<ul><li>As many as 700 above primary schools in Delhi — that are running without recognition — will close down. </li><li>There are roughly 3,000 unrecognised schools in the city, accommodating over a million students every year, according to Delhi State Public Schools Management Association. </li><li>It is also planning to identify those recognised institutions that are functioning beyond their level of recognition, to keep the illegal practices in check.</li></ul>As many as 700 above-primary schools in Delhi — that are running without recognition — will close down. The Directorate of Education (DoE) said that these unrecognised schools violated Section 18 of the Rights to Education Act. It states that no school — other than those under the local government authority — shall function without acquiring the certificate of recognition. The unrecognised primary schools will be identified by the municipal corporation. “District DDEs should issue notices of closure to all unrecognised schools running middle class and above. The private school branch will share with DDEs a list of more than 700 unrecognised schools running in different localities of Delhi,” a DoE official<a href="https://timesofindia.indiatimes.com/city/delhi/700-unrecognised-schools-to-be-shut/articleshow/71605750.cms"> told </a>TOI. However, there are roughly 3,000 unrecognised schools in the city, accommodating over a million students every year, according to <a href="https://www.financialexpress.com/opinion/delhi-shutting-down-unrecognised-schools-is-a-bad-move/1737898/">Delhi State Public Schools Management Association</a>. This is despite the government warning to seek recognition or halt admission from the next academic session (2018-19). In fact, the government is also cracking down on the illegal practices in government recognised schools. “Such schools should be issued a show-cause notice for withdrawal of recognition and dealt with sternly,” it said. The crisis The Delhi Economic Survey 2018-19 shows that the government schools in the city still lag in terms of learning outcomes. It highlighted that the student-teacher ratio across <keyword id="6502878" type="UNKNOWN" weightage="20" keywordseo="delhi-schools">Delhi schools</keyword> stood at 80 — which is against RTE guidelines. In addition to this, the Delhi School Education norms state that the recognition to schools will be according to the geographic location — keeping a check with other schools in the locality to as to maintain the enrollment ratio. A million Delhi students to suffer as government cracks down on illegal practices

The Central Board of Secondary Education (<keyword id="6356155" type="General" weightage="80" keywordseo="cbse" source="Orion">CBSE</keyword>) has opposed a petition challenging certain provisions of the Right to Education Act, 2009 for being "arbitrary, irrational, and violative" and seeking direction to the Centre to implement common syllabus and curriculum for the students of Class 1 to 8 standard throughout the country. In its reply to a <keyword id="6355791" type="General" weightage="20" keywordseo="PIL" source="Orion">PIL</keyword> filed by lawyer and BJP leader Ashwini Upadhyay, the CBSE clarified that education falls under the 'Concurrent List' of the Indian Constitution, and the majority of schools are under the jurisdiction of state governments. As a result, it is the responsibility of the respective state and Union territory governments to formulate syllabi, curricula, and conduct examinations for schools in their regions. The CBSE further pointed out that the National Curriculum Framework (NCF), developed by the National Council of Educational Research and Training (<keyword id="48505" type="General" weightage="20" keywordseo="ncert" source="Orion">NCERT</keyword>) in accordance with the National Policy on Education, provides guidelines and direction for syllabus and textbook development across all school stages. In line with the NCF, the NCERT develops curriculum, syllabi, textbooks, and supplementary materials, it said. The Board said that the State Councils of Educational Research and Training (SCERTs) and State Education Boards either adopt or adapt the NCERT's model syllabi and textbooks or create their own based on the NCF. The CBSE also said that a uniform curriculum across India may not adequately consider local context, culture, and language. It further highlighted the importance of a national framework with flexibility that allows for the incorporation of local resources, culture, and ethos. The CBSE's response underscored that a curriculum closely related to a student's life outside of school is more relatable and effective. Therefore, they expressed support for a diversity of curricula and educational resources, in addition to a common core element. A division bench of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad had earlier sought the Delhi government, the CBSE and the NHRC's response on the petition. The plea also challenges the provisions under the RTE Act which excludes madrasas, Vedic pathshalas and educational institutions imparting religious knowledge. Upadhyay had argued that all competitive examinations be it engineering, law and the Common University Entrance Test (CUET) should have a common syllabus. "But we have multiple syllabus at school level, how will it provide an equal opportunity for students? In Kendra Vidyalayas across the country, we have a common syllabus. Every developed country has a common syllabus in schools. It is unfortunate we are under pressure from the coaching mafia." He had contended that as per the Articles of the Constitution, students do not get equal opportunities. Upadhyay, in his plea, alleges that "education mafias are very powerful and have a very strong syndicate. They influence rules, regulations, policies and examinations. The bitter truth is that school mafias do not want one nation-one education board, coaching mafias do not want one nation-one syllabus, and book mafias do not want NCERT books in all schools. That is why the <keyword id="97896" type="General" weightage="50" keywordseo="uniform-education-system" source="Orion">uniform education system</keyword> up to the 12th standard has not been implemented yet." "It is necessary to state that the purposive and harmonious construction of Articles 14, 15, 16, 21, 21A with Articles 38, 39, 46 confirms that education is a basic right of every child and the state cannot discriminate against this most important right. Right of a child should not be restricted only to free education, but must be extended to have equal quality education without discrimination on the ground of the child's social, economic and cultural background," the plea reads.

