending hours every day, video conferencing with your party colleagues, but you showed no concern about the common people," he added. "It is known to all what miseries were inflicted upon those who were lodged at quarantine centres set up by your government. Please, wake up now," he added. Bihar readies for D-day as polls forecast JDU-BJP win

Patna, Feb 25 () RJD leader Tejashwi Yadav on Thursday rubbished the budget presented by the Nitish Kumar government in Bihar as a bundle of lies and charged it with having left the state with no governance. The Leader of the Opposition made the points during the debate on the budget in the assembly, where he spoke for more than an hour and reeled out statistics to buttress his claim that economic growth under the much-maligned tenure of his parents, Lalu Prasad and Rabri Devi, was no less impressive. He also belittled the governments claim that the states economy has grown eight times since the NDA came to power and pointed out that economic progress between 1989- 2005, the period which saw Bihar being ruled by his father and then his mother was also eight-fold. In this backdrop I wonder what is so spectacular about economy having grown from Rs 30,000 crore to more than Rs two lakh crore under Nitish Kumars rule which loves to blow its own trumpet, he alleged. Peeved at NDAs repeated allegations of RJDs reign having been a jungle rule, Yadav compared the regimes narrative to a parable wherein thieves ran away with a buffalo and one of them ran to the opposite side with the bell tied around the animals neck clanging to mislead the people. Alleging that the government was plagued by inefficiency and corruption, Yadav claimed that in the current fiscal the government is yet to utilize a major portion of the budgetary allocation. In the bureaucratic lexicon here, there is a popular phrase March loot. Go and find out about it, remarked the former deputy chief minister suggesting that the final month of a financial year was witness to misappropriation of funds on a massive scale. The 31-year-old spiced up his speech with a number of verses. Yadav pointed to a slogan printed on a wall of the precincts of the Assembly which said the leader of the opposition was deemed to be a part of the government and insisted that he sought to make no brownie points but wanted the government to be realistic and abjure rhetoric and propaganda. Yadav, whose party has the highest number of MLAs in the assembly, also made many tongue in cheek remarks aimed at the checkered relationship that Chief Minister Nitish Kumars JD(U) and BJP share. Still sore over Kumar having walked out on the RJD in 2017, vowing no compromise on the three Cs of corruption, communalism and crime, Yadav said the chief ministers comments have no credibility among the people. "His (Kumar's) deeds have reduced his party to C-grade for which they are smelling a conspiracy, he said. The RJD leaders comment was an obvious reference to the poor show by JD(U) in assembly elections, for which the rebellion by Chirag Paswan's LJP is blamed. Many in the chief ministers party believe that LJP had BJP's tacit approval. He also sought to tease the BJP, which has emerged numerically stonger to the JD(U) in the state election, remarking You have the upper hand in terms of the number of members in the state cabinet. But do take note, the chief minister has kept most meaty portfolios with his own party. Turning towards a BJP minister, he said A piece of advice from me dont ever dare to put your signature against a file noting. You never know when there will be a regime change and probe agencies will come hounding you out. He also cited a Transparency International report to claim that assertions of clean administration notwithstanding, Bihar was ranked second in the list of states with most widespread corruption. He also alleged that the state government had been the least forthcoming in replying to RTI queries. Referring to a speech by Kumar inside the House a couple of days ago in which he had paid rich tributes to former Prime Minister Atal Bihari Vajpayee, Yadav said Political differences aside, my father and I have always had great respect for the deceased leader. But his NDA government had more than a dozen ministers from undivided Bihar. They failed to secure for the state its rightful due. Something my father did under Manmohan Singh. Yadav also claimed that while RJD was in power tax revenue was 20 per cent of the states gross domestic product. Now it is 18 per cent. Bihar has no governance, state budget a bundle of lies : Tejashwi in assembly

Patna, Feb 1 () Terming the Union Budget "directionless", the opposition RJD-led mahagathbandhan in Bihar alleged on Saturday that it did not have any words on special package for the state or for the common man. 
Leader of Opposition in the Bihar Legislative Assembly and RJD leader Tejashwi Yadav termed the Centre's budget "directionless" and alleged that it did not mention a word on providing employment opportunities to youths and thus will bring recession.
"The #Budget2020 proves that government is clueless on revenue and employment generation, wealth creation &amp; it's distribution!," Yadav asserted.
"In this budget there are no words on special package, no new initiatives or projects for Bihar. We anticipated a lot for our state since there is a double engine government at helms. This #Budget2020 is a reflection of discriminatory intent of the Modi government towards Bihar," Yadav said in a release.
The Union Budget, presented in Lok Sabha by Finance Minister Nirmala Sitharaman, will reduce spending power of the common man and will increase disparity, he said, adding that subsidies are getting reduced. 
Farmers and the common man are equally unhappy with the budget, the RJD's heir apparent alleged.
"The central government is selling other public sector undertakings on the lines of BSNL, Air India to its favourite capitalists at throwaway prices just to make money for election expenditure," Yadav alleged.
Former Bihar chief minister Rabri Devi also termed the Union Budget "directionless", anti-poor and anti-youth and alleged that it will not be beneficial for anyone except the capitalists.
Former Bihar chief minister and Hindustani Awam Morcha (Secular) president Jitan Ram Manjhi described the Union Budget 2020-21 as a "routine" but "disappointing, visionless and directionless" and said it has not talked about anything concrete to deal with the problems of unemployment, price rise and poverty.
"There is nothing in the budget for poor people...It has not said anything for providing common education for all...It has neither talked anything concrete to deal with the problems of unemployment, price rise nor took any measure to eradicate poverty," Manjhi said.
Former union minister Upendra Kushwaha also criticised the Union Budget 2020-21, saying it is meant for rich people, middlemen and corporate houses.
"#Budget2020 is meant for rich people, middlemen and corporate houses. Problems of unemployment, poverty and hunger will aggravate further with the sale of government undertakings and privatisation. The issues of providing quality education, healthcare facilities at ground level and improving the farmers' lot have not found mention in the budget," he tweeted.
The budget has disappointed the people of Bihar as it does not contain anything for the state which its people were expecting from the NDA's double engine government, Kushwaha alleged. 
The BJP, which is the alliance partner of the JD(U) along with the LJP in Bihar's NDA, defended the budget saying the opposition parties are unnecessarily making hue and cry over it and they should take tuition from Deputy Chief Minister Sushil Kumar Modi to understand it.
"They (opposition parties) need to understand the whole budget on a positive note rather than propagating a cynical approach," Bihar BJP spokesperson Nikhil Anand said.
 "I would request opposition leaders in Bihar to find out time and take tuition from Deputy CM Sushil Modi ji, who is holding the charge of finance minister, to understand the economics of the state which has registered 13.2 GDP to remove the Bimaru tag," he added. AR KJ