 In a stark contrast to its rapid growth and aspiration to turn into a vibrant <keyword id="34412" type="ORGANIZATION" weightage="40" keywordseo="economy">economy</keyword> towards the middle of the 21st century, <st1:place w:st="on"><st1:country-region w:st="on">India</st1:country-region></st1:place> is now home to the largest number of illiterate adults, around 287 million or 37% of the global total, according to a report by the United Nations. The country has adopted some robust literacy programmes since 1974, but a lot more efforts are required to raise it to the next level and make <keyword id="6355445" type="COMPANY" weightage="80" keywordseo="Education">education</keyword> universally accessible.<o:p></o:p>

	 

	After every Five-Year Plan, which is a charter to set things moving on the development front, literacy programmes were designed for special segments that needed access to education to be a part of the country’s overall growth process. The National Education Policy came into being in 1986, giving priority to universalisation of elementary education, with focus on backward communities. From then on, the focus shifted to adult literacy programmes.<o:p></o:p>

	 

	Having said that, we must take into account that <st1:country-region w:st="on"><st1:place w:st="on">India</st1:place></st1:country-region> is a nation of 1.237 billion and the majority of its people live in rural areas. In contrast, the ongoing adult literacy programmes mostly target the urban and the semi-urban population. So far, education in <st1:place w:st="on"><st1:country-region w:st="on">India</st1:country-region></st1:place> has remained the preserve of the rich and women belonging to economically stronger sections have already achieved universal literacy. But the poorest may touch the benchmark only towards the end of 21st century.<o:p></o:p>

	 

	The 2013-14 Education for All Monitoring Report by the UN has brought to the fore some of the huge disparities in the education levels of <st1:place w:st="on"><st1:country-region w:st="on">India</st1:country-region></st1:place>’s rich and the poor. Interestingly, <st1:place w:st="on"><st1:country-region w:st="on">India</st1:country-region></st1:place>, which is deemed the superpower in Information Technology, was lauded last year for making education accessible to children across the entire economic spectrum when it implemented the Right To Education (RTE) Act.<o:p></o:p>

	 

	But this year’s report shows every fifth young person in the country is unable to read or write, thus justifying the earlier scepticism regarding literacy issues. It also pinpoints a serious setback to the UN’s mission of universal education by 2015.<o:p></o:p>

	 

	The global slowdown has cast its shadow on many developmental aspects but unless we are careful, high adult illiteracy rate across the country can prove to be a major hindrance when it comes to growth. Sociologists also argue that stagnant literacy rates, among children and adults, can pose a serious threat to the social fabric of the country.<o:p></o:p>

	 

	The most direct impact will be in terms of increased inequality while the job market might elude young adults, driving them towards social aggression. Lack of formal education and reduced earning capacity may also lead to increase in crime rates.<o:p></o:p>

	 
 According to the UN report, the <keyword id="44734" type="ORGANIZATION" weightage="40" keywordseo="Indian-Government">Indian government</keyword>’s efforts to extend primary education to the bottom of the pyramid have brought some bright results, making it the largest country in the world to have reduced the number of school dropouts. But even then, some experts have been sceptical about the progress.<o:p></o:p>

	 

	And rightly so. As per the UN observation, global education budget had not been the focus area and stood at $14.4 billion during 2009-10 while the number of illiterate adults remained static during this period. In 2010-2011, aid for education was reduced by $1 billion and countries are now spending even less on education. <o:p></o:p>

	 

	The UN has not pressed the panic button yet, but there are clear indications that the original target of 2015 cannot be reached. The UN has advised countries with low education index among adults to strengthen their tax regimes, so that they are able to generate and channelise more funds to the education sector. Other countries which are in the same league as <st1:country-region w:st="on">India</st1:country-region> are the <st1:country-region w:st="on">Philippines</st1:country-region> and <st1:place w:st="on"><st1:country-region w:st="on">Egypt</st1:country-region></st1:place>.<o:p></o:p>

	 

	In <st1:place w:st="on"><st1:country-region w:st="on">India</st1:country-region></st1:place>, education accounts for 10.5% of the total government expenditure, even with policy level changes. This is close to 3.3% of the gross national product (GNP) and way below the 6% target set by the UN. The decrease in education spending will seriously jeopardise the huge progress the country had made in the previous years.<o:p></o:p>

	 

	As per the UN report, families had to bear at least 28% of the education cost at primary and secondary levels, which is way too high, compared to the most developed countries. This gives rise to some pertinent questions as far as family-backed efforts are concerned. Is the education cost a prohibitive factor that keeps the rural youth away? Or is it the lack of commitment on part of the government to create attractive programmes for the ‘education abstaining’ population that’s keeping them away? <o:p></o:p>

	 

	Either way, any failure on the part of the government can negatively impact the future of the country and its youth. If the current issues are not addressed at the earliest, it will lead to bigger number of dropouts, widespread poverty and a possible increase in crime rates for fast and easy bucks. Hopefully, <st1:place w:st="on">India</st1:place> can escape that fate.<o:p></o:p>