Union Budget contains nothing for Bihar, common man: Tejashwi

 Defense over health Over the years, the government has been spending five times more on defense than on healthcare in the country. India’s health allocation is ₹63,538 crore in 2019-20 against an investment of ₹282,733 crore in defense. The trend in budget allocation for both departments have been much similar in the budgets announced for the past two years, the wire <a href="https://thewire.in/health/indias-defence-budget-is-nearly-five-times-the-health-budget">reported. </a> Health emergency in India The current government promised to address roadblocks in the healthcare sector including a shortage in infrastructure, access to medical facilities and inexpensive treatments. However, the current status of healthcare in India portrays a completely different picture. Recently India’s poorest state, Bihar faced a medical crisis when <a href="https://www.bbc.com/news/world-asia-india-48741451">more than 150</a> children — mostly under the age of 10 and malnourished — died of an outbreak of Acute Encephalitis Syndrome (AES) in Muzaffarpur district. "Children are dying because of a lack of medicines and treatment,"Rabri Devi, Bihar’s opposition figure. According to Rural Health Statistics Bulletin 2017-18, the country is short of 32,900 sub-centres (catering to a population of 5,000), 6,430 primary health centres (PHCs, catering to 30,000 people) and 2,188 community health centres that are supposed to address the health needs of 80,000-120,000 people in rural areas, as on March 31, 2018. Infact, only 7% of the sub-centres, 12% of primary health centres and 13% of the CHCs are functioning, <a href="http://nhm.gov.in/nhm/nrhm/guidelines/indian-public-health-standards.html">Indian Public Health Standards</a> (IPHS). The situation is much worse in tribal areas as it is short of 5,935 sub-centres, 1,187 PHCs and 275 CHCs, said the RHS 2017-18. The population-doctor ratio in government hospitals is 25 times lower in India than the ratio recommended by the World Health Organisation. ₹3 : Daily expenses on healthcare India spends less than two per cent of its GDP on healthcare, making it one of the lowest investors in the sector globally. The World Health Organisation places India’s healthcare spends behind Iraq and Venezuela. The country suffers from a lack of infrastructure and is short of doctors, particularly in rural areas. India spent 1.02% of its gross domestic product (GDP) in 2015. This spending has remained the same for almost six years. India’s spending on healthcare is even below some of the low-income countries which spend 1.4% of their GDP on health,<a href="http://pib.nic.in/newsite/PrintRelease.aspx?relid=180053"> pointed out </a>National Health Profile. The negligence in public health spending forces even poorer patients to seek private healthcare. The country is the sixth biggest out-of-pocket (OOP) health spenders in 2014 amongst low middle-income group, <a href="https://archive.indiaspend.com/cover-story/indians-sixth-biggest-private-spenders-on-health-among-low-middle-income-nations-78476">reported </a>India Spend. The current pace of slow increase in the healthcare budget will make it difficult for India to achieve targets like reducing the maternal mortality rate to 100 in 2018-20 and infant mortality to 28 deaths per 1000 live births by 2019.

Health Budget 2019: India might increase spending on healthcare but that may not be enough

 In contrast to 22 seats in 2010, Prasad’s RJD in <keyword id="2857351" type="UNKNOWN" weightage="20" keywordseo="Bihar-Elections-2015">Bihar elections 2015</keyword> won 80 seats. 
 Despite having the upper hand, Prasad has let Kumar be the <keyword id="587316" type="POSITION" weightage="20" keywordseo="Chief-Minister-of-Bihar">chief minister of Bihar</keyword>, backing JDU like never before. 
 
Not only this, the RJD boss helped the Grand Alliance consolidate the OBC vote-bank in its favour by attacking RSS chief Mohan Bhagwat for his suggestion for reviewing the reservation policy. 
 
The BJP’s poll plank of Prasad’s ‘jungle raj’ backfired too and the RJD chief galvanised its votes to JD (U) candidates too. 
 
The BJP, which began its poll pitch on development and economic growth, was under pressure and deviated to caste politics. It tried to stop RJP’s juggernaut by giving tickets to 22 Yadav candidates but it failed as well. 
 
Now it is to see in which direction the Grand Alliance will steer Bihar to. Will the kingmaker return with his scams as well? How will be the favour returned to his family including his wife Rabri Devi, sons Tejashwi and Tej Pratap and his daughter Misa Bharti, who campaigned for the elections? Time will tell.

Bihar elections: Lalu Prasad Yadav returns to political centre stage after 10 years and how!

All the BJP-ruled states - Gujarat, Madhya Pradesh, Rajasthan and Chhattisgarh - were headed to go the BJP way.
